J-Fled Scam Policy Reversed

So who actually benefited besides J-Fled and Masters Masters Masters?
  • Chicago Police Supt. Garry McCarthy has reversed a policy change that resulted in lucrative vacation payouts to former Supt. Jody Weis and members of Weis’ command staff.

    Weis and his chief of staff, Mike Masters, were among 1,026 city employees who were paid $7.4 million in all for unused vacation days since September in the transition from former Mayor Richard M. Daley to Emanuel, the Chicago Sun-Times reported last month.

    Weis, who’s now deputy director of the private Chicago Crime Commission, walked away with a $76,308 lump-sum payment for 64 unused vacation days. Masters, now Cook County’s homeland security chief, left police headquarters with a check for $30,448 — the equivalent of 54 unused vacation days.

    Both benefited from the former superintendent’s June 2010 change in the policy governing vacation carryover, allowing “command staff members” to carry up to 39 unused vacation days from year to year “when circumstances prohibited the use of current and prior year’s allotments.” Weis made that change after starting the final year of his three-year, $310,000-a-year contract.

And guess who's speaking high praise for the change?
  • “When circumstances change, such as discontinuing the unpaid furlough days for command personnel, then decisions and policies associated with such changes need to be reviewed, and changed, if deemed appropriate,” Weis said Tuesday. “Garry is doing exactly what he should be doing.”
Why won't this guy go away?

If he was who he PRETENDS to be, Emanuel would demand that payout money back from Weis.

Or sue him for initiating a policy that he directly benefitted from.

That just STINKS of THEFT.

But will he have to give back the money? I wouldn't bet on it. Even though the yearly ethics exam that all police department employees are forced to take CLEARLY stated that this very move was not allowed and against city ordinance, the peon rule applies. Only the lowly have to follow the rules. While I am getting spit on and shot at(with a 6.5% raise over five years nomless) JP get 310k, but that is not enough. He also steals an extra 76k.

Legalized theft, probably coached in how to change the rules to effect it by City Hall...more and more disgraceful acts falling out of the Shortshanks closet.

Weis is a criminal--at the very least, he's unethical.

He should be at the top of a 'most-wanted' list for stealing from the city.

BTW, just heard on the news this a.m. that detectives assigned to Burge are now under investigation.

Don't you get paid for your unused vacation days? Sure you can't carry them over, but at least you are allowed to use them. Even when most of those exempts use V days they are still working.
if Weis or Masters took any vacation time that would of eaten into their payouts, then I could see the crime. Sure a policy change was a punk ass move, but look who you were dealing with. Be glad they are gone, to keep mentioning them only keeps those bacteria filled pond scum alive.
Let's focus our energy on Mc? and our department now.

Jfled is like the guy at the party who stays two hours after the last person leaves. You know the one that is sitting on the couch still while you are cleaning up the mess. Then you tell him its getting late and you are going to bed and he's just sits there and says ok and continues sitting there. Finally you gotta tell him to get the fuck out. Maybe someone. Should tell jfled that already.

He should be investigated for fraud. He changed policy that allowed him and select buddies to make money. Read the Ethics Ordinance. It was flat out fraud.

The public should be aware that this policy for "carry over" does not apply to the rank and file, normally they have to use the vacation time or loose it

All well and good, BUT: if they don't pay people off for unused vacation, what will they do? Take a LONG vacation before they quit!

I'm wanting to quit in Sepetember, but I've got 40 vacation days on the books? Fine, I'll take a two month vacation, then quit in November. I still get paid, but I don't have to work. (And, my medical continues to be paid.)

This is nothing.

Why do all these connected creeps get to walk away with the money they stole? How about the credit card scandal. All of the hundreds of thousands of dollars wasted by city bosses on bullshit, expensive dinners, sports tickets, jewlery, their kids tuition, and who knows what is just forgotten about. If it was one of us the Corporation Council would be hot on our tail to get the money back. Lets get a copy of all the transactions going back at least 10 years and make these connected thieves pay up! Won't happen in our life time!

But he didn't actually reverse anything. All he did was reduce the number of days the exempts can carry over from 39 to 25 days ....

“Command staff members will only be allowed to carry over a maximum of 25 vacation days from one year to the next. Command staff members should adjust their 2011 schedules based on this change in policy,” McCarthy wrote.

So they all still get to carry over the 25 days I have to use or lose every year and then cash out when they retire. No wonder all these exempts are constantly whining and poor mouthing. Yet dedication and a love of the department still manages to keep them all backstabbing and fighting tooth and nail to keep those gold stars and climb over the backs of others to get further up the food chain.

He instituted this policy in the last year of his contract, demanding credit for 25days of vacation for his 1st year when he knew he was only entitled to 13 days. His actions were to defraud the city. He should charged accordingly.

The ones who get kicked around the most, the lowly police officers, have never been able to carry over any vacation time. It's always been use it or lose it. Why should it be any different for the exempts?
I say either do away with any carry over for exempts or make it available to every member.
