You Ignorant Assholes

This one goes in the "un-fucking-fucking-believable" category. Chief Tina Skahill of the Office of Compliance came out with a report on 12 July. The report is titled "Officer Activity - Central Control Group." In it, the report identifies officer activity in relation to the nature of their assignment. The report directs District Commanders to take an officer's work history into consideration when completing Officer evaluations. Here's the report (click for full size):


Leaving aside that this is proof positive that the rating system is nothing more than a numbers counting game which will eventually lead to "quota based" policing, we're royally pissed off at the content of the report. Get a load of this:


Check out that name right at the top of the report. The "Beat Relief Officer."

Do any of you fucking morons at headquarters have any fucking clue as to why Officer Michael Bailey, Star 13970 might not be generating any fucking activity for your oh-so-fucking-precious ratings system?
  • HE WAS KILLED IN THE LINE OF DUTY, YOU FUCKING ASSHATS!
We are speechless with rage just about now.

For starters, there ought to be an apology issued by Tina Skahill if there hasn't been one already to Officer Michael Bailey's family. Then there ought to be an apology made by each exempt signing off on this piece of crap report who didn't bother to read it and sent it through without catching Officer Michael Bailey's name - Juan Rivera, Beatrice Cuello and of course...:



And after apologizing to the family, each and every officer ought to get an apology that so many out-of-touch, meri-clout-orious, useless bosses would defile the name of an officer Killed in the Line of Duty by including it on an activity report a year after he died.

And then start demoting a few of these assholes.

The careless manner in which this report was published would seem to put in question its entire validity.

Or as the computer nerds would say "garbage-in garbage-out" or GIGO (pronounced Guy-go) reporting.

If you can't even maintain the list of active duty personnel in your report how can there be ANY confidence in the numbers.

These type's of BullSh-t reports pass daily through the hands of Exempt Gold Star Dummies and you know they never actually READ the content, they just sign off and blow it up the chain.

This is Exactly why we need a complete re-do of the entire Exempt Staff. Most of them have NEVER EVER been the real police and don't have a clue what a police officer or detective actually does.

There is no-one proof reading this stuff, everyone is out on the street. But there is a apology in order on this one. This officer was killed in the line of duty, and he was guarding Mayor Daley's house the night he was murdered. Mike made it home and was killed out in front of his own house while cleaning his car. No area in the city is safe.

It is disgraceful to have a officer killed in the line of duty and on a list with officers failing to do any activity.

However I did see the department acknowledged these officers crime reduction ribbons.

I know its been said already on this post, but it needs to be said again and again.

The exempt staff as a whole is inept. This group of officers (exempt) were magically pushed (meritorously promoted) up 2,3, or 4 levels of rank in 1,2, or 3 years of time.

This exempt staff does not know what a D1 or D2 or D2a policeman does for a living. And more importantly - nor do they care.
The reason being is they did not have to crawl before they walked.

They (brown, cuello, peterson, skahill, caluris, andrews, georges, green, kennedy, rodriguez, carothers, carter, trahanas, tobias, etc) were given the magic carpet ride by Cline and Hillard. This is the ignorant shit that those 2 selfish mother fkrs waved in.

How about releasing the Moral Study and Manpower shortages citywide.

Quotas were killed by the Federal law suit several years ago in a lawsuit brought on by the good citizens of Illinois and the peoples law office claiming citizens were being unjustly targeted by the Police to garner favor and ratings by their superiors. That is why they the powers that be dropped the entire Officer's rating system about seven years ago and these same merit-glorious seeking exempts know this. All I can say is I sat a roll calls and listened to bosses yell and scream about activity and how all employee contractual rights should not count and the Department dose NOT have to abide by the FOP contract! If you as a Police Officer cherish your home and family be carefull because those same exempts will throw you under the bus when the lawsuit is filed and that's NO BULL! All these same bosses were meritious and have extreme baggae from sexual harrasement suits to coveting drug dealers and threatening Officers to save their kids, And yet not ONE has been fired! be careful and keep your head down Officer these animals don't care about you!

I am a young officer and I am constantly being howled at by my Sgt. about my activity. What the fuck should I do? I will only make an arrest if it's based on a signed complaint. I am not going to be stupid and be proactive. I am just going to patrol the streets, back up my fellow officers and answer my radio assignments. Isn't that enough? Sorry, I don't feel like doing shit when I am stuck on 1st watch while those with even less time than me are on 2nd and 3rd watches.

I remember years ago when the front office would 'steal' your activity and post it to another officer's stats. During review when the districts would hold a round table discussion, officer's would be rated.

