Truly Stupid Idea

(Long post - read it all to get a feel for what's going on)

Once again, reinventing the wheel, but reinventing it stupidly. Our comment section is alive with some truly asinine policies invented by downtown:
  • God help the 011 district. McGoofs newest idea is going to get a copper killed. If you are on a beat car that has a violence zone, you must stay in that box the whole tour. You must have a PDT in the car, and ask for a relief for lunch and personals. You only take calls that are in your box.

    If you are a beat car with no zone, you run your ass off all night, running all over the district ,working off the backlog. 6 beat cars right out of roll call are not taking jobs.

    [...] NOW they want a FIXED FOOT POSTS IN THE VIOLENCE ZONE!! Further curtailing the cars responding to jobs and providing backup! Original idea was to have a car drop them off to STAND in 011 for their entire tour. Each a block from each other. And on all watches!!! How insane to expect any copper to stand by themselves on a damn block in a violence zone in 011 on any watch (1st watch- really???)

    The first night they were allowed to have cars (must have a working PDT aka GPS) but how long will that last? Also the troops were ask to curtail their requests for time off in roll call.
    011 is not the district to have 4 to 5 cars answering jobs. Back up is non existent and now fixed foot posts. The situation just gets worse and worse for the officers in 011. The bosses have put the 011 coppers in a very dangerous situation , that will only get worse!

Another comment on the same subject:

  • Last night in 011 on first watch, 9 out of 18 cars were either in a zone or or a fixed posts-responding only to calls in their assigned zone. That's 9 cars remaining for a busy district to pick up the slack.the zone cars have to get relief for lunch and personals. Nothing like asking permission to pee! Mc Goof is an asshat. This strategy is dangerous.

And another:

  • I'm surprised to see that no one is talking about what that piece of New York Shit told the 11th district commander. Besides the whole time due thing. He was told to have a police officer posted 24/7 at drug spots that the police shut down. [He] wants a copper standing on the street by themselves (like a lame duck in the middle of the ghetto) without a squad car or partner. [He] was grandstanding when he asked the room full bosses if anyone wanted to challenge him on this great idea. There was NOT one boss in that room that had the balls or even an ounce of courage to stand up to [him] and tell him what a stupid idea that us and that it will jepordize the safety of all officers assigned to that detail. This department has truly turned into a joke. Now I know why they made all the exempt ranks under 50 years old , because they are all to scared of loosing their spots by speaking up and the bosses over 50 are just scared little people that don't even belong on this job!

And e-mails:

  • Today we were visited in roll call by Commander Washignton and Captain Bay (XO). They informed us that now IN ADDITION to these ridiculous zones that tie down 3 primary beat cars and 6 rapid/06 cars a night, we will now have 4 fixed foot posts, each manned by a 99 officer on all watches. On third watch today, 1125 and 1131 were removed from their beats and put on these foot posts, which are on 1112's beat. We were also advised that the p/os on said foot posts will not have a car, because according to McCarthy, if you give them a car, they will sit in it. All of this coming less than a week after 3 p/os in 011 went on IOD from having to wrestle with shitheads, and bricks were thrown at the police while they tried to pursue an agg batt offender.
    The REAL kicker though came when Cmndr Washington informed us that time due will be restricted. The number of people allowed to take off on any given day will be greatly reduced, especially on the weekends. If we wanted to discuss these issues with the Commander, we were told we had to wait because he was going out of town with his family (this is before my slip for Easter Sunday that I put in two months ago got denied). Apparently 011 and 007 are experiencing some kind of emergency situation that requires the Department to deny time due??
    Then we were told by Bay and Washington that they aren't looking for more arrests, but more contact cards because if you get out and contact card these people "they won't come back." (These are our "leaders" that actually believe this)
    The backlogs are literally hours long in 011. All priority 1a jobs have an avearge of 30 to 60 minutes on them because there is nobody that can come out of a zone or off of a corner to answer them. We are told that we need to ask permission to use the bathroom because we can't leave our "zone" or corner without a face to face relief. This is such a fucking joke and someone needs to fix it before, God forbid, somebody gets killed.

Another:

  • ...twelve cars held down every single shift on all watches. The shift starts in backlog and hands off a backlog --twenty-four hour straight backlog! Downing beat cars to cover violence zones means entire square miles of the district have no police coverage.

One person complaining might be just someone with an axe to grind. Two might be a sympathetic ear for the first. Three people with the same basic complaint makes us sit up and notice and think there's something to this after all.

