Beyond Wilding?

We wonder if the Detectives will be able to tie this into any of the recently ignored incidents downtown:
  • Police and relatives later said a co-worker found Jernagin dead inside a back office of Wabash Food & Liquors at about 8 a.m., the victim of an apparent robbery. The store’s door was locked when the co-worker arrived, police said.

    Jernagin, 57, had been shot in the back of the head, police said. A source indicated a safe was found open in the office.

    Police did not say when they believe the shooting occurred, but one of Jernagin's sisters, who lives in an apartment above his home in the city’s South Shore neighborhood, did not hear Jernagin return home Thursday night, his brother George Miles said.
Hmmmmm.

(AP) — Illinois moved one step closer to creating a commission investigating racial discrimination in law enforcement when a Senate committee this week approved creation of a task force.The call for the commission stems from a report that showed blacks are disproportionately incarcerated for low-level, non-violent drug crimes than whites. The commission would collect and analyze ethnic and racial arrest data to determine the prevalence of discrimination in crime sentencing.The task force would be established pending Senate and House votes.Creating the commission is the first part of a list of recommendations resulting from the initial study. The study also suggests increased funding for alternatives beyond incarceration and reducing barriers to employment for those with criminal records.

Who would harm his family? He did no harm to anyone. 22 years of nothing but good deeds. A city and a civic economy to be proud of and an excellent bond rating.

Now. What or whom does he have to fear?
On the other hand, just for example; if he fucked over someone or some group and he seriously feared for his life and that of his family, he could and rghtfully should, hire and pay for his own body guards. His 200K+ yearly pension can afford safety for HIS family because protection for his family comes first.

2) " the 'alleged' suspect is not in custody and police are searching...."
3) " Area detectives are investigating "

Doesnt read as if the Department is so shorthanded, except for a fully staffed News Affairs Office, there hasn't been a steady recruit class or detective promotions in years.

The CPD has to come up with a proactive plan for a response to the flash mob "wildings" in 018, particularly the Magnificent Mile. Unlike most exempts and while I don't know him, we are blessed with an exempt who I understand is one of the well-respected and deserving: Cmdr. Kenneth Angarone, 18th District.

I reside on Beat 1814.

Any suggestions on dealing with "flash mobs"? I believe many, perhaps most emerge from the netherworld also known as the CTA subway station at State and Grand.

I think all of this talk about "wildings in 001 and 018" are over hyped. I mean, if this was such a huge problem, then why don't we have any videos recorded from smart phones or surveillance from businesses (the cameras that are facing outside and inside). 001 and 018 has more cameras than any other district. So why don't we have any video surveillance of these "wildings"???

Well, I'm (obviously?) not in Chicago any more, but I got an inquiry from a Chicago civilian friend asking if a homicide occurred at 1111 N. Dearborn last week. There is no information in the media or on the internet about it, but residents there are freaked out because something happened and nobody knows what it is. Management is waiving rent for one month for residents who inquire, but nobody seems to know anything.

My first thought when I heard this was the "wilding" thing, but there is no way to hide a death entirely in the internet era? Or is there?

You'll never hear anyone go down on a street stop. And God forbid Tact gets an arrest that isn't a pan handler. They have tons of cars and rapid bts. Plus they have foot ppl so they don't get shoplifters. They are a bunch DOG asses and stay down 1hr on parkers until dispatch asks for their status.
The only person you hear out there actually dispersing shit heads is 1800. Now tell me how embarrassing it is when the COMMANDER does more work than anyone else in that district. Check his dispersals and I guarantee no one comes close.

o.k JUST happened again. Saturday night. Armani store on 520 N. michigan called 911 with "flash Mob" in store. used those words. about 20 teens were in store some were detained..manager stated that they have been grabbing and running now for a few months. basically mass shoplifting. mall security said its getting out of control between them and watertower place..

The wildings are happening in mainly the shopping districts of 001 and 018. Mostly Michigan Avenue and I haven't heard it happening on State street. But if we allocate more resources to Michigan Avenue, Water Tower Place, etc.... then obviously they will find other spots.