My Sergeant approached me and asked me to sign my activity card, which I had noticed lowered my rating by two points. When I asked why I was rated lower my Sergeant told me that I had little activity in parking tickets.

Well I save all of my parking ticket books and brought them to the Sergeants attention. At this point my Sergeant told me that it didn't matter and it was already done. I went to the watch commander and explained my situation. He immediately raised my rating three points.

Now tell me that this nonsense is still not happening?

I've been retired from CPD for two years, and the first thing I noticed on the report was Bailey's name. They did not notice it because all of their mourning is bullshit; they only care about themselves and their careers. So how many 9171 (E3), 9173(E4) and 9175's (E5) are there compared to the total # of 9161's?

Im sure, like at my Agency, you could get rid of 25% of each of those 3 E-series paygrades and perform at a better level. you could probably get rid of 9102..does the Caps Dir do anything useful? Not trying to be a dick, just looking at potential waste.

In 2001 when I was a Sgt. in the Mass Transit VSEP, we had Eric Lee assigned to work. This was after he had been killed in the line of duty. So for three weeks when I would get the A & A sheets to read at Roll Call, Officer Lee's name was there. I called downtown and asked them to remove his name; it was uncomfortable and disrespectful to keep seeing his name knowing what had happened and having to mark him as absent. There was no space to mark killed in the line of duty. They ignored my requests, they don't care, it seems that you are just numbers and names to those who hide at headquarters, drawing paychecks as if they were police officers.Retired Sgt. Rick Aztlan

I am sitting in a restaurant right now and tears are flowing from my face. The people sitting at the table next to me got up and came over to see if I was ok. I told them yes, that I just read something that made me very sad and angry. They told me they were sorry and asked if there was anything they could do. I didn't mean to cry in public but before I was done reading the post the tears came. I thanked them but assured them I would be ok and they watched my things while I went into the bathroom to splash cold water on my face and continue on. I received more respect from 2 people I never met in my life than Officer Bailey did from any supervisor that read the information in that to/from and did nothing about it. I am disgusted with my department.

I have been on now for over 20 years. I used to try and keep a positive attitude about citizens. When they would really show their colors, I would get pisseed, then later try to remember that it's not everyone that are shits, just the shits. I really tried to do that and for the most part, I did pretty good. I kept things under control and did my best to give police service, even to the ones that I didn't believe deserved it-maybe those ones got a little less, maybe I didn't let their problems bother me, just did the report for them. The good guys got good service and maybe their little tragedies received more attention and their big tragedies, well maybe I took them home with me for awhile, maybe too long, but that was okay at that time. But when Officer Cole was treated the way he was by the citizens with savagery akin to animals on the hunt, I decided thatIi too would not ever take this job home with me ever again and the bad guys would never ever receive anything from me again, never. If that meant a cr then so be it, I can always use a few days off.

And I dealt with supervisors the same way, they are not all bad: there are good ones and the bad ones, well we have to respect those ones too. I don't have a crystal ball and don't know what is going on in others' lives, so if a boss is an idiot, well, then he's an idiot, whatever. I tried to keep everything in perspective. Not anymore. I don't know which bosses read that report, but I am going to assume that they all did, because an apology was not given already. No boss will ever get the above and beyond from me because this incident sealed that deal. Just like the savages sealed the deal for the citizens of this great city. I will probably be ashamed of myself later for feeling this way, and maybe later I will change my mind, but I doubt it.

Thank you scc for informing us of this great injustice and just poor, poor judgment on the part of everyone involved. The Bailey family and friends know how much we care and that will never change.

Now maybe the powers that be can remove the name of Officer Ricky Schott from the evaluation roster of the 009th District, because it was there the last time I looked. And for those of you that don't know, Officer Schott died in the line of duty approximtely 13 years ago in the 009th District lockup while fighting with a prisoner. If it has been removed already, which I doubt, then I apologize for this part of my post. It should have never been there in the first place. The evaluation system was out in place maybe 3 years ago-not 13.

I hate my department for making me feel this way. Over the last 8 years, they have taken every shred of respect I had for this department. I don't believe anything can be done to regain that respect that I had. That was one thing that I really admired about myself, being a Chicago Police Officer.

Or when that illiterate ass Dino Verre could not pronounce his name in the CO book after it was on the news for days. I went to CPD Headquarters last month to see the Honored Star Case in the lobby. I noticed several stars were not in chronological order which left me wondering how could CPD brass be so uncaring, sloppy, and nonchalant with the caretaking of a Case the rank and file consider to be sacred? So now, after having read this BS, I'm not surprised. It's consistent with what I observed in that Star Case...sloppyness, lazyness and a who gives a shit attitude. Why isn't Tracey Ladner held accountable for the good order of the Star Case? Isn't she the Director of Human Resources? Pretty insulting to those who gave all.