We've gotten a few dozen complaints along with at least that many e-mails, all relating the same thing:

  • 011 is holding down three violence zones with 8 cars every single day, all shifts
  • 011 is covering four fixed posts with 4 cars, every single day, all shifts
  • manpower hasn't changed, but the bosses are restricting time due to three people on some days

That's 12 cars down every shift and almost no time due granted. Downing multiple beat cars is the dumbest thing we're heard. We have officers alleging that the backlogs are running 24 hours straight and we are starting to believe it.

We don't have any solutions for the 011 people. We did notice the FOP is making noise to address the time due restrictions but that isn't going to make up for missing holidays, birthdays and family events in the short term. Readers?

I was at this farce of a Compstat meeting. McDick kept asking the same thing over and over, "Tell me if I'm wrong." You could hear a pin drop. He kept harping on time due on the weekends. He said, give time due to your good guys. The quickest way to get people to do even less is restrict the time off even more.

Putting people on foot posts, with no car puts every officer in danger. What happens if 2 or 3 POS decide to attack this officer? What happens when someone throws a bottle or brick out of a passing car, or worse, takes a couple of shots! Hey Mike Shields, WAKE THE FUCK UP AND SAY SOMETHING BEFORE SOMEONE GETS HURT OR KILLED!!!

Working in 011 is becoming harder and harder. I find your not in a zone or fixed post, your running around all night. Also if your on fixed post good luck seeing another officer. I worked an 8 hour foot post and not one single officer drove past my location and if you 99 who is going to make sure some shithead didn't beat you or kill you. No one would know until your relief came.
What a joke this is becoming. Officer safety is out the window. Will it take an officer to get killed?
Wait I know McStupid should be a beat cop again for a day. Just like that show undercover bosses. Then we will see how things change when he is 99 on a foot post with no car or backup in the ghetto were you can get killed for looking at someone wrong.

I'm not a police officer, but this sounds dangerous to be put in an area by yourself just standing there these criminals don't respect authority. Can't your union do anything for you guys this sounds like a safety issue. In factories they have osha for safety complaints, what do the police have? Thank you and safe out there god bless.

Second hand the people that live in 011 don't give a shit about the community they live in. All they want is their link and section 8 housing.

As for the time due, call the Union. If I remember correctly, you cannot be denied time if you request it in a reasonable amount of time. A month sounds like a resonable amount of time. Make a copy of that "denied" slip. Get names. White shirts hate when you ask them to put their name to something that could come back to bite them later. Good luck brothers and sisters in 011. I sat here for almost 30 minutes trying to find something, anything to say that could make a difference. I am about to leave this job (within days) and I am leaving with such a pall and sense of dread that I can not find any reason to be happy about my retirement. I will no longer call the mayor or superintendent names, we all know what abject failures they are. This latest debacle in 011 is further proof that this departments command staff have no idea how to fix this broken city. I am out of hope, and I pray now every night that my brothers and sisters will go home to their families at the end of their tour. I have no good feelings left for this job, one which I felt was an honorable calling. I will not refer to myself as a retired police officer and will try my best to forget that I am leaving at the very lowest point in this once premier departments history. Like the old adage says: gonna miss the clowns, not the circus. God bless you all and keep you safe. St. Michael please have their back. I hear the piper calling and it is a dirge for this city and the good people still left to exist here. I got nuthin' else, bye.

011 is among only a handful of districts without and increase in homicides, we are down 30%

024 is up, 008 is up, 017 is up, 010 is up

Slow districts are posting 400% increases YET they are f**king w/ 011.

Even the bosses acknowledge its stupid by saying "this is coming from downtown". No boss wants to touch it

The perpetual backlog also guarantees a lower crime rate since persons will not wait forever for the police to report crimes. When the officers eventually arrive to a call, they can't find the victims/complainants. Thus crime is not reported. Obviously, they can not do that with homicides since the body is not going anywhere. That's is why all crime is down except homicides. Bingo!!!

Listen stupid, that was real nice that you got Pearson that star he wanted. It's a shame he had to get almost killed to have that happen. Here is the best advice that anyone will ever give you on this job and I won't take personal credit. Several of us retirees discussed this so this is the the advice of over two hundred years of Chicago Police tactical experience. Gather together at least twenty of the old school bosses from units and districts across the city. Real bosses not numbskulls. Ask a few oldtimers before they're all gone. They will tell you how to fight gangs, combat narcotics, catch bad guys and protect your officers. They'll tell you the truth because they lived it. Listen to people who give a shit because the people you're listening to now are just covering their own asses and when the shit hits the fan they'll put everything on you.

