Another Suggestion

  • He pledged to steer some non-emergency calls away from the 911 center to the 311 center — to allow cops to get out of their cars and do more proactive police work, instead of going from call to call.
This has been discussed here and elsewhere and no one has yet made a move on it.

The 9-1-1 system needs a complete revamp. Too much BS and not enough bodies to cover the BS. Chicago responds to something like 90% or more of 9-1-1 calls where other jurisdictions only go to 60% or so. This means that Chicago is wasting resources on all sorts of calls that aren't necessarily police related:
  • Junior won't go to school
  • Arguments (with no violence involved)
  • Landlord/Tenant
  • Dogs barking
  • Noise disturbances during daylight hours
  • Every single CFD call
  • all manner of civil dispute
The list is near endless and we're sure our commentators can add a dozen more. There has to be a major re-training of Call Takers and a rewrite of what is and what isn't a police matter. That will allow the police to address actual issues with the limited manpower available.

Unfortunately what will happen, at least on the west side, is that they will adapt, and figure out what they have to say to get the police there. The only way to combat that is to actually start locking them up for it (false reports.) I have done it when they falsely say there is a gun involved, and we all fly there. The call taker is actually the victim, so call the zone and get their info.

There's nothing like being in backlog and we're sending an Asian speaker here, a Spanish speaker there, a polish speaker over here..etc... to translate. Usually across the district.

Waste of manpower and $5/gal fuel.

Missing person reports....hundreds of good coppers in call back...how about a designated line for places to call for the shitheads in their custody who just cant ever make it home in time......the northside districts get bombarded with these nonsense calls everyday....gotta be a better wary. Keep us focused on crime instead of a report f some asshole agency and the welfare of a kid who could care less

I dont think there has been an in progress call since they opened that dump on Madison. At COS the call taker sat next to the dispatcher and they actually spoke to each other and dispatched as a team. The system they have know sucks. In progress calls dont get dispatched for 3 to 5 minutes. Some shithead can be 3 miles away in 5 min. Not to mention the worthless call takers. Ask a fucking question would you shit

I do appreciate the effort. But a huge concern of the officers here in chicago is that why get out of the car to do pro active police work when I am going to get sued and go to trial for it? Many of us use to go out and do all of the things that made the chicago police THE POLICE.. That does not exist anymore. Things dont get done anymore for the simple fact that nobody wants to be sitting in federal court though a week long trial where they are lied about and scruitnized. The huge thing about it is the punitive damages. If the city would pick up punitive damages then it would ease some fears of doing police work. I know this is a double edges sword when it comes to fighting these cases. I personally do NOT want any of my cases to go to a jury trial... I know that they are nonsense allegations but a jury in cook county will belive anything. If corp council came to me and said do you want to settle all of your cases today I know for a fact I would say, sure I dont care. All of the people screaming about fight all of the cases are not the ones getting sued or have a case that is about to go to federal trial. However, I know that I dont want pookie or the scumbag lawyers getting money for being criminals. Its a shi*y system and either way its a pain in the ass. The only relief can be for the city to guarantee and to pick up punitive damages against officers. Maybe then I will consider going and doing the proactive police work again. Until then, one bag weed arrests, signed complaints and a hands off approach unless completely necessary. call me a coward or whatever you want to call me but ive been in callback twice in my career... Once for an incident that made the news in stateway gardens and another in sos. im out and cleared of all the stuff and back in a district but the time being held hostage sucks and is like nothing you will ever experience(except for being in jail). Still have lawsuits pending from 8 years ago all asking punitive... To me and to many others its just not worth it anymore. Stay safe boys and girls

I'm a suburban dispatcher, and sadly, you see this problem everywhere: send on everything, to avoid complaints/lawsuits. Even the most idiotic calls. If the new Sup. tries to change this, expect some pushback...

Over the winter i was sitting in a restaurant having my dinner, and a call came over the radio in the second district , to see the 16 year old caller who was upset at her mother because the mother didn't bring home any Harold's chicken for her! 100% true story,
i almost fell off my chair!

