Inside Peek at CompStat

One commentator said it "wasn't pretty." That may be, but it was revealing in other ways:
  • Chicago’s new top cop is relying on a strategy that uses statistics to predict and prevent crime.

    CBS 2 Chief Correspondent Jay Levine was invited to observe first-hand how “Compstat” is working so far –- and how Police Supt. Garry McCarthy is leaning on his higher-ups to get results.

    “We’ve got eight consecutive weeks of 20-percent reductions in crime — that’s pretty darn significant,” McCarthy says. “Imagine when we get better at it.”

Eight straight weeks? Of 20% and more? Really? Time for SCC's Math Tutorial!
  • Week 1: 100 crimes (we'll use 20% rounded throughout)
  • Week 2: 100 - 20 = 80 crimes
  • Week 3: 80 -16 = 64
  • Week 4: 64 - 13 = 51
  • Week 5: 51 - 10 = 41
  • Week 6: 41 - 8 = 33
  • Week 7: 33 - 6 = 27
  • Week 8: 27 - 5 = 22
That's a cumulative 78% reduction in crime. Now ask yourself, does it feel like there's been a 78% reduction in crime? Have your calls slacked off? Has the rate of report writing and RD#'s gone down? We'll confess that the work load is spread out a bit more with the extra bodies from all this "redeploying" going on and we can get a day off occasionally when we need it. And don't forget, school started, taking a few hundred thousand potential victims off the street during daylight hours. But 78%?

Remember when reporters could actually do math?

Back to the article:
  • McCarthy alternates between good cop and bad cop during his weekly Compstat meeting with area, district and unit commanders. TV cameras have never been allowed behind the closed doors.

    “I’m not hearing a sense of urgency. I’m not satisfied with the answers that I’m hearing,” McCarthy tells his subordinates. “This isn’t going to go on like this, folks, of that I can assure you.”

    When Levine tells him later he was pretty rough on some of them, McCarthy disagrees.

    “That wasn’t so tough, because I didn’t fire anybody or throw them out of the room,” he said.

You mean like Carothers? Wasn't he the subject of two or three of these meetings in a row? Rumor has it he walked out. And he paid what penalty for failing to answer McCarthy's questions? Oh right....none. He's still commander, months later. A shining example for all to aspire to. Let's just call this for what it is - a charade. McFigurehead can't fire anyone unless Rahm and the Machine tell him it's OK.
  • McCarthy doesn’t let up because of a promise he made to his boss, Mayor Rahm Emanuel, in June -– that he wants to reduce shootings by more than 10 percent.
Well it's a good thing school started - there's your 10% reduction right there. In fact, if we aren't mistaken, 10% is the low end of the average of the reduction in shootings once school starts. Someone want to look it up. McSmoke&Mirrors might be taking credit for what is the historical norm. We might as well credit the Teachers' Union for the drop - hey Karen Lewis? You listening?

Well skip a few paragraphs and come to the portion of the article that made us laugh our asses off:
  • We’ve all heard the expression “no pain, no gain.” That’s especially true on Thursdays, when McCarthy holds Compstat meetings.

    Every commander gets a turn on the hot seat. Down the line he goes, to Cmdr. Robert Lopez, who is in charge of apprehending fugitives.

    When Lopez tells McCarthy he anticipates one subject will be showing up in court Oct. 3, McCarthy shoots back with a question: “We’re gonna hope that he shows up in court?”

Um, yeah. It's called "Bond" and it's a kind of judicial process that lets defendants free after posting cash or property to guarantee their appearance at future court dates. If he doesn't show up, he forfeits the "Bond." It's a practice that's been in place since before the Magna Carta - 1275 AD actually. We're pretty sure that the same methods are in place in New York and New Jersey unless we missed something in the news.

They finish up with this:
  • A major part of this week’s Compstat session was spent dealing with a virtual gang war on the South Side.

    To make Compstat work, you need accurate intelligence, which is supplied by a variety of specialists. That intelligence leads to rapid deployment.

    The next step, according to Compstat, is effective tactics and relentless follow up.

    “When we identify people, I want them in custody,” McCarthy said. “I don’t want murderers out there for two and three and four weeks. I’m not seeing a sense of urgency here, folks.”

Accurate intelligence - is this that Crystal Ball stuff again?

Rapid deployment - didn't we get rid of those units?

