CompStat Casualty (UPDATE)

A lieutenant from Fugitive Apprehension collapsed at the CompStat podium today and had to be rushed to the hospital. No word on his condition yet but it's probably safe to assume McCompStat was trying to kill him outright in an effort to instill fear in everyone else on the direct orders of Rahm. After all, who'd miss a lieutenant?

It is said that McCompStat himself was telling the lieutenant that "pressure" should be brought to bear on family members of those with warrants issued by the courts.

Pressure. What could he possibly mean? And didn't we just disband a couple of units that were allegedly bringing "pressure" to bear on gangsters running guns and drugs? We certainly hope the head of the Department isn't pushing officers into Civil Rights violations just for numbers.

UPDATE: The lieutenant is said to be doing well. G-Mac showed a lot of class cracking jokes about the lieutenant's condition before the ambulance had even pulled away from the building.

according to the original post, "pressure" should be brought to bear on family members of those who have outstanding warrants.....
pressure?....exactly what does that mean?....can McGoof spell that out, specifically, and in writing?....
so that....the lawyers on the job (maybe some who are on the job, but willing to take a leave of absence, in order to do some legal work), can formulate a civil rights action (US Constitution, anyone?) against the city?.....ideas, anyone?

Why did the commander of Fugitive not answer the questions. He left fast after the lt. passed out! He said I need to be with the lt. Later Mcstupid was looking for the commander of fugitive to ask him a question. He was gone. All the commanders have to do now is pull a cesario and pass out. This departmment has become a joke. It is scary that Mcstupid thinks heis doing a good job.YOU ARE NOT DOING A GOOD JOB. EVERYONE THINKS YOU ARE A STROKE. PLEASE LEAVE.

obviously he is... He is an advocate of the broken windows style of policing. pissers, drinkers, disorderlies and reckless conduct. one bags of weed, blunt you name it they go to jail. Its getting old. really old. There are only so many one bag weed arrests I can make. Its so damn bogus I cant even stand it some times. The only reason I do it is to keep a spot because we have a good sgt and the spot works out good with the kids and school. so, its the one bagger, one drinker etc and I get to screw around and drive around for the rest of the night... I really really dont care anymore. they want bulls*8t then they will get it. just makes it that much easier to get the one easy one and be done... this department is doomed. I really should have learned after I was put in the program in 06 in sos... but did I??? OF course not. sigh...

B.C. is a good man under tremendous pressure to perform/produce. Stress imparted in these positions is often immeasurable. This new accountability level goes beyond ones control yet somehow, someone is accountable. The animals of this city are out of control and the Supt is berating the zoo keepers. As Police we always try and rise to the occasion but at some point we have reached terminal velocity. Our resources are MAXED out yet there is a demand for more. The Det.s are assigned more cases than can be investigated so moving the X is the only solution. When the brass sees the Det.s have moved all the X’s to majority SUSPENDED, the thought process is, “Well I guess the Det.’s can handle that many jobs, we don’t need any more Det.s. “ How bout the fact that victims/citizens are not being serviced, crime is merely being documented. The beat car boys go from job to job often in a RAP and are expected to stop from one job to the next to do some proactive policing and contact cards. The next job just bitches that the police took too long and now wants to complain. The Supervisors span of control is beyond all known serviceable limits yet they are all still accountable. Thank God that 90% of the force is self sufficient and everyone once again rises to fight every day. At some point (and prob. already) the Police will lay down their swords out of total exhaustion and frustration. I would never advocate a policeman not doing his job but at the point of doing so much more with so little, responses will slow to a crawl, more police will be hurt and the animal grows even bolder. We all suffer including the citizens and the Police shoulder the blame.

He's right. I don't think I could get through the day without being motherf__ed a lot more than is usual.

Challen 7 showed the usual deceptive helicopter shots of one of the plants operating on a subzero day so the hot air coming off the stack really looks menacing to the ignorant. They never show it on a summer afternoon when you can see how little emission there really is.

More condos? More cookie-cutter malls? City College campuses? Zillion-dollar parks? Your guess is as good as mine...

Whatever it is, we know one thing -- it will produce nothing and will be a further burden on the taxpayers.

