Lieutenant Sounds Off

  • When we went through the police academy, we all had some senior police officer tell us “Kid – this job ain’t what it used to be.” Well,it ain’t. No matter when you came on the job, it is never the same as it used to be and it never will be. However, some things do stay the same.

    My father told me that when he entered the Chicago Police Academy in September of 1938, he heard this same saying from his instructors. Now, as I enter my thirtieth year as a Chicago police officer, proudly wearing my father‘s Lieutenant’s star number, I find myself saying exactly the same thing to the young kids working for me.

    In August of 1968 after the Democratic Convention, the Chicago Police were vilified by the media across the country as thugs and the enemy. The Chicago police officers at the convention were ordered there. They did not freely choose to be there like the demonstrators who attended the battle on Michigan Avenue. The officers were there doing their duty. Politicians and officials called for federal indictments against the police. Eight Chicago police officers were charged with civil rights violations and 41 officers were disciplined after an internal police investigation. Oh, yeah and by the way, 119 police officers were injured during the convention. That part never seems to get mentioned.

History repeating.

With the crushing of morale and manpower and the early protesting, it's the perfect storm. The CPD does not have the manpower anymore to handle this debacle.

Just when you thought it couldn't get any worse in Illinois for Second Amendment rights, Chicago Mayor Rahm Emanuel is trying to expand Chicago's handgun registration throughout the rest of the state.

Yes, that's right, Mayor Twinkle Toes has decided he can set policy for the entire state now.

If Rahm has his way, he will force all gun owners to pay a $65 registration fee every five years for every handgun they own, and submit their name, address and phone number, as well as the gun's make, model, serial number and location and date of purchase to the state police.

You see, T.T. claims that statewide registration is necessary so that Chicago police can find out where guns came from when they are used to commit crimes.

Does he really believe this is going to make any dent in Chicago's horrible homicide rate? Does the mayor really think the criminals are going to register their guns, or purchase them through legal channels?

What Rahm's registration will do is lay the groundwork for gun confiscation further down the road.

If Emanuel actually cared about the safety of law abiding citizens, he would SUPPORT their gun rights and actively lobby for concealed carry (you know, like the other 49 states have).

Call your state representative and senator today and demand that they oppose ANY attempt to implement a statewide handgun registration system. Tell them in no uncertain terms that you expect them to EXPAND our second amendment rights in Illinois, not FURTHER ERODE them.

I don't yet know exactly when or by whom this legislation will be introduced, although the mayor has announced that Republican State Rep. Rosemary Mulligan from Park Ridge will be one of the bill's cosponsors in the House! Make no mistake, trampling on second amendment rights is a bipartisan activity in our state.
Don't forget this bitch's name come voting time.

I've said it before and I'll say it again. You will not be able to compare '68 to the upcoming protests/riots. This "event" in May is going to make '68 look like a Cubs game. What happens here in Chicago in May will be unprecedented in the U.S. When we are out there, remember, we are not the fire department. We do not risk our lives for something as silly as property. Let these idiots burn this city. What is important is that you and the coppers next to you go home to their loved ones safe. The only likely outcome of trying to "set a tone early" will be lawsuits and cr's. "No I didn't take action because I didn't feel it was tactically safe to do so". After you cite the lack of equipment, training, manpower, and leadership, there are no charges, criminal or administrative, that will be sustained. Defend yourself to the utmost. Defend your fellow coppers. Other than that, stand back and let them have this city that has turned their backs on us countless times including '68

Hey John Tactical Franks here the LT is right this job is not the same kids. I have a ton of tactical experience but most of all I have tactical fashion. I dont know the first thing about crime but I know how to look good in jeans,gym shoes and have a big gulp in hand. I am no Lt. nor a sgt but I too like many others recall the tact details for ALL of the Bulls championships having worked them all along with many other now retired coppers.

These wern't the only details that were poorly planned but just the most memorable.

We had no cars, poor working and not enough radios. Batteries were being shuttled as needed with partial charges.

The streets, on the south side were
gridlocked, coppers were shot at and 2 hit.(that I was aware of) Fire was not able to respond paomptly.

There was mass looting and CDTP on main business areas.

The coppers were placed at main district intersections 4 deep and told to each stay on one corner.

