True Story (UPDATED)

We looked into this, calling a couple of buddies up north. It's just about all true:
  • Off topic but this can't be swept under the reg. This morning at North Ave and the river, two of the local winos fell in the river and were rescued by our Fire Dept.

    Our Marine Unit showed up in there van, and two of our Officers approached the scene, one dressed n a CPD uniform and the other dressed in a wet suit. They were told by the CFD Captain in charge that they were not allowed on the scene and when the Officer wearing the wet suit attempted to step around the fireman, the Fire Captain grabbed the officer and threw him to the ground. When the Officer attempted to get up, he was again thrown to the ground. The firemen them grabbed their Captain, who was drunk, and fled the scene. A beat car was called and a battery case report was prepared.

    After tracking the drunken hero to his fire house, he was taken to A/3 where our Capon bosses were attempting to talk our battered officer out of signing a complaint. I don't know the outcome of this caper, but this drunken fire captain can't be allowed to get away with this.
We've gotten two slightly differing versions of which officer was actually thrown to the ground by the CFD captain. But despite the victim officer's willingness to move forward with charges, and the presence of numerous witnesses, CPD exempts refused to allow an arrest report to be completed and allegedly, the States Attorney office followed their cowardly lead.

So congratulations McPutz - not only are we undermanned beyond belief, not only have we lost the ability to control events on the street (all of which happened before you got here), now we've lost the ability to defend our own from attack by fellow city workers. It might not all be your fault, but you're the one in the big chair and you're allowing it to continue. This department is done.

UPDATE: Tape exists. Supposedly, the Department found the video footage and is in the process of looking for any more, but (surprise!) not to support the officer. More worrying to the CPD exempts is the audio tape of a high ranking patrol division supervisor on scene "encouraging" the officer not to proceed with charges lest he lose his spot. That might cost someone big time.

UPDATE: From a firefighter on the scene:
  • I'm a firefighter who was at this incident and can attest to the original posts accuracy. But it's even worse. After the incident with the police officer the CFD Captain in question advanced on a CFD Lieutenant, grabbed him by his floatation device and inches from his face screamed "Don't ever tell me to STFU! Your not a commander your a Lieutenat"! A blatent violation of our Physical Violance order #00-001.This was wittnessed by at least a dozen cops, another dozen firefighters of differant ranks and no less then 2 CFD battalion Chiefs. Battalion 3 and 515. There was also what appeared to be a news camera nearby. We returned to quarters expecting an order would soon come down to fill out Form #2's stating for the record what we wittnessed. The fact that this hasn't happened suggests that the highest levels of both our departments and the 5th floor are attempting to cover this up. This CFD Captain is not liked or respected by his peers. But he's obviously well connected. Please don't let this incident tarnish what I always believed was a good working relationship between our departments.

Legal Question:

You are a city worker and you are battered by ANOTHER city worker while both of you are on duty such as in this case.

I remember that there was a judgement were this happened in the past and it was THROWN OUT by a judge who stated that one city worker (on-duty P.O.) could not sue another city worker (on-duty P.O.)

Any opinions?

I'm having mixed feelings about this. I think filing a complaint and have him arrested is acting like a little bitch. I think we should handle this thing the old school way. Let the officer have a face-to-face meeting with him, let him punch him in the face, buy eachother beers, and call it even. That's the manly way of solving your dispute with a coworker.

MORE TO THE STORY!!!

The entire demand from one of the CPD bosses to not sign complaints was captured on someone’s I-PHONE as a recording!!!!

The bosses in IAD were running around like chickens with their heads cut off today around 4P.M. on this pile of shit!

The fact that the offender was a city employee (CFD Fire Captain) and the demand that complaints not be signed was a CPD supervisor opens this thing up into a
mult-million dollar lawsuit against the city.

What a fuckin’ mess!

Case Report was made 01 Nov. numerous witness' from 18 and 14. Vict. J.S. is a stand up guy. Always has a level head. He was completely in shock when it happen. He was in process of pulling people out of the river when blind sided.

I'm CFD. I wasn't there but my apologies to the CPD guys involved. Clearly, this captain is an IDIOT for putting his hands on any of your guys. Though we may have a rivalry at times (and mostly healthy and in fun) we do work TOGETHER and our supposed to have one anothers' backs. This captain should spend some time in the "hood" so he can get a real appreciation of what that means. this guy was probably a merited captain who worked downtown or a slow area his whole career. If anything, we have to watch this crap now more than ever because the politicians could try and use this against us both..............

Wgn channel 9 has the video, it was truly a disgusting act by the firemen. If he did it to a regular citizen he would have been arrested on the scene.


This fire captain offender is the son of the last fire chief.

Also the fire dept LT in-charge of the scuba unit Ron Dorneker an ex cpd cop, called the victim officer to intimidate him into not signing a complaint. Dornocker is the same guy who covered up a death of a person who was killed while on a off duty fire fighters boat last year. Wait till that hits the media, law suit was just filed by dead persons family.

