Marine Unit Rescue

  • Chicago Police Marine Unit officers had just finished a training dive several miles out on Lake Michigan when they got a call about 4:30 p.m. to respond to a female trespasser who had made it out to the Locks separating the Chicago River from Lake Michigan.

    Still donning their water suits, the officers sped in their marine boats and put that training to use when they saw the 24-year-old woman in nothing but her underwear. The woman seemed noticeably upset and appeared ready to jump into the water, officers said.

    "It was nice that we came from that training dive because everything was on and we were all ready to go," said Marine Unit Officer Leticia Kaner.
The woman did in fact jump and Officer Kaner went right in after her, dragging her to the boat with the assistance of other officers and then holding down the distraught woman until they could get her to shore and medical help. A very nice bit of work.

Ot- Fax msg 203567 - I New automated time and attendance system rolling out in Fall 2012. Testing system 15-21and April and again 06-125 May. EVERYONE Must swipe once a day for the entire 7CPD day period. (Hard to do on RDO).

Can any of the retired guys give me some advice please? I'm thinking of moving to Wisconsin and am unsure about it. Is it a good move, how does the cost of living compare to Chicago's,are there any hidden taxes I should but don't know about? Does life improve dramatically when you cross the border? Would it make sense to have the Marine officer walking a post?
It would have prevented the crazy from jumping into the lake to begin with. Just Joking......

I had the privilege of working with your father-in-law, Kenny KANER during the 1968 MLK rioting in Fillmo' on April 5-8, 1968. After Kenny transferred to da Wood, I was assigned to the old DDA-3 (3900 S. California) covering 007 when he was assassinated in ambush just because he was the POLICE while he was working alone at 74th and Union. Kenny's weapon was still holstered. I'm certain our slain hero is looking down on you and Kurt with great pride.

• Speaking of fatal police ambushes where fallen heroes have been found with their weapons holstered, I hope that at the next CONstat meeting, Supt. McCarthy will explain the circumstances of the following NYPD and CPD cop killings to all in attendance:

I spent many a yesteryear in a Det Unit on CW2. No single unit in the Department can document more saved lives each year. Most of their heroics go unnoticed by the press, but each summer storm that rolls across the city results in some hapless boater(s) being fished out of the drink and/or towed to safety. It's good to see them get good press from time to time—congrats to all the men and women of the Marine Unit.

Allow me to pose a hypothetical. An 11th Dist. unit calls a "10-1 with officer(s) down" at Lake St. and Karlov Ave.

Is CPD command actually ordering that cars assigned to "Violence Reduction Zones" (VRZ) 1, 2 and 3 can NOT respond even though they're less than a minute away?

If true, I herein diagnose CPD command as clinically insane [an "EDP" to you, (relatively) NEW JACK].

A different angle on the latest 011th District debacle.

We were told in rollcall that Sgts and Lts had a chance to talk to the Commander and vent about zones and foot posts. Someone raised the question of liability and our obligation to protect the citizens. Someone asked if Garry was concerned about the backlogs on 911 calls where people are waiting hours for a police car to respond. The response was that headquarters looked at that issue and replied that if it wasn't happening in the zones, "who cares?"
This issue alone is a SHISTORM in the making. Wait until a citizen needlessly dies because they were considered an unimportant victim because they were calling from the wrong geographical area.

Hang on and stay safe out there, guys. (fart noise)

I have an idea for the Supt. Since the unreported wildings are occurring near north, which is close to the lakefront. How about the Marine Unit members have foot posts there in their flippers, air tanks and they could even carry spear guns.

Income tax. Do not declare Wisconsin as your official residence. While I have property up there and will likely reside there much of the year, I won't be using Wisconsin as my 'permanent' address, solely because they'll tax my pension.

Sorry for the long post but I thought this may be of some importance.

Here is what should be the definitive answer regarding the current state of the FOP contract:

“Section 28.1 - Term of Agreement

This Agreement shall be effective from July 1, 2007 and shall remain in full force and effect until June 30, 2012. It shall continue in effect from year to year thereafter unless notice of termination is given, in writing, by certified mail, by either party no earlier than February 1, 2012 and no later than March 1, 2012. The notices referred to shall be considered to have been given as of the date shown on the postmark. Written notice may be tendered in person, in which case the date of notice shall be the written date of receipt. It is mutually agreed that the Articles and Sections shall constitute the Agreement between the parties for the period defined in this Section.”

This means that unless timely notice is given, by the terms of the contract, the contract is extended, by operation of the contract. Which means that as soon as March 1 came and went, and no intent to terminate was received or communicated by the city, the contract automatically renewed for a full year. The only thing that would have saved FOP past March 1 would have been had the city received a termination letter postmarked March 1, which by FOP’s admission, was not sent.

