Well Isn't This Special

  • Former Cicero Police Supt. Thomas Rowan took the Fifth 29 times when questioned under oath about whether he took part in setting up a Cook County commissioner for a bogus arrest — once the focus of an FBI investigation.

Rowan has been accused of threatening an officer with the loss of his job for cooperating with that FBI investigation.

In another matter, Rowan allegedly retaliated against a different cop by pulling back-up officers from her after she was sent out on a potentially violent call.

For another Cicero cop, though, Rowan was quite helpful.

Rowan wrote a letter to a federal judge on behalf of a violent Cicero officer, allegedly on the mob’s payroll, who is now in federal prison.

None of that stopped Rowan, 68, from getting a new job in recent months — with the Chicago City Council, the Chicago Sun-Times has learned.

Rowan was hired as chief investigator with the Council’s Finance Committee, whose chairman is Ald. Edward Burke (14th). Rowan has donated more than $10,000 to Burke’s campaign fund, records show.

And the topper:

  • In his new city job, Rowan, who began his career as a Chicago cop, is making nearly $70,000 a year.
From Chicago to Cicero and back to Chicago? If you have any doubt as to who's pulling the strings around here, let this be yet another abject lesson in the reach of the Outfit. Capone is laughing his ass off somewhere.

YAKIMA, Wash. -- A big job with big expectations. The city is banking on Dominic Rizzi as the chief to move the police department forward.

I guess that was his reward for going in front of the city council in Darrien and praising Ernie Brown.
Never worked for the man, but wish him good luck and I am jealous, he is now a long way from Shitcago

Cry and moan that conventions are leaving the city and then turn and basically kick a major one out. Now you (Rahm) are trying to simply avoid speaking about it??? ASSHOLE! you are a politician and you are expected to speak about things like this, not simply continue to conduct buisness under the table and never tell the citizens what you are doing, then when your plans blowup just hide??? Seems all on the up and up to me. Maybe Burke could use a few more body guards paid for by the city. As luck would have it this rich fuckhead will live to be 115 years old and we will be supporting his ass for that long. Chicago has to be the most corrupt city in the US bar none!

We need a new federal prosecutor around here.

Hell, who am I kidding -- we need a firing squad and a backhoe working three shifts under floodlights, out on the old U.S. Steel property.

Slightly off topic here, but Politically related. I just got the FOP newsletter, and looking at the political endorsements again we have endorsed speaker Mike Madigan. I dont even know a single officer in his right mind who would vote for this powerhungry pol. Yet our illustrious FOP has continued to endorse him. Can this be because we will need him on our side in the upcoming pension battle? Can we count on him not to dissapoint? He has made a political carreer out of being a wolf in sheeps clothing. Let each one decide on his own. You make the bed you lie in....

Maybe they went through the Academy together when Burke was a cop.

Maybe Vdrolyak helped Rowan get on with Cicero since he used to be town attorney before the feds charged him.

Rowan Family Chronicles:

Father-Thomas Rowan Sr., who was lieutenant in-charge of the Marine Unit and a good friend of William Hanhardt.

Thomas Jr., started in 003 as a police officer and when he made detective his father utilized his friendship with Hanhardt to be assigned to CIU. Not a distinguished career in CIU.

Richard was in Narcotics and then dumped over questionable activities. He somehow was returned and if Glen Lewellen decides to make a deal with the Feds he will have big problems. Also owned a construction company and if the IRS and the Building Department look into his activities another major prblem on the horizon.

Karen-Of Italian extraction from the Grand Avenue patch. A protoge of Oscor D Angelo and retired as the ADS of IAD under Cline but was first promoted by Hillard. Many state that she has absolutely no loyality but to herself and USC. She reminds many of Sarah Palin.

Michael-Worked many years for Jon Burge.

Margaret Rowan Hamilton-Daughter of Tom Sr and mother of John Hamilton. Clouted her way into Narcotics.

John Hamilton-Made sergeant after Karen demanded that Hillard revise the merit promotion system to include him. Then became the trap car expert for Narcotics, another individual who should hope and pray that Glen Lewellen does not make a deal.

If the IRS decided to do an intensive audit of the Rowan family they would all be an unhappy group!

All you folks just need a reason to attack someone. First of all he is 68 and still wants to work. His dad was pushed out if you ever asked him and he woudl have stayed if there was no max age.
Worked with him at the Housing Authority and he brought some class to that dept after a long list of dumb ass ignorant uneducated bosses that were brought over from CPD.
Went to Cicero not becaue he knew Betty but becaue he knew Burke. So what-all the exempts in Chicgao got made due to them not knowing anyone? Give me a break!
So he took the fifth-fuck the feds!
So he didnt like all that worked for him and were not loyal to him. Same anywhere you go. You talk behind a bosses back or cross him or his team-you work midnights, period.
If you were loyal and a real copper-you had no problems anywhere he was a boss.

I couldn't help but notice that more than a few people took exception to Russian President-elect Vladimir Putin's not so subtle barb aimed at our city this week. After being pressed about possible plans
to visit the City during the upcoming NATO summit in May, Putin responded "Yes, they say (Chicago is) good. Al Capone lived there."
Well, corruption issues in Russia notwithstanding, I'd have to agree. While Scarface may be bodily gone, his spectre
is alive and well in Chicago.
He lives on in every alderman who's ever been indicted.
He lives on in every Illinois Governor who has every gone or is about to go to prison.
He lives on in the gang-banger that now occupies the seat next to you in your patrol car.
He lives on in the "phone call" that got some hack's kid a white shirt on the job.
He lives on in that guy (you know that guy) who seems to be able to fix anything for a price.
He lives on in the liquor license you were denied because you refused or couldn't afford to hire
the "right" people to get it done.
He lives on in the alderman who just hired a guy with a very questionable background
as the chief investigator with the Council’s Finance Committee.
He lives on in the judge who allows someone with 50+ arrests to just circulate through the
system's revolving door.
He lives on in the nephew who's never had to account for actions that lead to someone's death.
He lives on in The State's Attorney who will do their darnedest to make sure that no one is ever held
accountable.
Yes Mr. Putin, Al Capone lived here.

What's the "problem"? Texas is a model state. Balanced budget. Low taxes. Respects citizens 2nd Amendment rights. Courts that actually punish criminals instead of coddle them.

And I hear the weather is nice. So what exactly is your "problem" with Texas?
