Swiping On the Way

Rumor slowly becoming fact from what we consider a very good source:
  • You can expect to be swiping in and out shortly after NATO leaves town. Rahm's number crunchers figured out how much wasted $$$ CPD costs the annual budget due to tardiness, early cuts, etc. Like private industry, there will be a 6-7 minute leeway for the swipes. Anything beyond that will result in the appropriate amount of pay deducted. And guess who made up some of this committee that made these startling discoveries? None other than the a few of the turds left over from the Crystal Ball Unit once Goldfinger moved on to greener pastures.

    There are gonna be a ton of unhappy people once their checks started getting docked. In addition to the loss of pay, disciplinary proceedings will be brought upon chronically tardy individuals. A & As will be monitored daily to verify that the times in and out jive with the officers' swipes. Again, disciplinary proceedings to be levied upon supervisors who try to circumvent the process with constant 'start-time changes/hours adjustments' (read 'special' units; Narcotics, Gang Intel...pretty much all of Homan Sq.).

    Now the biggie: officers attempting to circumvent the swipe procedure via duplicate cards and/or having coworkers swipe for one another to duck early will be charged both administratively and criminally (theft).

    This is NOT rumor, but fact. The details are still being hammered out, but it will start shortly after the conclusion of NATO for obvious reasons.
Tact and Gangs to be hardest hit along with Special Units, Homan Square, Headquarters and assorted other political heavyweights. Of course, the two-and-three-tiers of disciplinary processes might be a saving grace here.

It's going to be a disaster, with everybody making sure to get their half hour lunch and two personals. And the units can't adjust their hours for search warrants and surveillance? Ain't gonna happen.

everybody grab a drinker, pisser, tvb, etc...at the end of the tour. an entire watch on overtime will kill them. 009 did this when they were held til 2330 and 0030. went back to normal after two days. stick together.

What about coming from court? What about getting compensated when you get there earlier? Are they gonna pay out for that extra 15 mins? Catch a detail? Where do you swipe for that? Are the bosses gonna swipe too? Hell, I'll sit there afterwards and swipe out a half hour later...pay me time and a half. I had a stop on the way in. Stop doing any pro-active police work, people. Stop writing tickets, stop towing cars. Stop generating revenue. Answer your radio assignments in a timely manner and give them as many case reports as possible. When the sgt's, lt's, and XO's swipe in and out, then I'll know it's for real.

Fine with me. When I swipe out after quitting time I will be dropping a slip for OT. I have no problem with swiping in and out, but if the city thinks they are going to dock pay for being tardy or leaving early, but not have to honor OT pay when you are there past your quitting time they have another thing coming. I'll document the legitimate reason why I am working past quitting time and tender a slip to the Station Supervisor. If the Station Supervisor refuses to accept it I will document that and build a file for a grievance.

Remember boys and girls narcotics arrests can not be handed off to the next watch due to chain of command evidence and the A/O being the complainant. I see 1 or 2 late pinches a week 30 minutes before my tour ends. I'll also make sure to take all the time needed to conduct a complete investigation of all the late jobs OEMC likes to hammer you with before checkoff. I'll make sure to write a report if appropriate and take my time with it to insure accuracy.

Officers unite. Hammer the city with OT and make some easy money! Shit, I won't have to work my side job now. Easy 300-400 a month in OT a period just making late pinches!

Patrol has basically had this system in place forever. I don't know of any watch commanders who tolerate the chronically late. This will cost the city money in patrol with late arrests.

If they want me to punch in/out, so be it, but let's be realistic here, our PDT's, car cameras, cars, gas pumps, district computers, district phones, district printers/copiers, and pod cameras don't work half the time, so why would the time clocks be any different?

Nothing to worry about here. I'm not a sergeant, lieutenant, captain or exempt. I'm guessing that the administrative half hour that the "white shirts" get may be the biggest problem with the swipe in swipe out process being implemented, if you know what I mean *wink*. If I start at 0800, I'll leave at 1700.

