"Don't Shoot!"

  • David Kennedy thinks he knows how to stop gun violence in America’s cities, and he says, contrary to public debate and popular opinion, it's not that hard.

Kennedy, a criminologist at John Jay College of Criminal Justice, is being taken very seriously by the Chicago Police Department; they have been implementing his ideas about violence reduction, which appear in his new book, Don’t Shoot.

The CPD began implementing Kennedy’s Violence Reduction Strategy in two police districts; Chicago police officials expected to add a third district in the next few weeks.

WBEZ’s Robert Wildeboer recently caught up with Kennedy at Chicago’s police headquarters during a recent visit with officers and command staff to discuss how to bring down local homicide numbers.

He said the traditional answers to gun violence, such as improved schools, job programs and gun control, have not worked.

Um....ok. How about more prisons? How about keeping these violent offenders off the streets for years and decades instead of months, weeks or even days? Someone want to let the readers know which Districts got hung up in this silly shit? The article is very vague.

How about "The Police Should Be Shooting Harder & More Often"

If you deal with subhumans who live a throw-away lifestyle...

If you deal with subhumans who openly boast about not fearing getting their eyes closed by The Police...

If you deal with subhumans who sing songs and do dances in their worship of death, decay and destruction...

Then you are obligated to do society a great good and accomodate those individuals who by their unlawful actions, feverishly choose and actively seek their own demise at the hands of lawful authority.

Another fucking liberal academic whose only answer to this bullshit on the streets is the introduction of even MORE bullshit to serve as a stymie & stumbling block for Policemen.

This idiot is TRYING to get Policemen killed just because Policemen have some semblance of rules to abide by... Shitheads DON'T!

Sell this to the shitheads first before aggravating Policemen.

We're full up to the ceiling with over-stocked moony-assed ideas.

Peddle that crazy shit elsewhere!

How about, "Stop Doing The Muthafuckin' Fool So The Police Won't Have Cause To Deaden Your Funky Ass!"

Liberal, yellow-pinky academia is the death of Policing.

Studies and surveys take on a life of their own when academia with the support of government, doesn't like or can't slant or skew the results.

The Traffic Stop Survey is one example of this...

"We're going to keep it going until we can finally prove that The Police racially profile so we can finally get DOJ to take you Coppers over!"

The blue-cards were supposed to be concluded what? Two or three years ago but the hidden hands didn't like the results so they kept it going...

Such Bullshit!

Whose fault is it some of us won't behave? We have generations of people who think they can do as they please. Law abiding citizens have 0, 1 or 2 kids per family and they usually have 2 parents in the house. Now take the famed, most desired, single parent family, oh, how they are to be emulated, with children from 2 or 3 men and a woman leading the brood. It is the recipe for poverty. A boy needs a male role model, a father or he will most likely get his role model from the street corner thug.

Have you ever noticed that evil people have evil children. It's nature many times. You can remove the child to a better environment and many of them still become evil. I believe that some people are just rebelious at birth.

Ladies, you try to do a good job, but you shouldn't raise children without a husband. I don't care that there are no good men out there for you, if you'd stop letting these men use you, maybe they'd behave.

And the gutless wonders in Springfield should pass CCW so that when some civic minded citizen walks into a shitstorm, he has an equal means of self defense against an armed felon.

First of all, WBEZ is a commie station. Who listens to them? Liberals? They have such a double standard, no one should be considered a journalist on that channel (or NPR)

Second, where is this guy's credibility?

Maybe we should take some practices from Singapore and apply them to Chicago. Graffiti writers, people defacing buildings, cars, etc - 20 strokes with a bamboo cane in Daley Center.

Remember the American who was caught scratching a BMW in Singapore and he had to take 10 lashes? Bet he is a lot more careful now and would not deface someone else's property anymore.

15 lashes, 30 lashes, 45 lashes penalties - would save a LOT of money on jails and court time, but then what would we do about all the facilities and patronage jobs that we have to support?

We could cut half the judges, half the court facilities, half the jails, guards - hey, this sounds better and better.

And to all those saying this type of punishment is "not for a civilized society or inhumane" - All the current deterrents are working real well, aren't they? They are a colossal waste of money.