If they insist on event #'s for these endless missions, limit each car to one specific mission period. Some beats have numerous missions compared to others that have less or none.

All station runs, messenger runs and G/O will be done by officers working inside.

One of the things Bratton did when he went to LA was a study to find out what patrol officers were spending their time on, and how productive it was. First result of that was a push to end responses to most burglar alarm calls. Burglar alarm companies pushed back, but Bratton got support for his mayor and a few of their councilmen so it went through.

What I find interesting is that the new guy is already pushing to get more people in patrol, while also suggesting a lower 911 response level.

This will never happen in fast districts like 025, 007, 011, 015, etc... The citizens there feel entitled to police service so they will say "I have a dispute with my landlord and he just threatened me with a gun". Or "my baby daddy came to my house and he threatened to burn down the house".

Only the responsible citizens will follow the new rules. This should have changed a long time ago. Now it's too late.

The joke is on you. The lists of calls to be dispatched and calls to be sent to 311 is authored the CPD, not the 911 Center.

The 911 Center is merely a contractor for CPD and performs as CPD demands. Over the years, diminishing the list of calls requiring a street response has always been considered the proverbial "third rail" by those at CPD with the power to do so, and with good reason.

The public is still pissed-off about garage burglaries being sent to 311, now imagine sending "DeShawn won't go to school" over to 311 and then DeShawn kicks the living breath out of his madear. Not good.

CPD has long-considered the sending of more calls to 311 as a recipe for an increase of injured victims, lawsuits and bad press. Good luck to the new superintendent in changing the lists without suffering any fallout.

No disrespect and Im not saying cpd are the real police but you can get away with that in the burbs, there are too many calls in the city of chicago to answer them all. We are wasting way too much time on habitual missing persons,junior disrespecting me,and ride with fire calls.

In the 023rd District (2nd watch), only 9 cars up during a tour. Every morning, 1 car to do a school crossing (because the crosiing guard never shows up in the morning), 1 car to sit (for 1 whole hour) in front of the Israeli consul's midrise (they have their own "mossad" security, and 2 cars for the "quality of life" (to ensure that gang bangers make it to Uplift High School safe), and now days on weekends we have 2 cars starting at 0400 hrs.. These 2 cars are suppose to ensure that the ghetto gays and gays wannabe, leave the neighborhood after they exit Circuit night club. WHAT A WASTE!!!

Was recently in the ER @ Christ hospital. Saw what I saw the last time I was there. People coming in with hangnails and headaches. They bring 14 or 15 friends and family, eating, laughing, on the fucking cell phones. No insurance.

If Christ Hospital is a microcosm of a societal problem, (which I think it is), essentially, we have an entire underclass of useless, stupid people who cannot function in the "real" world and have no desire to do so. They are shitting out children they do not raise, who grow up to be worse than they are. They are illiterate and lack critical thinking skills. They don't care how much their problems, needs or wants cost because they are not paying for them. And the laws, rules and regulations FORCE institutions to not only service them but cater to them which leads them to believe they have some value and worth, which, of course, we know is not true. The problem now is that these vagrants, bust-outs, criminals, thugs, drunks and drug addicts are no longer a minority of people. They are an entire underclass of people who will soon bankrupt establishments and institutions that flourished under different times and serviced people who had values, morals and felt an obligation to pay for what they used or were given. And these useless people are EVERYwhere. There is no getting away from them anymore thanks to HUD.

I sat and watched the most ridiculous dramas, stupidity, an obvious lack of priorities, people who were rude and demanding, people who requested interpreters and then went back to their seat and spoke English, people who "knew their rights" but interestingly didn't care about the rights of others who were ahead of them. And I heard the use of the word respect ALOT, which I found amusing because those that used that word, sometimes three and four times in one sentence, you would get the impression by their behavior and appearance that they didn't really have a full understanding of the definition or concept of the word at all. And ofcourse, everyone who was busy and working was interpreted "to be disrespectin'" the shitheads in need of services. I can only imagine the grave nonsense police officers are subjected to every single day through 911.