The evaluation system is a joke and very subjective. Still people are given the best rating if they are friends with the supervisors. One goof in our district tells us that "the supervisors aren't allowed to give coppers the highest rating no matter what." What a dumb system. How about we evalueate the supervisors.

The superintendent said before getting hired that he would make DCs responsible for officer activity is their own districts and here it is. But this was completely idiotic to have this report go through how many hands and eyes with no one catching Officer Bailey's name on the list...that was really stupid.

Also, you can't force officers to police just to get numbers it doesn't make any sense. Yeah they can at least turn in a mover or a parker or two but to force us to do this job just to build numbers is ridiculous and it will move us toward even more scrutiny and lawsuits.

I'm retired. I went through that BS performance evaluation class for supervisors back when it was first rolled out. What do they show on the overhead screen but a list of PO's from 001 as an example. My cousin(RIP)was up on that screen with the same 0's.

0's that run that academy, 0's that are bosses.Not to mention that the whole operating system/program for that application is FUBAR.

Did I mention that I'm RETIRED? And they wonder why.

The computer application used to create this spreadsheet or the members signing off on the report should have caught the error. I applaud the SCC for redacting the officers' identifiers. However, if the slumtimes or fibune used a deceased member's name to illustrate a point we would and should be outraged. Officer Bailey RIP.

WTF is wrong with these people. This just tells you that the exempts HAVE NO CLUE. The name of an officer who was killed in the line of duty should be etched into your heart and head. Note- P.O. Bailey was followed to his residence by the pieces of shit and killed because he was a police officer, that is why they called it a "line of duty death".

I am surprised that Tobias did not catch it but his secretary is an idiot. A full duty idiot. As McCarthy strips the indies officers, the more pressure is put on the remaining white shirts and the incompetence will show. The patrol division administration is a circus.

I can just picture Skankhill in her office, no clue as to what an ass she really is. It's people like her that don't care, and will never admit to being wrong. It's cold hearted. In my soon to be 20 years on this job, I've never met her or almost any other exempts. I'm sure most never arrested that many people in their career. I've heard a few names, but I just can't see why any of them are needed. Nobody really cares about them. Who are they anyway and what have they done to dramatically improve our department? My supervisors know if I need to do more work. Why does this department need an Exempt, to tell a District Commander, to tell a Watch Commander, to tell a Lieutenant, to tell a Sergeant, to tell a PO, that they need to work harder, when the sergeant is on the front lines working with us most of the time anyway?

You and I probably laughed with Ricky over beers. I still remember the call I received about him since I was RDO. I worked many nights with him inside and on the street.

Today I have truly come to the realization this department will never be the proud strong department it was. The camaraderie, the bosses and co-workers who cared about each other. The adrenaline rush and laughs afterwards. Every watch in every district worked as one, including the sergeants to the commander. We were the police and feared. You attacked one of us, God forbid the asshole didn't go to the ER. The bosses would have been screaming.

Today I have to thank our Superintendent for the Fuck You look I got. No clue why? Was just doing my job. But yet he goes and preaches to Phlegers flock. Yet he listens to the people that surround him. They are either clueless and the few who are not are ballesss.

Today is the day I have promised myself, unless another copper needs back-up or is going to an in-progress call, the blinders are on. Fuck the savages, they can kill themselves for all I care. Unless it is a decent person and not a scumbag in trouble, I'm driving by. Fuck activity, fuck the command staff, fuck the supeintendent and the mayor. These fucking high ranking hotshots can go do the fucking job. Let these clueless pricks go out and take the lumps. Unless it's another copper, they can fuck themselves. Politics and stupidity have torn down this city and this department. Weis and Daley started the demolition with Rahm and McCarthy knocking down what is left.

If McCarthy doesn't cut the heads off these idiots, then I know he is a balless puppet who gives a fuck less about us. Garry the ball is in your court. Let's see what you are really made of.

The next time you complain that the Department should name a Department member as Superintendent, Stop and Think for a moment ! All the merit/clout babies that are in charge need a map to find their asses. Our current command staff is loaded with people that have no abilities as police officers much less as Leaders.

Exempt staff meetings should be called "assembly of assholes ".

This is embarrassing and the Bailey family should receive an apology from the Superintendent and all the signatories on that document. My mom used to say everything happens for a reason and there is no wrong that for some greater good does not occur. As bad as this error was, it has served to put P.O. Michael Bailey's memory in the forefront. Never forget Michael Bailey his contribution to CPD and the City of Chicago. Please keep him and his family in your thoughts and prayers.