Many IODs.

This was poor planning but better than what they are doing now.

Our detail was a celebration!

Yours shall be a war.

Be safe first, go home without injury, avoid being arrested or sued after the ensuing years. You won't get backup from City Hall.

Have a plan for yourself and partner.

Where shall you go if a poor order places you in fear? Have a pre planned safe route or adequate shielding.

Do this! It may save yourselves from injury.

So much for Unions. This is a great example of how people just take care of themselves and the whole concept of unionism and brotherhood gets discarded when some money hits the table.

That's why I am against Unions. They protect the mediocre and bad worker, but do little for the good worker.

When it comes to the leadership selling out - the rank-and-file are not even left with any scraps on the floor off the bargaining table.

Hopefully people learned from 68 and don't make the same mistakes again.

There was plenty of blame to go all around back then, but much of the blame got laid at the feet of the police.

It is probably not fair to blame the police for getting out of control back then, but that is what happened and the pictures and what little video there was made it pretty clear. It was never realistic for Old Man Daley to think he could keep the protesters away from the convention so no one coudl see them. What probably would have been noisy and a bit of a mess turned into a riot because he was determined to look good. Well it didn't work and it won't work this time either.

There will be 10,000 or 100,000 live video streams this time. That might end up being a good thing. Keeps the bosses on their toes.

Here is my 2 cents..... when I came on the job, I was a South Side kid that got sent to 018. This was in 1970.

All the old timers did was bitch because they were trying a new concept.... hand held radios. No more radios in the car.

The old timers said that the radios suck because they did not work in the subway's. We new kids used to ask how they got the cars with the radios on the dash down to the subways? After a year or so, I went to the 005th district where radios were still in the cars.

See, every generation of coppers complain because of the way it use to be. If a guy was sent to 018, and was told to walk on the South side of the street, the old timers would bitch because they use to walk on the North side of the street. The new guy would wonder why is the old copper bitching because to him it didn't matter. He's new and that's what the bosses want.

Then the new coppers get assigned to 018 and are told to walk on the West side of the street and the almost new cops bitch because they were use to the South side of the street.

My point is that the department always changes. Weather it is in the form of a stupid general order, or a new boss flexing his muscles and changing something everyone was getting used to doing.

I am retired now and looking back on the changes since 1970, I shake my head and wonder what all the fuss was about. Is the job harder? I would not say harder, just different. Too many cell phone cameras out there. I think a lot more CPD members would have been indicted if they were filmed doing what we did "back in the day."

We use to say, "when seconds count, the police are only minutes away!" It was funny back then but looking at todays manpower shortage, it is coming true.

Dig a little deeper and you'll also see that the Shields Family has had that particular security contract WAY before Rahm was running for mayor, WAY before Rahm was Chief of Staff to the POTUS, WAY before Rahm was pretty much anything.

If you're going to try and muddy a mans reputation (some might even say libel), you'd best have your facts straight before you open your mouth. To suggest a conflict of interest or wrongdoing because the EMPLOYER of an individual has certain political allegiances and makes campaign contributions to the party/candidate he endorses is quite a stretch. Are you a homosexual because your supervisor at work made a donation to a foundation that supports gays and lesbians? That kinda sums up your fuzzy logic, Mr. Anonymous.

Play detective and try and figure out why a multi-millionaire owner of a company might contribute 100K to support something he believes in. I'll give you a hint - 100K to the man in question is the equivalent of you or me dropping a hundred for a fundraiser. Then dig some more and put together the whole puzzle, pieces of which are obvious and easily Googled. I won't make you any smarter by divulging the common connections between Rahm and the business owner. But if and when you do make the big connection of the FACTS, please be sure to report back to all of us here. In the meantime, allow me to apologize for torpedoing your 'scandal'. Like they say, "never let the facts get in the way of a good story".

We have to devise a way so this soley lands at the feet of the mayor if goes bad. OT: To whomever made the post about the Department No longer counting furlo days in hours, you are wrong so please review the order. Anyone with a 22-24 day working furlo will have their furlo converted to HOURS. That's bs but it's there in black and white. Therefore, this should be changed so that a furlo day is a furlo DAY and not converted to hours. Doing so diminishes the actual furlo an officer was bargained to have by making an officer use comp time to realize what was a negotiated benefit.