Everything McCarthy tells you to do is illegal.

Stopping hundreds of people in the ghetto just because they venture into the zone. Illegal.

Pressuring witnesses and relatives. Illegal.

Grouping robberies with little or no connection and then re-arresting robbery offenders on these weak connections. Illegal.

Guessing on motive with no evidence. Illegal.

Arresting or harassing victims who fail to cooperate with a police investigation. Illegal.

McCarthy wants you to lower crime by violating the law. If you do this, crime will certainly go down. McCarthy will publicly state that his policies lowered crime. McCarthy will then move on to bigger and better things.

You on the other hand will be sued. You will be publicly vilified for violating the law. You will be held liable for punitive damages. Years from now, a new superintendent will be applauded for firing you.

If you do what he tells you, you deserve what you get.

McNumnuts needs to go sit in branch court (both felony and misdemeanor) and then sit in all the court rooms at 26th cal. He'll then get a crash course on just how fucked up and broken our judicial system is in Crook County. How more than half the judges are worthless and playing for the wrong side, how half the asa's are ball less, clueless or plain stupid. How time after no probable cause is ruled when in fact their is. When motions are granted when they shouldnt be. When a finding of not guilty is ruled when it should be a guilty. When probation and parole are violated but when the case gets to court, nothing is done about it. When super deals are made that defendants would be insane not to take when in fact these career criminals should have never been given the ridiculous deals. When pcs with intent is dropped to straight pcs. When all the enhancements on charges are disregarded, etc etc etc. That being said, McNumnuts is going to put pressure on bosses and officers to clear up the thousands of arrests warrants that are still active. Officers do a great job arresting individuals with outstanding warrants but the courts dont give a shit.

I STRONGLY encourage EVERY officer on this dept. to read the Schoolcraft complaint. The allegations in that complaint are what is happening right here, right now. Look at the 'minutes' from the last comp=post meeting. McDrunkass says, 'get these urchins off the street--issue them summonses, then when they don't pay them, lock them up.' Sounds like orders to set someone up for arrest. Based on that statement alone (not verbatim) McStupe should be shown the door.

Anyone who stays in the fugitive unit is risking everything by complying with these illegal directions. If you're going to stay there, document everything, and make two copies--make sure a trusted family member has a copy.

If I were Adrian Schoolcraft, I'd be worried about my health--and not for medical reasons. Anyone's blood pressure and heart rate would be off the charts if the command staff of the NYPD came crashing through the door because you went home sick--after you'd made allegations of corruption. Quite a response for someone who went home with stomach pains. Since when do administrative matters require immediate relocation to the station? Write him up, follow procedures.

Adrian is lucky he didn't disappear that night. I think he threw a kink in their plans. Imagine yourself in that situation.

Be careful out there. Really, really careful. The 1st and the 16th are all that matters.

Seriously, not one fucking boss has the balls to call McShot out? Not a fucking one? Just keep compiling those numbers for him you sellouts. Just keep on doing it. Disgusting.

I sure hope the lieutenant is going to be OK. But you cant blame the superintendent for that. The sup should explain what he means by " pressure" to be exerted. Considering how the department reacts these days you need clear cut guidelines on these matters. Using your " discretion" can get you in a jam.

Talked to a friend in fugitive and he says that the unit has gone to hell. He says most of his day consists of doing reports for the meetings. Another case of a good spot gone bad. Hope the Lt recovers.

OT Not a good FOP newsletter today. Seems IOD and non IOD limited duty are treated the same.
Also Human Resourses Division now has control over the Medical Section and HRD director Ladner can overrule the medical section.
Seems for reocurring IOD , you will no longer have a choice of doctors, but only a choice of one from three given to you by the medical section.
Then IOD officers who were released to return limited duty by their doctor, have not been allowed to by HRD

YES, it is YOUR job to know the Laws and how to enforce them, and whether or not what a Supervisor tells you to do is legal or not. . When You find yourself charged with Civil Rights Violations, remember, this guy, nor ANY of his so-called Bosses, will be nowhere near you. Best wishes to the Lieutenant. One more disturbing came from this meeting; the Superintendant is tasking the 1st Deputy with researching and developing a meritorious process for promotion. The Superintendant stated the Department needs more Sergeants and Lieutenants. The Superintendant stated the new Commander Section process is a perfect example of how promotions were made by keeping the merit process "transparent". No talk of testing, just 100% meritorious. The Unions better look into this quickly.

