CompStat Comes to Indy

  • The basics of American policing, chasing and catching criminals, hasn’t changed much in the last 200 years, but technology has inspired various nuances to the tactics of “chasing” and “catching” criminals. Patrol officers see “crime fighting” as a very basic and simple process, while the managers of policing agencies complicate the process by trying to reinvent the wheel for various political and self-serving reasons. Much has been made about the perceived ability of law enforcement to prevent and reduce crime. Politicians, police chiefs and public safety directors, mistakenly believe they have the ability to drastically affect crime, while more rational experts declare that law enforcement can only affect crime trends on the margins.

They extensively cover “The Crime Numbers Game: Management by Manipulation” by John Eterno and Eli Silverman and concur with the conclusions drawn by the authors, one of whom is a retired NYPD Captain and knows all the tricks of CompStat.

The storm continues to brew.

Looks like the problem in both cities is they have former NYPD (civilian) Deputy Commissioners in control!

SCC posted the WABC recent story about what is going on in NY. Looks like there will be some big fallout now that more NYPD are exposing the dirt that is CompStat!

Both Indianapolis and Chicago are being brought down by the NY injection. Both are seeing budget problems as they establish NY-Style kingdoms and both are seeing the fallout.

Commanders in both cities are changing frequently, too frequently for them to have shown their talents.

Compare Austin's new Commander to Indianapolis Downtown Commander. They have identical resumes....and little leadership talents.

The NY way is broken. If NY has enough of its brothers & sisters come through, the result may be federal indictments. Falsifying UCR is a Federal matter. It won't be fixed until Chicago and Indianapolis show the former NYPD Deputy Commissioners the way back to NY with their failures!

INDIANAPOLIS -- WRTV Channel 6Indianapolis police are changing the way they attack crime, but the switch has some of the city's safer neighborhoods on edge.

Beginning Sunday, April 1, 2012, Indianapolis police shifted from officers on beats to zone policing, RTV6's Ebone Monet reported.

Indianapolis Director of Public Safety Frank Straub, Former NY Deputy Police Commissioner said: "Instead of having one officer just staying in this area, one officer here, one officer here, what they would do is work as a team, with five officers covering this whole geographic area."

--The truth is that beats are left unstaffed. Police are assigned only to the bad areas, leaving the rest of the city to fend for themselves....and arm themselves, because the real police aren't allowed in their neighborhoods under Former NYPD Deputy Commissoner Straub's new policy.

What a bunch of crap! Standing on corners without a partner or leaving entire areas of the biggest city in a state without police, it's a failure and a lack of leadership.

I know that the rumor floating around, POs on foot posts 99 all night at dope spots, is just a rumor.

I know it's not true because I haven't heard the part where every other PO does NOTHING until that unsafe practice is halted.

Or has every spine been removed from their co-workers?

=========================
Yep. The sad truth is that there just is not much that can be done on the enforcement side that actually works and people are willing to tolerate.

The history of policing is full of great ideas that were tried and they all ultimately failed to have any real effect on crime.

Not a cop.

An Indy cop for 20, I have been reading SCC for years. Kudos.

I noticed the connection about the New York boys from reading your guys accounts.

Our guy mirrors yours, just a smaller scale. Meglomaniac comes to mind. Best of luck up there and stay safe.

Compstat = Con the Public

If they told the truth in the reports they would show the increase in crime which inturn would show the need for more police.

What crime is prevented by one officer standing on the same street corner for the entire tour of duty?

We all know that a fixed post just forces the criminal to become mobile. Even General Patton proved this back during world war II.

The problem is that these New York former members still think that CompStat works. When they leave they will say they made a diffrence

ChumpStat:
Why aren't they putting up cameras on every one those street corners? Or is it in the works?
As hokey of a reality show GhostHunters may be, they set up video all over houses and building in hopes to catch a ghost on video.
That's what Chicago Police intends to do. If Discovery or SyFy Channel would sponsor this operation, we'll be down to 6,000 sworn by years end.
CPD finds no crime on camera, it's interpreted as "there is no crime" the same way GhostHunters claims a house isn't haunted.
Didn't some alderman want a policeman on every corner?
Until City Council demands that the Mayor hire more police, McSoup will exhaust every lame brained scheme to get some face time on the news to tell the citizens they are safe.
I could care less about how many gangbangers get shot & killed in 011. I'll just stay on my corner and watch for their ghosts.

