Faster Response Times

  • Officers have been responding to 911 calls more quickly this year, according to new figures released Thursday by the Chicago Police Department.

    Department officials hail the faster response times as proof their strategy to put more cops in patrol cars is working. But the Fraternal Order of Police counters that a rise in murders and shootings shows the patrol officers aren’t doing enough to prevent violent crime.

    The average response for a “priority-one” call was 4 minutes in January and February 2011 compared to 3.46 minutes for the same period this year — about 13 percent faster.

    Officers are responding more quickly to lower priority calls, too. The average response for a priority-two call fell from 4.94 minutes to 4.21 minutes and 5.63 minutes to 5.4 for a priority-three call, the department said.

    A “burglary in progress” is one example of a priority-one call. A report of a burglar alarm going off would be a priority-two call and a burglary that already occurred would be a priority-three call.

And this data was gathered how exactly? The Department just throws these numbers out there without any supporting documentation, and Frank Main just publishes the press release as actual news and actual fact.

No questions, no tracking data, no word on the constant backlogs. Not even a hint on how priority one jobs can be held for 10 minutes before being dispatched to an available unit and that's still considered "acceptable." Or how a priority three job can be held for 60 minutes before it's considered "over the limit." Or dope calls being stacked 4 deep on tact teams just to "clear the board" and OEMC looks good.

That would take actual reporting skills from the Sun Times, and that just isn't going to be happening.

THERE IS NO FUCKING WAY OEMC KNOWS WHEN A POLICE CAR ACTUALLY ARRIVES "ON-SCENE".

In most case, the responding units do not inform the dispatcher they are on scene via the radio or the computer. In some cases, officers push the following buttons on the PDT in rapid succession: acknowledge, en route, on scene.

The department does not even remotely have accurate response times, but you report this shit as if it was given to you on golden tablets from heaven.

Frank, if you did your homework, you would know that. But you're a hack reporter, who seems to be looked up to by other hack reporters.

Does this mean 'time that it took for police to arrive', or 'time it took to dispatch the job from the time 911 took the call'?

Given the response times I've personally witnessed, this 'study' doesn't hold water.

Maybe in 007, with its current glut of police officers, but not citywide. Something about this stinks to high heaven.

RE:Hiring Wave!

..... in 2010 we lost 412 officers below the rank of Sergeant and 36 from Sergeant and up from retirements. In 2011 we lost 256 officers below the rank of Sergeant and 14 from Sergeant and up from retirements between Jan '11- Aug '11. (The numbers were all taken from the F.O.P. newsletters. The last numbers posted were in the Dec 2011 newsletter and those were for Aug 2011 retirements. One can only imagine how many more pulled the plug before the end of 2011) That's 718 police gone in LESS THAN 2 years!!! Currently there are 212 officers assigned to the 16th District. Enough police have retired to staff more than 3 districts........

Anyway,the March F.O.P. newsletter has the retirements for
Sep 2011 (21 / 2 = 23 total)
Oct 2011 (14 / 1 = 15 total)

So now for 2011 we have 291 below the rank of Sergeant and 17 Sergeants and above.
Lets set the total for below the rank of Sergeant in 2011 at 400.....
Are you taking the over or under when we add in Nov and Dec???

What is "news" these days? If you conduct an analysis you will concluded that about 85% of "news" is nothing more than repeated information from a source (usually the government or corporate America). The "news reporter" is just repeating information from one source to us the viewer or reader. The other 15% of "news" is the sports, weather and then a tiny fraction is actual critical thinking/investigative journalism.

A true investigative journalist would have a field day in Chicago. But those days are over.

As I read the above post, I am laughing my ass off. Despite the fact you folks in 011 are being treated like shit, you will continue to lock people up, find felony arrests, write parking ticket, moving violations, tow cars, find curfews, etc... In other words all bark and no bite.

