Two front page articles on the Tribune and Sun Times websites. A sampling:

He has been credited with increasing the professionalism and skill of the police department, while negotiating a thorny political landscape with the thick skin that he developed in decades of climbing the ranks of New York's top brass.
  • [Sun Times] On Monday, Emanuel introduced McCarthy, 52, as his choice for Chicago police superintendent. McCarthy awaits City Council approval. Newark’s city councilmen and union leaders said their relationship with McCarthy was sometimes rocky, but they credited him with the 12 percent drop in overall crime in Newark during his tenure. Shootings and murders plummeted 40 percent over that period.

    He pledged to steer some non-emergency calls away from the 911 center to the 311 center — to allow cops to get out of their cars and do more proactive police work, instead of going from call to call.

    McCarthy said he wants his officers to “sweat the small stuff” such as stopping people from drinking on street corners. Addressing those types of problems can lead to making arrests for more serious crimes such as gun possession, he said."
Broken Windows" comes to Chicago. Definitely interesting times ahead.

We would be more than willing to sweat the small stuff, however, we do not have the manpower to do so. Dealing with bureacracy is going to tie down officers on a drinker or a panhandler for at least 1-2 hours on a physical arrest. Doing so will down cars regularly allowing for backlogs for Lord knows how long.

Add on top of that bosses that have agendas which throw wrenchs into a lot of arrests and your could be asking for some major trouble. Especially when officers are call for assistance.

Bottom line, I believe our department is willing to implement 'broken windows' and I believe that it can be really effective for reducing crime. Realistically to implement such a strategy, the department needs to beef up its manpower, and not just by disbanding units, to levels closer to the 13000 officers as had been budgeted. Hopefully the new superintendent can get the city to hire some more cops.

BULLSHIT!!

Cars go down on this kind of arrest and are tied up for 90 minutes to two and a half hours.
Sometimes they want us to inventory the container and a sample of the booze or we get sued.

All tied up with this shit while "shots fired" and "wildings" occur.

It would be better to do as some city I have seen, like Memphis and New Orleans. You can walk down the street with a drink as long as you don't bother anybody. That's the whole key, relax, stay straight up and don't bother anyone. If you drink and bother someone, then you have a problem.

Stay safe, in Memphis; on Beale Street the bars have sidewalk service windows.

Say, "We will get you everything you need."

And that means everything, even if it means other city departments and contractors will have to do with less now.

Sounds like an accelerated path to the cities bankruptcy and the resulting chaos that will follow.

As if the judicial system and jails are not overcrowded and understaffed enough already, now we should go after even more petty offenses.

We can't afford to enforce the laws -- the taxpayers can't afford the tax increases that it would take in this dystopian city.

The broken windows theory works! Here in Belmont, we do not have the crime that exists on the south and west sides. The reason we do not have the crime rate is because us Berets are the hardest working police in the city. We don't have the shootings and robberies because we hammer the yuppies for little things. Chad is now afraid to go out and stick up the pizza delivery guy, because he was issued numerous traffic citations for every minor fix-it violation. The college kids will not go out and set up an open air drug market because they know they will get locked up for underage possession of alcohol. They know we mean business and are afraid to escalate their criminal behavior. Nobody is predisposed to criminal activity. The difference between Belmont and the west and south side districts is the quality of the police, especially those of us who have trained here and remained ever since. The police in "high crime" areas of this city are plain lazy. How can they allow all of these shootings to take place? How can the robberies and drug selling be tolerated? Those officers should be sent to Belmont to be retrained. Only then will we win the war on crime!

At least in theory, any reallocated coppers from specialized units would have to be by reverse seniority. Knowing full well that this'll NEVER happen (clout & phone calls rule in most units, not seniority), the chances are great that you'll have disgruntled coppers that'll vow to do the bare minimum if sent reluctantly back to a beat car.

See the inherent flaws in this pipe dream as delineated in my post in the preceding thread. This idea, while grand on it's face, will be challenging to implement, and impossible to maintain.

Take a quick poll of the rank and file once you're settled in, Superintendent. I'll bet half of my net worth that 75% of coppers in patrol will say that proactive police work has gone the way of the dinosaur - then have the next portion of this poll gauge why.

Civil and criminal suits, punitive damages, imprisonment (see Cozzi), inept supervision, biased media representation of law enforcement and piss-poor working conditions/equipment are just the few that immediately come to mind when coppers justify their lack of enthusiasm for proactivity. Long gone are the days where the rewards outweighed the risks for sticking your neck out.