This will never work in Chicago._The gangs are so entrenched in their communities that nothing short of mass killings will eradicate them entirely. Years ago the source of illegal payoffs to politicians, some reverends, and yes, some police offices (Vice cops especially) in the ghetto was gambling and policy (the numbers game). When the state lottery arrived the policy rackett took a powder. Dope then became the main money maker in the ghetto. And the gangs mastered the selling, distribution and enforcement that came with the dope business. No fucking professor from the East is ever going to understand this.

I can see that solutions like Kennedy's don't seem to work, but neither does incarceration. Someone else said it, but the USA has the highest per capita incarceration rate in the world, at least among industrialized, non third world nations. I'm retired now after 26 years and I'm doing more reading. Concealed carry? I don't know if that's a solution either, but it does make the carrier feel safer. It's the law in 49 states but crime still happens. Part of the problem with incarceration is that the drug war has filled the jails with users, people who probably need treatment more than jail. They take up room which could be used to keep violent offenders locked up longer. If you want more jails, they cost money, and can we afford it? Illinois is already one of the highest taxed states. I don't know the solution, but putting more people in jail justt does not work.

Be safe out there!

No, but I'd feel much safer if there was a truth in sentencing across the board. When someone is sentenced to 20 yrs, make them serve 20 yrs! No time off for good behavior B.S. How about if you behave, you'll get out in 20. Act like an asshole and we tack on more time! Look at the recidivism rate. Do any of you actually know any of his ideas? How can you comment on something you know nothing about?

He's not all right, but has some good ideas. First, he says all of this social improvement, like parks and schools and activities for kids has absolutely no impact on crime.

He says all violent crime is committed by a small percentage of men in black neighborhoods. Gangs have allowed these super- predators to team up and they can then take over whole neighborhoods even though they are vastly outnumbered.

In response, police departments make a big mistake. They send out cops to enforce minor traffic laws and make petty arrests of everyone in the area in the hope that the net will scoop up a few predators, keeping crime down for the next 24 hours. This alienates the entire community who think that they are the target, instead of the predators lurking among them. This is completely against the McCarthy-style bullshit police tactics that have ruined the prestige that this job once had. Police are meant to help people and arrest predators, not to jam up drivers with tickets or bring every drug addict to jail.

So, he proposes warning gangs and using targeted enforcement for only those gangs who engage in violence. He goes off the deep end with the cease fire bullshit, but he is on target when he says police should focus only on those gangs who are engaged in violence and leave everyone else alone.

He basically says you can't police the ghetto like you police Naperville. When there is persistence violence, then police should only target violent offenders. Targeting everyone is counterproductive.

People on this blog should read more and write less.

It's called "Operation Stern Warning". They get all the old time gang bangers who are on parole and make them show up to "meet with their parole officer" after that very brief meeting they are shown crime scene photos, listen to victims family's and given their stern warning that if THEIR gang does the next shooting THEIR gang will be targeted by CPD. Problem is all these old timers have no say anymore. The gangs are so splintered that each corner is a separate "set" with a different 15 year old "leader" non of which could spell Hoover or Fort much less take an order from them.
When they did it in 011 they conveniently DIDN'T target the first gang that did the shooting they chose the second gang. Why?? Well because OCD already had a conspiracy case a year in the making against the second gang. So conveniently they wrapped up that case and did the roundup (even though they weren't done) and they counted that as desimating the gang.
Speaking of that...where are we with the dismantling of the Maniac Latin Disciples??????

I just wasted 18 minutes of my life listening to this idiot Kennedy. What a joke. And it'll be very sad if our leaders of CPD take this guy seriously. "Let's tell the gangs Don't Shoot and then they will stop." Great Job Kennedy.

Um....ok. How about more prisons? How about keeping these violent offenders off the streets for years and decades instead of months, weeks or even days?
Why not move to eliminate all parks or open and abandoned lands and make them prisons, the land on the closed police districts could be prisons? Let ye who wants more prisons or rehab clinics offer the lands around their homes for those things .