And we're sure that the Chicago Police Department has made it a habit of letting murderers roam around freely once their identified.

Jay Levine and Channel 2 publish this crap as if it's coming from the Burning Bush and pass it off as some big deal, without doing the most basic research, asking the simplest questions or doing any sort of followup investigating whatsoever. What Rahm says goes, and what comes from Rahm's appointees goes unquestioned.

Arsons downgraded to Non-Crim Damage to Prop., Burglary downgraded to Crim Damage to Prop., Robbery to Theft, etc., it has an effect. They got busted doing this in NYC recently and people lost their careers over it. Same thing will happen here. Stop and Frisk, ticket quotas, etc., caused major problems in NYPD all due to the pressure of Compstat.

Actually, it's the Cook County State's Attorney's Office who lets murderers walk around for weeks, sometimes forever. CPD detectives work hard to ensure identities are properly established through witness statements, lineups and collected evidence. Yet, ASA's will only approve charges on cases which they can't possibly lose.

In four more weeks there will be a total of 90% reduction in crime. That sounds like great work to me boys and girls, and I hope that the FOP remembers this come June 2012 when our contract ends. McCarthy said that he wants to do more with less officers, so seeing as we're doing so well with fewer officers, I think a raise is in order. Great work everyone!!

Tell me if this happens in your district. Show up at roll call, check off who is here, small talk, lotsa B.S.... No persons of interest, no vehicles wanted, no ongoing crime trends, no reports from my 4 other surrounding districts as to what the hell is going on or if they have wanted peeps or veh. If there is a gang war in the next district, we don't know in ours. Information dissemination in our computer age is non existent or pathetic~!!!

Im a lifelong chicagoan. Lived in the worst parts of the city, someplaces have since gentrified, uptown, edgewater, east lawndale, lakeview and humboldt park, i even had the opportunity to live in lower manhattan, Washington heights, NYC and Jersey City, New Jersey. One thing i realized in order to survive you always looked over your shoulder, secured your apartment, with mulitiple locks, crossed the street when you observed some goon approaching you and you prayed for rain or snow. In the city of chicago, non gang members in uptown or humboldt park, knew once spring was upon us or when the summer was winding down, bullets would be flying and walking the streets with certain tribal colors would get you a blunt object thrashing by shitty individuals that didnt share you taste in wardrobe. This political hack that is the figurehead of the CPD full of it. Weather, opportunity, and the fact that two third of the "jets" are gone is the reason crime stats are what they are. It gets cold, school is in session, low crime. It gets warm, more kids out of school and on the street, high crime. Guy gets shot, expect retaliation. We have had comstat, in grain, in our heads for as long as i can remember, we just called it COMMON SENSE. It seems, Rahmmy, pseudo reporter, jay levine, and McPuppet have lived in those ivory towers for so long that they actually think they have figured out what we, in the hood" have known all along. And to Mcpuppet, dont stop with the "obliteration" of the MLD's, you still have the cobra's, latín kings, mickey cobra's, vice lords, ambrose, counts, GD's, and a shit load of others. Get rid of those scourges, there goes 99% of the cities problem. Until then, go FU. God bless the CPD andCFD. End of rant.

How can you pass this dribble off as reporting?

Look, Jay, I will help you out. Go get a copy of the case reports related to aggravated batteries with a handgun, or other dangerous weapon. They are available you know to any citizen and you can utilize the freedom of information act. Read through them and check on the victims. Find out how many of them were alive at the time of the report and died later, but did not get reclassified.

Read case report about the thefts from commercial buildings, residences and autos. Check to see how many of them should actually been classified as burglaries.

Examine the case reports on thefts from person and see how many of them should be robberies.

Get the number of calls for police service to crimes and then check for the amount of time that elapsed between the call coming in and the police arriving. You will see that in busy districts those response times are high. Then look for the disposition of the call. Look for how many "19 Paul's" or "19 Boy's" were given because the victim got tire of waiting.

Do a thorough check, Jay, and I think you will see that someone is blowing smoke up your ass. Or is it that this Chicago and the smoke you feel is really a pair of lips trying to entice the media to paint a false sense of security for Chicagoans?

Dribble and nonsense, Jay. Drama and hype from Rahm and Gary.