Chicago Economy - Jobs - Groupon Corp. - Mayor Rahm

A how-to guide on statistical number manipulation for fun and profit.

Y'all remember the company Groupon?

(from Linkedin) Launched in November 2008, Groupon features a daily deal on the best stuff to do, see, eat, and buy in 48 countries, and soon beyond We have about 10,000 employees working across our Chicago headquarters, a growing office in Palo Alto, CA, local markets throughout North America

Ahh yeah. Here's a Youtube with Mayor Rahm glorifying Groupon in his speeches about economic growth and Rahm's vision of the future

Andrew Mason Groupon's CEO is on the mayor Rahm's "A-list" according to the Reader (click here for more)

Well Groupon is in trouble my friends.

(Sfgate.com) The Securities and Exchange Commission is looking into why Groupon revised its first quarterly earnings report as a public company, according to a report in the Wall Street Journal.

Groupon made the revision on Friday after market close, when the company discovered that a higher number of customers than usual returned their coupons unused in January, says the report. The revision increased Groupon's loss by $22.6 million.

Groupon's stock plunged almost 17% today.

Well that 17% plunge makes Groupon's stock down about 50% since it's Initial Public Stock Offer.

and then there is this,

as independent accountants not tied to Groupon or it's auditors pour over the financial statements.

Groupon's First 10K report

"///Now that we’ve recovered from the April Fool’s Day surprises offered up by Groupon in the form of accounting revisions and material weaknesses, we just had to dig a bit further into the Company’s numbers, and we were not disappointed! Management continues to amaze us with their aggressive and non-transparent financial reporting, as does E&Y with their continued “lapdog” auditor role.

Last time we looked at the structural issues and found a rusting body. Today we look under the hood and find the engine leaking oil and the spark plugs missing. We aren’t interested in purchasing this used car!..."

(see the above link for more details)

==============

We wonder if by the end of this year if this company with it's Chicago HQ and 10,000 employees will still be around.

So much for all that vision of the Mayors and the related job creation and the economic growth bullshit eh?

LAPD has been in Compstat hell for 10 years. The Command Staff bullies the Captains for any increase in stats. The captains then pressure the working cops to no end. Then the fun begins.
Keep your eye on what is going down in NYPD. LAPD,CPD, and INDY will be next.
Be SAFE!

Soooo...

Would it be in the best interest of all that not a single one of these geniuses of the Kerik/McCarthy mold of smartest Police executives in the modern era of Policing (just ask them) should even be given authority to run security at a forest preserve shit shack?

Pretty soon, these Con-Stat clowns from Nueva York will all be sharing a cardboard condo with rats, roaches, fleas and j-fled as far as any real Law Enforcement credibility & bonafides are concerned.

Or better still, looking up from their bunks in federal prison and seeing "Bernie Kerik was here..." written on the ceiling.

...We identified the problem as "rising star-itis."

The common theme seems to be that none of these mooks of legend from N.Y.P.D, (rest assured this isn't a slam on the M.O.S grunts who toil for years in equivalent places like our 011th aka "Fort Fuck-You")
spent the requisite minimum of 20 years in Patrol.

That's the "golden time" after which you graduate from "not knowing shit" to knowing there's no "clean end by which one can pick shit up bare handed."

Apply the above to the intentional fucking with the lives and safety of Policemen and truth is self evident even to Ray Charles (R.I.P) though he is both dead and blind...

We find it hard to believe that THIS Superintendent IS THE SON OF A COP!!

We are third in the line and with that, wonder out loud how the son of a cop could rise to heights then turn and burn the very officers who make the damned thing go at BOTH ENDS to appease a little half a man, shit-assed craven wretch of a mayor with dollar signs for eyeballs.