Those officers in 011 should contact the union ASAP.
I would think being forced to stand, by yourself, on a drug corner in 011 definitely constitutes a safety grievance.
I predict we only have a few more months to put up with this asshole. The problem will be what Rahm will replace him with. We didn't think we could get worse than JFed and look what Rahm did to us.

I am one of those officers that is assigned to a zone and I dont do a damn thing anymore in regards to activity. I check off wiTH a big fat zero everyday unless I can't avoid it. I dont even do a contact card or dispersal. This coming from someone who used to do activity each day. So who suffers from all of this? The citizens.
The only thing I am concerned about is my fellow officers and myself going home each day.

Gmac and all those who had a hand in this nonsense going on in 011 I sincerely hope they get run over by a bus. Twice!

I work in 014. Not at all as busy as 011 but time due has been denied left and right. Also cars are being told not to leave their beat. I just got on the watch (after 6 1/2 years) and was looked like a crazy person for backing up a car that was a beat over. Also had a Sgt. tell me to get back in the district, over the air, after I was involved in a car chase involving a agg batt offender in a neighboring district. Now I know why watch personal doesn't want to work. Bosses are scared of their own shadows.

This reminds me of the CHA, the guards in the booth would get a fool pointing a gun at them, get disarmed and get the shit kicked out of them.

There should no activity in the entire District while any Officer is standing on the street like a fucking sitting duck. Nothing! Just answer jobs and do that while complying with all traffic laws. Arrests on signed complaints only. Any Officer generating activity should be shunned and no one should work with them. Put it on paper that the Officer is too reckless and refuse to work with them. If a Supervisor orders activity, make them the complainant. It's not a job action and you cannot be disciplined if you answer your jobs. 11th District Officers need to show the current administration who controls the streets and it's not headquarters. This needs to continue until this Officer safety issue is reversed

He's putting our guys lives in jeopardy, and I'm sure they feel the same when I say I'd rather not be shot or ambushed or have this happen to another officer just so he is nice to me or becomes my "friend". I am retired but years ago the CPD had a program called walk and talk, sounds similar to having an Officer walk On his own in a high crime District, if memory serves me correctly, two Officers were killed by sniper fire in Cabrini Green as a result of this program, an Officers safety should always come first before a political knee reaction.

Looks like the occurrences of medical and IOD will skyrocket here in 011. There's more than one way to skin a cat, and coppers are the best at scamming and making things work for them. I know that for any day I'm denied time away from my family for something important I will make it back 3-fold via developing flulike symptoms. And there ain't enough bosses to check on/discipline everybody that doesn't adhere to every caveat of the medical policy. DO NOT play games with our family time unless you want total anarchy. Chalk this one up for another shining command decision...and right before NATO when you'd think "bosses" would want their troops happy and on the same page.

Another epic fail in CPD policy making moment.

I was working a beat car the other day and tried stopping a car that I thought was stolen. Car would not pull over right away and when they did I thought they were gonna bail. I asked for an assist car AND NOBODY came up. First time in 17 years I didn't get a car to respond. Dispatcher asked 3 times for a car to respond.

I was off of Rosevelt and mozart so 3 10th dist cars showed up. It is very bad for back up right now and yes we have at least 8-10 cars downed per shift.

What a freakin joke. No cars to back each other up. SOMEONE IS GONNA GET HURT!!!!

This is a pi**-poor way to address the manpower shortage by putting a single officer on foot patrol in the 11th district.
That's guaranteeing he or she will be killed or maimed. The dope sellers hang in groups on the corners and a lone officer on foot is an inviting target. The idea is stupid and someone with "cahones"
needs to address the situation before it gets out of hand. Where is the FOP on this ? Don't they care that their members are
about to be sacrificed because someone else at the top is too damm ignorant, cheap, or un-caring to protect the officers while they are doing their jobs ?And it's sad to say that the bad guys outnumber the olice officers.

