CompStat Cover-Up Exposed

(NOTE: This ought to be read by every single exempt member of the Department, especially while leaving the CompStat meeting at 35th Street)

You would think with the Chicago media being as liberal as most media types are, they'd keep up on the whole left-leaning conglomeration of publications out there - the New York Times, Newsweek, Time, Huffington Post, etc.

We'd imagine that the Village Voice out of New York City would be a daily read for most of them at some point during the week. But if it was, how could they possibly miss what could be the biggest police scandal in history, a scandal that should reach all the way to Chicago and the 5th floor at 35th and Michigan at this very moment? Part one broke yesterday:
  • In 2010, The Village Voice produced a five-part series, the "NYPD Tapes," about a cop who secretly taped his fellow New York Police Department officers.

    For more than two years, Adrian Schoolcraft secretly recorded every roll call at the 81st Precinct in Brooklyn and captured his superiors urging police officers to do two things in order to manipulate the "stats" that the department is under pressure to produce: Officers were told to arrest people who were doing little more than standing on the street, but they were also encouraged to disregard actual victims of serious crimes who wanted to file reports.

  • The Voice has obtained that 95-page report, and it shows that the NYPD confirmed Schoolcraft's allegations. In other words, at the same time that police officials were attacking Schoolcraft's credibility, refusing to pay him, and serving him with administrative charges, the NYPD was sitting on a document that thoroughly vindicated his claims.

For those unfamiliar with the Schoolcraft case, three weeks after reporting the crime manipulations to his internal affairs department, Schoolcraft was forcibly removed from his apartment and committed to a psych ward for 6 days. He is currently suing the NYPD and the brass for $50 million-plus and the Village Voice just handed him a blank check along with the keys to a few dozen houses of NYPD exempts.

The second shoe involves the authors of the book "The Crime Numbers Game: Management by Manipulation" that we touted a few weeks ago. Two college professors, one of whom is a retired NYPD captain, pretty much destroy any crime-reduction properties of the CompStat model of policing and pin it solely on statistical manipulation and misreporting as recorded by Schoolcraft. Their book has just gotten a layer of impenetrable armor:

  • Vindication! The newly exposed New York City Police Department's (NYPD) Quality Assurance Division Report indicating nearly all of our allegations are correct has been around since June 2010. Attacks against our research went on well into 2011 and continue until this day.     Without question Graham Rayman's explosive exposé of the NYPD's internal Quality Assurance Division Report on downgrading crime is a rarity. It represents the city's investigative reporting at its best. Our book The Crime Numbers Game: Management by Manipulation unveils the mainstream media's sustained failure to pursue the NYPD's proclivity to manipulate crime reports to make them appear favorable.
So looking at the local impact, we have an egomaniac from New York who was instrumental in applying a now thoroughly discredited "crime reduction tool" that is about to cost New York City tens of millions of dollars and has opened up police brass to potentially bankrupting personal damages.

For all the brains Rahm is supposed to have, his choice of McCompStat is looking like a real lemon. A questionable personal background, a rather shady disciplinary record, close association with a cabal of New York bosses who think nothing of jailing a whistleblower and lying to the citizens they're supposed to be protecting with a statistical program that seems to have been developed by Enron and Global Crossing.

Tie that into the recent "loss" of the G8 summit due to preparatory negligence on the part of the political actors running this operation and we wouldn't be out of line thinking that Rahm ought to pull that pre-signed, undated resignation letter for McGee8 and send him packing.

There's more... CompStat has now come up with a new "Date" for a homicide. It's the "CompStat Date". They are changing the date of homicides to better fit percentages and to lower newer or current homicide rates.

Also they are no longer using the date of death as the murder date. If a person dies from a gunshot wound from 6 months ago, they are using the date of the shooting as the murder date. So not to increase the current homicide tally.

We have been saying these things over and over. Sometimes the response has been, "They're just a bunch of whining, disgruntled cops!" Or, "that is just an insignificant" blog.

I actually was speaking to someone in the media about how the department kills crime and I was told, "Give me the evidence." I said, "Are you nuts? It is your job to go and request case reports on lost property, trespass, or theft from persons and when you read the narratives, you will see how they should be thefts, burglaries or robberies."

You know what the fucker's response was? "So, I guess you have no evidence, then?"

Unfucking believable how the media does their jobs around here. Have a frenzy around a nut cop who punches a petite bartender and ignore the real stories of how the working cops hands are tied from within the department.

Well, guess what Chicago, thanks to the exempts and the media, no cop is willing to work any harder than what his job requires of him.

