Survey Says....

From an e-mail:
  • Had to pass this info along.

    A fellow dispatcher (police officer) had a friend tell her this: her son was issued a few citations on a traffic stop in 018 dist. Shortly afterward, her son received , in the mail, a letter from Supt McCarthy’s office requesting he fill out a survey online regarding the officer’s behavior that made the stop, ie..was he/she polite? Aggressive, etc. You are given a pin # and this is allegedly totally anonymous! These letters are currently being sent to citizens involved in accidents, traffic stops & dui stops. Unknown if mailed out to all or just a random few.

    The officer that shared this info with me today had already asked a few other pos …all were unaware. I passed it along to a few pos working today and they were unaware & shocked. Please let the troops know that the city is now letting the citizens compile your performance reviews. I just can’t imagine any citizen having anything good to say about an officer that just gave them a ticket!

Did we miss this somewhere? What's the point? Is this a fishing expedition for Complaint Register numbers or Verbal Abuse beefs? Does anyone really think that a citizen who just got a few hundred dollars worth of moving violations is going to tell anything resembling the truth?

And weren't cameras in the cars supposed to protect us from the types of that might be raised in these situations? Is the Department admitting cameras are a failure and we have to rely on paper and postage to get feedback from citizens?

Back in the day, IAD personnel had to work 'weekend duty', answering the phones and being available for callout jobs. Your turn in the barrel came about every five or six weeks.

Each person (one sgt, one p.o.) was given a stack of mover copies and had to phone the violator and ask the questions you've listed here. One guy flat-out said, 'What the fuck do you expect me to say when he just cost me a week's pay'. And he, thankfully, hung up on us.

This is just as ridiculous an endeavor now as it was then.

On the way home from my tour, I was hit by a hit and run driver. My tire went flat and couldn't chase the offending vehicle. The next day, I went to work and had one of my fellow PO's fill out my report. Two days later I received the same letter. Same with a friend of mine that I filled out a theft report for 3 weeks ago. He got the letter in the mail. I still have the letter if anybody wants to see it, I'll scan it for this post.

If this is true, the department can forget about me writing any movers. I usually go through about 30 books a year. Isn't it bad enough that the judges in traffic court treat us the officers as the defendants and then find all of the offenders not guilty; Oh...and the court Sgt who loves to jam any copper when given the slightest opportunity? F*#% this department.

I didn't write a mover for over 5 years because I didn't like dealing with a certain someone at the police room on La Salle a few years back. Taske off your coat before you enter my domain, to from for a time due slip. I guess they want me to stop again.

If you want me to do the job you hired me for, stop putting trip wires at every step of my job. They make it harder and more work to arrest people. They put more and more work on you, you need to involve more and more people in the job. Desk Lt. that is busy doing other things, 5 inventories for prisoner junk they have on them, a rap sheet, a LEADS printout, sending them to another district to be processed and now you have another bunch of hurdles to get past. And then your field Sgt is squawking about how long it took. If you want us to do police work, how about removing some of the landmines? They make it so you don't want to do anything because doing nothing generates no beefs.

They really are as stupid as my partner says.

but it looks like adminastration
is looking to make a "paper trail"
on individuals that way they can say look! they did this and this and that and possibly suspend demote and fire officers that have these paper trails and the union might not be able to go to bat for them but not informing you of this
is really a stab in the back

The gold star bosses are quick to say be more aggressive. If I'm ever around and here that I'm going to say can you define more aggressive for me. The gold star member will tell me to talk to my Sgt and he will say get some movers and parkers.

I've always said police work is not always a very customer friendly type of work. This survey is a ridiculous reminder of how out of touch with reality the idiots at 35 Th St. are.
I got an idea let us P. O.'s fill out a survey about how we like our treatment by the assholes at 35th St. and City Hall.
Oh wait they did a morale survey awhile back ..... whatever happened to that? Wasn't that supposed to be published??