The problem in this department is two fold: people are scared to go to a check off and bring in zeros across the board (no arrests, no curfews, no parkers, etc.) and also their precious ego (you know, I am the big bad police, I have a gun and a star, I can stop people, I can arrest people, etc.) prevents them from doing nothing more than responding to the pdt.

Response times usually ARE faster in the frickin winter! When shit starts hitting the fan while it warms up, response times will lag again, particularly in 011 and 007. Anyone listening to 011's radios last night can attest to that! What a fucking circus! Dispatchers having to get a supervisor's permission for a car to leave it's beat. One car having to be put on a detail to "cover" another beat, if said beat car is in a "zone" and has an arrest or is otherwise occupied. At several times we literally had 3 cars down "covering" the beats of 3 more beat cars that were in the "zone" and down on arrests, while all of the other cars had to cover for the six down cars! I know it sounds confusing when you read it, so imagine the radio last night! What a joke this department is!

BTW how much snow did we get last Jan and Feb that may have effected these response time last year vs this year?

Rescue efforts were hampered by blowing snow and waist-high drifts. Some people were in their cars until early this morning, though no serious injuries were reported.

Some of those stranded complained that help did not come fast enough. Asked why the city did not close Lake Shore Drive in anticipation of the storm, Mayor Richard M. Daley's chief of staff, Ray Orozco, said it was necessary to allow commuters a way home to keep thousands of cars off city streets.

"I believe it was the right decision to make," Orozco said.

Rahm Emanuel, the former White House chief of staff who is the front-runner in the race to be the next Chicago mayor, criticized the city's response and said a "comprehensive review" was needed

"We need to get to the bottom of what happened last night on Lake Shore Drive -- with hundreds of passengers stranded for hours, it's clear that there were mistakes made that we can never let happen again," said Emanuel.

The phone calls came one after another.

A woman’s car had run out of gas and the heat no longer worked. A man said his legs felt like they had begun to freeze. Another woman worried that her diabetic father had been stuck without food and water for eight hours.

A small sample of calls made to Chicago’s emergency responders during February’s record-setting blizzard reveals increasing frustration and fear from people who were trapped for hours on Lake Shore Drive.

The agency’s announcement came after it released a subset of some 680 calls that were placed regarding conditions on Lake Shore Drive.

In many of the released recordings, the call takers are polite but can offer the callers little help other than to take their information.

I was RDO yesterday, and today, so if I didn't check my trusty friend SCC's blog regularly, I would have been unaware of "Use of Social Media Outlets," effective 09-March-2012, which states, in part:

"V. Department Members' Personal Use of Social Media Outlets
C. Department members are prohibited from posting, displaying, or transmitting:
1. any communications that discredit or reflect poorly on the Department, its missions or goals."

Over the past many months, I have enjoyed exercising my God-Given Right to Freedom of Speech, a right given to all of us by our Divine Creator, this God-Given Right then merely affirmed by the U.S. Constitution. I have proudly posted my personal opinions regarding the conduct of the current Superintendent, Garry McCarthy (including his absolutely glorious performance at St. Sabina Church were he schooled us all on the REAL cause of urban black gun violence...."goverment-sponsored racism"), and his predecessor, Jody Weiss, as well as former Mayor Daley, and current Mayor Emanuel, and various Department policies. These comments were ALWAYS posted as a private citizen, from my personal computer, while at home, off-duty. I have always considered it a RIGHT to sign my own name, Randy Stevens, and my unit of assignment, the Fighting 018th,
as guaranteed by the First Amendment. I'm aware I am the only officer still on the job that posted his real name, always, never as "anonymous," but hell, I figured the First Amendment trumps all....silly me!

This new General Order, 09-01-06, states that even as off-duty private citizens, we are denied the right to make any comments about the Department or its policies, unless it is 100% complimentary of, and completely supportive of, the Department, and its "missions or goals."