THE POLICE DO NOT HAVE THE AUTHORITY TO ARREST ANYONE AT ANYTIME. If 50 to 60 kids are all walking together and even though we can all sense they are up to no good. There is nothing the police can do about it. A crime has to occur. We used to have tools to end this type of bullshit like disorderly conduct, mob action, etc. but now they were thrown out by the courts.

You doubt that 50 to 60 kids can rampage a store and get away? Call the Armani Exchange, Gap on Michigan and Huron, The Northface, etc...

I don't blame the 018 dist coppers one bit... with the exception of 3rd watch bosses, the rest of that place is a mess...the white shirts all talk a whole bunch of crap about EACH OTHER, not to mention the po's. Bunch of politically connected, over-promoted hacks that do not back their people and form cliques with the blue shirts. As far as a commander doing dispersals, THAT IS NOT POLICE WORK. Getting an event # does nothing unless it is a CB#, which HE WON'T GET EITHER because of the political climate. Plenty of other nice districts without the drama...

The alderman and mayor voted them exempt years ago from the firearm laws,they can all carry for example eddie burke always carries on his ankle (Why does he need very expensive cpd protection?).
By the way the average on his detail base pay is $95,000 + all the overtime+ extra uniform checks+ all the overtime buddy in payroll told me lowest paid on any of the details mayors-burkes-neelys was $115,000 highest was $170,000. More like daley wants 6 coppers per day+the cars assigned to protect his home 24/7 which are not on detached services log but detail from 001 that would be 3 more coppers. Your talking over 1.5 million per year easily! Oh almost forgot the city cars,free insurance-maintenance-free $5.00 a gallon fuel!

The wildings in 018 are steadily getting worse. It is moving beyond flash mobs doing retail thefts to mobs just walking around doing as they please and attacking others for no reason. I understand that no one wants to waste time locking up a juvy for disorderly conduct or some other misdemeanor because nothing will come of it other than being stuck babysitting for 6hrs until mama comes to pick jr up. However, someone is eventually going to die. With the warm weather coming up I can only imagine what is going to happen on the beaches and lake paths. There was already an incident a couple of weeks ago of a mob walking down the path randomly attacking people. Still, nothing is happening other than "I'm keeping an eye on them" or "I'm going to let security at Water Tower know."

I recently posted here; I have a suggestion for the flash mob situation downtown. Each mall entrance will have security and there will be a minimum age requirement to get through the entrance. Anyone underage will need to be accompanied by an adult. This could be used at stores and smaller shops as well. I've lived in the city for a long time and if any of you older guys remember Shoppers Corner which was real close to the Oriental Theater back in the 1960's, the owners followed the patrons around like hawks, always watching.

The CPD needs CCG and 018 "solo swarm scouts" on bicycles, particularly during critical hours on Michigan Ave and at the three Red Line stations at Grand, Chicago and Division St.

When sighted, the scout tells the Zone 4 dispatcher "Swarm" and the location(s). Units then converge on the swarm. Also set up 2 prisoner vans cruising Michigan Ave. during those primetime hours.

Legislation in Springfield should also amend "Looting" in ILCS making this offense a Class 4 felony, regardless of the value of the stolen merchandise and/or damage to property.

By the way the average on his detail base pay is $95,000 + all the overtime+ extra uniform checks+ all the overtime buddy in payroll told me lowest paid on any of the details mayors-burkes-neelys was $115,000 highest was $170,000. More like daley wants 6 coppers per day+the cars assigned to protect his home 24/7 which are not on detached services log but detail from 001 that would be 3 more coppers. Your talking over 1.5 million per year easily! Oh almost forgot the city cars,free insurance-maintenance-free $5.00 a gallon fuel!

Maybe I missed something, but isn't the UUW law a State Statute? I am pretty sure that an Alderman or Mayor cannot vote exceptions to State Statutes through City Ordinances. In an event I have heard this for years, but I have never seen anything that verifies thatcity officials have license to carry concealed. Can anyone explain?
