- McSuperstar at the COMPOST meeting said he is being told the Lt's are not sitting at the front desk as required when they are station supervisors. He told the bosses that if the station supervisor is not sitting at the front desk they are to be given a SPAR.
We've seen dozens of comments saying Lieutenants are pulling Sergeants in off the street to approve inventories, approve arrest reports, handle court notifications, medical incidents and pretty much do exactly what they've always been doing.

Many of those double-merit chickens donning that single silver bar have come home to roost. Except for when it comes to watching TV in the WC's office, many of these lieutenants are completely clueless. Their ineptitude is being exposed everytime they summons in a sergeant to handle some of their duties/responsibilities. Sure, there are exceptions in really busy places where for expediency's sake, time constraints, etcetera, a sergeant needs to be called in to assist. But this scenario would be the exception and not the rule.
It's been said many times before, but I'll mention it again now as it pertains to the subject at hand: "The Desk Sergeant pretty much runs the watch". The WC has specific issues s/he needs to concentrate on that the desk sergeant doesn't and vice-versa. Oftentimes their responsibilities overlap, but that built-in redundancy is crucial to the smooth operation of the watch, particularly on days when the shit hits the fan. It's kinda like a system of checks and balances.
Anyone who actually thinks that any single person can handle all the tasks that are expected of the Station Supervisor on any given day is hitting the crack pipe. The person formerly known as the Watch Commander might...MIGHT be able to pull it off in a district where there's no lockup. But there's absolutely no way in Hell to justify such an asinine personnel change in busier districts, and in particular those with holding facilities.
Next up, the decimation of the fluidity and efficiency of most lockups once the civilians take over completely. That's if 7 out of 10 applicants in future hiring pools don't piss 'hot'.
My Lt. said she will never sit at a desk. She wants us to do the job that she is doing. I am not complaining though, I have an inside spot with good hours.

Most Lts don't have a clue. Desk Sgt would approve or kick back arrest reports before Lt had a chance to review. If it made it to their que and would approve.

The rank of Lieutenant has gone from the BEST job in the Department to nearly the worst.

I was at the Sergeant's Union meeting Thursday.
IF YOU ARE CALLED IN THE STATION to do the job of a "Station Supervisor" (which is normally a lieutenant's job) :
YOU MUST FILE A GRIEVANCE
Even if you do an inventory that takes 5 minutes you are to put in an "Out of Grade" slip and make a copy of it, AND an individual grievance for each instance.
ANYTHING you do that a lieutenant normally does whether it is on the street or in the station file and INDIVIDUAL grievance for EACH instance.
IF A SERGEANT IS ASSIGNED AS THE STATION SUPERVISOR this is covered by a CLASS ACTION grievance, no need to make out an individual grievance form. However you are to save a copy of the Out of Grade slip, the A & A's and make a DETAILED LIST of all the activities that you did as the Station Supervisor.
According to the instructors at the academy who are teaching sergeants to be station supervisors there has already been a FIST FIGHT between 2 sergeants somewhere in the city!!!!
One was the acting Station Supervisor and the other was assigned to the street.

If I were the Lt. And the XO is keeping himself a secretary, as station supervisor I'd pencil her name in on a beat car every single day and order her to handle calls. When she refuses, get a CR number on her. She's supposed to be assigned to the street.

Per a Lt. in the know, the closest thing we're gonna get to "protective" helmets for the G8 & NATO is a retrofit clear shield to be attached to our CPD issued helmets (which ARENT rated for riot situations). Most guy's helmets are expired, BTW. ***THESE SHIELDS ARE NOT LEAK-PROOF, NOR WILL THEY COVER YOUR ENTIRE FACE*** The city/dept is spending $100 each for these pieces of shit and have ordered 10,000 of them. Thats right, a million spent on retro fitting helmets that are junk to beging with. Instead of applying that million towards new gear. That million wouldve been 20% of the police outfitted as figured out by the guy from 011 the other day. I guess I shouldnt be surprised with this fucking job tho.

I asked my Lt (whom I like & have no problem with)...Can we, as P.O.s, refuse to approve the arrests, inventories and all of the other former desk Sgt duties?
I was told that I cannot refuse and that I must file a grievence regarding out-of-grade pay, just like they are supposed to do.
So what does one do??? Disobey a direct order or tell the Lt that you're not going to do it because it's not your job and you can't be forced to do it and then call the union. I suppose it would be a lot easier to call the union if you didn't like the Lt but that is not the case. I wish the Lts would just do what they're supposed to do, because honestly, it's not really that much more work...what, approve the arrest report without desk Sgt. pre-approval and do the inventories...big deal. The desk personel would still be putting the court packets together and bonding out prisoners so I don't understand why they're making such a big stink about it.