For the record, while attending day 5 of riot training the instructor stated that the new G.O. for the G8/NATO states that we will be responsible for ALL arrest. Including ones by National Guard troop/suburban Departments. If we get help by the National Guard or Sub Depts. Its our responsibility and our arrest. So P.O. Norrige Il. grabs a protester while on his own. He turns him into CPD and that becomes our Arrest.

Nobody can compare '68 to this Spring. The demonstrators will have superior communication skills, and the police will be forced to be reactive rather than proactive. Secondly, this Spring the demonstrators will have issues that some, especially younger officers support. These key pts. are going to make a big difference. The demonstrators of the past were here to change the political Party that they supported. These deimonstrators are against all authority and in the case of the anarchists any form of government. This is a much more dangerous circumstance. After all is said and done, nobody died in the '68, as the Kerner Commission called it Police Riot. That may be different this time.

Best way to avoid problems- don't do a damn thing unless a supervisor orders you to. And I have a feeling that they will be told not to give any orders, even then, they are not going to put their asses or assets in jeopardy for big money Michigan ave store owners. Who cares if they destroy downtown- I spend as much time and money away from this crooked town as possible. I certainly do not plan to retire here. Many cops are through defending a city which is beyond corrupt in every aspect of government, fiscally irresponsible, and treats its officers like second class citizens. I have no simpathy for the residents here- you elect blatantly corrupt officials who financially rape you through taxes and fines while compromising your safety and health in order to promote themselves. They cater to the criminals and illegals here, while neglecting the taxpayer. Eventually the good citizens will become fed up with this tyranny, unfortunately by then this town will be another Detroit.

I don't make excuses for a department that failed to equip their people when they had a chance to, but this whole event was crammed down our throats about ten months out by Rahm and Barry.

Blame the politicians, not the department. The brass will always be a pack of political hacks who make stupid decisions. So what. Protect yourself and your partners whether or not you have gear on. Blame the department after it's over.

Now is not the time to bitch like little kids, now is the time to prepare ourselves to stand together. We only have each other when we're out there.

i work in 018, years ago i remember mike working at the scrap yard directing traffic for all the illegal mexican scrappers, if you've ever been there, its dirty, it stinks, and you can get hurt if your not careful, dont think he was just given the spot yesterday.

my sidegig is owned by daley's best friend. i could give two shits, dont like either of them,i was lucky to be offered a spot. i can only imagine who he donates to, which i cant control. but its a decent gig, you do what you have to do for your family. so im missing the scandal here.

im at the fop meetings and i havent seen one thing shields has done wrong yet. not backing the shields team, im just tryin to stay informed on what my union is doing. think your a shit stirrer.

In 1968 there were some cameras filming the actions of the protestors. How many cameras do you think will be there in May of 2012? Downtown is one of the most recorded places in this country. There are so many cameras on the office buildings. Most of the cameras are very small (about the size of a softball) and yet the camera can record a large circumference.

This whole situation will be a damn if you do and damn if you don't type of situation. If you go out there and be proactive and you fuck someone up, YOU WILL BE LOCKED UP, INDICTED, GO TO JAIL AND LOSE EVERYTHING YOU HAVE.

SCC..Could you please shed some light on this. This sounds very scary if true. It also seems easy to prove and get the facts. Major conflict of interest. The could be very bad for all police officers. There is no way Shields will be able to get us what's best if he gets big $$$ from this guy. SCC you are the only outlet to get others to start asking the questions. I don't think the majority of the FOP members knows of this. I didn't.

Dig a little deeper and you'll also see that the Shields Family has had that particular security contract WAY before Rahm was running for mayor, WAY before Rahm was Chief of Staff to the POTUS, WAY before Rahm was pretty much anything. 

If you're going to try and muddy a mans reputation (some might even say libel), you'd best have your facts straight before you open your mouth. To suggest a conflict of interest or wrongdoing because the EMPLOYER of an individual has certain political allegiances and makes campaign contributions to the party/candidate he endorses is quite a stretch. Are you a homosexual because your supervisor at work made a donation to a foundation that supports gays and lesbians? That kinda sums up your fuzzy logic, Mr. Anonymous. 