I know that if I was still working ( retired), I would not want to walk a foot post 10-99 on any watch and I certainly would not want to approach people and fill out field contact cards. You are too vulnerable. I don't know if this is or has been done in NYPD, but I certainly would like to know. Foot posts are something that should be done, but not an officer walking alone. And, are the commanders going to discriminate on these walking posts? Only men? Only big men? No women? No former secretaries and office folks? I wonder? This is a radical change for how things have been done in CPD. They mayor needs to hire more cops right away.The restriction on time due usage? Well that has been going on for decades back and forth. You cant take this job and expect to have time off when you need it. Just not realistic. Get used to that.The job has never been good for family life. Face to face relief? I've long since retired but I remember back in the days of foot beats in Cabrini Green. Most of us took our personal cars and parked in somewhat secure spots where we read books, listened to music or watch TV from our portables. Now you've got tablet computers, streaming video and a host of other entertainments. Come up for air every few hours, write a parking ticket if you want, move your vehicle so as to not create concern and your Sgt/Lt. will look the other way if they even have time to look for you in the first place. Not a bad gig if you know how to work it. Most importantly, stay safe.

There's nothing new here. Some of you may remember 018 in the early 70's, one officer was assigned to a project building or a block beat and switched off with his partner who was driving the car; four hours walking and four hours driving. If you wanted to take a personal you had to call your sergeant who would drive you to the station and drive you back. It was called the "Walk and Talk" program. We had those bullshit portable cinder blocks they called radios. I'm sure it sucks now just as it did then, we lived and so will you. Be safe.

This was tried back in the early 1980's people. I know because I had to walk a post on Chicago Ave. having only a few years on the job. However, come dusk, all officers on foot post were picked up by a partner and told to get the fuck out of there. Shooting fuckers back then just like today. It lasted one police period before a boss with common sense intervened.

The same "strategy" is going on in 025. Every night the commander downs all rapid cars and puts them in the violence zone. They are not allowed to take any jobs leaving all the beat cars to scramble all night to handle the backlog. thats an extra 5 cars in the the violence zone. The brilliant leadership has also created 2 extra tac teams in 025 for a total of 5 teams! thats nearly 50 extra officers that offer no help to handle jobs in a very busy district. idiots

Just about every idea that comes from HQ has its questions. I just put up with the nonsense and go along with their revolutionary plan, ride out the storm and before you know it - same old business as usual.
Fyi-it's nothing new, we did that foot patrol thing years ago and it lasts a period or two. Stay fed, dry and safe.
Eventually the City will hire more police, as this was an old idea the Mayor has yet to rehash.
It's always expected of a new Supt or boss to come up with these hair brained schemes. No boss wants to come out and tell the truth, we all know what bs these plans are how an understaffed Dept can't be effective, but the mayor wants hear otherwise. And the media wants to report that soon we will be 100% crime free.

Funny thing is they put us on this stupid 4-2 schedule just so we would burn up all are time and now they wont let you use it..I worked the 6-3 and rarely used time due..since switching to the 4-2 thats all I do is drop slips for this n that..Ya 6-3 you still worked that 6day but the days off rotated 3days forward so you were always on or catching part of a weekend....NOw dwntwn says to many people are talking SUNDAYS off ...well wtf,,we get two every 5 week....

A truly great police dept(CPD)is being dismantled by the panic and lack of knowledge of a policical supt who's only experience is out east and who's programs there are now being questioned. Any police supt that says weather has no impact on crime is out of the loop. Any rookie cop who has worked on a hot summer night and a frozen winter night knows weather has a big impact on crime. For that matter any policeman who has worked under a full moon knows it gets crazy out there. If supt McDummie is so out of touch on this issue how can he truly come up with effective crime fighting measures.
This man, Supt McDummy, doesn't have a clue and is re-acting to political pressure and failed programs that are putting both the public and the police at grave risk and danger that will have no impact on crime except for longer and longer response times when police and citizens really need help.
Mayer Rambo, having no knowledge himself of crime or how to fight it should realize his mistake and let this goof go. Even mayor king Richie had the sense to exclude this goof in the last search for a police supt.
Having served 37yrs on the job and now retired things were getting bad but I never thought it would come to this.
Although this blog is a good avenue for info and venting, it is time for police both patrolman, supervisors and exempts to drop a dime to your favorite journalist and let them know the true facts and demand to stay anonymous and name withheld and get this stupidness out in the open and in the press and put pressure on this idiot and the mayor to cut this goof lose before any policeman gets hurt or killed by there stupid and silly policies.

