Someone Explain Please

The article about the two cops arrested the other day ends with this quote from McJerseyShore:
  • At a news conference at the federal courthouse in Hammond, Chicago police Superintendent Garry McCarthy said the department felt “violated” by the alleged corruption.

    “It's unspeakable, and it's something we cannot tolerate,” he said. “It reminds us that we must redouble our efforts to ensure the integrity of our officers.

    “I'm glad these officers were arrested. I'm glad they are off the street. ... We draw police officers from the community at large. Therefore, we do not always get the highest quality.”
Really? We could say the same thing about 85% of the exempt staff, including the head case in charge.

So, McCarthy, would you not "draw police officers from the community at large", specifically the Mexican American community since the majority of narcotics in the U.S. come thru Mexico?

And, the African American communities have the highest level of street-level narcotics sales.

"We do not always get the highest quality" from where else.... please answer that question! Officers from Englewood, Austin, Garfield Park? Are those officers, from these "communities at large" substandard?

Where would you prefer to hire from? Beverly, and the Northwest side exclusively?

Over heard talk of a unit opening up second period, 120 Officers, 6 sgts and 2 Lt.s you need to be carbine and riot trained to apply. Going to be used as a misson team when things go bad, and lets face it in this city things go bad fast and often. Downtown wants a unit they can call up and dispatch to a busy district with zero notice, intereasting sounds like what sos and msf was for but since we have new bosses we will have a new name for the uint and new clouted know it alls in it. Be safe boys and girls 35th st is a dam three ring mess with all the I know how to fix it boss ideas...

I don't like him very much, but I think that's a pretty fair appraisal of things. Police are a reflection of the society they come from, good and bad alike.

These beatoffs in particular were just gang infiltrators. Every big city has always had to deal with this sort of thing. Even the military is dealing with it.

Should the temptation ever arise for an officer to involve himself with the wrong things, he is effectively making himself an 'ace in the hole' for his criminal associates. When one of them is popped with a couple kilos or gets their head caught in the mousetrap in any way, having intimate knowledge of a dirty copper goes a LONG way with prosecutors when deal time comes.

You take that money, you just positioned your life on a rickety trap door with the criminal shithead holding the lever that may spring it open at any time.

Integrity cannot be taught in a classroom. Integrity is a noble, spiritual quality that comes from within...it comes from the character of one's Eternal Soul. hand-in-hand with Integrity. You cannot have one without the other. If you do not understand these basic principles of character
and integrity, Mr. Superintendent, then you should resign, and make room for someone who DOES understand, and can Lead by Example.

however his reason is all wrong. We don't get quality officers because our hiring process won't let us. Hires are not based on overall scores but a lottery to cater to affirmitive action and equal demographic hiring which all leads to below average competency. The system is stacked against us from the beginning. What do you thing happens when u don't hire the best and brightest in every class. You get shit. And that's what thus dept has turned into. Are mushmouth unedumacated non English speaking fearless leaders with no commensense are on display daily showing us exactly where we are headed

What I think you were trying to say is that over the years the City has folded to scam artists like Jessie Jackass and taken the testing process and "dumbed it down" so that anyone that breaths can pass the test. The number crunchers for the City need to figure out if it's cheaper to pay to fight lawsuits regarding the testing process or cheaper to pay the lawsuits that follow an incident like this. We know the image of the Police is of no concern to the City...they love when this happens.

Just shy of 14 years on this job. I believe a few months of Matt Rodriguez, but mainly Hilliard, Cline, Weis and now this goofball. I've always been pretty indifferent about our sup. I mean, no matter who it was, it didn't really affect me much. I have no juice on this job, so things have been pretty status quo. Morale has obviously fluctuated here and there, but that's about it. Weis's handlers made some bad calls (though he went along), but like it or not Weis got a lot done (Cozy aside). But I have to say that this is really the first time in 14 years where I am completely disheartened by our sup. He truly does not seem very smart. His quotes are truly demeaning to us....and lately to the entire city that pays him his inflated salary. For the first time in 14 years I have ZERO respect for our boss. I grimace every single time I see him representing us in the media. Just an absolute fool. Very sad times are upon us people. That is all.