Play detective and try and figure out why a multi-millionaire owner of a company might contribute 100K to support something he believes in. I'll give you a hint - 100K to the man in question is the equivalent of you or me dropping a hundred for a fundraiser. Then dig some more and put together the whole puzzle, pieces of which are obvious and easily Googled. I won't make you any smarter by divulging the common connections between Rahm and the business owner. But if and when you do make the big connection of the FACTS, please be sure to report back to all of us here. In the meantime, allow me to apologize for torpedoing your 'scandal'. There is no mudding a mans reputation, it’s fact. Labkon is the owner of General Iron and Labkon donated $100,000 to Emanuel. How can that be mudding one’s reputation when all the guys doing was reporting the fact. And to bring in the fact that his dad has had the contract for years does not help. If you say shields got the contract after the donation and had no idea of it then you have something there, he can claim ignorance. The fact that they have held the contract for years, only enforces the fact that shields knows personal things about the Labkon family and how they tend to lean in political circles. Go back and look up the definition of liable smart guy.

If the research you are talking about is that he supported emauel because they are both Jewish then don’t worry about torpedoing the story. No one, no matter how much money they have donate to another person because they are of the same faith UNLESS they believe in what the politician is doing and planning to do.

Your organization is FOP, would you not say something if FOP donated $100,000 to Rahm and you did not agree with it? Shields works for General Iron and he does not question $100,000 donated to Rahm?
And yes he works for him, try your research and your can see he does not hold a security license in the state of IL.

Completely unrelated and I apologize. Today while heading to the pumps on the Dan Ryan I observed an idiot driver nearly sideswipe a truck so I attempted to curb the vehicle while instructing the idiot to get off on the immediate exit. The driver froze and was confused on what to do and she eventually curbed on the side of the highway. I instructed the driver to pull off at an exit but she just sat there...confused. I got out to approach the driver (Late morning Dan Ryan at 35th st). The cars passing me made little effort to steer clear or even acknowledge my marked car with blues on, it scared the shit out of me! As I was walking towards the girls car, an unmarked SUV with blue and red lights pulled up behind me to offer an assist. This guy was like a guardian angel. After name checks the girls car was released and the trooper and I got to talking about the upcoming events this May. Something I never really thought about was what State Troopers deal with EVERY SINGLE DAY, idiot fucking Chicago drivers!! This Trooper was a real pro, polite and professional. It also made me think that I probably should have pulled over rather than slow and waved at every Trooper out there. They need our support, just Like I needed his. So Trooper Brian Spillane #6099. Got this worked out yet. Maybe the law department can clear this up. So we will have National Guardsman, Suburban Police officers, Federal Police Officers and possibly police Officers from other states. The Chicago Police Officers will process the arrest. That means someone's name has to go on the arrest report so the civil rights lawyers can hold someone responsible. Who is that going to be? I'll tell you it's not going to be me. I'll gladly put my name on an arrest report if I witness a violation of the law and the offender has not been a punching bag for anyone else. Otherwise I will refuse the direct order to put my name on the arrest report and do whatever the summary punishment is. Much better than defending myself in federal court for punative damages. Now that the libtards have the police where they want them, which is not being the police, give them exactly what they have lobbied so hard for, lawlessness.

If this is true it is up to the FOP membership to demand a rule that prohibits a President and any negotiating member to hold a second job. These guys already have generous wages thanks to membership dues which have gone up quite a bit.

Secondly, is not simply about the salary the President and four vice presidents receive. It is about the potential for corruption with having the ability to take a secondary job. Lastly, I personally would prefer the heads of FOP concentrate completely on the job they were elected to do, not building businesses, heading security agencies, etc. If they have that much free time I suggest they take a lesser salary to do the job of promoting and defending officers interest. Obviously they have too much free time. We have to make some changes in our expectations of these people whom we have elected.

I'm a family member of a Chicago Police Dept officer in NYC on business and accidentally ended up in an Occupy Wall Street scrum with another female colleague 42nd and 6th at approx 12:00.