Drop in crime... well yeah, its called the fall! Summer is over. Everyday from now until mid march crime will be at the lowest point of the year... thus dropping a huge percentage!!!! TA-DAAAA!!! McCarthy gets to go infront of the media in late december and say, I took over in may... crime stats for 2011 were so and so, but since may when I came in crime decreased every month for the rest of the year after comstat was put into place(Late July). august school is into session(drop in all crime), September gets cooler(more drop in crime, October and November the hawk comes out and its too cold for thugs(major decrease in crime).. then, there you have it, the 2011 success story of gary mccarthy which he will tell everyone in the beginning of January.

Well said, SWAT stroke trying justify his job. There should be a G.O. that says you have to be the police before you can be a SWAT guy who spends his days forever practicing and working out and generally avoiding what we call police work, like arresting criminals and then going to court. There's more to this job than a sand table exercises and rehearsals.

It's pretty sad you would call all the guys on SWAT strokes just because they are on SWAT. Not only that, but like many other rumors that fly around the department what you said is not true.

Start with your comment about the G.O. to be on SWAT... There is one. To apply you need 5 yrs on the street, so your first comment is WRONG. The average seniority for SWAT is 15 yrs and the unit has only been around for 6 yrs.

Second, to say we spend our days forever practicing is also WRONG. In each period everyone has SIX training days the rest of the time we are in a car working in districts. Before you say ...."I never see you in my district." just remember thee are less than 40 of us working 2 watches each with two shifts for the entire city. Yes, we are down by about 1/3rd of our budgeted staff just like everyone else. We also do go to court, but not nearly as often as most officers assigned to patrol typically do.

And as for your first comment, there really is no need for us to justify our position. EVERY MAJOR METROPOLITAN CITY HAS A SWAT TEAM. We do warrants because we have equipment the the city can't possibly give/train every district in the city with.

I don't know why you have so much animosity toward the entire team, it's kinda sad actually. We are here to help our fellow officers. Just to say we are there and more than happy to help out if we can. The point was made that UCO's are going in and it could put them in danger. Why not use SWAT if they can make it safer for the UCO's?

Maybe you were having a bad day, maybe you are just a troll, either way if you are the police I hope you stay safe out there.

Wake up asshole, Chicago's geographical size is just as big as New York, but only 1/3 the population. How easy you forget NYPD has three times as many cops to cover about the same space.
And try to afford living in some sections of NY. What is the crime rate in Manhattan and other exclusive areas of NYC? That is why cops in NY are allowed to live outside the city.

Fact is most folks who keep getting victimized just give up reporting the crimes. What is the use when it won't stop. Become a hermit and stay in your house...move away...get a gun and defend yourself? When you strike back at the animals making your life miserable then you get arrested. Then McGruff and Racoon Eyes can point to the former victim and say we locked up the bad guy. When we allow good hard working citizens to defend themselves with a weapon then we can level the playing field. Sadistic greedy criminals will think twice about going after regular folks in fear of getting shot or worse.

Maybe they could ask all of the criminal to call in their crimes so the estimates could be more accurate? Do the criminals plan a day ahead or a month ahead? But then, what about the unplanned ones? They need to do their part in helping McCarthey with his estimates so he looks better to Rahm.
I saw this episode of "Rahm-the New Mayor" and it was absurd. I am not even a cop and I could tell it was contrived.

McCarthy came to our roll call in 007 and told us how he is trying his hardest to get more police, especially in 007. He mentioned the hiring of 50 more officers plus a possible 17 additional ones courtesy of grant money. Then this guys sits down for an interview with abc7 in our roll call room minutes after he spoke to us and says that the union is wrong and that we do not need to hire more police! The best part of his visit to 007 was when he walked into the roll call room and began talking the news camera rushed in following him around and his response... "I had no idea this was happening". Really, you had no idea that the news was there in 007 and wished to follow you with a camera and film a subsequent interview???? He should have asked for them to leave during the roll call. All it did was make him showboat even more.

Why doesn't the Commander of Special Functions Judy Martin get questioned at Comp Stat for anything. Is it because she unit only has 6 people in her unit. Instead of it being called Special Functions it should be called Special Ed. Why do we need to pay her Commanders pay for a 6 person unit? Ask the taxpayers that. Waste of Money. I'm not a cop... but why not target preselected, predisposed, violent criminals rather than compile stats on where their crimes have already been committed? If I were McCarthy, I'd implement a priority targeting system wherein I'd mandate each Commander (in conjunction with all of his beat officers) to produce a list of the TOP TEN most notoriously violent offenders in his or her District. With over 20 districts, the list would contain over two hundred of Chicago's worst criminals... then "deploy" against those individuals rather than deploy to the areas where they commit their crimes. In other words, go after the gamefish; not just his favorite haunts. Catch the fish before he swallows up the innocent... Hell, if nothing ese, run the bastards out of town, but be on their asses every breath they take till you either catch 'em dirty or they feel so much heat, they pull up stakes on their own.