There have been MANY times in the past history of the Chicago Police Department, thoroughly documented in books, articles, and Federal Court-Ordered Consent Decrees, in which the Department has Wilfully and Intentionally violated the First Amendment (and other) Civil Rights of the citizens of Chicago. These past violations have cost the city treasury millions of dollars in justified lawsuits against the Department and its often reckless and criminal Exempt Members, who felt they could do ANYTHING they wanted, to violate citizens' rights, because of their clout-heavy status and political connections. These past Civil Rights Violations, at the time they were concocted by, and implemented by, the Exempt Members of the Department, were ALSO official "missions and goals" of the Department!

So according to this new General Order released yesterday, if the Department creates and implements "missions and goals" which are Civil Rights Violations, and are dishonest, immoral, ignoble, reckless and/or criminal in nature, we as members of the Department (but also private citizens when off-duty), are FORBIDDEN to utter a single word of any illegalities or improprieties being committed by the current Exempt Staff. We are to "shut up" and do what we are told, to simply obey orders without question.

The Nazi military personnel of WWII who violated others' rights used that "just obeying orders" defense at the Nuremburg Trials, and they were EXECUTED, because obeying unlawful and immoral orders is not a defense!

I would also urge potential CPD whistleblowers to go to a law library and read Chapter 5, pp. 73-85 ["Overview of a Whistleblower Claim"] of "The Labor Lawyer's Guide to the Rights and Responsibilities of Employee Whistleblowers" by Steven M. and Michael D. KOHN, ISBN: 0-89930-207-6, Quorum Books.

CPD and CFD have always worked together. We both have made the ultimate sacrifice for this city and no dancing politician who wears tights will ever understand us. We need to stand together against the Mayor and his minions. Especially with all the crooked city, state and federal hacks that have been indicted What we need to worry about is our contract. Both CPD and CFD. We will get a raise and give nothing back to this city. When Daley gives back everything he took from this city including all the money he spent on
trying to secure the Olympics, selling the meters and the sky way along with all the corruption. We will not take a pay cut or give up furlough days or a sick leave policy. Last time I checked CPD and CFD are the ones that have made the ultimate sacrifice for this city not some alderman.

I suggest CPD and CFD march together to two places in our full dress uniforms. No posters no loud speakers. Just pure silence. Once at City Hall in the middle of the street we line up in precision and we turn our backs on the Office of the Mayor and then march straight to Daley's House. Once there again we turn our back on Daley's House to remind him of what we think of him till this day. Imagine thousands of CPD and CFD officers in our dress blues with our white gloves marching together. Showing our honor, our professionalism but most of all reminding this city who keeps the predators at bay, who runs into burning buildings or who brings the dead to life. SCC could easily organize this movement and every boss should walk side by side with the troops. Please publish this SCC. Sometimes all it takes is our presence and our uniforms will command respect. Remember dress uniforms for both CPD and CFD and upon arrival we turn our back to both the new Mayor and the past. Everyone knows they both in bed with each other. We will make sure the media across the country hears our voices without making a sound. Our Union belongs to the politicians not to us.

They can only keep track of response times to those calls where the officer hits the "on scene" button on the computer. they can't possibly keep track of the calls where that button is not pushed. And how many people actually do that?

Think about it. . . "person with a gun" call. do you think that someone is going to say, "oh look there's the guy with the gun. let me hit the onscene button so the dispatchers know i am here."

Bull. the real muckrakers will ask, "how do you determine these response times?" and where do their stats come from? and why is this the first year response times are being reported to the public.

The time from dispatch to arrival is relevant to the 9000 CPD members but it's the time from taking the call to arrival on-scene that is relevant to the other voters, businesses and tax/fee/fine payers. For some reason, those numbers didn't get reported. Anybody at the Reader watching ???

Well you know...... see the officer(s) were on scene really probably most likely were walking up when they called out, but actually when they put thier foot on the brake is when they really were on scene.... or maybe we can make it when they see the address.... yeah thats it, so lets make it when their within a block of the scene.... wow looky here, we did it!