We were talking waiting for the light to change when all of a sudden we heard these loud noises. We looked to the right and saw what looked to be down on their luck Circ de Soleil performers and out of work cartoon characters running at us. Suddenly we were surrounded by them and were getting knocked around. Apparently, they'd been protesting in the park across the street and made a run for it.

Some NYPD cops saw that we did not fit the Occupier profile and pushed people away to get to us and rush us out of the crowd -- picture Reagan outside the Washington Hilton without shots fired. Weird and scary at the same time. Thankfully, NYPD cops are not handcuffed like CPD and do not take $hit from anyone.

After I thanked the the NYPD cop I mentioned that my relative is CPD and I hoped NYPD would come help CPD out with G8/NATO. His replied "They are fuc&ed.

Honor Flight Chicago is a not-for-profit 501(c)(3) charity organization dedicated to honoring Chicago area World War II veterans by flying them, all expense paid, to Washington DC for a day of reflection at their memorial. This volunteer-based group works year round to raise the money needed to provide these veterans with what many of them call “the second best day” of their lives. Each flight costs $55,000 and is funded entirely by private donations.

Mary Pettinato, CEO of Honor Flight Chicago, is thrilled with this unique fundraising opportunity. I really shouldn't be talking about the alternate response unit, because I don't want to give our enemies any intel, but I will say that it is definitely one of the most squared-away, high-speed, low-drag units in the department. As a matter of fact, they go through more practice ammo in a month than the rest of the department goes through in a year. They basically are the SWAT team that SWAT calls when they can't handle the situation.

People are criticizing the Lt. for misspelling one word----- are you kidding me! Did you totally ignore the message? People are saying that the Lt. is only speaking out now because he is retiring. This statement couldn't be further from the truth. Google his name and you'll see several times that he was quoted in the paper in regards to several issues that not only concerned the Lt.s union but also that concerned us ---- the blue shirts. While spending time at ARP Lieutenant Bob Weisskopf recognized that I was being screwed by the department and he did the best he could to accommodate me. Whether it be just lending a ear and allowing me to vent or allowing me to change watches and giving me weekends off. I have since been reinstated but I have not forgotten how the Lt. made me feel during my time at callback. It diffently made it easier to deal with my ordeal. This Lt is a great guy and a true leader and should be respected by the rank and file. Thanks lieutenant for being there. Greg Insley

Occupy sees a lot of superficial police-to-police bitching here about departmental matters. Somehow this has given them the idea that they can do anything they want.

Take a good look at a policeman sometime. You'll notice that he has a gun, a set of handcuffs, a radio, and the authority to lock your a__ up, beat you within an inch of your life, or even kill you, depending on your behavior. He has thousands of similarly-accoutred friends.

That's just a working street cop. There will be other security here that you can't even imagine.

I would be more worried about the 99% of information I DIDN'T have -- like what the local flash mobs will do to imported hippies with backpacks waving Iphones, like how long the wait will be at the emergency room, like whether or not the gangbangers who run the Cook County Jail will let weird foreigners have anything to eat or not...

Time for the crazies to start some "alternate" vacation planning. Maybe visit the Rehabilitation Institute and talk to some people who are permanently disabled as the result of violent acts.

Life from the neck down isn't much of a life.

That is the reason he will be the Mayor to turn this city around. In regards to Howard Labkon it is clear he owns General Iron but I have heard he owns many more businesses around the country and in Chicago. I do know people that are close to Howard Labkon and whenever I ask the questions about Howard labkon and his relationship with the Mayor and or his other businesses these people claim Howard Labkon is very private and they will not discuss anything. What we do not need is police officers making more trouble in the middle of serious economic crisis when the FOP needs to negotiate a good contract for its members. Is Mike Shields the right guy for the job? I really do not know but he was elected so he has every right to do his job the best he can. If he fails the best that can be done is he does not get re elected. I do believe he will try his best but Mike Shields vs. Mayor Emanuel is so far from a fair fight. Easy win for the Mayor.

Mike Shields clearly does not care about the police but does care about his job. He has never been a "real police officer" only a protected member of the police department. An insider who has played his way up the white collar channels of the department. He is totally out of touch with an actual officer and that is why any contract the FOP has to negotiate with the Mayor is dangerous for the FOP. The Mayor will eat up a young and inexperienced guy like Mike Shields.