What will the bosses do? The higher you climb up the ladder, the bigger ducks you get, or for that matter the passes on tardiness, as well.

One thing I am curious about, how will this work if I am carried Code 49, or for court?

AND IF BY CHANCE, SOME ASSHOLE BOSS WANTS TO FUCK WITH ME OVER THE ISSUE, I WILL BE CONTACTING A LAWYER AND MAKING SURE THAT THIS PROCEDURE IS PUT IN PLACE FOR ALL SWORN PERSONNEL AND THAT I WAS NOT SINGLED OUT SO I COULD BE PUNISHED, DUE TO THE ASSHOLE FUCKING WITH ME. I will want it demonstrated that this policy was implemented fairly and administrated equally across the board, otherwise...$$$$!

Relax. I worked in a suburban department before coming here and they tried that there. Same deal. Number crunching idiots thought they would come out ahead. After two months they realized that the cops were putting in more and making more overtime and took the machines out. Seems it was better to let supervisors handle this than machines.

Was talking to a PO that years ago worked at a unit that had a strict swiping policy and practice.

Before it was implemented, he would arrive at his work station a few minutes early. He often answered the phone while he was waiting for the coffee.

After swipe-in policy, the phone could off the table. But until the clock said "8:00", it just rang..and rang....and rang.

And if he was on the phone at 4:30, he told the people to call back during tomorrow's business hours.

Wait til the school crossing has kids in the middle of the street, but the p.o. filling in HAS to go to check-off. Oops.

Wait til the hand-off on a shooting can't happen and no one knows what really happened, because the investigator HAS to go home RIGHT NOW.

Or worse, wait til some goof stays past quitting time on his own dime, and a defense attorney rips him on the stand. "Were you technically 'on duty' at the time you obtained the confession from my client, or found that critical evidence, or took that life-changing statement?" Dismissed.

The powers that be are going to find there are a lot more of us who give the company twenty minutes, or even an hour, than who rip the company off for a minute or two on the front end. The clearance rate is going to suffer even more than it is now and the CAPS warm/fuzzy thing is going to suffer, as well, because a lot of uniforms are going to be telling the public, "Sorry, I am not allowed to help you. The next watch will be on the street in an hour or so."

If the swipe comes to 26th cal, they need to put them at the parking garage or at the main outside doors. takes fucking 25 minutes just to get into the parking lot and then into the building and up to the fucking sign in room. then you got to stand in line for 10 minutes just to get your hands on the sign in sheet for your room. I hate that place and its only getting worse.

I said it when I cam on this job 14 years ago... Swiping will never work for CPD. I worked 2 prior jobs and handled the Kronos at each. The messed up swipes will have to be handled daily. If not, it will be one hell of a mess.

If o person forgets to swipe out, when they return to work the next time and swipe they will actually be swiping out instead of in.... everything gets thron off. Multiply that by minimum 100 coppers dailey. You may have to swipe but it will be some type of sudo system that nobody will check and after 3 months it will just go away. This is what education brought to our beloved police department. This isnt the Oak Brook Corporate life.

There are palm reading machines installed at the Academy. No one is "reading" them yet but it is coming.

The best part about all of this is that within a year or so the software will be obsolete and the city will not have paid for maintenance on it so swiping is only temporary.

They will just assign your arrest to the next watch, especially if it's a drinker or a pisser.

Remember some time back the word came from downtown that there was no O.T. for patrol. Sgt's had to monitor the zone and listen for jobs being handed out close to check off. If it was deemed that it would lead into O.T. for the P.O. then the Sgt would tell the dispatcher to re-assign it to a car on the next watch.

Reading this thread and the comments is really disheartening. I think some people's observations about this negative reaction to "swiping in" are very accurate.

