Suburban Props

We can totally believe this of Rahm and the GMac crew. First, Channel 5 has this:
  • Police chiefs from dozens of surrounding communities met at the Chicago Police Department headquarters today, but none of them wanted to talk about the meeting.

And why wouldn't they want to talk? A commentator has an idea:

  • Talked to a boss at a suburban Department. He was not happy with the Chicago Police Department. OK. That was a huge understatement. He is PISSED!

    It seems that Chicago called a bunch of top bosses from other departments to 35th street for a big informational meeting on the G8. Top secret information, need to know stuff, except, they didn't tell them anything that wasn't in the papers.

    The Chiefs were then paraded past the Channel 7 cameras that were "tipped off" about the "secret meeting" the suburban Departments were called to. Since Channel 7 is in the bag for Chicago, you didn't have to be a Chief to figure out you had been used as a prop. Are we getting that desperate already? Way to piss off our suburban brothers with that transparent nonsense.

Dog and pony show.

So when are they calling in the National Guard big wigs to parade them in front of the cameras?

There was next to no info during the meeting regarding the upcoming events. They were unprepared and politely demonstrated it. Talk about disorganization, the city heads have no clue how to prepare for what's coming.

What they aren't telling us is weather or not we will be armed at the summit. Most departments and military that deal with this don't have handguns on the front lines. That's gonna be the first thing the crowd goes for. Even if you or your partner start shooting you don't have 200,000 rounds on you.

I heard exactly the same thing. CPD said they really didn't know anything because the secret service was running the show. CPD told the chiefs that the city didn't need suburban help but that some hotels and venues may be outside the city. Then they propped up the dog & pony show for TV to make it "appear" everyone was working together.

I believe it's called an ILEAS Plan... Has anyone ever hear of this? It stands for Illinois Law Enforcement Alarm System. ILEAS will be used for the G8, were other law enforcement agencies get called out to assist in emergencies. They don't get reimbursed for their time assisting which is probably why the Chiefs are very upset. It takes man power away from their own communities. However, if another law enforcement agency calls for the ILEAS plan, surrounding law enforcement agencies will assist, Chicago is usually the last one they reach out to. This is why only a few Chiefs were called to this meeting.

If ant media outlets are reading this look up ILEAS and it will give you a synopsis of the boundaries of a plan.

I am on the ILEAS MMF which are better equipped and better trained than CPD, no secret here. We are training and planning on attending this little fiesta with the understanding that the legalities will be handled. If not, i am not coming. As is, with the insulting attitude of the Big City, I am leaning 75-25% for not coming at all. I fully realize it will be the cluster fuck of all C-F's! But I get to drive back to my suburb when I am finished. It goes on in 3.5 months and chiefs need to know whats going on to schedule manpower and such for their own departments while ILEAS guys are gone. CPD is burning the fucking bridge on this one boys. Make it 80-20%. I am old school, I offered. If you refuse it, good luck. Your going to need it.

Retired South Suburban Chief here: Contrast this to the meeting held by Terry Hillard right after 9/11. We were asked to come down, given all kinds of information, very openly, and treated like peers instead of "red-headed step children" or "pawns for the media whores".

Regarding the G8/NATO protesters:

I'm not a cop, so I don't know if plans for this are in the works, but don’t you men & women in blue on here agree that it would make a TON of sense to have multiple cameras at all times filming the protestors that will be here in May?

With today's HD technology, there is no reason that there couldn't be cameramen stationed on the roof of McCormick Place & other nearby building, getting a bird's eye view of everything going on down at street level.

We already know that the media will be street level to catch confrontations, and we certainly know that the organizers, especially pricks like Thayer, will hire and employ people to "document abuses" by the police, that they can turn around & use in court when they go to sue the CPD for responding to their goading.

So shouldn't the City, the CPD, or even the FOP hire cameramen to document everything? Hell, the city could probably use eminent domain to force local news media to allow use of their equipment & personnel to do the taping.

We know, based on prior experience at every G8 & NATO summit, that the protesters will attempt to use the police response to their own criminal actions, as evidence to get a big payday in court. Shouldn't your side (and believe me, I'm a private citizen but 100% on your side) take pre-emptive measures to protect yourselves? Could be the best $50k the FOP ever spends, if it means not dragging your names further through the mud and costing us citizens of Chicago millions in settlements.

Many suburbs already have machine president,mayors, or village heads. The chiefs are also political puppets for the machine.

