Rewarding Incompetence
McCarthy and Wysinger were bemoaning the lack of leadership from the brass at last week's CompStat meeting. In fact, during the last CompStat meeting the words "failure of leadership" and "failure of supervision" were used liberally throughout the meeting.
When you look at the current exempt ranks and realize that probably less than half among the entire lot actually earned a legitimate promotion, only an idiot would be surprised. These aren't leaders - they are political animals who have been catered to since they got on the job. Many of the current exempts never passed a test high enough to be promoted in rank order. That means they got a "merit" promotion to Detective, a "merit" promotion to Sergeant, a "merit" promotion to Lieutenant, there is no test for Captain/XO, and they continue the "merit" track becoming Commanders, Deputy Chiefs and Chiefs.
We'll also include those lucky folks who worked for the "Subject Matter Experts" developing the tests and then mysteriously scored in the top one percent.
Here's a bit of free advice for G-Mac - pull the promotional lists. See who has one, two, three, even four different "merit" promotions in their past. Then check the "top scorers" and see whom they were working for when the test was in development. Then ask why the hell these people are in charge of anything. G-Mac thinks the "merit" process is transparent and provides us with capable and deserving leaders?
Here's a prime example - the newly appointed commander of 015. Barb got merit promoted to Sergeant and Lieutenant. She served minimal time in District Law Enforcement. She's been in HQ units quite a bit of her career. Oh, and while a lieutenant at IAD, she ran a completely illegal First Amendment investigation involving covert surveillance of a number of individuals she believed to be running a blog on their off duty hours on their own computers in violation of Department Orders, a Federal Consent Decree and something known as the United States Constitution.
This is who the politicians want in a position of power in the Chicago Police Department? We suppose we should be happy though - the more salary she gets, the bigger the payoff for anyone suing her and the Department for her inability to live and operate within the rule of law.

- The Superintendant stated the Department needs more Sergeants and Lieutenants. The Superintendant stated the new Commander Section process is a perfect example of how promotions were made by keeping the merit process "transparent". No talk of testing, just 100% meritorious.

It is time to put any exempt rank as a stipend only pay grade that is NOT pensionable. You get the money while you are working and performing but not for your extra 50k while you schlep your antics onto a retirement consulting job provides by the political muscle that got you the gold star in the first place.
There are so many people, I'm excluded, that have the leadership and experience we need that just refuse to suck an alderman's _______ that they linger in spots waiting for retirement while other suckholes get triple promoted because they attended the certain wakes, parties, coverups etc

How about a limit of 1 merit jump during your career.
Dont forget the new commander of the 10th district, she has been merit promoted at every rank. And Gmac, the commander process is legit? She was never selected to be interviewed for the commander position. But if you have a relative that is big time clout in city hall you are automatically qualified.
Gmac is the biggest joke on this dept, he has no say with any major decisions. Even rahmfinger knows he is an egomaniac who has to spend his time talking his way out of bar fights and domestics.
There are very few bosses that the troops speak of in a manner of respect. I personally don't give a rat's ass anymore who calls what shots. Answer calls, do the paper, and cash my check. Nothing more.
Who cares. Chances at promotion were next to nil for those of us without clout anyway. Fuck it. (fart noise)

Weis is looking better and better.....he did de-mote a lot of xo's. That worked until the rev- runs and all the other race driven b.s. people/organizations started crying racism....then he got a glimpse of how Shitty and clout/race driven the Shitty and departments are. He then promoted something around 23 black bosses to higher ranks. Cozzi ruined him, and the 2 wheel drive tahoes didn't help him. But, he did try to repair this joke of a department, I.e. rifles, training, units, vehicles( even though 2 wheel drive), de-motions (that just made room for more incompetents) He was in over his head. I hope he left because he found dirt on people, and is turning it into and investigation.
This really isn't a new phenomenon. Can anyone even remember when any boss above Sgt. knew extensively of what gangs and their boarders where ? LT. S just sat and watched T.V and had their litttle desk hottie runnin things. The only thing that seemed to work was the ability to know right from wrong. The bosses somewhat had the throops back. Now, black is white, right is wrong and we have no direction. Commonsense is gone. You; Officers ,are assumed wrong until proven right and even then they still seem to be confused. The mission is simple, but we've made it complicated.
With all the talk of pension "reform" why doesn't the FOP submit legislation mandating an end to the "Gold Braid" pensions that would save taxpayers tens on millions of dollars? The "Brass Bill" that is similar with the Chicago Fire Department sunsets with the handful of exempt retirements expected this year. Was is there no sunset provision with the "Gold Brais Bill"? SCC should carry that as a seperate post of it's own. Beat them with the same bad press they love to beat us with.