Given the fact that every beat copper worth his or her salt, can readily tell you who's the most dangerous thugs on his beat, deploying to geographic areas after crimes are committed, rather than going directly after these known thugs, is a distant second choice.

Liberals and civil libertarians be damned, McCarthy is the leader of the real P.O.L.I.C.E. why not target and strike out against all of the known "Lex Luthers" of each district before they strike again? Hell, these criminals have long arrest records and prior convictions; they ain't exactly medical students. On the contrary, they are predisposed to committing violent crimes and could and should be identified, targeted, investigated and locked up or run out of town --all w/o using any fancy algorithms trying to guess where they might strike again.

When I grew up in Chicago, beat cops knew everything and everyone who moved on their beats; I know the same is true today; So, Mr. Superintendent why not tap into your greatest resource? The eyes, ears and memory of the street copper.

Beat cops know from their own blood, sweat and tears, who the local bad guys are... I'd suggest Supt. McCarthy direct his forces against the biggest and baddest of all of 'em. Just let the police be the P.O.L.I.C.E! What a novel idea!

Remember when Levine committed an assault on another reporter to defend Rahm from questions tougher than the typical Chicago media softball (eg. "mr mayor, tell us again why it is that you're so wonderful?").

Great post SCC. I nearly choked when I saw that McGoofy let the press into the Compstat meeting to tape him berating his staff. What an arrogant jerk. He doesn't have a clue how to lead. He is a show pony who loves the limelight. The most dangerous place to be in the City is between McNutty and a camera crew. There is no doubt that many of the gold stars need to be taken to the woodshed, but doing it on camera shows total disrespect not only for the gold stars but for the entire department. Civilians watching that get the impression that the Supt. considers the exempt ranks a bunch of dopes and, therefore, the entire department is a joke. If the Supt. can berate the supervisors on TV, why should the citizens listen to anything a blue shirt says? It's called in the military "conduct unbecoming". McStupid should go back to the Bronx.

I'm not giving McCarthy any credit but the real idiots here are all the Exempts (who most have been promoted beyond their capabilities) who are maxed out and have been black balled politically and who endure this because they want to not because they have too. If you haven't figured it out guys you will not get promoted any further per Daley and now Rahm no matter what goofy clubs or ethnic/race organizations you run or belong to. Let's look at who's working for about 12% of their salary because they can leave: Eugene Williams (Noble), Bobby Lopez (Ahle), Hector Rodriguez etc...
Then you have exempts (Cuello, Gulliford, Kupczk, etc..) with enough time in grade as exempts who are over 50 with 20+ years on who put up with this non-sense too. So what if you have to pay for your own insurance. With an exempt pension you should be able to pay $500-$600 a month. If your excuse is that you stay because you have kids in school etc...Let me let you in on a little secret. Psst, you listening? If you leave the CPD and collect your LARGE PARTIALLY DESERVED PENSIONS and go get another job somewhere else you will make a lot more money than staying here and working for 12% and putting up with being now publicly (CBS) humiliated in front of not only your colleagues but millions of people.
Have some pride and leave!
Now, I personally know a few (Hint-3 or more) exempts (not any listed above) who have coordinated their efforts are planning to make a "statement" and are all leaving on November 15th. Imagine if several more leave at the same time? Imagine if 10+ exempts leave on the same day? What will the repercussions be? New Superintendent? Nothing? We shall see!!!

I have to agree. But let's look at the other side of the coin. W/C walks into roll call, gives out the description and plate number of a wanted car. 14 people at roll call, how many write down what the W/C says? On a good day, 1. Tell them about a special employment opportunity and three days later have someone say "Hey what was that about some special?" The work ethic is gone. We are so atuned to chasing the radio that we have given up most all other aspects of policing. Could write a paper on why this has occurred, but the end result is we look to protect ourselves through our tours and go home at the end of the day. Little else because the potential for harm to us, physically, monetarily and emotionally, is far too great in this day and age to even try to be the coppers that we were 15, 20 years ago. Thank you liberal society. You now have what you have so desperately wanted for years.