I quit writing movers about 4 years ago as I was fed up with the way traffic court is run and how the judges and corp counsel treat us. Perfect example is when a car went around the railroad gates and nearly hit me as I was on the other side waiting. When it gets to court the corp counsel and Judge feel sorry for the lady and the hefty fine that comes wtih it. So they bust it down to obstructing trafic and A $50 dollar fine. The corp counsel asked me in front of the judge if I had a problem with that I said "no I just wont be back here again". And I have yet to be back there. Screw the courts and the City. No more REVENUE ACTIVITY FORM ME.

Actually, yeah. I think most who bother to fill it out will tell the truth and the few who stretch it will be pretty obvious.

I worked in the hotel industry for a while in college. We had survey cards too. Our general rule of thumb- if the card ranted about the room's cost, disregard all subsequent complaints.

If the citizen surveys are nothing more than rants about the ticket itself then yeah. Disregard everything that follows. But when you get something like "Sure, I was speeding, but this guy came up to my window and started hysterically berating me using foul language in front of my kids for no reason whatsoever...", that's a huge fucking problem and frankly, I'm sick of MY professional reputation being burned down by the huge beatoffs on the job.

Some people just aren't cut out for patrol and need to be moved. Some people aren't cut out for police work all together. It's always a 'certain type' who fear accountability. We all know exactly who they are. Maybe its time we stopped carrying water for those assholes and started getting rid of them.

Back in early 90's in the "fighting 020" Sgt Kosala tried to get a career dogass po (c.v.) to do a little police work. He cried like a bitch to the D/C who told the good Sgt to leave the po alone because he wasn't hurting the department....I hated this guy for being a useless pussy but apparently he had it right all along.
Man,he was ahead of his time.HAH!

Two things: First. Anyone else have friends in. CFD that were asked to volunteer for MFF or similar. They were asking FF is they had military or police experience.

Second. Why is nothing being said about the ghost positions currently filled within the departments? Quite of few units had their commander,xo and accompanying staff eliminated on The 8th but they are still there? Is this the new new Compstat.

I guess I see nothing wrong with it. This is a very common type of practice in virtually all areas of business and government.

Why should policing be any different?

You cannot really change things until you have some idea of what is actually going on. I would not be surprised to find out that the majority of the surveys are filled out and returned honestly. They may not reflect what the officer involved thinks about what went on in the stop, but that is part of the point with these kind of things.

This "How are we doing survey" is a common practice in police departments seeking "certification". It goes back to the idiiotic concept of the police providing "customer service". In come communities they actually send these "How we doing" on domestic incidents and minor arrest situations. In a city as political and divided as Chicago, this can only lead to more beefs and misery for working police. Fortunately most of our "clients" lie about their addresses so it will be difficult to find them.

This Bozo mayor like the previous one have probably cost the city millions in revenue. If there were not so many hurdles and maybe some support from the supe and mayor coppers would have no problem writing a few tickets. Back in the day it was said that 10 tickets a week paid a coppers salary. Now add in tows / confiscations for so many offenses big $$$$$. On top of that you don't have to hammer the poor working guy. Target the bangers they usually are on a suspended or revoked and usually driving a car with multiple violations. Most of these bangers after their ride is towed pay big $$$ to get them back because they need to get their goods out of their traps. If they don't pick it up it sold as scrap. It's a win win. But these Bozos don't care and put up more cameras. About 50% of all good arrests come from traffic street stops where information is gathered and where weapons are confiscated. NO MORE! The police have been declawed and defanged!

McCarthy needs to stop sending out surveys, save the money spent on the stamp, paper and evelope and put it towards our pension. While I'm on the topic of pensions and saving money. Cancel the fop picnic, fishing tournament, golf outings - nothing to celebrate these days and put the money and efforts in staying ontop our pensions problems.

I was an on-duty PO in a police vehicle when we were hit by a woman who wasn't paying attention in an intersection. You guys did our traffic crash report, since we were in the city on a city street. Couple weeks later, I got one of these letters in my mailbox at my department. So an on-duty PO is supposed to rate the performance of another on-duty PO? Negative... Straight in the trash.