I am a grandchild of Italian immigrants. They were not the stupid illegal people who are flooding our country today. And despite a lack of education when they landed, had pride and integrity and made sure their children did better than they did and were educated. In ONE generation (read Tally's Corner: A Study of Negro Streetcorner Men---Legacies of Social Thought) they did their best and succeeded. And when I looked around that emergency room I was thinking it was all for fucking nothing.

I was there in 010 when the rollout of community policing was made and its attempt to stear a lot of calls away from 911 and a police response. the 311 was not around then, but wanting to do this and doing it were two different things. They had sergeants answering many calls. The tact teams were supposed to take in calls, but they never did and no one did a thing about it. It will be easier said then done. In some cases the people have no one else to turn to for help, i.e. landlord/tenent. The other issue here is the department culture that does not advocate the beat officers spending most of their time on their beat and taking care of and owning beat problems. I would think that the beats will be redrawn and made larger, but who knows what is in the pipeline. The best predictor of things to come is what McCarthy did in NY and NJ and I have seen a definitive answer on that. These could be exciting times for the dedicated and the working and sad times for the political hack crybabies who do everything they can do to hide out.

As a citizen I've been shocked when I call 311 for something seemingly minor and I am told to call 911. Isn't 911 for EMERGENCIES? Reading this post and these comments, I now get it. And it's sad.

What is 311 for then? Shouldn't this be where barking dogs, nonviolent neighbor noise issues and minor traffic violations should be reported?

Why is it that cars that the CTA pays officers to work their days off are assigned to the schools? The CTA where crime is rampant is being severely short changed with this hair brained idea! what are you smoking? they answer all the calls and callback within a minute usually. if the caller does not want to wait a minute they can leave a message to call them back (callback) which takes some time then. Callback as you call it also answers about 1500 calls a day that do not go to the street copper.

In the 002nd District Aunt Marthas, a home for wards of the State of Illinois, is generating up to 10 "missings" per day on 3rd watch alone. These kids aren't missing. They leave the facility for a few hours and come back after they've gotten high or gotten a piece of ass. Aunt Marthas is draining at least 4-5 hours of manpower off the 3rd watch every day, which equates to officer safety issues as well as other beats having to handle calls for service for the beat tending to all of Aunt Marthas bullshit. How about revamping the entire "missing person" orders?

I don't get mad at the kids when I get to those calls, instead, I yell at the parents for not knowing how to be a fucking parents like they should be. Whack 'em in the head. There should be a runaway call back report in which parent reports his habitual offspring missing which at times is every other day and another report which the police would respond to a bonifide missing person report. These are situations in which the missing person might be a victim of crime or some other unusual circumstance. The Detectives waste so much time in the investigation of runaways who return two days after being at a friends home.,

There are coppers at call back who could be branded poster children for getting screwed by IAD even when they were doing it with search warrants and consent to searches.

1.) For years they've been telling people to call 311. Decent, taxpaying people do this because they've bought into the bullshit that cops need to be preventing junebug murders instead of investigating burglaries and disturbances in civilized areas. They eventually tire of waiting on the line, never get an RD# and presto! No crime reported!

2.) The police will continue to answer ALL of the bullshit on the south and west sides because those in authority know that the simplest problem could grow into a quadruple homicide in the blink of an eye, thus embarassing the Machine and potentially causing disruption of bu$ine$$ as usual.

Very O.T. but just received my drivers license renewal in the mail which says I can renew it over the phone or the internet. Renewal fee is now $30.00 plus service fee. Last time i renewed my license four years ago the fee was still $10.00. A 200% increase? How much more can these politicians keep raising fees. And they wonder why the city and state are broke. And just who will cover the desk while that officer is doing the run? Some of the watch commanders actually did as they were told and ditched the extra bodies on the desk. We're in a new building and have 2 po's on the desk. The 1 po is almost never up front because they're doing watch secretary/radios. When we're short on the street, the desk Sgt acts as the desk officer and the other runs up and down back and forth all night. I'm not complaining, but we work every bit as hard as the officers on a beat. So don't look for any more cut backs over where I work unless they close the building down at night. We don't have extra bodies doing notheing inside.