Maybe Gerry McCarthy was a Policeman in name only.

Kinda like Huberman... Fell out the fucking sky with a scripted agenda in mind.

This experimentation with hollow muthafuckahs at the helm of CPD (or any other P.D.) is a ruinous fail.

♫♪ "..I see the little silhouette of a man Scaramouch, Scaramouch, can he do the Fandango..." ♪♫

For those unaware that is a line from a rock song entitled "The Bohemian Rhapsody" by a once famous rock group known as Queen.

For a long time I had thought the word "Scaramouch" was just a made up nonsense name to make the lyrics fit. But I was wrong.

Scaramouch , as it turns out per Wikipedia is a roguish clown character of the Italian commedia dell'arte who wears a black mask and black trousers, shirt and hat. He is usually portrayed as a buffoon or boastful clown;

...

He sometimes wears glasses. He entertains the audience by his "grimaces and affected language".

(An "affected interest" in a thing, or in a person, is interest which you pretend to have, but which you really do not feel. affected (adj) pretended; insincere; not natural.)

...

Scaramouche is one of the iconic characters in the Punch and Judy puppet shows (a performative art with roots in commedia dell'arte). In some scenarios, he is the owner of The Dog, another stock character. During performances, Punch frequently strikes Scaramouche, causing his head to come off his shoulders. Because of this, the term scaramouche has become associated with a class of puppets with extendable necks.

----------------------

So can our Scaramouche do the Fandango is the question?

fan·dan·go/fanˈdaNGgō/

Noun:

A lively Spanish dance for two people, typically accompanied by castanets or tambourine.
A foolish or useless act or thing.

--------------------

Think about it...Meanwhile we have this....

--------------

World Business Chicago announced on Friday that they had raised $36.5 million dollars for NATO-related costs, including $14 million for parties and social functions for the global political-military alliance. Mayor Emanuel stated that "the key thing is the (local) taxpayers will not have to put up any money for the event." Lori Healey, head of the Chicago NATO Host Committee, lauded the corporations for their "generosity."

"...Let's look at how generous Chicago taxpayers have been to these corporations. United Airlines, for example, took over $31 million in Tax Increment Financing (TIF) from Chicago taxpayers to rehab their Wacker Drive skyscraper they are now trying to vacate. Boeing Airlines received $24 million in property tax breaks and city grants from Chicago. Chicago Mercantile Exchange (CME) got a $9.8 million property tax break...."

=============================

Five, six, seven eight.

Follow the taxpayers money trail.

Canadian man busted for intoxication performs an inspirational version of the entire 6 min rendition of The Bohemian Rhapsody in the back of the RCMP cruiser.

Exactly--he said NOTHING! As a det., I hope I get called down to a comp-post meeting. I'm pretty sure I've got balls bigger than any of the bosses that go to those things regularly. And I'm a female. No one, I mean, no one, can limit your free speech. If you don't agree with policies it's your right to voice that opinion. In my case, what are they going to do to me? And the gold stars who put up with this shit and shake in their boots day after day are disgusting.

Nice anonymous post but I don't think you will say anything either. The comstat meetings are open so you don't need to be invited to the meeting. There's one held every Thursday. That is two days away for you to prepare your "free speech" and voice your opinion. Let us know on Thursday what you said to the Supt. and his response to your "free speech". Be sure to leave your name since there is nothing they can do to you Detective!!!

I understand your point--however, Comp-post meeting are NOT open to anyone. You have to be pre-approved.

My meaning was that if I was forced to attend one of these meetings because crime is up in the district I am assigned to--and if McDummy treated me with disrespect and in a demeaning manner, I guarantee you I would have something to say. And if he decided to f*ck with me I'd have a fabulous lawsuit.

I can't believe how few posts there are when SCC highlights Comp-post. This is the most important thing in every single coppers life from blue shirts to merit hacks. You have no idea what plans are for this dept. in the future. You better start paying attention and voicing your opinion, because all of the recent changes are a direct result of comp-post.

And it is only going to get worse, trust me.