I would have given the officer high reviews, FWIW! Thanks for the help!

McCarthy should be worried about the huge spike in murders than he should be about a cop who just wrote a mover and his interaction with a citizen who just committed a traffic violation. I always thought I was very civil with traffic violators. I used to write about 12 to 15 Movers A Period. You needed to show activity, to rotate with the watch. 12 to 15 was about the norm. Many times when I went to traffic court, I was shocked at what the violators would tell the judge. They would accused me of swearing at them, which I never did, and being very discourteous. Bottom Line Is: How Much Credibility Can You Give Someone, Who Has Just Gotten A Ticket ?

That right there is the reason I havn't been there in years. Not to mention, it's a pain in the ass to get down there to begin with. Last time I was there, I had something like 3 - 4 cases all demand trial. Every one of them.... Not Guilty?! And the Judge says something like, "not to diminish this Officer's credibility, but maybe you didn't have a clear view"?! That's exactly what you just did asshole!! Like I imagined all these people blowing clean through stop signs and lights?! Anyway, fuck that place.

Once the subject becomes an asshole then it's time to change our demeanor. In 75% of the time, the people that I stop and arrest are completely cooperative and pleasant. And I work in a busy district. It all goes back to how you talk to people, even assholes and criminals.

Crookago is out of control with traffic violators, which makes it far more hazardous for motorists who drive responsibly. Can't fault the Cops for not wanting to enforce the traffic laws after reading about this. Who I do fault, however, is the bird-brained Superintendent McCarthy, and his boss, Mayor Emanuel, for being so petty and stupid as to initiate this idea, without realizing the repurcussions of lack of enforcing Traffic Safety Laws. It shows to me, that all that Chicago Politicians are concerned with is making revenue off of Red Light Cameras, and shows that they are not concerned about making driving safer around Chicagoland. An out of control vehicle is a 2,000 + lb. bullet. People in Chicago need protection from things other than gang bangers and drug dealers. Chicago Politicians and their tools in Police Administration are failing the citizens and working people of Chicago, with their attitude that only Murders matter here. They do, but there are other things that endanger the public, which are being all but ignored, traffic law enforcement is just one, and one that kills and injures many citizens annually.
Thanks Mayor Emanuel, and Police Supt. McCarthy, for making driving even more dangerous for myself and my family. You should both be ashamed of yourselves, but you both are probably too arrogant and stupid to do so. Your bright ideas, and politics, are the main reasons that so many decent people are leaving Chicago, and the State of Illinois, in droves.

On the way home from my tour, I was hit by a hit and run driver. My tire went flat and couldn't chase the offending vehicle. The next day, I went to work and had one of my fellow PO's fill out my report. Two days later I received the same letter. Same with a friend of mine that I filled out a theft report for 3 weeks ago. He got the letter in the mail. I still have the letter if anybody wants to see it, I'll scan it for this post.

this has rhams's dirty sticky fingerprints all over it. he will save every negative survey (which will be 99% because who is gonna say a nice thing about an officer who just wrote you tickets?) and then bring up these negative surveys at contract time to get the public on board to screw us on any little thing he can.

I only have had three interactions with police where I was the "offender." All were motor vehicle related, one of which dealt with parking, the other two moving violations. In two of the three cases, the POs were perfectly fine, courteous and professional. Had I been sent a survey form, I would certainly have sent it back with that information on it. I had committed the offense and I had no anger against the cop for citing me.

The third was a profane, insulting, intimidating and aggressive pain in the ass (not in Chicago!), but I won in court, so that turned out OK too!

The form seems silly, because anyone can write a letter or email if they have something to say, good or bad.

NYPD here. We had a similar cluster fvck a few years back...but only involving victims of crimes that filed a complaint report. Our job had academy recruits ordered to stay on overtime and call vics and ask a set of questions. Looks like McParker has taken it to a new level of idiocy.