My partner and I were pulling into one of our coffee stops when we saw an Inspector talking to 4 Sgts. outside the restuarant. Turns out these four Sgts met to get in out of the snow and cold to write and approve some reports and he wrote them up for congregating.
Nothing is sacred. If this jag is writing up Supervisors, we as P.O.s are dead meat. So when its snowing and cold we can't get out of our stuffy cars and sit in a coffee shop to warm up and finish reports? WTF

The LT. J. S. on midnights in 017 does not even put his uniform on, he does rollcall and weapons inspection in sweatpants... This out of control L.T. IS ABSOUTLY NUTS!! Joe does not even come out of the watch commanders office all night...wonder what he is doing all night long on midnights??? Any P.O. that does the A&As and the Work Sheets is a SCAB if he or she does not put in an "Out of Grade slip" and a grievance for having it denied. According to the Station Supervisor General Order, this IS the job of the SS.
ALL 75 WATCHES IN THE CITY currently have P.O.s doing this task. THIS IS THE JOB OF THE STATION SUPERVISOR. We all know this takes more than 2 hours to complete so it fits the FOP contract as "out of grade".
What this means is you should be entitled to lieutenant’s PAY / D-4 or even possibly CAPTAINS D-5 PAY when and if the sergeant's and lieutenants win their grievance.

Just in case anyone remembers Lieutenants were not supposed to be Watch Commanders. That was the Captains job. They were supposed to be field Lieutenants and fill in when the Captaibn was off period. This department has been bending the rules for so long people believe that is the way it was meant to be.

Inspector C.W. was overheard in Watch Commander's office in 011 last night telling the 1/W Station Supervisor that as of the end of business day on Friday, there have been 172 suckers (my word) that have put in for M.F.F. Says the department hope for at least 500 volunteers before they go reverse seniority. She started to say something about "sweetening the deal...", but I couoldn't hear much after that as that was when someone else walked into the office with the news about Kup.

absoulutely correct. Nothing has changed and the bosses are doing them same thing as before. I rarely see a LT anymore and definitely never see them at the desk. We are told to call in our Sgt. from the street to get things approved. It now takes at least 1 hour longer to process one arrest. How fucking silly. The other day we had a simple battery arrest and finished the paper in 45 mins, but then waited over 2 hours to get it approved and have the wagon transport the guy to lock-up. DUMB!

Begining at 00:01 hrs 23 Jan. all units will implant a station supervisor ass log. The ss ass will be logged in the front desk chair every 20 minutes.
This log will be maintained and signed by tge senior station janitor.
Any deviation from this order will result in the offending ss to wear a cone shaped hat and sit in the corner for two full tours of duty.

Lt Mcdermott (Lt Riggs/Nice hair style from "Leathal Weapon") was talked to many times by her supervisors for her "be-littling" of Sgts in her past. She had no problem standing in front of blue shirts and laying into a sgt while she chomped on her sushi lunch. That is just Karma biatch! She was tossed outta 010, now she was probably tossed outta 015, landing in 007. No professionalism or tact. Hopefully, she realizes she does the same shit and changes her M.O. Good luck 007th District Rangers.... Sergeants beware of this 23rd District Desk Sgt, now Lt Mcd. She (thinks she) knows all and she makes sure she lets you know... Legend in her own ("done nothing") mind.

My partner and I were pulling into one of our coffee stops when we saw an Inspector talking to 4 Sgts. outside the restuarant. Turns out these four Sgts met to get in out of the snow and cold to write and approve some reports and he wrote them up for congregating.
Nothing is sacred. If this jag is writing up Supervisors, we as P.O.s are dead meat. So when its snowing and cold we can't get out of our stuffy cars and sit in a coffee shop to warm up and finish reports? WTF

You had four sergeants working the street? At one time? Wow.
Begining at 00:01 hrs 23 Jan. all units will implant a station supervisor ass log. The ss ass will be logged in the front desk chair every 20 minutes.
This log will be maintained and signed by tge senior station janitor.
Any deviation from this order will result in the offending ss to wear a cone shaped hat and sit in the corner for two full tours of duty.
That is all.

Just in case anyone remembers Lieutenants were not supposed to be Watch Commanders. That was the Captains job. They were supposed to be field Lieutenants and fill in when the Captaibn was off period. This department has been bending the rules for so long people believe that is the way it was meant to be.