I put in technology like this for a hospital a LONG time ago and the reality is that instead of making everything more orderly, the users (especially the doctors) do a lot of things to skirt around the system. (In effect, the "culture" rejects the technology - too much "big brother")

You want to know where doctors are all the time in the hospitals and with all the technology that is available to track them, you would think that is an easy task.

It isn't, and anything that you count on them signing in, calling in, or "swiping in" (card access) can be worked around.

Bottom line - and this goes for ALL technology - if the culture rejects it, it is NOT going to work AND there will be dissent on using it. And you will get people "swiping in" for other people and people with "clout" being exempt from swiping in, so why buy the technology?

So your initial "rejection" of this system is pretty normal and leadership (if there is really any shred of it left in CPD) should realize that it is NOT going to be a productive technology to introduce, let alone depend on and maintain.

In a "real" organization, the dogs would be let go or at least transferred to a place where they could do the least damage to productivity.

In your environment, the classic Chicago "cloutocracy" looks the other way on disciplining clouted dogs and instead hampers the performance of people who really want to work by using this 1930s management style of "make sure they clock in" mentality.

The solution is a real management reform that is NOT going to happen under the current administration.

From a taxpayer's standpoint, this is more money poured down the drain that will have no positive effect on police performance, responses to calls, and daily operations.

The money would be better spent on making radio equipment have more interoperability and buying equipment that Chicago needs like up-to-date riot gear and automatic shotguns.

As the ID Card is Department issue I would believe that 3 hours OT would be in order for maintaining a working ID card.

They don't care if you swipe out late, they only pay until your end time, UNLESS you can justify legit OT, like has ALWAYS been done. They only care that you swipe in late or swipe out early. Let me offer this suggestion again if you want Rahm and the city to notice our needs. Everyday, every tour come in with a late pinch. Here;s where the drinker, 1 bagger weed pinch or pisser counts. Work just an hour OT 3-4 times per week; check the money box. Multiply that by 3 watches with with about 400-500 beats working and the effect will be lot louder than laying ddown and waiting for the 1st and 16th. And by the way, the 1st and 16th will look a lot better when cashing the check.

When I retired I went into private industry. The company had almost 7000 employees, 5000 of whom had to swipe in and out. The time clocks had camera surveillance. Anyone caught swiping in or out for someone was fired. he swipe cards also wer used to enter the garage and these were checked against the time cards. This can be done so don't bet against it. I was the investigtor on these cases and it was considered theft of time and a crime. Asupervisor can override the system but has to log in and give an explanation. Any suspervisor caught cheating the system is also fired. Aribitration upheld the dismissals

And for those of you who want the supervisors to also swipe in to be fair or you will sue, you have no concept of labor law. Generally, management does not swipe in. The department can make any unit exempt from this. There is nothing in your union contract that would prohibit this. Get used to it, it is a long time coming and most of private industry has used swipe machines for years as do many police departments, hospitals etc.

I work overtime by half hour to 45 minutes at least once a week. I rarely put a slip in and I don't put one in when its so busy that I don't get a lunch, that's just the nature of this job. Sometimes you get a late arrest that can't be avoided. I know I'll be bashed as an idiot etc. but I am not the only one. My point is that many officers work overtime free for the city. This system will allow us all to make the OT we are entitled to.

I am retired, work at aviation now. We do have to swipe in&out. It is, in fact a great waste of money, since we have a face-to-face relief.
At least 10% of the time, the machines goof up, or do not recort you pproperly.
I ask, what do we need supervisiors for if we clock in and out???

That's fine. The track record of anything this department does never works. They buy junk, install junk, do it wrong the first and second times, put "new ideas" in affect that never work, take months to fix simple things etc. etc. This too will not work or break and never get fixed. Our PDT only works 50% of the time and when it does the "CLEAR" system is usually down 95% of the time.