Here is list of people you can thank for that:

Daley, Weis, Emmanuel, McCarthy, the aldermen, the exempts of the CPD, Tribune, Sun-Times, channels 2, 5, 7, 9, 32 and Newsradio78.

Each of the above had roles to play over the years and the game they played was keep the truth from the citizens. I'm not sure who won the game, but I can tell you the citizens and the good cops lost.

TD 9.5 wasn't smart enough on this one. He gave McDrunken a contract and McDrunken gets paid until the end of TD 9.5's term whether he is here or not.

And with a contract, there is no signed, undated resignation letter. This is J-FLED deja vue all over again. We are stuck with McDrunken for another three years because TD 9.5's ego will never allow him to admit his error and make a mid-term correction and McDrunken will not walk away from the 780K plus benefits he will receive over the next three years..

There are only two scenarios that give TD 9.5 an out as far as McDrunken and it seems both are beyond TD 9.5's control. At least there is light at the end of the tunnel, unlike the near-criminal 75year-deal shortshanks made with LAZ parking for the parking meters. Fuck you rmd.

I watched the linked video of the 2 professors who wrote the book, here a couple of weeks back. To summarize, they said CompStat is a good begining to get a handle on crime and focus resources, this is something we already did with our DOC Zones. The problem arises because of the law of dimminishing returns. At first your taking big pieces of the pie and soon only little slices are left. When you compare yesterdays big slices to todays little slices, by percentage, it looks like your not getting much done, when in fact you've eaten the whole pie. The sham is that CompStat now takes on it's own life, as did CAPS, and becomes THE meaning of the police department. Hence, you have whole careers made around it, just like CAPS. Now to succeed, in an enviornment where you've knocked down crime to a background level, you have to cheat about the Stats and come up with ever more clever ideas on how to get enforcement numbers. Voila', CompStat starts to feed on itself and the mission of the 'police service' becomes lost on the police. So, every system has a purpose and benefits, but to take anything as the end-all be-all is a mistake. We should look for wisdom, not just statistics, when dealing with the Human condition.

Chicagoans are presently governed by a deputy mayor, and a 3rd-cousin Daley associate as chief of staff. Rahm is organizing his political agenda towards higher elected office (or perhaps appointed US senator due to Kirk's stroke leading to his resignation). Rahm seems already bored w/being mayor; Chicago's problems are far too complicated for him to proactively address much less resolve. Suspect he's already seeking an exit strategy. Obama certainly publically humiliated him this week, putting him squarely in a corner on the outs w/Obama administration.

I personally trust the Chicago Reader and now Chicago magazine more than I do the Tribune or Sun Times or any other tv news source. That says a lot doesn't it? The Chicago Reader has so many great stories about all of the shenanigan happening in our city (how the secret tax increment financing funds work, how insiders get property tax breaks, how large businesses pay very little in property taxes and the little guy does, etc...).

You can blame exempts all you want. But without full cooperation from beat officers killing crime is a lot harder to do. Everyone that's wants or needs a report should be given one. What does it take at most fifteen minutes to knock one out. Heck give them two reports if they want. Obviously you can't control what happens to the report once its submitted. But realize that crime is kept down by not doing reports which in turn means less officers being hired.

SCC, don' blow this out of proportion. All they have to do to fix this is change the name from CompStat to something less abrasive. If homicide is now murder and aggravated battery by firearm is now shooting, CompStat can become DingBat.

If the beaches were closed because it was too hot, G8 left because it's too cool near the lake.

Statistical manipulation has been used for quite a few years as a means to reduce the number of police in this town, while all the while the powers that be were budgeting for a department of 13,500. Don't forget that Terry Hillard started compstat here in chicago. He is the one who kept sending people to NYPD to copy what they were doing because it was so "successful in reducing crime." Hillard loved compstat, but just gave it a different term here on CPD.

Subject: Getting rid of this Goof

If you want to get rid of this goof and who doesn't stop being afraid of him. He can't get rid of all of us.

He is a bully and bullies operate by creating a climate of fear whether it is in a schoolyard or in a CompStat meeting.

If he can't make us afraid, and he becomes aware that the politicians, Rahm included are ready to send him packing and replace him with one of our own then we can get rid of this goof sooner than later.

If he yells at you, do not cringe, you are all experienced police officers. REMAIN CALM and look back at him as an experienced cop would any other screaming drunk in an alley. Do not yell back, talk in a soft professional voice. If he continues to yell, talk more softly and make him strain to hear you, never try to out yell a fool. Make him strain to hear you.