Remember Grau is a Chicago machine guy who is now the head of ISP. The machine will give a high paying job to the family of the suburban chief and mayor and say they were the most qualified. It's how the broken system is crumbling.

Sorta like our supreme court judge with alderman husband who got their daughter a job as an environmental head for State of Illinois.

It's all a show, but we're the only ones that have to be legit.

I had the opportunity to attend the “secret meeting” the other day at CPD HQ. As one poster said you command structure has no concept of what is coming their way. Nothing new was told to us to add to the information we already have. The intelligence briefing ended with the statement along the line of there is nothing to indicate any violence in the upcoming G8/NATO conferences. I assuming they did not watch the Occupy activity over the weekend in Oakland.

I feel sorry for my CPD brothers and sisters, Chief Kirby is in over her head and I really enjoyed the statement on Monday where she indicated CPD is still trying to figure out how to train a MFF for the event. Less than 4 months to go and a lack of training and equipment makes for a bad combination for your officers.

In regards to assistance, ILEAS is standing up four teams and apparently some type of agreement was reached between ILEAS and CPD, because the official e-mail was sent out this morning to MFF members. So I am not sure what type of agreement, because Kirby claimed the City was broke the other day. Ironically, when we deployed to the RNC in St. Paul and the G20 in Pittsburgh, they managed to pay all the cost for outside agencies using the $50+ million given to NSSE events.

The ILEAS help will come from outside Cook County (Region 2, 3, 6, 8, 9, and 11) because according to CPD brass at a meeting in December, ILEAS Region 4 which is Cook County, will be the reserve when the shit hits the fan to plug any gaps much like the bayonet squad led by Michael Cain in Zulu Dawn at Rorke’s Drift.

But I wouldn’t worry too much about your command staff. I don’t think they have figured out that CPD HQ is along a planned parade route from Daley Plaza to McCormick Place and if I was an anarchist I would storm, hold and burn that building. The four foot fence around the building is not a real obstacle. Remember what rioters did to Parker Center in LA during the King riots?

My non-police friends and neighbors are asking me one question and making one statement/statement

The question to me is: What should I do during the G8/NATO Summit. Answer: Do not go near it, because you will have fringe nut cases not protesting but creating many violent scenarios and they don't care who gets hurt.

The statement being made: I hope the Chicago police will kick these peoples' asses; the CPD has my support 100%. Response: We appreciate your support and response, but your elected officials would rather see mayhem, violence, destruction and injury occur to other before it happens to one of the activists; because of that lack of support, no officer wants to be a test case for civil law suits.

The media refuses to get to the inside story - as per usual. The more they blast the police, the less the police will do.

My fervent hope is that the protesters will march on the TV?radio stations' store fronts as well as on the two tabloid papers called the Sun-Times and Tribune. I hope the liberals get what they deserve and let them complain all they want about the police. At least I'll have the satisfaction of knowing that many liberals got what they deserved when their fellow liberals start attacking their places of buisness, residences-if they live downtown and maybe even their persons.

If you don't have to be in town during May, don't be. It will not be nice.

CPD notified suburban depts to remind them that CPD is a member of NIPAS and ILEAS, and therefore can call on other member depts for assistance.

My dept has already been put on notice that we will supply officers to Chicago for the G8 and NATO. All days off have been cancelled and extra hirebacks are in the works. By the way, we are located about 15 miles outside of the City.

I see no problem in this, you couldn't pay me enough to wear anything that may even slightly suggest CPD off duty.

In fact, once on the way home from work I stopped at the local store while wearing a cd jacket. Under it was just my turtle neck with the block CPD letters. The Jamoke cashier said, "your a cop huh?" I told him no, that I worked for the park district. He said, "sorry."

IL NG Has Limited resources 2 weeks of Annual Training for G-8. Then off to Afghanistan.
Don't rely on them to do much. Will NOT be Armed. Only batons and flex cuffs. No Rifles No Bayonets limited vechiles. More static defense.
Also unclear where they will stay and be fed. !3 and Mich Cots on the gym floor.
BTW more than a Few POs are in the ILNG. So less cops

Who ever made the comment that they cant disarm you while your on duty is a goof. The front line never has pistols in these situations just like you dont take them in the lockup. Its for your safety as well as others. Usually swat has snipers in place in case of a deadly force situation.

Well, guess who could not make it to observe the three day g-8 training today? Neither Kirby nor Georgas could find the time to came and observe the training. However, both of them had no problem clearing their schedules to make it Hawaii at tax payer expense! Passing along their wisdom and expertise no doubt. Kirby even manages to make it to Monterey every couple of weeks to support her efforts at the Naval Post Graduate School. With that pedigree and her expertise navigating the rocks and shoals of the g-8/nato summits she will probably wind up an admiral.