Does anyone on the CPD think that Adrian Schoolcraft is the first copper to hear of a tape recorder? They make digital recorders now. Very small and compact and with very sensitive microphones. And almost unlimited recording capacity. Just download the thing to a computer each day.

That is about the only way to protect yourself on the CPD, especially with this regime.

"Pressure" was defined at my Det. roll call a few weeks ago. Basically, it goes like this... When you can't get an Agg. Battery Offender charged, for whatever reason; (i.e.-Victim is a refusal, FRU rejects the case, etc.) You (R/D) will now seek an override for a Felony Disorderly Conduct on the Offender. Then you will harass the victim/family to no end in the imm. future, in order to arrest him/them. I'm not going to comply, (ever) but that's what was told. Garry, were you EVER the Police?

In a perfect world, which Chicago is not, this would be a good idea. If the city puts a good spin on this, it could happen. After all, Chicago is a home rule town. The public will not listen to the concerns of the average police officer, they will take the word of the mayor and superintendent. Lets see what " transparent" process they come up with. The union will not have any standing in this matter.

Promotional tests are to expensive and some officers actually deserved their promotions.

Really the commander process is a perfect example? The new commander of 10 wasn't nominated by any boss and never had an interview. So if having a cousin that worked for Daley is a perfect example I guess Mcdumber-than-my-shoe is right again.

If he is truly overstepping his authority to the point of being criminal, then they need to start recording everything this clown says at those meetings- who knows, maybe someone already has and is documenting all of it. I did read the read the article about officer Adrian Schoolcraft and the NYPD attempting to stop him from exposing the illegal practices they use to document their crime index. I heard the podcast interview the reporter did with Adrian and also heard the incident he recorded when they illegally went into his house and took him into custody and committed him to a psychiatric hospital against his will, all in attempt to silence him. I hope he goes to trial with this case because he will own that city after a jury hears what they did to him. Every cop should read about it because the same thing is happening here in the CPD. It was mind blowing to think something like this could happen in our so-called free democratic society. The whole event mirrored a 1940s nazi Gestapo tactic. Unreal.

I would often watch the Dog after a hard day on the mean streets of New York, where I saw things that would make you CPD guys cry like little school girls. I once came home and watched a full episode of Dog the Bounty Hunter before I realized there was a calzone stuck up my ass from a crime scene earlier in the night. Why did our Superintendent continue the meeting. How disrespectful and distasteful. He didn't know that the Lieutenant would be ok. Were the questions he still felt the need to ask that important? No!

Also, rewarding incompetent Exempts as usual and back tracking is his claim to CPD fame.

Why does Tony Carothers, Eddie Welch or Chris Fletcher still get an Exempt check? Compstat performance alone is a waste.

Why did Eddie Johnson or Dana Alexander get promoted? Before EJ left 006, no matter how nice he was, his District ran like crap as did crime. Hilliard and Saint Sabina can answer those questions I bet. The Superintendent himself talked about how incompetent Deputy Alexander was at numerous Compstat meetings. He also was Chris Fletcher and Kevin Ryans boss and did nothing. Kevin Ryan never acted like he was the Commander of 004 and was never called on how fucked up things were.

Why does Beatrice Cuello, Debra Kirby or Lucy Moy still have a job? Still no accountability there. All friends too, I wonder why. Why is Keith Calloway in Organized Crime. How stupid of me, he never worked as a Detective and was made the Commander of the worst unit in the Detective Division, and now he is in OCD. He has no experience there either. Another Exempt in name only like Deputy Chief Patterson being in OCD.

Last but not least Dave Jarmusz. You all are well aware of what he is doing in 009. I guess we will keep turning our heads just like the law suets that are sure to come from 016. The Superintendent and First Deputy knew what he did while he was in 005, and you promote him! What message are you sending? First Deputy Wysinger does being in that job really make you forget and just turn your head?