Department wide and in all situations, from meetings to if he stumbles onto crimes scenes or if he is a guest speaker somewhere never applaud or show this guy any fear and no more than minimal respect.

If you get on an elevator with him and other people act like he just farted. If alone with him fart yourself.

Never call him, "Mr. Superintendent", save that for someone who earned the esteem of that title like Phil Cline or Terry Hilliard. You can call him Mr. McCarthy.

As it gets around that the bully act doesn't work he will be seen as having lost any effectiveness as a "leader" because he has done about all the hatchet work he can do on the department and the latest round or "Command Changes" has yet to settle in. Anyone with a contact with an Alderman, exempt rank or not needs to start leaning on them to get rid of this goof.

If McGoof does a rant on anyone he should get a phone call from one or more Aldermen that should go something like this:

W-T-F you yelling at my friend (so & so) for! Don't you ever do that! Are you ready to leave town ‘cause me and my colleagues are ready to vote your ass off the island. The mayor owes ME favors and in fact I'd like to see someone I know in that spot. ,

Anything that keeps us from doing police work is wrong. Compstat keeps us from doing police work, and encourages fudging the numbers.

I remember when we left roll call and the bad guys had something to worry about. Our front line supervisors were out there with us, not inside massaging some numbers. They understood what we were doing because they were with us, not in the station or at some meeting.

Now we run from job to job. When we are not handling the radio, we are on some useless mission that only looks good on paper. The Beat guy knows his beat! Give him time to concentrate on the buggers they know.

When is the last time you saw a Beat car on a traffic stop? This job is broken.

More importantly, he and 9.5 want to continue killing this dept off by attrition. We're already several thousand officers short of where we should be. Killing crime will only help them dwindle us down even further. Every last copper out there should accurately and truthfully report every single crime that the become aware of. Put the truth back in the stats. When your boss yells at you, document it, keep a record of who told you to re-classify crimes, when they told you to do it and who was around to witness it. Also keep copies of any report you do that some boss tells you or someone else to downgrade. CYA and keep track of everything. As long as we keep playing ball with these compstat pukes we will never see this dept recover. Even if your due to retire do the right thing so we can at least leave a decent dept for those who follow in our shoes.

Don't forget that Terry Hillard started compstat here in chicago. He is the one who kept sending people to NYPD to copy what they were doing because it was so "successful in reducing crime." Hillard loved compstat, but just gave it a different term here on CPD.

And Cline kept it going here, and Jfled kept it going here, and McTool is insisting he is going to prove it works here.

Hillard was one of the worst superintendents, ranking right along with McCarthy and Weis. He was a political hack that didn't do anything for the department. He is best remembered for the Latonya Haggerty incident as well as suspending two officers in 005 over that Ronyale White incident, and commenting that he "slept well at night" after doing so.He slid two of his kids on this job, put them in easy assignments, and now raking it bucks from the city who is using his security firm for recruit background checks.
Hillard also used his clout with Ladner in personnel in recently pushing two of his picks to command spots which is going to come back to haunt him.

He hires people like Garry in charge of a police force who champions this CompStat crap. Make no mistake, we citizens are responsible for our lot. Finally, the Scum Times has done a good job about corruption. They exposed hired truck. What did we citizens do in response? We re elected Daley for another term after that broke. So WTF?

Okay, we all want these idiots gone, and we can't figure out how to do it. I saw this on here before and have heard some old timers talking about it back in the day. I think it was under Bilandic, our guys were pissed, about what I have no idea, but they decided, instead of slowing down they were going to go on a ticket blitz. Absolutely zero tolerance. Everyone got tickets, everyone. No exceptions, except our brothers and sisters in blue. Granny, business people, nurses and doctors, lawyers, politicians, mom taking joey to soccer, everyone. According to the story I heard the public got so pissed off they forced Bilandic to give them what it was they were asking for. Might be an idea. Ideas, opinions?

Police Officers take an oath when they take this job, but more and more it seems like a sham when you hear about what happens when you uphold your oath.

The last boss I worked for who had BALLS was Capt. Joe Mullin. Gone now and deeply missed. I think sometimes of how he would have run this Dept. if he were given the opportunity. Any other old timers out there who remember him please pass along there opinions.

He used to come in for midnights and would occasionally walk out to the desk in the old 001 with three handwritten signs.
The one at the desk would say something like "See the desk sgt before going to WC office". THe one in the hallway outside the Watch Commander's office would say something like "Desk Sgt ---> THAT way". The one on the WC's door would say "Do not enter. See the fucking desk sergeant!"

He could be a bear to work for, but he understood the concept of chain of command. And, God help you if you opened that door.