CS 1st watch-I remember seeing him in branch 25 at 26th st when he used to sandbag the p bums with their one bag drop cases and he'd load the room with them while we had to listen to his nonsense 15 times in a row putting the crowd to sleep. Now he's hammering the people who support us and burning out all the good places to eat by forcing coppers to write tickets/tvbs on some restaurant workers who take of us. I was an on-duty PO in a police vehicle when we were hit by a woman who wasn't paying attention in an intersection. You guys did our traffic crash report, since we were in the city on a city street. Couple weeks later, I got one of these letters in my mailbox at my department. So an on-duty PO is supposed to rate the performance of another on-duty PO? Negative... Straight in the trash.

I would have given the officer high reviews, FWIW! Thanks for the help!

They may not reflect what the officer involved thinks about what went on in the stop, but that is part of the point with these kind of things.

I always thought I was very civil with traffic violators. I used to write about 12 to 15 Movers A Period. You needed to show activity, to rotate with the watch. 12 to 15 was about the norm. Many times when I went to traffic court, I was shocked at what the violators would tell the judge. They would accused me of swearing at them, which I never did, and being very discourteous. Bottom Line Is: How Much Credibility Can You Give Someone, Who Has Just Gotten A Ticket ?

Police Officer writes subject tickets.

Police Officer Impounds subject's vehicle if subject is Suspended or Revoked.

Result:
1. Those at the Daley Center; judges, attorneys, countless Cook County staffers, and city personal are employed. Not to mention those at Impound court, Assent Forfeiture court, and 26/Cal.

Police Officer doesn't write tickets...Well i guess that's one way to reduce government.

In business and government consumers pay or exchange something in return for a service unlike in policing where the equivalent of the individual consumer is having his liberties taken away from him and required to pay for service he did not request. The private sector cannot be the model for the public sector of emergency responders. You guys keep trying to make it that way but it just doesn't work

If they are going to increase the chances of 99% of officers receiving a bad evaluation from a citizen who got a ticket or anov, then they should make sure they write to those whose property you found, or where an offender was caught so they. An put the good letters in your personnel file.

You said it all in those three little words, " not a cop".

People like you need to realize being CPD isn't just a job you clock in and out of. Being the police changes the way you think, treat people, and view things. It's not something you turn off. Much like the military, most people who really want to do the job, take this job because its something within. We can't explain it. Most of us go to work trusting our partners( who in most cases are like family) with our lives. No matter what you think, there is a lot more to this job than " writing tickets". Everything that has been done over the years is an attack on our beliefs and/or values. P/Os aren't the mindless drones that they thought we were. The politicians (brass) in this department, all the way up to the white house are scared of us and what we believe in. Therefore, their has been a constant attack on the police, and other like minded people, across the country. These surveys are just another way to systematically dismantle, divide, demoralize the this once world class department.

Those who aren't cops should be aware of what's happening. Unfortunately, the sheep dogs who keep the wolves away are being youthenized.

They don't have any impact on the lazy police who avoid all contact with the public; only the aggressive working police. This is tantamount to the mayor sending a customer satisfaction survey to any department member that you dump or move, asking if they feel that they were treated fairly. These surveys are simply further confirmation that neither you nor the mayor have our backs. Expect us to act accordingly.

---Because unlike other Government places, THE POLICE GIVES CITATIONS, DATES TO GO TO COURT AND WE ARREST PEOPLE THAT DON'T AND ALMOST 99% DON'T BELIEVE THAT SHOULD GO TO JAIL...So, the road rager, rapists, DUIs, wife beater and thugs yeah they won't be too crazy after they spent some time in either jail, court or paying for their crime. AND LET'S NOT FORGET THE CRAZY DRIVERS...yeah, those red light runners...not so happy at all either.

Then, when I realized that my ticket is 120 bucks, I smiled, knowing that I learned my lesson. All in all, a good experience! I rate the officer A+". You are so naive...