I don't normally put in an OT slip when I run 30 minutes or so late on a arrest because I have good bosses. When I am running late every now and then because of the kids or traffic the bosses are okay with it. But if this department thinks they can dock my pay and then not pay OT, they are F'n crazy. I heard they're going to have retinal scanners tied into Goldfinger's predictive analysis software. The software will be able to detect if an officer comes in with a late pimpy arrest or TVB and automatically clock him out.

There will also be retinal scanners in lockup that will screen offenders and send automated employment applications to the offender's residence based on the department's affirmative action needs. Those applicants will be fast tracked to rank of lieutenant.

This is ging to backfire big time. There have been many times in my career I have stayed over 15 mins, half hour, without dropping a slip. This is in patrol and in units. I have been lucky enough to have bosses who recognized this and were able to either let me leave early or come in late another day in exchange. If this comes about I will have no choice but to put in for the ot. This will happen citywide and the OT will rise big time. This will also take away one of the few perks "Good" bosses have to help out a PO.

If you want to turn a profession into a bunch on clock watchers this is surely the way to go.

When it comes time to swipe out, swipe out and go home. Staying over to wrap up any loose ends is going to make it hard for you to be on time the next day.

This rumer is true. While the swipe machines are being installed the Department will issue all new I.D.s along with a lanyard. The swipe machine programs will be run out of Human Resources who will then each morning send each District or Unit Time-Keeper a record of all the swipes for the previous day.
One Late-No Problem
Two Lates- Reprimand
Three Lates-Reprimand to a Day
Four or More will result in a possible CR though they haven't decided yet as of this writting.
Your overtime will be exactly the time you swipe out.
Truct me the Swipe machines will be installed close to the desk XOs office.

I WILL find something to do on my way in to check-off and make sure that I will get overtime at least a few days a week. Be careful what you ask for Rham...this will cost you much, much more than the alleged cost of what your super team deems as unacceptable! When about 20 hours a day must be paid out at time and a half, the few minutes on the end will pale in comparison. Oh yeah, if I ask for lunch and the dispatcher still sends me on a job...I won't take a lunch, document that I was denied lunch and WILL get paid for that too. Doesn't happen everyday, but with manpower being what it is and summer coming, thats a few more buck that the city has to pay us. Keep fucking with us and we will fuck back!

I have no problem with swiping in and out, but if the city thinks they are going to dock pay for being tardy or leaving early, but not have to honor OT pay when you are there past your quitting time they have another thing coming. If the Station Supervisor refuses to accept it I will document that and build a file for a grievance.

Officers unite. Hammer the city with OT and make some easy money! Shit, I won't have to work my side job now. Easy 300-400 a month in OT a period just making late pinches!

The City of Chicago has attemped to implement a swiping policy since 1990's without success. Where technology is concerened the City definately has the tidy bowl touch. CPD may be trying to implement biometrics. Make sure you wear goggles to protect your eyes before scanning in. Better yet, wear a PPE kit.

Lol. Worked at a company once that had no time cards. You filled out your hours on the honor system. They got an HR type in who swore up and down that people were stealing the company blind by lying on their time sheets. After six months they did an accounting. Instead of saving money it was costing them much more in paid overtime that the folks had just ignored. Bottom line is that sometimes the bottom line is dead wrong. Suspect that most cops put in a full day plus some and that the few who duck out the back door early are few and far between.

Instead of going out and talking to victims and witnesses on the street, you bring them to the station at the end of your tour to be interviwed. The city gets double fucked. I thought this was the whole point of having a roll call- checking attendance (and of course those stupid ethnic diversity sensitivity videos). If we swipe in and out, why do we need roll call and check off? As a patrolman, it wouldn't affect me much, but I can definitely see those "special" people who consistently leave early having a problem. There will be plenty of OT for sure- these dispatchers love handing out jobs just before you leave. Are the supervisors under this same obligation, or is this another "do as I say, not as I do" policy? I believe the sgts get an additional 45min overtime every day for "reports", whether they are actually doing overtime or not. Do they still get it even when they swipe out with everyone else on time? There are many details missing here. . . . .