Again, the majority of officers in patrol ain't sweatin' shit for a variety of reasons. Unless it involves co-workers, family, friends, good neighbors or the rarity that is the "legitimate" victim, the only people getting printed and photoed are on signed complaints^.

^ Exceptions to this rule include: suckasses in aforementioned specialized units/tactical teams, etcetera that have to perform like circus animals to keep their coveted "spot", and cash-strapped guys going through divorce number three.

In short, there are very few incentives to be proactive and volumes of reasons to just go through the motions.

"Broken Windows" is good in both theory and application, but unrealistic given the current atmosphere...especially in Chicago.

Even if they eliminate responding to some radio calls, THERE IS NO TIME to sweat the small stuff. There are not enough coppers out here. Plus, until he proves he's not going to rat out cops like jfed, I will continue to depolice.

Wasn't this guy brought in to be an innovator? Broken Windows policing is a nearly 30-year-old strategy, most notable recently for the number of criticisms it has engendered. The word most commonly associated with it nowadays is "fallacy."

This is what he plans to trot out? This is what dazzled Rahm?

As to his other plans and ambitions -- anyone notice this guy is sounding an awful lot like the last guy at the start of his term? Remember how that turned out?

I still can't get over that incident with his daughter getting a ticket.

His explanation sounds a lot like something shortshanks would say--'what kind of father would I be?', which doesn't answer the question at all. B.S.

He wasn't some 5 year wonder flexing his muscles when this incident occurred. He was in a command position and should have known better.

I seem to recall a couple of ranking officers in this town who ended up resigning after trying to get their kids out of a jam.

Wasn't it Velez, the c/o of auto theft, who got into it with a captain of 23?

This guy should have been shit-canned over the incident with his daughter. How unruly do you have to be to end up face in the pavement and handcuffed?

If your downsizing unit(s) it doesn't have to be done by reverse seniority at all. People are simply getting dumped and since they're in a unit reverse seniority doesn't apply.

Sweat the small stuff? Good in theroy but I remember when corp counsel/State's attorney told us to stop sweating the small stuff in many pretrial hearings. Small stuff leads to big stuff for sure. But I already had my colonoscopy this year, and I dont need one done in court. I hope the State's attorney briefs our new boss on how we have been conditioned and threatened over the last decade.

reduce number of supervisors , with gps let wc monitor gps instead of travel , tv and stock market on his computer
don't hire 1,000 reassign officers
from guarding parking lots , tactical secretaries , crossing guard supervisor , etc back to district patrol , use money saved from not hiring for overtime in hot spots by off duty officers

clean up the medical abusers

You say you will have our back we will see and hope you do sir. If you are serious about making the "daytime dollies"actually work the streets at night is scary areas you are to be commended. Let's see if you will stand up and ask why does ed burke always need 2 coppers making sergeants pay + all the overtime with him? If your stuck giving this multi-millionaire a detail why not 1 guy and he could then sit in the front seat? It is disgusting to watch eddie and the copper in the passenger seat while that copper's job in to open and close the police spec crown vics doors,and open and close doors as he walks in? What kind of man is that? For a woman if she needs it ok but for a man? Why does the treasurer also Stephanie Neely have a huge detail also? The city clerk Delvalle disbanded his detail as soon as he was sworn in years ago,and he drives himself not like the wasteful pompous asses we have! Why do they both have police spec crown vics? Would these not be better used by coppers on the street,and with them talking about going "green" why don't they lease a car say a Toyota Prius to save gas? Without additional funding and the hiring of hundreds (maybe thousands) of additional officers not a thing will change for the better in this department. The city is in financial turmoil. This department is very close to breaking level. Emmanuel will not provide funding or approve new hirings, he will tell his newly hired staff you need to do more with less. Be safe this summer.

It is a wonderful idea, however to lock up all of the shitheads for these minor offenses would take coppers off the street for hours on end. I'm not sure if some of you are aware of the problems with some of the lockups throughout the city. The Officers who bid for this position and made it deserve that spot since they did their time on the street, and I have absolutely no problem with that. My problem is trying to put someone in lockup and having to wait 1, 2, and yes even 3 hours. Can someone please explain to me what a bullpen is for these days? The computer system was supposed to help get the bad guy in lockup quicker and get the Officer back on street quicker. In today's lockup it is one in regardless if you have multiple arrest's. I could go on and on, but I think the point has been made. I'm sure I will get a shitload of "why are still locking people up hairgel?", but it does make the day go by a little quicker. Happy Mother's day.