I don't think cops should concern themselves with social problems like CRIME. The solution is there is no solution.

Want to reduce violent crime, then let the community come forth to solve violent crime, but solving crime by briefly jailing every mutt likely to commit a crime, is not good for the police. It works, but it's not good for the police.

First, it puts the onus on the police that somehow the police control crime. The police don't control crime, they respond to crime. Second, it lets citizens excuse crime by blaming crime on the police. The citizens cause crime, not the police and the citizens are responsible to come forth and testify against criminals in order to stop crime. Finally, it makes police superintendents think they can stop crime by micromanaging officers with redundant reports and procedures, and by moving officers from safe areas to bad areas. The end result is that police have less discretion to make reasonable decisions given where they work and many police buy into this crap theory, turning the place they patrol into enemy territory.

What happens?

Arrests go up, crime goes down, and citizens hate and blame the police for every crime. Citizens then demand outrageous punishments for police, which elected officials are more than happy to give them. Citizens don't believe cops when cops testify, which means bad guys go free and cops get hit with punitive damages. Because trials are so hard to win,the SA rejects as many cases as she can. "Good" arrests go by the wayside and cops use numbers to advance some nonexistent "career." Crime goes down, the superintendent moves on to a higher paying job and cops are left with the baggage of fending for themselves in front of civilian civil juices and the civilian police board.

Use your head. Do a good job. And leave issues like the crime rate to politicians and superintendents. They do a good job of taking care of themselves, make sure you're not out there taking care of them at your own expense.

Right on that for sure. I never was in 012 but I had a lot of Hispanic friends that grew up in that area and a lot of friends that went to UIC.

You essentially had 3 different spots of projects. And 3 different districts all in one.

Let us not forget Ashland to Western from Roosvelt to tracks use to be all shit too before there was a Jewel and FBI headquarters over there.

I always though the projects on roosvelt and blue island were the worst.

am Chicago citizen in West Loop: in past several years, every time I've called 311 for what I considered non-emergency, I've been automatically transfered to 911 by 311 operator. WHY? each time it happened, I felt 311 operator had unnecessarily shifted my call to 911. made me very suspicious of 311. made me think I woke them from their on-the-job nap, and that possibly, they weren't even listening to scenario, rather, on auto-pilot switching calls to 911.

Their criteria is 'what needs a response car'. A ticket, on a recurring car alarm, requires a squad car to 1) witness it and 2)to write the citation in a timely fashion.

It's up to the computer or the dispatcher to prioritize the response calls. The alarm would then fall lower than, say, your neighbor being shot or stabbed, but maybe higher than two people shouting at each other on the street or a barking dog.

311 is great for the water leak in your front yard, the sewer cover that's cracked, the neighbor who keeps taking your garbage can, the growing pothole at the corner, the daycare center that clogs the street with double and triple parkers every morning... in other words, the stuff that doesn't require an immediate response of any type.

And, just to be clear, 911 and 311 are BOTH wrong for: your car that won't start, your daughter who's mouthing off to you, the convenience store's prices that are higher than the Jewel, your kid who won't go to school today, the snow that's blocking your driveway. Those are the things you call AAA for, or a friend, or a shrink.

Just the third post and I need go no further: this is spot-on accurate. Also, every call about the same incident goes to a completely new call-taker. And I know this sounds like Andy Rooney, but shouldn't they have a rule for these call takers that one line of comments, such as "man hit by wife faow" should never be allowed? Don't they ever review these calls? Frankly, it's just another patronage scheme to get around the sliver of legitimacy the police department has in its hiring, the same as the brutal Traffic Management Authority.

When a citizen calls and wishes to report a theft that has occured, they get the runaround by the police officer who eventually answers. They do everything they can to avoid making the report. A women I worked with had her wallet taken from her purse. She called 311 a few days later at my suggestiion and was told they will not take a report because too much time has passed. I have seen this happen time and time again. This is the same bullshit that goes on whenyou report something to a district desk. They blow you off.