I was at the meeting; Deb Kirby was an embarrassment; said that in her 25 year career, CPD had never asked an outside agency for help. Seems she forgot about November, 2008, and the ILEAS response. McCarthy has NO class, and fewer balls. ILEAS has NOT been asked for a response, and quite frankly, without a guarantee of financial reimbursement and indemnification, I won't be sending any of my guys to help out. I would back up any working CPD copper in a heartbeat; most of the bosses that are left are completely clueless......

Per Jody, there are 68,000 gang members on his media craze about his supposed book and there's about 8,000 in the street and now the G8!? Yeah, we are way outnumbered, outgunned and always crucified. And our department wont hire anyone and Rham has sent out IAD/IPRA to get rid off of those officers under investigation, so our last numbers are declining even more. FOP is just letting the city do this. I say that if an officer is under investigation and that after a year IAD has nothing on them, then allow them to return to the regular ranks of patrol. IAD can always call them back and it doesn't take over a year for them to find their facts. If in fact the officer is guilty of something then it's all there. If it takes over a year then IPRA and IAD need to be replaced, that's too long for all parties involved. The FOP should of jumped down the throat of the city after that female Sgt got killed by her grandson and demand changes, she was innocent and endured years of an endless witch hunt by IAD/IPRA. We need more numbers then use the ones that can be cleared and return to patrol. If the city is not going to hire then this is an option. I prefer to have officers who want to be in patrol.

The thing about the city not indemnifying us is a non-issue due to it being a disaster or emergency situation... I guess the feds will cover the lawsuits (yeah right). But per NIPAS and ILEAS we are stuck responding to this crap that obama and rahm invited to your city. See you all in May.

Suburban Cop here.....first of all...the city is still saying no indemnification, we help at our own risk. So most of the mayors of the burbs are saying no way. Second, we have been offering to help since we found out about the summits way back when and the city would either ignore you or say they got it covered. Now, McCarthy calls in a meeting and at the meeting they have absolutely nothing useful to say.

We could justifiably sit back and tell everybody on 35th to pound sand....the problem is many of us also have friends and family on CPD, we don't want coppers to get hurt and we are still are willing to help. Take care Brothers and Sisters.

On a lighter note....if you see a goofball wearing hockey equipment with a police sticker on the side...that's probably me!!!....heard there is not much riot gear to go around.

15 minutes down I-55 Suburban copper here on a larger dept. What my PD is planning to do is to keep our hotels, motels and over night lots clear of potential trouble since we are a fast drive into the City. Make sure we have no Occupy yahoos, etc. staging in our town. We have not been asked nor do we plan to send Officers to the City and so far we can take days off, etc.

Channel 7 had a story last night about Why Chicago was chosen for the G8/NATO summits. One of the main reasons was because we have "The infrastructure and police force to handle it." I call bullshit.

Additionally, and applying common sense here, just IMAGINE the liability for the city if a citizen or cop gets killed because the police had no deadly force option. Down the line, they want to be able to state at a press conference and/or in a court of law that due diligence was satisfied when they briefed the suburban departments in advance of using the ILEAS Alarm System, however, they can also state, categorically and without exception, that no offer of indemnity was ever made or implied.

Regardless, your offer to help is admirable, but it will not feed your family when legal expenses ruin your emotional and financial life. Ask your CPD friends and CPD family members if they want you to respond. If they are looking out for you, they will tell you to stay away or, if you feel compelled, drive very slowly and get lost once or twice.

The likes of TD 9.5, G-MACK and Curby, will hang you out to dry in a New York second. You are like a snotty kleenax to them. They'll use you to clean the mess, then you will be quickly tossed on the garbage pile. They are mutts and they WILL screw the pooch. Let slick TD 9.5 call the National Guard.

How many of them do you think like this bully and his henchman and want to see him succeed.

Now if downtown Chicago itself was to be trashed and burned and thought to be unsafe. If it was shown that the Chicago politicians had failed the business people and citizens and could not protect them even though they pay super high taxes, what do you think they might do?

Move to the suburbs.

We have been sending them our Section 8 people; now they might get some of our downtown tax paying business people.

What they aren't telling us is weather or not we will be armed at the summit. Most departments and military that deal with this don't have handguns on the front lines. That's gonna be the first thing the crowd goes for. Even if you or your partner start shooting you don't have 200,000 rounds on you.