Statistics, damned statistics and lies. This is an example of the later two. First, we all know very few of us hit the "on scene" button or tell the dispatcher we arrived. Where are they getting this info? Also, is this time from dispatch. AS has been pointed out, it is not necessarily or response time to the job that is really a problem as most of us do respond quizzically to in progress jobs. It is the amount of time the job has been in the que. Has this time gone down? Also, weather does play a roll. It is easier to get around when there is no snow.

Hey Scc, just read the New Social Media directive on the cpd website that was issued 09 mar 2012. Pretty much what they are saying is that facebook, twitter, myspace and any BLOGS that you comment on or post on are subject to disciplinary action if it is ANYTHING about the department... good or bad. If anyone is found operating a blog without the consent of the cpd which has topics regarding cpd and posts any official documents, recordings emblems etc can be terminated.. Just sayin scc, the department is turning up the heat. Be careful because if your ever found out it will not end well. Until then, keep on keepin on SCC!!!

How can response times be improving when they hold jobs for 5 min, sometimes more before dispatching them? I love how we can get a call, and arrive within 2-3 mins and get a complainant who says they called 20 min ago. It makes us look like we are late but in actuality we just got the call. Even when a job is dispatched promptly, there is always a 3-5 min lag time between the call taker who gets the initial call and the dispatcher assigning the job. I don't know where they get half of these call takers- they classify a robbery as a theft, and argument as a domestic battery. Then again, half the time the people who call 911 can't speak English anyway.

Hell, thirty years back you had faster response times on noise complaints than you do today on a lot of felonies-in-progress.

Reminds me of the Loyola study on "homicide in Chicago" -- they started it in 1990 or so so that no one would see the catastrophic, unbelievable rise that occurred in the 1960s as "social engineering" really began to take hold.

Ok so who from within the Department is now the Social Media Police?

We have a hard time getting video from the news media when they film it.

Without any criminal warrant who is going to provide the information needed to sustain any alleagtions of a disobeying a department order regarding Social Media.

I love the Policy of this order, Department members have constitutional rights but can be diciplined for violating this order.

response time, from when?.....time that the caller calls, or the time that the call taker sends the call to the dispatcher, or the time that the call sits in the queue, until the dispatcher reads, or sends the call out (does that include the time that multiple assignments sit and are assigned (stacked assignments, as it is referred to) for a field unit until they get to each one of those assignments, i.e., Beat XXX gets five assignments at the same time,,,,OEMC shows them as dispatched, but....there's no way one car can handle five calls at one time...they go from one, to another, sometimes 15 min, 30 minutes, an hour after the caller called.....so....the city again is full of bullshit

G09-01-06 Use of Social Media Outlets
You can find it by going to http://directives.chicagopolice.org/directives/ and then search the name of it.

The order is no big deal.

Tells you that you cannot use Department property, be that images, information, software, etc without prior approval.

Warns you not to discuss any current cases, recent police actions or on-going investigations...all pretty obvious. Think before you post.

Never Twitter when you're bitter!

Because it CAN come back to bite you in the arse. So be extremely careful what you post on your private FaceBook or Twitter pages.

Faster response times with 3500 coppers less than say 5 years ago. With even more calls, because now everyone has a cell phone. Yea right! So I started before the Beeper era and there were plenty of calls and we responded as we did.
Now 20 years later and with cell phones that even the homeless have we have a faster response time than we did 20 years ago?
Back in the day you had to drop dime, as in use the pay phone. Now it's instantaneous.
In theory we are getting more excessively crappy calls, with an inability to actually screen them for a real Police Emergency and we have approx 3500 less police and 3000 less civilians working for the Dept..
IT DOESN'T MAKE SENSE.
BUT I'M GLAD WERE DOING SUCH A GOOD JOB REGARDLESS.

Off Topic, Blue Lights are nice and shiny and should be reserved for 10-1's. BTW the order says they may be used in certain situations, but must always be used in an IVC traffic stop. I don't believe there is an order that orders you to use blue lights to GO to any call. But my researchers out there will tell.