I remember. I also know that most Captains felt the job of WC was beneath them, with them being Exempt and all. They were happy to let the Lt. continue to do much of the work. When they could figure out a way to increase their importance in the department they did, and now they are XO's. Those that could get out of the districts now that they were XO's couldn't wait to.
Funny that a bunch of people bashing the Lt's for not doing shit. But who do you run to when u screw up? Most lt's are there for what they know not for how much they do

I have never before been so ashamed to be a Chicago Police Officer. This is what it has come to, po's trying to feel empowered against their supervisor by hoping he or she has to do something they don't want to do, even as nonsensical as it is. Shameful.
The current Department administration is so out of touch with policing a metropolitan society that they worry about downsizing in the name of the dollar and bean counting for political favor. Their focus is not policing, but providing the politicians answers to their constituents on how crime is being controlled. It is not being controlled by the methods of this administration; it is being manipulated in statistics. The administration is focused on managing with an iron fist as they think we will cave out of fear, but they cannot realize that the only people who fear their tirades are the exempt staff who can be demoted. They can’t touch the rest of us, and neither can the exempts who are in fear. In reality, most of them are tired of it too and are just laying low to see where this goes, as I suppose I would be too. If this administration is truly concerned with where the watch commander is sitting during their tour they are truly showing how infantile they truly are. The alleged order mandating the watch commander to sit at the desk was only a draft order contrived by the acting chief of patrol. He was obviously trying in fear to get noticed and get the acting descriptor removed from his title. See Gerry, I can pound my fist too and belittle the troops to show how stern and inflexible I am too. Look at me, look at me. It was a draft that hasn’t met muster, there were too many discrepancies, too many punish the troops burdens, and as it was written didn’t meet their agenda. It was a proposal not a directive. C’mon guys, let’s keep it us against the man- not turn on the sergeants and lieutenants in a good for them ballyhoo. You can even see most of the commanders laying low; they don’t support these goofs or their strategies. They do what they gotta do, and we do what we gotta do to appease them for the minute the heat is on and then go back to our routines. I’m ashamed right now, but hopefully that will change soon. We can outlast these idiots, they’re short term. Just keep your nose above water to breathe and tread to stay afloat.
Leave well enough alone.
After the Fiasco of May, just hope it is not the May Massacre, McNutso may be forced to resign. He will take his Golden Parachute and go back to Jersey and somebody competent, who once wore a blue shirt like the rest of us and has been holding his/her tongue all this time, will take over.

Well we can count the First Deputy out. He fell right in line with badmouthing us in public, yelling or insulting Commanders at Compstat. That comment about all police officers doing nothing but hanging out at Dunkin Donuts was just plain old stupid and damaging to all the cops that hustle every day. Threatening to take gold stars because the "police aren't doing anything" was also stupid. What police is this guy talking about? There might be some slow movers out here but most on my watch work. He should check his stats first before he shows how much he despises us.

They also work out on duty and come improperly and unprofessionally dressed to roll calls while expecting their troops to be in uniform and them not stay down on jobs! Don't just sit there and watch the GPS.....thats not a leader!

If I were the Lt. And the XO is keeping himself a secretary, as station supervisor I'd pencil her name in on a beat car every single day and order her to handle calls. When she refuses, get a CR number on her. She's supposed to be assigned to the street.

Be careful what you wish for...the special people on the desk, if they get kicked out to the watch you will be losing your car and bouncing around. They are not going to put their pets in an disadvantageous position. If you work a nice beat, it will go to them.

Imagine the those sgts must feel? You could slam sgts all you want but they never go down on personals and lunches as they are called out to respond to calls. Remember that shit rolls downhill. That inspector really is hurting everyone by writing up four sgts. Now no one is safe and sgts will enforce every rule. The inspector could have used discretion and just warned them or just ignore them.
But then look who are the new inspectors? Rejects that no one wanted. Useless Captains that have no purpose in life other than to mess with street officers and now white shirts. Wait till G-8 happens and we need leadership from sgts. OMG!

FOP has stated that desk crew should continue filling out out of grade slips, let them get denied and if (big if) FOP reminds the city and Supt what they are doing is a violation and the FOP wins, those who did leave a papertrail will receive retro pay.
Commanders are still hiding police officers from street duties , XO's are merit and many do not wotk a full shift , Lt's hate new assignment district station supervisor , sgt and police officer continue do do 95% of XO and Lt, station supervisors work

P.S. I hope she used the same Out of Grade Slips put out by the Lieutenant's Association with different boxes marked. The slips advise command and timekeepers to preserve the slips as the may be needed as evidence in grievances or unfair labor practices litigation.