McCarthy doesn't have the OK to dump whoever he wants. The recent CompStat meeting where Jay Lavine was there......Christ Fletcher from 003 was on the hot seat for a big part of the meeting. Why? Because the Supt has been trying to get rid of him since shortly after taking over, but has not received the green light from City Hall.
His response? Embarrass them into quitting.
Fletcher has a no win situation in 003, what with the incessant gang problems that have been there since the 1960's, and a really strange combination of officers who absolutely work their asses off, yet work with officers who don't do squat. There is no in-between in 003.
The building in 003 is also pretty bad, and really should be considered for replacement or major renovation.

Watched Mc Liar on Fox Sunday Morning. It started out just the way I thought with " hard hitting questions ". So why did you shave the goatee ? Great first question MIKE FLANNERY and you delivered it with a smile. Then it's DANE PLACKO turn to ask the hard hitting questions, talking about Body Guards and Dane ask's about Burkes detail. Dane why didn't you ask the " HARD HITTING QUESTION " about Daley / Maggie's detail ?

Then the really hard hitting question I'm sure the citizens and tax payer's of Chicago would like YOU to ask ( because you have the tv show and are suppose to ask the HARD HITTING QUESTIONS ) Is their any validity to YOU having a extra marital affair with Lt. Maureen Biggane or any other Chicago Police Officer ? and is there any validity to you striking your Wife ?

Two or three weeks?

There are investigative alerts with probable cause to arrest for homicide offenders that are two years old. Check it out yourself.

For everyone of those alerts there is at least one contact card for the subject that states, "Name check clear."

There are two things going on here.

One, McCarthy is an ass who doesn't understand police work and who is completely clueless about detective work.

Two, the CPD is a shit organization that would go through several bosses before finding one who knows how to install a light bulb and go through several dozen officers before finding one who would actually do it.

The conclusion. Just because McCarthy has figured out that the CPD is incompetent, doesn't mean that McCarthy knows how to fix it. Because the reality is that fixing it would require firing at least half the department.

Well said, SWAT stroke trying justify his job. There should be a G.O. that says you have to be the police before you can be a SWAT guy who spends his days forever practicing and working out and generally avoiding what we call police work, like arresting criminals and then going to court. There's more to this job than a sand table exercises and rehearsals.


This is such a sad comment and it frightens me to think an officer said it To not understand the benefits of continuous training and preparedness shows a true lack of understanding of your own job I am not in SWAT but in my 22 years getting a professional SWAT team is one of the smartest things this department has done We may not need you everyday but history has shown that you are fully capable when we do need you

How fucking irresponsible is this reporting, just in handling sensitive information. They gave the court date, and said that on that date they'd be waiting for their shooter. So now it's public info, and word gets back to this guy. Anybody who shot somebody and ALSO has a court date on 03 Oct AINT coming now!

SCC, you really should go to one or two of these meetings. It's painful to watch: to watch the supe twist the screws, and to watch the 'bosses' squirm beneath them. But some of it really is justified. You have dist commanders who have NO idea who was shot, what gang they're in/were in, and what the motivation was. How can you command a district and even TRY to deal with what's going on when you have no idea who the players are and why they're shooting each other?

Remember some years ago being in McDonalds at Dearborn and Randolph in uniform with my partner. In front of us was a little guy about 4 feet tall. Yes it was Jay Lavine. If you were not looking down you would trip right over him. He spoke to the young lady behind the counter like she was dog shit. What an arrogant little bastard. Ill State Police has had this bull shit COMSTAT for years I attended a couple as a low level command officer and I got the biggest laugh out of it all. it is an excuse for command people in Spfld who don't have a clue how to be a cop as they never were one. They make themselves important by telling Dist and Zone Commanders what they are doing wrong, and yell at them because they don't have the right answers. It was even funnier how scared these Commanders acted, as if a little kid getting yelled at from a parent. No one had the balls to tell it like it is. A Dist Commander once laughed when he was commended for reducing traffic deaths on I-55, he told yea deaths are down because road was under construction and cars couldn't drive faster than 30 mph. Just a big joke.