LOL! What a nut job! Yes, dialogue with some of the most dysfunctional, "I don't give a rat's ass who I shoot", criminal gang bangers out there. Oh, I am sure that all it takes is a little bit of conversation. Those pricks who gang-bang don't give a fuck about the outcome of a summit between them and society. They will use those summits to their advantage.

The mob did the same thing. Let's change our outward imagine so that we can keep on doing the same old shit we always did, except people will think we are better.

(As far as shootings go, the modern gang members have killed and shot more people in the last 40 years then the whole of organized crime in the last 100 years.)

Yes, converse with these people, you naive sheep. A handful of successes do not show the overall futility of Kennedy's approach.

But again, what do I know. I am just an old sheepdog. And you know what? The wolves are still afraid of sheepdogs, even if they are old.

Sort of reminds me of similar BS we got from the Crystal Ball Unit. A lot of good that did. I don't know what this "new approach" entails, but I'm willing to wait and see before passing judgement. In my humble opinion the tried and true method is to lock folks up, take them to trial and put these idiots in the shithouse - no good time, no parole. Something like the Feds require - a minimum of 80% of your sentence before release.

OT - Maggie Daley Cultural Center?

Rahm Emanuel is tripping all over himself to honor the Daley Crime Family with a permanent memorial for Maggie. Turns out NW Memorial Hospital already has a women’s cancer center that bears her name, and DePaul University christened a building in its downtown campus after her AND her husband. But Emanuel wants the REAL mayor's family to feel exceptionally special and he's apparently letting THEM decide how:

Emanuel Working On Maggie Daley Tribute

Might not necessarily be renaming the Chicago Cultural Center

After days of tributes to the late Maggie Daley by people who knew and admired her, Mayor Rahm Emanuel is talking with the Daley family to try to figure out the best way to permanently acknowledge what she meant to Chicago.

"...according to Emanuel, any permanent honor will likely be inadequate given the decades she dedicated to Chicago."

“There’s nothing I would name that fully would grasp her contribution to making this city a richer and stronger city,” Emanuel said.

For my money, I say let's rename the Metropolitan Correctional Center after the stuttering prick and fill it up with him and all of his corrupt and felonious family and friends to live there till they croak. Now that's a renaming that I can stand behind and support. Hell, they can even rename parts of the prison, like the Patrick Daley Russian Library, the Vanecko Gym and Weight Room, or the Richie Daley Corruption Cell Block.

But let's get all this bullshit over with. Mother Teresa didn't die here and I'm tired (along with most others I've spoken to) of hearing about it.

just like disciplining your children--they must be fearful of repercussions for their action--if there are no consequences they will continue to misbehave--common sense 101---that's why the old policing system worked best--people respected police because of it---sure the bad guy feared the police, as well he should. The good guys they were always grateful to have us around.

It is called the Violence Reduction Strategy(VRS) in Chicago. Brian Murphy and Mike Masters were the driving forces to bring it to Chicago. It is paid for by a $500,000 grant from MacArthur Foundation and the current Executive Director in Chicago is Chris Mallette. He was the director of the JISC a few years ago.

What the fuck you mean, "Don't Shoot?"

"You no playa da game, you no makea da rules."

Go from us now, go and smoke your pipe in the Common Room and mull over your various theories where they can do no harm.

All nonsense. Just Hillard and Cline had that guy Wexler ( or something similar)-- all feel good nonsense. The police cannot solve society's problems. Police enforce the laws. They cannot cure the 80% illegitimate birth rate in the ghetto. Police cannot solve these social problems and should not be asked to.

@ 10:29 AM...

Have you been paying close attention to what's been going on in this city and with this Department over the last twenty years or so?

Your post indicates that you're busy trying to look at anything & everything but the right thing.

Reality is such an inconvenient thing for people (especially academics) pushing the liberal yellow-pinky agenda but we'll try to cut it into small pieces so even you won't choke on it...

CPD's ability to target and hunt down the filthy few super-predators and their associates has been intentionally compromised and intentionally walked to a standstill by these predators wielding much money to influence clergy and politicians at the ward level who in turn control huge blocs of voters which in turn exerts more than some undue influence on City Hall which DEFINITELY IMPACTS our ability to bounty hunt and Police these dogs effectively.