*In the 002nd District Aunt Marthas, a home for wards of the State of Illinois, is generating up to 10 "missings" per day on 3rd watch alone. These kids aren't missing. They leave the facility for a few hours and come back after they've gotten high or gotten a piece of ass. Aunt Marthas is draining at least 4-5 hours of manpower off the 3rd watch every day, which equates to officer safety issues as well as other beats having to handle calls for service for the beat tending to all of Aunt Marthas bullshit. How about revamping the entire "missing person" orders?*

We had that issue with an Aunt Martha's in Aurora. Brass worked up a plan for them to not call unless missing for over a day and the calls have almost gone away

Justice Department probes Newark Police.

Federal authorities say they are launching an investigation into the Newark Police Department -- headed since 2006 by the man who has been tapped to lead the Chicago Police Department.

Assistant Attorney General for the Civil Rights Division Thomas Perez and New Jersey's U.S. Attorney Paul Fishman have scheduled a news conference today to discuss the Justice Department's probe.

311 can not handle minor disturbance calls, that is why they still send it to 911. They do reports on the phone only and answer questions. No report for a disturbance.

You've got to remember that we're the only ones who answer the phones after 5:00 p.m. and on weekends, let alone actually SEND someone. Hell, even fire has us checking on a percentage of their calls. None of the other agencies you mentioned even come close

We're the most visable and available arm of government. This will never end as long as that's the case.

I mean, what is not considered an emergency by the call center? I just want an officer to eventually come by and ticket the motherfucker who thinks his '95 Audi is so valuable that he has keep the entire neighborhood awake. I don't need the SWAT team.

Consider 311 a do-a-report-over-the-phone hotline---if you need an Officer to respond to the scene (even if it's non-emergency)it's 911----but perhaps change is in the air

the police service here is being a police officer and not a robot who only relies on coding jobs. black gloves, hair gel and those cool earpieces that connect to your radio is not what being the police is about. Believe it or not there was a day that when an old person or kid or someone else who couldnt defend themselves out there needed help every car on the watch would show up to help. your a police officer first, robot second. not everyone out there has to be treated like a "savage"... too many kids on this job who are all about them. Go out and get that head, mother f' everyone out there and act hard towards everyone they come into contact too... you wonder why people hate the police these days. back in the day police officers kicked ass but were also very respectful to those who deserved it... Now, everyone including granny and little kids playin on the block are given hard looks and are mocked.. thats why we have lost all respect out there... we take our allies and make them our enemies.

Have you ever called 311 with a non-emergency police complaint? If you have not,you are in for a treat. When a citizen calls and wishes to report a theft that has occured, they get the runaround by the police officer who eventually answers. They do everything they can to avoid making the report. A women I worked with had her wallet taken from her purse. She called 311 a few days later at my suggestiion and was told they will not take a report because too much time has passed. I have seen this happen time and time again. This is the same bullshit that goes on whenyou report something to a district desk. They blow you off.

Traffic accidents..if DUI is not alleged,no physical injury,all parties have licenses and insurance, what's the point? It usually goes to arbitration anyway.

--General Order says to send them in but dispatchers fail to ask questions because they'd rather send a car. The usual... not sure if there are injuries crap! I have no problem responding to the scene and directing them to the station if all criteria is met. You can do the same.

Depends what was in the wallet or purse. Some companies want the RD# or they won't replace what was in the wallet (credit card, CPD id, jewelry, money order...
Many years ago, my wallet was stolen. One of the things inside it was an engagement ring. Insurance company wouldn't cover it without the RD# and I can't say I blame them.

I don't think we should blanket CFD....... YES are some of the call unnecessary, but safety first for ALL OF US........ I have been on jobs when CFD would throw down with us and kick some major ass......

I will back them up anyday!!!! Remember we have to stick together, BLUE AND RED, we learned that this year with our losses and theirs as well.

Also, what if he's eating her out of house and home and she is hungry and can't get to the grocery store? She's 90, for chrissake.