What a crock of BULLSHIT. Heres the only fact. Crime, violence, gangs, drugs, drunken /high punks, dangerous drivers, etc. Are everywhere in Chicago. Little has been done to resolve this. About 15 percent of the CPD is actively out there, fighting crime in the streets, enforcing laws, and policing neighborhood hotspots. The rest of Cpd is over-managing, pushing pencils, sitting in offices answering phones, playing on computers and making personal phonecalls, taking hour or more lunches in the Suburbs, going on the Medical regularly, coming late to work and leaving early, going to court for 2 hours and not coming back to work gor the rest of the day, etc; etc; and you big bosses, some of the biggest scammers, freeloaders, and Hacks of ALL, think you're doing a great job. Without your liberal political news media spin-machine, you'd be nothing at all. When is the last time you actually checked to see which employees on full duty actually caught and arrested a REAL criminal. What a bunch if dead-weight the CPD carries, due to patronage and nepotism, while the real street Cop working police get neat to death all day, every day. CPD is a typical mismanaged Democrat - run mess, like the rest of the Democrat run into the ground State, and Country. Total fuckin joke....

Al I know is that my Dist is down over 100 bodies, I run from job to job, and have no time to focus on a specific problem. Living in 016 and hearing about how short they are makes me furious. Ot- Heard McCarthy wants to reassign 200 detectives back to districts to work patrol. Lowest senority to return. You'll still keep title as detective and your D2-A pay but will be handling calls and in custody arrests where your skills are needed. Dicks at the Areas will have their caseloads increase 2-3x what they are now. Lots of follow ups to be completed. Both Rahm and McCarthy not pleased with clearance rates. And yes dicks list is coming down. Why do you think McCarthy told the media that there are too many dicks? Rahm thinks there are too many. McCarthy is merely passing on the message.

as far as closing 021, there are about 15 housecats. The rest of the officers are already on the streets. Look, Jay, I will help you out. Go get a copy of the case reports related to aggravated batteries with a handgun, or other dangerous weapon. They are available you know to any citizen and you can utilize the freedom of information act. Read through them and check on the victims. Find out how many of them were alive at the time of the report and died later, but did not get reclassified.

Read case report about the thefts from commercial buildings, residences and autos. Check to see how many of them should actually been classified as burglaries.

Examine the case reports on thefts from person and see how many of them should be robberies.

Get the number of calls for police service to crimes and then check for the amount of time that elapsed between the call coming in and the police arriving. You will see that in busy districts those response times are high. Then look for the disposition of the call. Look for how many "19 Paul's" or "19 Boy's" were given because the victim got tire of waiting.

Do a thorough check, Jay, and I think you will see that someone is blowing smoke up your ass. Or is it that this Chicago and the smoke you feel is really a pair of lips trying to entice the media to paint a false sense of security for Chicagoans?

Why doesn't the Commander of Special Functions Judy Martin get questioned at Comp Stat for anything. Is it because she unit only has 6 people in her unit. Instead of it being called Special Functions it should be called Special Ed. Why do we need to pay her Commanders pay for a 6 person unit? Ask the taxpayers that. Waste of Money. Is she ever at work anyway?

How about Commander O'Neil at management and Labor affairs? Another joke Unit with under 10 people, and they need a Commander????????

McCarthy doesn't have the OK to dump whoever he wants. The recent CompStat meeting where Jay Lavine was there......Christ Fletcher from 003 was on the hot seat for a big part of the meeting. Why? Because the Supt has been trying to get rid of him since shortly after taking over, but has not received the green light from City Hall.
His response? Embarrass them into quitting.
Fletcher has a no win situation in 003, what with the incessant gang problems that have been there since the 1960's, and a really strange combination of officers who absolutely work their asses off, yet work with officers who don't do squat. There is no in-between in 003.
The building in 003 is also pretty bad, and really should be considered for replacement or major renovation.

SWAT replaced the HBT team, which was around for YEARS, and did the same training that SWAT does now, basically a name change, AND, they don't do other work now, HBT used to be assigned to a unit (Mass Transit)and actually worked in the field when not training.(granted the workload was minimal but they did contribute). now, I am not sure what they do when they aren't training... waiting for a call out? whatever.

Then he stands up there and treats them like the are a bunch of ten year olds who just got off the short bus.

Ten minutes after the meeting he has no idea what the hell the Commanders were taking about and does not care. But he got to play the boss for another week.

Is he too stupid to realize that he can look up all the same information on that computer he has on his desk and stop wasting every ones time.