Your superintendent is arrogant, hardly ever worked the street when he was assigned to the Field, his boys he brought with him have about as much street experience as a PPO, but they were just sworn in and will be wearing Chicago Police Uniforms starting today! WTF Why is it that every outsider breaks his neck to put on a CPD uniform, but then spends years talking about how broke our department was and how they had to fix it! How about fixing the budget and not paying your outside Chiefs $10,000.00 a piece per year additonal of tax payers money that you are not paying the Chiefs who have been here for years, have no learning curb and actually worked the streets of Chicago to serve and protect out tax payers and their dollars!

How about puttins someone in charge who doesn't just talk about cutting Districts, Areas or communties without first knowing the needs of the areas you are touching! Crime and the economy are not reflected in a text book!

While you are at it, get your personal life in order Stuperintendent and your two dufus Chiefs!

Speeches? Because of his huge ego, G-MACK believes himself to be quite a spontaneous orator and he just wings it, like he did in this instance. He believes he can think on his feet and use shoot from the hip remarks to command an audience. G-MACK's ego will not allow him to realize that he is positively terrible at public speaking, both off the cuff and with prepared remarks, and that makes for one, foolish man. Went down to IAD to give a statement today as an accused. Apparently they are selling tix for a raffle to win an ipad, judging from the huge sign outside the door. As I entered, I was again solicited to buy a ticket. I was told the proceeds were to pay for an IAD booze cruise. I politely declined.

A couple of questions. Who paid for this sign? Graphic arts?
There are members of the public that come to IAD. Don't we have rules against solicitation?
I also did not see an approval stamp on the poster.
Wtf? Who is running the show here? How improper is this bullshit? I have to come down and give a statement on a bs charge to begin with and to top it off I get badgered to buy raffle tickets or a snack from the IAD commissary. This department continues to spiral into oblivion.

It's interesting to see how when this news broke out, most comments associated the offender's race. What does race has to do with it? Did anyone mention the race of Anthony Abatte who beat up the Polish bartender? Did anyone mention the race of the officers involved in SOS (I think his last name was Finnigan)? Or about the Polish officer who was involved with drug dealers? (His exact name escapes me but I know it's a Polish last name). Or how about the mostly white kids rioting and acting like assholes at Penn State University? When you set up a system of quotas based on race you get alot of garbage. This will never change. The politics of race will never allow the best person for the job. I'll say it again. All testing and hiring should be a double blind process. Each person assigned a number, and how you do on the test is how you do. You get ranked based upon your performance. No special treatment for race or gender. Just the best. Simple concept but will never happen in Chicago. Race baiting and entitlement is an industry in itself in Chicago. How else could Jesse make a living.

Thats a profound statement. Just look at the exempts. Lets start at the top. Mcstupid feels that the laws should not apply to his family members and when they do something wrong he runs to the scenes and becomes beligerant and argumentative with the responding officer. Thats just doing his job by issuing citations. We have Deputies that own condos where drugs and guns are kept. Then claim no knowledge even though their daughter resides in the residnece with the drugs and guns and is the girlfreind of the person who owns the drugs and guns. Another Deputy embellishes a shooting incident in order to receive an award that other officers are far more deserving of in order to further his multiple meritorious promotions. One thing a blue shirt can say is at least they passed a test to get to the rank of blue shirt. Over 95% of gold stars never scored well enough on any of their promotional exams to justify promotion.

I am really troubled by some of the statements made in this thread. I really think some of you need to take a course in reading comprehension, if not a remedial reading course. Like the guy or not, please don’t twist this as an indictment of him or his speaking ability. He said that the Department, all of you, cannot tolerate this, and that greater effort must be made to ensure integrity. He said that he was glad these guys were arrested and that he was glad that they are off the street. He said nothing about any increased distrust of personnel. There is absolutely nothing racist in the last 2 sentences, both are completely accurate. The fact that the Department should, and does, draw from the total community and is therefore a cross section is appropriate and judicially mandated. I don’t think any of you would dispute that this causes a small percentage to be less intelligent, aggressive and honest than the mainstream. I would understand if Jesse Jackson or some of his colleagues called that racist, but not you guys.
Even though I have disagreed with SCC in the past, I recognize that this is his blog to do with what he wants, but I always thought you were a little fairer than to throw in your closing comment about 85 percent of the Exempt.

No det's assigned to investigate any property crime or burglary unless it's over $5K. It's an insurance matter. No ET's to be assigned, either. I predicted this a long time ago and nobody listened. No det's assigned to simple assaults or simple batteries. It's coming within the next couple of months. The only service citizens will get is if they call 911 or it's a major crime. Make sure you pay your insurance premiums. Also, no cars will be dispatched for minor crimes anymore either. Reports will be obtained through 311. Good luck all!