Just an idea- If you’re assigned to a foot post in 011/007 bring your personal car. WHAT my own car? Yes, you’re not answering jobs & should only be addressing issues on the tip you’re guarding like a ghetto dog. Your right there & will be able to watch it anyway, why not use it. If you have your car you have a tool (that you must provide for your own safety).That tool A) Provides you shelter in inclement weather B) provides you cover in the event of an onslaught of violence & C) provides you with a means of escape in the event you’re outnumbered & overrun. Your safety comes first & if the Dept won’t provide you with the ability you have to provide it yourself. If you happen to be in your car resting your sore back or aching feet when a supervisor comes along (if they have time to) you let them pass, get out & when they call for you, you show up out of a nearby gangway. I suggest taking the stickers & emblems that identify your car off for several reasons, primarily the residents & supervisors. If you’re on foot you should be regularly patrolling the alleys & lots as well as the streets, if for no other reason just to make sure your rear & flank are covered. If you’re not out in the open assigned in a 3x3 sidewalk square then you have the flexibility of movement. That movement allows you the cover and concealment you need to be effective, i,e. safe. If the supposed brain trusts see this post and decide to make that 3x3 guard post, then you should counter by routinely calling in suspicious activity that will then generate yet (an)other event(s) to be answered--in due time. People loitering down the block, call it in, suspicious people in gangways, call it in, loud music, drinker, call, etc. If they have enough sense, the coppers in the beat cars responding to the jobs will be working the backlog by thoroughly investigating each assignment, but jumping on assist calls & in-progress (likely bonified) calls; BS calls made for faster service excluded. You may have to break the system in order to fix it. This is not a reason for the dogs to lay down even more. If the guys on the watch don’t regularly call out the dogs as a group now is the time to start. We have to make them pull their own weight, not the bosses. The bosses can’t do shit from the station, we’re so short of Sgts and LTs that there’s only one or two sgts on the street most of the time & rarely if ever any lieutenants. The blue shirts have to call out the dogs. If the Dept wants foot patrol then they need to put two coppers out & allow them the flexibility of movement. Foot posts in business districts have the flexibility of going in & out of businesses, stopping in to “take the pulse” of the business owners & address their concerns. The coppers don’t develop a pattern & have the ability to rest, if only for a couple of minutes out of the elements & out of the line of fire. A foot post in a residential area is the exact opposite. There’s no in & out of homes, no private chat with residents (so the boys on the tip don’t see anyone cooperating with the cops and break or burn their homes), no rest & no cover from the elements. Hey Bay and Kulbita-wake up. When McGoofy says does anyone want to challenge me on this great idea, stand up and tell him yes & have a safe, workable plan to counter with. Oops, that might hamper the quest for gold that you think you so richly deserve. Well you don’t & you aren’t going to get it anyway. Your position is in place to eventually eliminate District command positions so your gold ain’t coming. Wake up!

I don't see how a parked squad car down the block makes the guy on foot patrol less vulnerable. But it does seem like a guy by himself is more vulnerable on foot than in a vehicle.

I like the foot patrol idea in concept though. I don't see how you can retake these areas without boots on the ground, but the implementation does not seem real well thought out to me based on what I read here.

It may be that with the limited resources available, there may not be a good way to implement foot patrols in unusually dangerous areas.

Maybe someone who was around back in the late 70s can correct my recollection but I seem to recall there were two man foot patrols in some areas back then. I think even the two man patrols had shots taken at them a few times back then.

I recall the fire department had problems safely getting to individual apartments in CHA buildings. Sometimes they used a Wells Fargo armored car for cover at one of the complexes.

Not a cop.

This is not the Bourough of Harrison or the Bourough of Garfield Park. Don't forget you can refuse to work 10-99 during 3rd and 1st watch. You can also grieve time due being denied.

This is not a slam at Del by any means, I'm sure the Super was good to you. But a stategy like this makes me think that he wants more coppers shot so he can make more friends.

They are not allowed to take any jobs leaving all the beat cars to scramble all night to handle the backlog. that's an extra 5 cars in the the violence zone. so what happens (just a question), when a serious incident (shooting, domestic stabbing, etc.) when the incident occurs within blocks of a violence zone, and the officers are told they "can't respond"?.....when it's lawsuit time, and EVERYONE is downtown for the deposition, what boss is going to stand up and say that they gave the order that a Chicago police officer, who likely could have been within yards of a criminal offense, and perhaps could have saved someone's life, was ordered not to leave a certain geographical area?....hello, law department? hello, plaintiff's lawyers?.....hello, the city council finance division who will write the big settlement check? hello, anyone with any semblance of common sense?.....