Maybe he does not know how to use a computer or maybe he can't read.

Maybe his mental state was damaged so much by the CompStat meetings in NY when he was a Commander and on the Hot Seat, that this is the only way he can a feel like a man.

Some of the never been the police tools at IAD are now digging so low to sustain charges against coppers for failing to adhere to a fax message that went out . Now mind you that until recently they were faxed over from the fax message center at 311 . 25 districts and many other units on the fax list. Machine down,lazy desk person, never got it,thrown away by accident and not put into book,etc... It isnt like its a gen order or special order. Be carefule when you are giving statements som eover there are out for BLOOD!

The population is down 10% and the powers to be are looking to cut the police department by the same. I know people will argue that fact but it is what it is. Look at the officer per population numbers around the country. The problem is the distribution of manpower. There are so many BS spots because of the politics of the department. So, those in the beat cars suffer. I think you could come up with a 1,000 officers if the place was run legit. CAPS- Fugitive- have two Gang units- on and on. Then tackle the issue of light duty-- either off or on-- and I do not mean the 20 yr officer with cancer-- talking about the 5 year wonder who wants to do nothing. 1,000 officers = easy.

I'm not giving McCarthy any credit but the real idiots here are all the Exempts (who most have been promoted beyond their capabilities) who are maxed out and have been black balled politically and who endure this because they want to not because they have too. If your excuse is that you stay because you have kids in school etc...Let me let you in on a little secret. Psst, you listening? If you leave the CPD and collect your LARGE PARTIALLY DESERVED PENSIONS and go get another job somewhere else you will make a lot more money than staying here and working for 12% and putting up with being now publicly (CBS) humiliated in front of not only your colleagues but millions of people.
Have some pride and leave!
Now, I personally know a few (Hint-3 or more) exempts (not any listed above) who have coordinated their efforts are planning to make a "statement" and are all leaving on November 15th. Imagine if several more leave at the same time? Imagine if 10+ exempts leave on the same day? What will the repercussions be? New Superintendent? Nothing? We shall see!!!

Great post SCC. I nearly choked when I saw that McGoofy let the press into the Compstat meeting to tape him berating his staff. What an arrogant jerk. He doesn't have a clue how to lead. He is a show pony who loves the limelight. The most dangerous place to be in the City is between McNutty and a camera crew. There is no doubt that many of the gold stars need to be taken to the woodshed, but doing it on camera shows total disrespect not only for the gold stars but for the entire department. Civilians watching that get the impression that the Supt. considers the exempt ranks a bunch of dopes and, therefore, the entire department is a joke. If the Supt. can berate the supervisors on TV, why should the citizens listen to anything a blue shirt says? It's called in the military "conduct unbecoming". Not so fast. You are right that nobody really cares, not like you would care about your Mom, Dad, spouse and kids, but ten+ exempts up and walking on the same day would be notable. Actually, it is unprecedented. Plus, if they are all vocal about their reason(s)for doing so, it would be quite notable and, again, unprecedented.

In the short run, the whole thing would be newsworthy, but probably little more outside of our world. In the long run, it makes for great CPD folklore and it will follow this assjag McJOKE for the remainder of his career and life.

However, it is unlikely to occur. One exempt with HOG balls is like a unicorn, but 10+ exempts with HOG balls acting together to expose McJOKE's incompetence has about as much of a chance as Carrot Top becoming the King of England!

Some years back, 1978 to be exact, we were guarding the civic center and nazi demonstrators from the Jewish DeFense league. Jay Levine was standing there and was smacked with half dozen eggs by the demonstrators. We laughed our ass off. No cops were hit by eggs, only Jay.

I'm not giving McCarthy any credit but the real idiots here are all the Exempts (who most have been promoted beyond their capabilities) who are maxed out and have been black balled politically and who endure this because they want to not because they have too. If you haven't figured it out guys you will not get promoted any further per Daley and now Rahm no matter what goofy clubs or ethnic/race organizations you run or belong to. Let's look at who's working for about 12% of their salary because they can leave: Eugene Williams (Noble), Bobby Lopez (Ahle), Hector Rodriguez etc...
Then you have exempts (Cuello, Gulliford, Kupczk, etc..) with enough time in grade as exempts who are over 50 with 20+ years on who put up with this non-sense too. So what if you have to pay for your own insurance. With an exempt pension you should be able to pay $500-$600 a month. If your excuse is that you stay because you have kids in school etc...Let me let you in on a little secret. Psst, you listening? If you leave the CPD and collect your LARGE PARTIALLY DESERVED PENSIONS and go get another job somewhere else you will make a lot more money than staying here and working for 12% and putting up with being now publicly (CBS) humiliated in front of not only your colleagues but millions of people.
Have some pride and leave!
Now, I personally know a few (Hint-3 or more) exempts (not any listed above) who have coordinated their efforts are planning to make a "statement" and are all leaving on November 15th. Imagine if several more leave at the same time? Imagine if 10+ exempts leave on the same day? What will the repercussions be? New Superintendent? Nothing? We shall see!!!