If integrity is broken down in the hiring and selection process then the problem has to be with the entire system from the top on down.

In fact we can see it with the "professional courtesy" given to the ex-mayor and some of the aldermen as just one example.

We are told we are obligated to them but there is no real obligation...and where there are obligations, like our pensions the system wants to ignore them because we have no clout, no juice.

We are about to see it again and in fact are seeing it again with the recent CFD captain and the little incident at the river.

What does re-doubling our efforts mean?

Some would say that it means that the brass comes up with a better cover-up system like a general order to block looking up arrest records of highly visible cases. That aught to fix it right?

All these things, as small as they may seem create our culture as to what we find acceptable as a society.

It's acceptable for a fire captain to shove a police officer. It's acceptable to hand out special favors to certain alderman and ex-mayors. It's acceptable to break you bond and you word even in written contracts and all you need to do is present yourself as the victim(s) in the face of the people that you are victimizing.

The system is broken and the city police force comes across as corporate hired mercenaries to protect the clouted ones.

When you have secrecy, the corruption thrives.

BTW where's hizzhonor at? Iowa raising money not for a city and state that are bankrupt, but he's stroking corporate donors for the president who needs more money to 'campaign' on.

Billions of dollars in circle jerk money. Tax breaks and favors in return for campaign contributions it's that simple.

A nation by and for the corporations not of the people.

This is what you get when you try to make the testing process fair to all who apply. Let's face it, there are groups of people who cannot pass a test. That doesn't mean that the test is racially biased. If those people who cannot do well on the test truly want the job they will do whatever it takes to pass (tutors, studying, taking college classes, whatever). To skip over highly qualified candidates and select low scoring candidates just because of their skin color will get you a less qualified police department, and unfortunately that seems to be part of the problem these days. The best and brightest should be hired regardless of skin color, after a thorough background investigation, period.

One is increasingly seeing a diminution of quality in other areas of endeavor, especially behind pharmacy counters these days, with the introduction of the new low-paid "pharmacy aides." 18 years old (16 with parental consent) and an HS diploma or GED and the security door buzzes open to you. There you are with all the s__t in the world, and with lives depending on you.

Some of these people are terrifyingly stupid and only marginally literate; I gave one of them two chances to read back a doctor's instructions to me -- "Take one or two tablets four times a day, as required" -- and she got it wrong both times, while being very sure of herself.

There is often no accountability -- many are completely anonymous, with no name tags, and a new one pops up every time one visits.

I would suggest a two-year diploma from a technical college, with chemistry, physiology, math, and English, as well as psychological screening aimed at determining the ability to communicate with others, and favoring the urge to help patients over the authoritatian paradigm of mindless petty enforcement of "rules" that in many cases do not even exist.

Oh -- if there is indeed some sort of "prescription drug crisis," relentless and mandatory random drug testing needs to be introduced here first, where daily contact and temptation are the greatest and where the weaknesses of the system that could lead to diversion are the best known.

Sounds fair enough, huh?

If even 1 cop goes to this unit they are a complete POS. Let the city burn before we let this department create another union busting unit. Even if you are stuck in 3,4,7 etc on midnights do not go to another bs unit for this city. This city has already proven how much they care about cops and the union by sending all the TRU and MSF PO's to bs districts.

If a cop actually is dumb enough to go to a unit then you are not only dumb, but you are a total and complete A@#H@#le.

The above poster has it 100% correct. When you don't hire or promote by rank order, but rather put people in what you consider 3 'bands' (well qualified, qualified, and not qualified), you are picking from the "community at large" -- Even if you pick only "well qualified" you are not necessarily getting the best there are, but rather "a lottery to cater to affirmitive action and equal demographic hiring which all leads to below average competency" as the original poster so eloquently put it.

I don't consider hiring the smartest we have racism, although some would disagree.

I'm sorry some don't test well, but those that do should not be punished by those who can't.

Think about it, by rank score, anyone who passes is only eligible for 7 out of 10 jobs, once you factor in 'merit', and the 30% merit can be at the absolute bottom of the "well qualified" list....Doesn't the paying public deserve better?