Obvious this CFD Captain is connected somewhere. If he was drunk on duty that is a big concern. I bet it is not the first incident this capatin has been involved with. If this was a Chicago Police officer drunk on duty all hell would break loose. Maybe the State Attorney General has to step in. But maybe this fire captain is bell door ringer for Mike Madigan. True. The coppers who were beefing about it were given an ultimatum. If you sign complaints and go through with it then good luck in court and thats your right... But you will no longer work in the marine unit...so, pick which avenue you wish to follow. So the threat was if you want to follow up on it you will be back pushing a beat car... if you sweep it under the rug, you will keep your place in the marine unit... got to love this f*cking place. ive been in the marine unit now for 15 years... what a joke it has become along with this department. I wish it was me, ive got 30 plus years on, I would sign that complaint and retire in the same day... screw that alcoholic captain. He should be arrested and fired.

Having said that, if the victim was willing, who needs States Attorney approval for misdemeanor battery charges? The watch commander would not sign off on that? Publish his name. This is bullshit and more light needs to be shed on this!

For many years now I have noticed that "America's heros" are complete jagoffs to the police. They have no problem giving the police attitude when they arrive on scene of a call. They also hate to leave their cozy firehouse when they get a call. Think about how many times you have heard the dispatcher on the zone say, " fire is not riding at this time" or "fire says if they are needed to let them know". I for one am sick and tired of these blowhearts telling everyone who listens how they are ,"fire eaters " or " I just fought the beast". Fuck these strokes!!! The copper who was pushed to the ground should hit I.O.D. and fill out the I.O.D. report detailing the cause of injury. Enjoy your holidays office,get some rest.

After arrests, motion to fix in court, and civil suit (by fireman against police), the heros went on to promotions and stellar careers in the CFD. It does not appear that anyone is willing to prosecute the guy so what is to be gained by pursuing it?

Looks like fire personnel are going to be getting some tickets from me for traffic and parking violations. They will be ticketed and recorded from my in car camera and audio recorded on my microphone. Anyone tries to fuck with me then I'll file an EEOC complaint and have my attorney file a lawsuit against any boss of CFD or CPD personnel and the city.

Notice to CFD. Do not attempt to show your fire badge or ID to me on a traffic stop. Both of those items mean nothing to me now and I will write as many tickets possible for the violations committed.

Mark was a fireman on the west side, he was always a pretty good guy...and he didn't come on in '80, I think one did. The 3 Altman boys are all squad dicks. The one who is currently a Battalion Chief, Mike...he's a REAL fuckin' beauty. The Altman clout was Rostenkowski, w a bunch of other FD guys.

I remember that there was a judgement were this happened in the past and it was THROWN OUT by a judge who stated that one city worker (on-duty P.O.) could not sue another city worker (on-duty P.O.)

absolutly not true. I know of several lawsuits which were successful involving one officer on another. There was one in 004 where the copper got a beef on a detective and sued him and got 120,000 and then another one where a patrolmen sued a sgt because the sgt harassed the p.o. over the pdt and called him a f'n nazi.. The officer was born and raised in Germany. He sued the sgt and got 250,000 from the city. So yes, you can successfully sue another officer.

Every fireman knows the tough job our police officers have and what they have to deal with everyday. Yes the Captain of Sq1 is an 11th ward heavy. How else do you become the Captain of a Sqaud. His dad was the Fire Commissioner before Joyce. He was given the job because it was said that Daley owed him for flying him to & from Springfield back when his son was sick & he was a State Senator.

One sone was also in charge of CFD IAD when the FH video came out years ago. ALL of the kids have been assigned to a Squad at one time or another.

I'm a firefighter who was at this incident and can attest to the original posts accuracy. But it's even worse. After the incident with the police officer the CFD Captain in question advanced on a CFD Lieutenant, grabbed him by his floatation device and inches from his face screamed "Don't ever tell me to STFU! Your not a commander your a Lieutenat"! A blatent violation of our Physical Violance order #00-001.This was wittnessed by at least a dozen cops, another dozen firefighters of differant ranks and no less then 2 CFD battalion Chiefs. Battalion 3 and 515. There was also what appeared to be a news camera nearby. We returned to quarters expecting an order would soon come down to fill out Form #2's stating for the record what we wittnessed. The fact that this hasn't happened suggests that the highest levels of both our departments and the 5th floor are attempting to cover this up. This CFD Captain is not liked or respected by his peers. But he's obviously well connected. Please don't let this incident tarnish what I always believed was a good working relationship between our departments.

Hopefully the media picks up on this. Seeing as how the City seems to be determined to cover this up and not bust the guy down to Lt. (or lower) for being DRUNK ON DUTY AS A CAPTAIN, let alone assaulting a PO, it would be nice to at least see this guy get some public humiliation.

Oh yeah, and what ever happened to the winos that were supposed to be getting rescued while this assault was going on? Seems like a pretty big breach of professional responsibility to pick a fight while people needed to be rescued.