Why did you put up with the BS for so long? Why did so many exempts sit still when they say and witnessed honest coppers getting thrown under the bus? Why did you all turn in disgust but remain silent?

At 1:35.. Don't know where you work, but 13 has 3 tact teams consisting of 10 officers ..that 30 not 60..Nevertheless, 5yr wonder of those officers maybe 2-3have less than 10yrs hope the don't go to your district and bumped you off your car and watch.All that's beside the point you don't realize just as rahm breaking teachers unity he breaking ours next after the closing will beour contracts and our pay....Believe that smart guy..Respect your elders they have been there and done that.

So if its so important to the dept that officers are made aware of the issue, wouldnt it be better to sned it out in a more secure way than to send over a fax that does not mean everyone has seen it or that it was ever delivered?
And such a thing like using addresses of districts so a cop who may have a bad relative doesnt look up the plate and the bad guy knows where me and my family resides?
If you feel that bagging someone for that is worthy than you are a tool for sure.
Then again there are IAD people who have their vehicles registered out of Chicago-caus ethey thought that they would be protected . Isnt there one or two in that boat as we speak? Now go away you HACK!

To 7:44 a.m. The majority of officers in 013 pray every day commander Martin would get sent back. She was one of the best commanders we ever had. 013 has gone to shit so fast it is unbelievable. We have a bunch of bosses now who are so scared it's pathetic it's kinda ironic besides the captain on midnights the only watch commander with balls is a female Lt. Moss.

Unfortunately there is no rhyme or reason on who the WC puts on a car. You can have great activity and get bounced around but be one of the chosen and have any car you want and with little activity. It blows. Some of these WC are shit.

Audit how many IAD personnel register their vehicles at 3500 S. Michigan. Bet you find a surprisingly high amount. This began a couple of decades ago when two guys had a bonafide hit put out on them, and, with permission of the superintendent, all of their paper came back to 1121 S. State. TWO guys, not an entire Division. Now, IAD people think it's their RIGHT to register their cars, and often their licenses, to HQ.

Not to mention, their names and ranks don't appear on Department unit printouts (which always makes it interesting to do the scheduling for special employment). Since home addresses and phone numbers aren't part of the printout, there is NO reason to hide this info.

Where's all that transparency we were promised? Or, are their names hidden so no one will know where all the boss' kids and the clouted ones have been hidden - oh, I mean 'assigned'?

(This is why McOblivious doesn't know he has a bunch of detectives assigned to IAD, when they should be helping improve the homicide clearance rate in this city.)

There are a few good bosses left and I'm hoping they stick around ! Once we loose them you might as well turn the lights out on this job and this city.

Hey 10:32 am....any department member or their immediate family can register their car to 3510. Its their driver license they can't use 3510 for. BTW you need to lighten up and take the foil hat off your head. No one is trying to sandbag you. You sound like a ghetto rat who says the PO-Lice done put a case on them with your IAD paranoia.

I usually dont like to get into the back and forth between u guys but have to add my two cents here.
If you honestly think that some IAd folks investigate to sustain rather than get the real story, then you have your head in the sand. I know of 3 cases at the Police Board currently where the IAd guy/gal bagged the guys/gals really lousy. Yes they will bounce back and get their jobs back but what damage is done to them or their families? Is there any need to go after someone and make it personal just because you may not like them personally? We are all supposed to be brothers and sisters and I see way too much that shows otherwise. Bottom line is when coppers see what happens to the working police and how they can get screwed over, what motivation is there to go out there and get the bad guys? The new Sup came in and said he was for the working police and had our backs. Thus far I have seen him only rubber stamp what is placed in front of him and not say : Wait a minute look at this again and this time with the tie going tot he runner, which is the copper!