Swiping coming to all court locations too. Also heard they going to make the ASAs notify officers for ONLY the time needed in court. Forget coming in at 0900 and sitting around until lunch time. Heard they gonna notify you for 1200hrs instead of 0900 and so on.

This is actually going to be implemented for the whole city. The vendor(SDI)chose to do the police and fire departments first. Missed swipes will require a correction form to be filled out and signed off on by a supervisor. Just because you swipe in early or swipe out late doesn't mean you will get overtime.

Years ago, when there was no pay for overtime and there were protests in Marquette Park and elswhere, come check off we were told that we were on stand-by. This occurred mostly on weekends when we wanted to go home to our familys. After an hour or so we were let go and turned in our slips for one or two hours depending. There was no time and a half.

Then after they started to pay us time and a half for overtime, and the protests continued, by some magic we were no longer required to stay on stand-by.

So, you see, it all comes down to money. If these "clocks" are implemented and you don't kick ass with overtime, shame on you.

THe early duckers, such as DEsk Sgt, Desk crew etc, will have it bad, they can't seem to stay for an entire tour, if you are part of the click in the district then you have early ducks too, it starts with /squad hold me down in the station for lunch and then time due, but try and find a slip, many dogasses will have less money in their check if and when this starts, 15 mins may not seem like alot but when you are habitually late it will cost you enough that you see it on your check, too bad,

In a District, its the Sgts job to make sure check-offs are done properly. The only waste that is going on is the money being spent planning and purchasing a swipe system for the Department. They will spend millions of $$$ to hopefully save a couple thousand $. I think the whole purpose of this is to give another do-nothing(s) hack/pet/family member/etc.. an excuse to hide out inside HQ with this idiotic "Swipe Unit".

Two other elements of this "rumor" make it highly suspect: 1) None of those "turds" from the Crystal Ball Unit are in any position to be working on department policy regarding swiping. Most are back in districts. 2) Those machine have been used on and off for a few years. But they were not then and are not now tied into the payroll system. It's the typical CPD way of getting a company to create a system which isn't compatible with any of the other existing systems...and then wondering why it doesn't work. The amount of money and effort it would take to get these machines compatible to the point of them being tied into the payroll system will once again dissuade the brass from ever pursuing it.

How is police work any different than any other job? You are expected to be there at a certain time and stick around till a certain time.

If you cheat your employer on either end of your assigned time to be there, you should expect some kind of disciplinary action.

I seem to remember this rumor about 5 times since they installed the machines about 11 years ago. I just know I will get more over time if it comes, I doubt it. Our start time and end time is very fluid depending on assignment. The only thing I know is that no boss will be held accountable when this great idea goes bad and besides everything else, creates total confusion. Look at the consildation of districts. I'm in one of these and its a mess. I don't think it will ever work. We have more backlog and shortage than ever. It will be more evident during the summer. Bad idea by one of these adminstative bosses but no one will be held accountable.

They aren't re-assigning my on view arrest to anyone. They will either pay me the overtime or I will drag my feet while I am typing the arrest report for the RWOC. Either way, I'm getting mine. If anyone asked me to take over anyones arrest, I would absolutely refuse 1) because it goes against the whole swiping/overtime issue and 2) if ordered, the ordering supervisor is on the top line and the last line states "all information in this report was given to R/O by P.O. _________. R/O did not witness these events and is only processing the arrest by order of Lt./Capt._________. "About 2 of these reports would put a stop because of evidentiary value in court. So go ahead boss...try to order me to give up the arrest! What happens when the ordered officer screws up the report and we both get sued and the supervisor who gave the order is in the trick bag??? Fuck off boss!

The company that I worked for when I retired from the job had a supervisors meeting each week. They went through everyones time card record and approved or disapproved OT. It is not automatic. The mere fact someone does not swipe in on time does not mean there will be a dock in pay.