Learn something about how funky shit REALLY IS in Chicago before you oscillate your dentures about what people on this blog should and should not do.

The common denominator in CPD's overall lack of success in putting a good sized dent in the mayhem on the streets is City Hall running interference to protect certain members of certain constituencies from the righteous clutches of The Police.

Try asking around about certain alderfools and clergy popped on intercepts conspiring with the street gang narco terrorists.

Ask around about a certain CAPS Director & avowed Police Hater who was this/close to the former mayor. It was an open secret as to how big of an enemy within he was.

Et Cetera... Ad Nauseam et Ad Infinitum...

The Policeman would love to see the whole lot of these dirty dogs, their supporters and enablers loaded onto box cars and sent to the great granite quarries out West and given a hammer with no handle and told their sentence is to reduce a house sized boulder to landscaping chips.

Sell your peculiar brand of crazy elsewhere... We're stocked to the ceiling with you divorced from reality academics peddling that stuff.

P.S.

Just to illustrate how bizarre things have become. The mayor, superintendent, politicians and clergy are too damn smart to ask the very people who deal with this madness on a daily basis for many years at a time, how to begin addressing these problems.

Why?

Because the mayor, superintendent, politicians and clegy aren't interested in hearing the truth.

Therefore... Much more taxpayer treasure will be pissed away.

Many more lives will be lost.

...And this city will recline in it's grave, rot and become even more the hell on earth than it already is.

That's OUR reality... How's yours?

Thanks for playing. No... You don't get your ball back but if you run home really hard and fast, your sippy cup of STFU will be warmed and ready.

The usual cabal of devils dance and rejoice...

Viva Hate.

agreed......with dope coming into the U.S. by the ton load, illegal immigration rampant, (Chicago) gang membership between 50K-150K...reasonable estimates have 270-300 million firearms in America......why are they wasting their time?

If you want more jails, they cost money, and can we afford it? Illinois is already one of the highest taxed states. I don't know the solution, but putting more people in jail justt does not work.

Be safe out there!

11/29/2011 08:24:00 AM

You are so correct. The answer is killing them. Two, three, ten pages of arrests? The money spent on these predators in society is astounding. Kill them and be done with it. Lots of money for schools and parks then.

Make the scumbags work while in jail. The city looks like shit, and a chain gang can clean and learn a trade in the process. For the honor roll ones who commit murder, have a death penalty. Nothing as expensive as lethal injection, just a reusable rope.

I believe 003 is one of the districts ... 5-15 block violent zones 2 and 3 cars held down on it. We have about 4 violent zone. And u need face to face relief if u go in on something. Now problem with that is u have the cars that are not assigned running like crazy in a back log all day in november . Hard working ppl have to wait on average at least 1-2 hours for police services its crazy. And yes they check to make sure gps and p cade that somebody is always in that zone. Has violence still occured yes the response time is just a lil quicker.

Thank you for posting Mr. Kennedy. You CLAIM success. There is no proof of the success you take credit for. That's the rub with statistics.

You are already claiming a victory with a 40% decrease in homicides in 011. The Academic world may buy into all the statistics, but in the working (real) world, we see it as one little piece. Not the whole pie. We regard people who throw around statistics like that as disingenuous charlatans.

Homicides down in 011? How many people moved out? How many projects down? How have the gangs managed their drug trade to lessen their conflicts? No idea? But YOU claim victory.

Grain of salt, Chicago. Grain of salt.

1. According to who?
2. Measured how?
3. Documented by what?
4. Which cities?
5. Define gun violence.
6. Not sure it wouldn't work here, but no one seems to know what 'it' really is.

Man... You Coppers are something else in the best way possible.

Keep the righteous foot in that ass just long enough for the sun to shine and burn away all the nonsense, bullshit, slippery syntax, wordplay & rubbing wandering constants against bullshit variables to drive a slanted-assed agenda.

This calls for a nice pour of the cask strength bourbon...

He basically says you can't police the ghetto like you police Naperville. When there is persistence violence, then police should only target violent offenders. Targeting everyone is counterproductive.

People on this blog should read more and write less.