6 and 4 are in a RAP all night Saturday, so how do you improveit. You raid a AA meeting at 75th and Saginaw, tie up 45 coppers from 4,3,6 and TRU. Not one person is under 40 and whats the charge? No one hurt no weapons, no dope (with the exception of the Sergeant)and no one arrested. But Sgt V GETS TO BE ON THE RADIO AND SCREW WITH PEOPLE WHO ARE NOT SAINTS BUT DEFINATELY ARENT OUR FOCUS AUDIENCE. Nice job sarge, get a clue

At least the weather forecast for the summer is for COOL.... It might keep things down a bit, but it could also make it easier to go looting and shooting without all the sweating. Also, can't wait for the computer systems to go down again for a few days this summer... keeps everybody inside an air conditioned station while no one wants to issue the order to go to paper for hours and hours. You can only do what you can do--- one job at a time and do it well. I just heard my lawsuit for millions of dollars went away - just for doing my job and pookie is still in the joint unable to control his temper still feeling justified stabbing people when he doesn't get his way.
Mr. McCarthy, you have your hands full and a target on your back. Be careful to whom you listen and take advice.

This ain't going to go over well in 025!

The double merit promoted tactical lieutenant there has ordered her teams NOT to make ANY quality of life arrests. If they do, they have been told in no uncertain terms that they are going back to the watch. The following arrests are strictly prohibited:

- One bagger arrests (weed or blow)
- Drinking on the public way
- Urinating on the public way
- Disorderly conduct
- Reckless conduct

In addition to the above, they are not allowed to obtain and execute search warrants for locations outside of the 025th District. So if they get a C/I that wants to give up a house with guns in 015, they have to ingore it. Amazing!!!

Because of these policies, the arrest numbers and search warrants for 025 tactical teams have dropped precipitously. In fact, her #1 producing team has dropped to last place. Not because they don't want to work, but because they can't produce under the restrictions she has in place. She now assumes that her teams are lazy and is threatening to dump people back to the watch.

Here is a question for the double merit promoted 025th District Tactical Lieutenant. . . If they aren't allowed to make the easy arrests when they see them, and they can't do search warrants outside of the district, what the hell do you want them to do? Don't you think you've made their job difficult by placing such ridiculous restrictions on them?

It don't matter though, as she'll probably be a commander soon. Then things will be back to normal. That is unless they make the commander of 025!

Broken Windows was only effective in New York because around the same time this policy was implemented 3 new jails opened up. People actually had to sit in jail for a few days for DPW and 1811's. In this craphole you waste two hours on an 1811 and the guy you arrested is being I-bonded out before an hour later. These people know there are no real reprecussions for any minor arrest, so they don't care. If he wants this to work at all he better get the Asa'a and the judges and CDOC on board as well.

If I were a Commanders secretary,timekeeper,citation clerk etc. I'd be nervous. Same goes for a lot of the 35th St. housecats.
McCarthy has been quoted as saying he's willing to bring administrative duties to a standstill if it means getting more bodies into squad cars. What will these 4 and 5 year wonders do if they lose their inside "jobs" and weekends off and have to go out in the field and into a day off group?
This could cause kicking, screaming, loose bowels etc. amongst the "chosen" ones.

Try that Broken windows shit in Chicago in 2011-2012 and you will have police officers paying punitive damages in 2014, when McCarthy is gone. New Jersey Doesn't have Cook County judges, Cook County juries, Loevy and Loevy, and Brendan Shiller. You want to buy into this, go ahead. Wake up, people!

What he is talking about works. I remember back in the day when Coffee was DC of 004,no one dared to walk down the street with a drink in their hands or even be 4 deep on the corner. If they were you would hear those famous words, Lock em up. I know we had less Homicides and less shootings period. the only problem is do we have enough people to make it work? some say no some yes. I think we might if we get every swinging D--k and t-t on the street in the district. Remember edge missions? guess what they worked.

If its that hard to get a pinch in 025 that requires an Rd number maybe you shouldn't be on tac. Sorry but pissers and drinker aren't really heads. In a lot of places they are called anovs.

Suckasses? Hopefully the new boss implements some accountability to make a know-nothing know-it-all like you to have to get your dogass out of the vehicle to do something so the rest of us circus animals aren't pressured to perform.

I agree that it can be a safety issue if there is that many in back, but usually that is not the case. I appreciate a good lockup keeper more than you know, but you are few and far between these days.