Before blaming affirmative action for allowing minorities into the Dept., I worked in 014 in the early 80's. On a weekly basis there were pos being arrested fired or under house arrest. And guess what, they were all white. As the more recent attention getting scandals involving drugs in which the ring leaders were white.

So it's low moral character poor supervision that nurtures the type of behavior bringing dishonor to the Dept.not race or ethnicity. So focus on the us factor and don't fall for divisiveness that is being spewed by some of fellow officers.

He'll be gone forever from our ranks soon enough (thank God!), so it's time to concentrate on other things of a more urgent matter here.

I don't like him very much, but I think that's a pretty fair appraisal of things. Police are a reflection of the society they come from, good and bad alike.

These beatoffs in particular were just gang infiltrators. Every big city has always had to deal with this sort of thing. Even the military is dealing with it.

When one of them is popped with a couple kilos or gets their head caught in the mousetrap in any way, having intimate knowledge of a dirty copper goes a LONG way with prosecutors when deal time comes.

You take that money, you just positioned your life on a rickety trap door with the criminal shithead holding the lever that may spring it open at any time.

That is why it is especially disturbing to learn two individuals affiliated with the proud
name of the Chicago Police Department were indicted on federal charges Friday. The U.S. Attorney’s Office of the Northern District of Indiana
announced charges against 15 alleged members or associates of the Latin Kings street gang for their roles in a racketeering conspiracy, and among this
group was one former and one active Chicago Police Officer.
Allegations indicated both were committing armed robberies while employed as sworn officers,
and in some instances, using police uniforms and vehicles during the commission of these crimes. The indictment also alleged both stole drugs, weapons,
and cash and were given a portion of stolen proceeds for committing these crimes.
Such unspeakable actions by even one individual betray the public’s trust in our honest

So, McCarthy, would you not "draw police officers from the community at large", specifically the Mexican American community since the majority of narcotics in the U.S. come thru Mexico?

And, the African American communities have the highest level of street-level narcotics sales.

New Jersey Police Official Attacks Cop Over Ticket
A top New York Police Department official appeals charges that stem from an attempt to get his daughter out of a parking ticket.

The New York Police Department Deputy Commissioner of Operations, Garry McCarthy, 47, will appear in a Hackensack, New Jersey courtroom today to appeal a disorderly conduct conviction that arose from an attempt to get his daughter out of a parking ticket. The charge stems from a February 18, 2005 shouting match with police at a Palisades Interstate Parkway rest stop in Englewood Cliffs, New Jersey.

"He believed the officers would show deference to him as a high-ranking officer and secure a dismissal of the parking violation," the prosecution's legal brief stated, as quoted in the Star-Ledger newspaper.

McCarthy and his wife had been traveling in a NYPD Ford Explorer while daughters Kyla, 18, and Kimberly, 15, followed in a Saturn sedan. At around 11:20pm the daughters separated from their parents to enter a rest stop and use the restroom. A pair of Parkway police officers, neither in uniform, noticed they Saturn had parked in a handicapped parking space. The officers issued a parking ticket.

Returning to their vehicle, Kyla McCarthy explained she suffered from ankle surgeries following an automobile accident. She had a valid handicapped ID badge on her personal vehicle, but the Saturn she had been driving at the time belonged to her mother. The New Jersey officers didn't accept the explanation, so she immediately called her father from a cell phone.

Garry McCarthy drove up in the police SUV, blocking the unmarked New Jersey police car. McCarthy described one of the New Jersey officer's response to him as a "profanity-laced tirade at the top of his lungs." The New Jersey officers accused McCarthy of the same, adding that they smelled alcohol on his breath. As a crowd watched, McCarthy was arrested and placed in handcuffs.

During a trial lasting several months, McCarthy's attorney questioned the credibility of one New Jersey officer, pointing to 24 civil complaints on his record. McCarthy and his wife were ultimately convicted of making "unreasonable noise" and each charged $230. Their appeal will be heard today.

McCarthy is now being considered for the police chief job in Newark, New Jersey.

Then he started right away as the head of security at the Merch Mart for about 8 months till he couldn't handle the job and then moved on to the St att office and ran with that for 2 yrs and bailed on that and on to the ISP.Sounds like he works for an agency till they catch on that he can't handle the job and then he use's the Hispanic angle for the next one.Just maybe he doesn't want to be around the family and boosting his ego is more important as 80% of the retired bosses. Just remember get him a big headstone so he can have enough room for all his position's.
