"Don't Shoot!"

  • David Kennedy thinks he knows how to stop gun violence in America’s cities, and he says, contrary to public debate and popular opinion, it's not that hard.

    Kennedy, a criminologist at John Jay College of Criminal Justice, is being taken very seriously by the Chicago Police Department; they have been implementing his ideas about violence reduction, which appear in his new book, Don’t Shoot.

    The CPD began implementing Kennedy’s Violence Reduction Strategy in two police districts; Chicago police officials expected to add a third district in the next few weeks.

    WBEZ’s Robert Wildeboer recently caught up with Kennedy at Chicago’s police headquarters during a recent visit with officers and command staff to discuss how to bring down local homicide numbers.

    He said the traditional answers to gun violence, such as improved schools, job programs and gun control, have not worked.

Um....ok. How about more prisons? How about keeping these violent offenders off the streets for years and decades instead of months, weeks or even days? Someone want to let the readers know which Districts got hung up in this silly shit? The article is very vague.

John Jay College is filled with Harold Washington and Malcolm X College type educators/professors.

The absolutely scary part is that since the institution is located in NYC, it is considered premiere institution on criminal justice and law enforcement.

Police officers are not at risk from guns in the hands of honest law abiding citizens, only the criminal element is.

There is a book coming out about how fucked up Compstat is in Jan or Feb 2012. A couple of professors in NY are calling bullshit on the whole process. At least one of the profs worked in NYPD for years--he might have even retired from it.

Google Eli Silverman and and John Eterno. See all the articles about how NY manipulated numbers to claim crime was going down--backed by evidence to prove it was all b.s. They wrote the book.

Whose fault is it some of us won't behave? We have generations of people who think they can do as they please. Law abiding citizens have 0, 1 or 2 kids per family and they usually have 2 parents in the house. Now take the famed, most desired, single parent family, oh, how they are to be emulated, with children from 2 or 3 men and a woman leading the brood. It is the recipe for poverty. A boy needs a male role model, a father or he will most likely get his role model from the street corner thug.

Have you ever noticed that evil people have evil children. It's nature many times. You can remove the child to a better environment and many of them still become evil. I believe that some people are just rebelious at birth.

Ladies, you try to do a good job, but you shouldn't raise children without a husband. I don't care that there are no good men out there for you, if you'd stop letting these men use you, maybe they'd behave.

Maybe we should take some practices from Singapore and apply them to Chicago. Graffiti writers, people defacing buildings, cars, etc - 20 strokes with a bamboo cane in Daley Center.

Remember the American who was caught scratching a BMW in Singapore and he had to take 10 lashes? Bet he is a lot more careful now and would not deface someone else's property anymore.

15 lashes, 30 lashes, 45 lashes penalties - would save a LOT of money on jails and court time, but then what would we do about all the facilities and patronage jobs that we have to support?

We could cut half the judges, half the court facilities, half the jails, guards - hey, this sounds better and better.

And to all those saying this type of punishment is "not for a civilized society or inhumane" - All the current deterrents are working real well, aren't they? They are a colossal waste of money.

I can see that solutions like Kennedy's don't seem to work, but neither does incarceration. Someone else said it, but the USA has the highest per capita incarceration rate in the world, at least among industrialized, non third world nations. I'm retired now after 26 years and I'm doing more reading. Concealed carry? I don't know if that's a solution either, but it does make the carrier feel safer. It's the law in 49 states but crime still happens. Part of the problem with incarceration is that the drug war has filled the jails with users, people who probably need treatment more than jail. They take up room which could be used to keep violent offenders locked up longer. If you want more jails, they cost money, and can we afford it? Illinois is already one of the highest taxed states. I don't know the solution, but putting more people in jail justt does not work.

where does egghead kennedy live-- probably not in 003, 006, or 007--- my opinion garnered after 20 plus years of le experience would be to uphold truth in sentencing--- look at the most recent sensational criminal cases, offenders who were out of jail early on parole or probation--- the government response is we can't afford to keep all these people incarcerated--- well, it is a lot cheaper to keep them locked up versus the cost of trying them for a crime they commit after getting out early--- keep these assholes in jail for their entire sentence....

No, but I'd feel much safer if there was a truth in sentencing across the board. When someone is sentenced to 20 yrs, make them serve 20 yrs! No time off for good behavior B.S. How about if you behave, you'll get out in 20. Act like an asshole and we tack on more time! Look at the recidivism rate. Most inmates are habitual, meaning they will NEVER contribute to society and will only continue to kill and terrorize. Keep them locked up!!