Assuming it's true it's a very sad indication of how bad things are within this department. What if it was a drunken on duty copper who threw a fireman down a few times? Would these same "courtesies" have been extended? Highly doubtful.

I have nothing but respect for the members of the CPD and its members, along with the job you folks do everyday.If this really happened as is being reported I would like to apologize and let the Chicago police officers know that 99% of the members of the Chicago Fire Dept feel the same way I do and that this is an isolated incident that will not be tolerated by any fireman,from the commissioner to the newest member of our dept.

Ok I have been reading the post and there are some that just might not realize what is going on But jobs(cpd&cfd)work the same for the most part. There are ALWAYS 2 sets of rules.
Ex: the guy in question here is named Mark Altman, Captain of Squad 1. The squad on the FD is a resumed spot. So who is Mark Altman. Son of Edward Altman who was the former Fire Commissioner under Shortshanks. It is said that Ed used to fly Little Richie rich to and from Springfield when his son Kevin was sick. So before Ed retired he was the Fire Com as a thank you from the boss.

Ed had 4 sons on the job. Ed jr who was in charge of IAD only because he couldn't pass any test to stay on as a FF or Paramedic. He was fired by his father Ed Sr after the Engine 100 video tape. 3 of his other sons(Jim,Mike& Mark) all FF. Jim is off the job having been a FF Sq5 then a Lt & Capt of Sq1. Mike is a Battalion Chief and was a FF & Lt of Sq5. Mark is now the Capt of Sq1.

Also back in 1992 a test for the spot of LT was given out and none of the Altman boys did well on it. Luckily some of the actual test were lost in the mail so in 1993 the test was given again where miraculously the 3 sons did much better. At the time the test was given the father Ed Sr. was a high ranking member of the CFD. Not sure but I think maybe Deputy Commissioner.

So guys there is no difference between us. If you have certain clout of your daddy or mommy were clouted there are rules for you. If you happen to have nobody to call, then you are just lack of a better word SCREWED.

Does anyone know the real story behind demanding all detectives empty any file cabinets and desk drawers they have in Area 2.
They are being told if they want to save any paper work they must do it in their lockers! No place to store even a file folder will be allowed!
If they have any work related materials like a copy of the ILCS they can not even store that in a file drawer!
Everything goes to the shreder!
Has someone gone nutz? Is this happening in the other areas?
Does any one have a real reason ( yeah no street files, that is old news)
Who started this bull shit, is this the New York Way?

Right is right, I thought there is a rule no violence in the work place. If I were to push another officer I could be fired and lose my job. Doesn't violence in the work place apply to all city workers and there inter-action with each other. They need to make an example with this. I would feel the same way if it were a police officer who battered a fireman.

I have a hard time buying he was drunk, cause that house is crawling with bosses. In the absence of legal action, the offender should he taken off the street immediately and placed in one of the administrative bureaus. How about some years back in the old 018. Drunken on duty FF driving a rig to or from a call took out about six parked cars on Chicago Ave., most of them coppers' cars. The only thing he blew was his clout to keep him in his cozy northside firehouse. The more things change.........

Well you guys got one thing right, the police were there.
1st,.. The fireman was not drunk, he is how ever a bit of a hot head after minnight.
2nd,..the fire captain asked repeatedly for eveyone without a PFD(personal floatation device) to back away from the edge of the water.
3rd.. the marine unit officer, who was not in a wet suit or even wearing a life vest, was in the marine unit dark colored sweat shirt with dark paints on, only visible markings were with Marine Unit ON THE BACK!!!
4th.. he did try to get on the ladder (CPD) infront of him, and not it doesn't make it right that he grab him and pushed him to the ground, but at no time did he do it repeatedly.
5th.. The Officer did not identify himself till after the incident.
6th.. Stop making a big deal out of it,, yes it was wrong,, but it wasn't intentional.. things happen when we're working and everyones adreniline is going, we all want to help and be the ones in the mix at an incident... thats why we all do what we do..............

They always say me too. Police and Fire should get the same pay. However Firemen can own bars/taverns, cab license, don't need any college, don't have the requirements of more college to get promoted, get a second chance when failing drug tests, don't have rules as to drinking off duty and are allowed to sleep while on duty. There is no way we should be making the same pay as a firemen. We should be making MORE! We our the most hardest working and most regulated employees the city has!

On the UPDATE portion if this article, I believe this to be true. It happen to me. While this ADS was over a Division, she had her brown nose person do the same thing to me. If I pursued my innocents in an allegation to take it higher, she indicated that my position with the division would be in jeopardy. When I went to the States Attorney office, they said the same thing. They stood behind the brass. Phil Cline was then Superintendent.

This Department WILL NOT STAND BY THEIR PEOPLE, especially if your rights were violated. So, be very careful out there. There are two rules for the Department. 1. Any position Sgt. and lower can be disposable. 2. Lt and higher are indispensable.

These people who violated my rights are still working in the CPD, and have moved up the ladder a couple of times. So again, be careful. You don't know who to trust.