After 75 resumes were turned in only 25 got interviews, I was told Tracy Latner made the decision on who would move on? Great choice there.

In my opinion it is just that not one of them, in the past, have had their feet held to the fire to produce results and to come up with some innovative ideas regarding crime. Not one in my long career, now retired, has ever been demoted for incompetence and I worked for many incompetent bosses. And, while we are on the topic, when has a police officer or a detective ever been had some job action taken against them for poor performance? That is correct, not since the union has come in. Back in the 70's, ( yes I have been around along time), the lowest 10% of detectives were dumped back every year. You should not throw stones if you live in glasses houses. Incompetent police officers get the same pay as the working police no matter what district or watch they work or if they hold a desk job. I have never thought that was fair, but that is what the union wanted and that is what they got.
why do we complain about merit promotions so much? the fix is in on 100% of all the promotions!

Best advice, don't jump in there and try to change too much because there is a fine balance in place. There are a lot of good working cops and bosses that you can rely on to run the watches.
Field the phone call from the Rev-runs and the Aldermen, keep G-Mac off our backs. Tell certain people in the front office that they are not to make decisions for you.

And that is the very thing that is killing public sector unions-- protecting the dogs. I'm in the military, the dogs are getting hunted as we speak for us to draw down personnel with the DOD cuts. Everybody knows there are dogs in every field but whenever you get caught up in sticking up for one, your name goes down the drain right along with 'em. Mark my words, coppers and teachers unions will be exposing the dogs in the future...they have no choice if they expect to survive.

Regardless, G-MACK is a political animal and can clearly see his exempt ranks are "mobbed up" to the eyeballs with connected incompetents, even though some of them are not "visible" merit and/or some have formal education in their background.
Regardless, he is stuck with the established crew just like we are stuck with him and them. We can thank shanks, TD 9.5, Hillard, Kline, J-FLED, Starks, Grau, Maurer et al for the whole bunch of misfits in the soup. The once proud CPD is truly in crisis.

I am not the original poster, but wholeheartedly agree with him/her. Kline had no regard for the good of the organization. He was about making comfy, bloated pensions for his incompetent friends. And his most ludicrous move, out of the many he made, was making his goofball buddy from back in the day, Kristine Kolman, a Captain and a Commander! How ridiculous!

Look no farther than Indianapolis for McCarthy's former Co-NYPD Commissioner, Frank Straub doing the same crap. Straub just fired a very well-qualified Commander and put in a "Diverse" replacement, who has been known to have multiple visits to his home from on-duty brothers.
His downtown Commander has to be a twin of the new Commander at Austin 015.
As for Compstat, read The Crime Numbers Game: Management by Manipulation. That will explain the dirt that goes with the "New York Way"
The reason for putting incompetents into the District Commander positions, is that they are more easily manipulated. That said, take a look at what G-Mac et al were doing to commanders in the book The Crime Numbers Game: Management by Manipulation....there is the answer to the incompetent commanders.
Now it gets better than that: Look what happens to police officers who don't jump on board to the corruption, falsely classify rapes as trespass, and/or refuse to make the hummer arrests for the purpose of Compstat numbers.
See what happened in NY to Adrian Schoolcraft, then pause and think who was the Deputy Commissioner at the time...