I work in a so called specialized unit, I just want to do police work, but seems like others, like lock up keepers and district W/C's don't want you to do it, I hope the new boss gets it thru meeting with the troops that the W/C's in these districts let the desk and lockups rule, we have spinelss wimps as bosses.

It is obvious that the arrest process for minor incidents needs to be looked over and streamlined. The comments from officers who claim they are given a hard time by desk sergeants and WC and lockup keepers on these arrests are all very true for some districts. The lockup keepers , in far too many districts, are whinners who do what they can to discocurage these arrests. They do not want to walk around every 1/2 hr to check on the prisoners. And, there is far too many who are eager to give I bonds and clear the lock-up, but I think a court decision interfered in this process. Someone needs to look at this to avoid tying up cars for hours on minor arrests. In the old days we had a bum wagon in 12 which did not go into the station until it was overflowing with DOPW.

Dept Sup Patrolman Joe McCarthy did the same thingin the 80"s. Lock up everyone and crime dropped 40%. You know what that got him. A MAJOR lawsuit for him and the city and The Brez dumped him back to Captain's rank. The Brez then went to court and when they asked him about McCarthy's program he told the defense attorney that he didn't know what McCarthy was doing. The Brez was only the Superintendent of police at the time.Nice backup for the crime reduction. Again thanks for a job well done. Forget it.

The double merit promoted tactical lieutenant there has ordered her teams NOT to make ANY quality of life arrests. If they do, they have been told in no uncertain terms that they are going back to the watch. The following arrests are strictly prohibited:

- One bagger arrests (weed or blow)
- Drinking on the public way
- Urinating on the public way
- Disorderly conduct
- Reckless conduct

Sound like someone on a team who has been allowed to coast is a little pissed off that they may have to actually work. If you don't like it, quit crying and go back to the watch or are you too good for that?

No leadership. No experience. No training. No equipment.

Why not come into your new environment that none of us voted you into and try and rebuild police morale. Most of us are on the job because we love what we do. I want to give you a chance, but you need to be willing to open your doors and here what the real police have to say, not the rank sitting in the ivory tower who may have forgotten what it's like to be on the streets. It is not the same as it was 25 years ago, believe me I know from experience. Try being innovative, ask patrol officers about their job, and listen as they speak to you. You need us to turn this city around, remember that.

Oh, man. I've seen a lot of cover stories -- like the "bridal shops" suddenly busting out all over town -- but I gotta say that AA was the last thing that entered my mind that they would hide behind.

They musta picked up some of that "recovery" talk around the detox or something, but they aren't gonna walk the walk.

Dirty bastards. No real AA meeting EVER charges a penny to get in, no one sells anything -- there are rules and traditions and they are followed, and things are conducted in an orderly way. People are there to get better and that's it.

Anything like this that was in the official AA meeting directory would be dropped from the directory like a hot potato; you got a "rogue meeting," and AA takes care of things like this very quietly and efficiently, for the good of all.

Don't anyone get the idea that this is the norm; I got a lot of years around those tables, that's why this floors me. Oh, every once in a while some disturbed person has to be quieted or removed, or someone there for the wrong reasons asked to leave, but it's really infrequent. There are usually enough long-time-sober people in the room, older ladies and gents from the neighborhood who know each other for years and know the program and keep everything on an even keel.

On behalf of the program, I apologize to anyone who might have gotten a bad impression. What you saw was simply not AA. It is a good old brotherhood and sisterhood that has helped an awful lot of people; don't hesitate to check the directory for meetings in your area if you think it might help. "Open meetings" are for family, friends, anyone interested in alcoholism, and people who aren't sure yet if they've got a problem. "Closed meetings" are for alcoholics to confidentially discuss things. There are smoking- and non-smoking meetings, Spanish-language, etc.

Tired now, but I think it's all available online. They have printed pocket-size directories of meetings available too, very handy.

Wow. What a shame. That is so sad.

@ UIC COD are you serious or are you high? How can you compare the 19th District to 011, 015, 006, 007 and other districts. You are talking about two distinctly different demographics and you try that BS in 011 and you will be laughed out of the district. These districts have a constant flow of real crimes and you have obviously never worked in those districts because you were too damn afraid work in a predominately black and violent district. If you worked in 011 you would know that you are too busy to lock up people for drinking on the public way. Switch your radio over to zone 10 and listen to the jobs being given out while you are sipping your latte. I had a professor in grad school who thought the way you do. He did not know shit either.