He's not all right, but has some good ideas. First, he says all of this social improvement, like parks and schools and activities for kids has absolutely no impact on crime.

He says all violent crime is committed by a small percentage of men in black neighborhoods. Gangs have allowed these super- predators to team up and they can then take over whole neighborhoods even though they are vastly outnumbered.

In response, police departments make a big mistake. They send out cops to enforce minor traffic laws and make petty arrests of everyone in the area in the hope that the net will scoop up a few predators, keeping crime down for the next 24 hours. This alienates the entire community who think that they are the target, instead of the predators lurking among them. This is completely against the McCarthy-style bullshit police tactics that have ruined the prestige that this job once had. Police are meant to help people and arrest predators, not to jam up drivers with tickets or bring every drug addict to jail.

So, he proposes warning gangs and using targeted enforcement for only those gangs who engage in violence. He goes off the deep end with the cease fire bullshit, but he is on target when he says police should focus only on those gangs who are engaged in violence and leave everyone else alone.

He basically says you can't police the ghetto like you police Naperville. When there is persistence violence, then police should only target violent offenders. Targeting everyone is counterproductive.

People on this blog should read more and write less.

It's called "Operation Stern Warning". They get all the old time gang bangers who are on parole and make them show up to "meet with their parole officer" after that very brief meeting they are shown crime scene photos, listen to victims family's and given their stern warning that if THEIR gang does the next shooting THEIR gang will be targeted by CPD. Problem is all these old timers have no say anymore. The gangs are so splintered that each corner is a separate "set" with a different 15 year old "leader" non of which could spell Hoover or Fort much less take an order from them.
When they did it in 011 they conveniently DIDN'T target the first gang that did the shooting they chose the second gang. Why?? Well because OCD already had a conspiracy case a year in the making against the second gang. So conveniently they wrapped up that case and did the roundup (even though they weren't done) and they counted that as desimating the gang.
Speaking of that...where are we with the dismantling of the Maniac Latin Disciples??????

Thanks for helping him out with logic. More prisons means more employees which apparently the state can't afford anyway. They couldn't afford to operate the last prison they actually built. Besides, as these kids keep catching felonies they will be back in custody b/c they won't have a standing chance of making it outside IDOC. That aint funny to me b/c they'll be right back in the same station getting processed, back at 26th street, and back downstate...and we pay for it with taxes and a loss of quality og life. Joke's on us.

Am I willing to see it tried in a couple of districts. Yes.

It may actually work with some of the better 'managed' gangs. To paraphrase Dick Nixon "get them by the balls and their hearts and minds follow".

If it doesn't I have an alternative solution involving the Thornton Quarry and some heavy equipment.

Perhaps using my solution in concert with the professor's solution will result in better results.

The professor can claim all the credit. When your feet are as big as mine are you can afford to be modest.

Why not move to eliminate all parks or open and abandoned lands and make them prisons, the land on the closed police districts could be prisons? Let ye who wants more prisons or rehab clinics offer the lands around their homes for those things .

Sort of reminds me of similar BS we got from the Crystal Ball Unit. A lot of good that did. I don't know what this "new approach" entails, but I'm willing to wait and see before passing judgement. In my humble opinion the tried and true method is to lock folks up, take them to trial and put these idiots in the shithouse - no good time, no parole. Something like the Feds require - a minimum of 80% of your sentence before release.

It is called the Violence Reduction Strategy(VRS) in Chicago. Brian Murphy and Mike Masters were the driving forces to bring it to Chicago. It is paid for by a $500,000 grant from MacArthur Foundation and the current Executive Director in Chicago is Chris Mallette. He was the director of the JISC a few years ago.

I believe 003 is one of the districts ... 5-15 block violent zones 2 and 3 cars held down on it. We have about 4 violent zone. And u need face to face relief if u go in on something. Now problem with that is u have the cars that are not assigned running like crazy in a back log all day in november . Hard working ppl have to wait on average at least 1-2 hours for police services its crazy. And yes they check to make sure gps and p cade that somebody is always in that zone. Has violence still occured yes the response time is just a lil quicker.

Thank you for posting Mr. Kennedy. You CLAIM success. There is no proof of the success you take credit for. That's the rub with statistics.

You are already claiming a victory with a 40% decrease in homicides in 011. The Academic world may buy into all the statistics, but in the working (real) world, we see it as one little piece. Not the whole pie. We regard people who throw around statistics like that as disingenuous charlatans.

Homicides down in 011? How many people moved out? How many projects down? How have the gangs managed their drug trade to lessen their conflicts? No idea? But YOU claim victory.
