Can we please stop with the "poor gang banger" routine? It's getting stupid:
Pulgar said it was especially upsetting that police officers would say on police blogs that he was trying to promote a street gang.
“How can they say that I’m representing a gang member? How dare they say that I’m doing that if I’m really representing them? Get that through their head that I’m representing them, not no gang,” Pulgar said.
Pulgar did acknowledge that his Facebook page, which has since been made private, had pictures of him flashing gang signs, but he said that was a “stupid” mistake from his past. He admitted he’s been in trouble before, but claimed working to win the contest was his way of trying to turn his life around.
“That’s why I entered this contest, that’s why I’m doing this, to turn myself around … from that negative that I was doing, you know what I mean?” he said. “What they saw on Facebook was me doing stupid stuff as a kid.

I lost all respect for any news outlet that sides with a gang member. The news reports gang violence day after day. Gang members are the enemy of every productive citizen. I've seen every type of victim from the hands of the gang, homicide, arson, rape, aggravated battery, assault, intimidation, battery, robbery, theft, prostitution, drug dealing and all others. When people realize that gangs are not just clubs but, criminals the city and its good people well be safe. All this stuff of giving up the gang and turning your life around is rubush, everyone knows its not easy to leave the gang.
The city has the most gang members per population and with thinking like this its going to continue to grow.
How many times has he been arrested?
Watch very closely how all this plays out, whether it takes a few months or several years.

We've just heard here at the UCPD that our very own
John Doty will step down! It appears to be official.
Doty has submitted his resignation, and he will be

Graham) it had been rumored that she had been brought in to replace Doty as second in command,

Not necessarily wiser, just a product of different experiences.
First, whether the gang representations in the drawing were intentional or unintentional, the fact remains they are very evident. There are more than just the hands, but even if you accept he exactly copied the hands from a teacher/school-provided art book, he placed them in the drawing in such a way, either intentionally or unintentionlly, that was familiar to him.
Now, take into account that a person will write and draw what they know, what they see, what they sense and what they feel, all taken from the world they have experienced and currently surrounds them and is familiar to them. It comes from their nature and their nurture.
Next, closely examine the parents and the nature and the nurture they provided their child. There are a load of things that could be said here, but at the very least, remember, you have parents that have no relationship, do not live together and would apparently buy guns, drink, ape for a camera and communicate with their child as if they were two gang-bangers greeting each other on the street, rather than provide a better environment for their child and, at the very least, arrange to have their child's teeth fixed. That speaks volumes.
And then, even if you are willing to cut the young man a break and accept that his drawing for the vehicle sticker contest is filled with an unbelieveable anmount of unintentional, coincidental, and only similar configurations to that of some very familiar gang insignias and representations, know that he drew what he knew and, intentional or unintentional, the drawing is unacceptable in a civilized society with zero-tolerance for all things gang-affiliated.
If his actions were intentional, the young man displayed a high level of acting talent while expressing his denials of a ruse.
If his action were unintentional, his beef is not with society, city hall or anyone else.
Either way, if he has a beef, the beef is with his parents. They failed him, not us.

It sure does look identical. However, his Facebook page indicates his affiliation and support for the Mld street gang. As a result the city and police want no part of this. The parents have an opportunity to teach their son a lesson. But instead they would rather blame.

The father, Hebert Antonio Pulgar, was kind enough to provide the photos on his own Facebook page.
He seems to be hiding in Venezuela, battling extradition and raising roosters for cockfighting. Openly-available documents, as well as Pulgar's own postings, show that he has indeed been arrested on drug and other charges in Venezuela in recent years, and that the courts are wrangling over "dual citizenship" and other issues.
What is going on in this man's Chicago house while he is out of the country? Who is in there, and what are they up to?

The parents are just as bad if not worse.
Kids are being raised today with one pants leg up and one down.
No matter what this kids intention was, or whether or not he is associated with a gang, this entire fiasco is going to make people dislike the police more. Everyone is going to feel sorry for this kid (no matter what his intentions were) and people will come to resent the police more. I use to be proud to be a police officer, but that pride is long gone. We all have to face the reality that NOBODY likes us. It doesnt matter if you're from the ghetto, Naperville, or the media, people dislike the police. Every young person out there with ambitions to be the police, I suggest to them to become something else. Herbert is a real chameleon -- at least he thinks he's clever.
I heard a radio interview with him when he first won the prize -- before his gang affiliation, drug dealing, etc. came out -- and he affected what he must have thought was a "man's voice," real deep and hoarse. Very casual, throwaway "fatalismo," -- "You know, I might go away. I might go away nex' year, you know, but the pitcher, the pitcher, it will still be here."

What these kids who are posting these pictures do not realize is that ALL DIGITAL PHOTOGRAPHS have something called META DATA embedded into the image.
The META data contains the following information:
- Date and time of the photograph;
- GPS coordinates from the location the photograph was taken, if the photograph was taken using a cell phone of GPS enabled camera;
- MAKE and MODEL of the camera or cell phone used to take the picture;
- F-Stop and other camera settings at the time the photograph was taken;
Some META data also includes the name of the owner of the camera being saved with the photography, especially on some cell phone models.
Many people do not realize that META data is attached to almost everything they do or create in the Internet age.
That data, thanks to new Federal regulations and case history, is also admissible in in a court of law.
Whether it is the detectives at CPD, City officials, or, because of his father's history, Interpol, who furthers this investigation, they need to contact Facebook with a subpoena and ask for the copies of the original files. The META data always remains in tact, even across copies of the files, and will, more than likely, prove where and when the pictures were taken.
With the irrefutable META data from the photographs, along with the date, time-stamps, IP addresses, MAC addresses, and other data collected by Facebook when pictures are posted or text messages are sent, it should be an easy avenue to getting a definitive answer to the question of where and when the pictures were taken, who posted them, and how they were posted.
META data is embedded in every digital image file created and is already being used by many law enforcement agencies to help resolve cases.
Once those investigators who are not familiar with META data learn how to document and preserve the data, META will prove to be an even more significant law enforcement tool.

You need to be familier with the gangs logo's to have a better perspective of what this controversy is about. You also had to see his Facebook interaction pictures and comments, to better understand his alliances... It certainly wasn't to authority. "CHICAGO (STMW) -- City Clerk Susana Mendoza says she will pay $1,000 from her own pocket to a 15-year-old student who initially won a city sticker contest, but whose design was pulled because of concerns it could contain gang signs.
"Mendoza said she will give the $1,000 bond to the student who took second place in the contest, whose design will now be used on the 1.3 million city vehicle stickers.

I think Jody Weis was right when he said this:
"When you take in the totality of the circumstances, you look at this artwork, you look at his Facebook page … you see images on there that are suggestive that this could be in reference to a particular gang," Weis said.

I think that is the lesson here. Maybe it was coincidence or maybe it wasn't but the totality of the circumstances surrounding this kid and the actual design was just too much. Now let’s pretend a certain gang took offense by his “pretend” affiliation, or worse, a rival gang takes offense just because of PERCEPTION. The story may just have been, innocent boy killed by gang over Facebook page, or more likely the reality, no story at all because it just isn’t newsworthy anymore.