Enter Shields’ explanation:


“No matter what you read in the Sun Times quoting “off the record” sources, there is no dispute between the FOP and the City regarding upcoming contract negotiations. Our agreement was timely re-opened on March 20, 2012, well within the time limits that apply for modifications that would improve your labor agreement, address the critical issue of manpower, the safety of the public and of police officers, increase your wages and improve officers’ welfare. Under the Illinois Public Labor Relations Act, 5 ILCS 315/7, a party to a collective bargaining agreement must terminate or modify the agreement by giving the other side notice of the intent to terminate or modify the agreement 60 days before the expiration date. Our contract expires June 30. Therefore, any notice before May 1 would have been timely notice. The IPLRA does not require us to give the City notice by March 1.”

The FOP argues first that this is merely a modification, yet no previous modifications have ever taken place in contract years, one contract ended and was replaced by a new contract beginning on July 1st. The FOP website lists them out for you (http://www.chicagofop.org/resources/current-contract/). This is not an attempt to modify, this is a complete termination.

Next FOP relies on the IPLRA in order to claim that they have provided timely notice based on state law. They are correct in that assertion. Follow closely now. When no letter of termination was sent by March 1, by operation of the contract the termination date was extended for one year for contract termination on June 30, 2013. Because the clause in section 28.1 can no longer apply for intent of termination because the dates, as stipulated in the contract, have already expired, the must be another mechanism in place to indicate either party intends to terminate, otherwise the contract will run year-to-year indefinitely. Enter the Illinois Public Labor Relations Act, which informs both sides how to terminate a contract where no other means is available within the contract. So FOP was correct in the timeliness of termination, in fact they had time to spare in that they terminated 15 months in advance, far more than the 60 days required by statute.

For those of you purveyors of doom prophesizing that we got lucky because if the contract was terminated by FOP, as it should have been, we will all be working without contract protection and Rhamageddon and the city would have their proverbial way with us, let us look to the very next contract section -

“Section 28.2 — Continuing Effect.

Notwithstanding any provision of this Article or Agreement to the contrary, this Agreement shall remain in
full force and effect after any expiration date while negotiations or Resolution of Impasse Procedure are
continuing for a new Agreement or part thereof between the Parties.”

This means if one party terminates, we all work under the old rules until the new rules are ratified, the exact same was it has always been.

FOP has dropped the ball. I don’t know what the implications are but guarantee that we are now at a greater bargaining disadvantage than we should have been. The smart thing to do would be to get out in front of this, admit to it, and move on. But this particular group is either too vain or ignorant to take the high road.

Dumb and dumber indeed.

OT- while sitting in my car in the new parking lot in 019, a tad early as I'm still trying out new routes to our new station, I watched a bald tact sgt pull in with an umarked , stop and start taking pictures of POs personal cars. He never noticed me, but is that how parking lot inspections are done here in the new 019 or is this weasel doing it on his own?

OT: I was shopping at a suburban Barnes and Noble when I was approached by a black teen asking if I would give a donation for funeral expenses for a friend killed in Miami. He had printed flyers with photos and info. I told him "not interested". I saw him leave the store with his two friends obviously looking for more guilt-ridden, white surburbanites to scam. So, is this some new scam or is it really just passing the collection plate for that honor roll student Trayvon?

Mailbox Marilyn once attacked me with her breast, grasped in her hand and pointed like a weapon she advanced towards me with the killer breast at Division near Dearborn. The rest of the guys meeting there from old Summer Mobile were howling and I narrowly got my window rolled up in time. Old Ford squad with hand crank windows.

That experience almost got me to swear off women but thankfully the revulsion only lasted a few hours.

I went down to Ident and took a look at her mug shots over the years. She wasn't too bad looking back in the 60's but by 1987 she was definitely around the bend.

Last I heard she was seen dumpster diving around 4 years go. No arrests or sightings since.

Probably looking for private cars parked in squad car only spots or for cars without approved stickers. There are now tons of sergeants in 019, looking over their shoulder for who is going who gets launched because they can't keep two district's worth of sergeants for much longer. The bad part is all these sergeants are tripping over each other timing how long you are on a job or on a personal or lunch.

The things they think are important would befuddle an alzheimers patient.

Marine Unit does not go into an area and kill people, at least not on purpose. Former Coast Guard would be a better fit. Marine Unit is a search and rescue unit, SEALS do other things. At any rate, any former SEAL who comes on this job is nuts.

The other means in the contract in the window from Feb 1st to Mar 1st and the FOP misssed the deadline. The FOP is right that the labor relaations act is used when there is no contrcat provision but our contract has it right there in black and white. If the FOP challenges this the city will call as their witnesses all the past FOP presidents and ask them why they sent the letter before Mar 1st every contract cycle? I think the answer will be because that is what is written and agreed upon in the contract.

The FOP screwed up so lets move on to 2013.

I am a trained Navy Otter.
I take 2hr lunches, eat clams doing a back float and bark "Together We Can" while squeezing musical horns.
I've tried for years to get an Exempt spot, (DC,ADS,etc)
and still no offers.
If 011 ever opens a Sea World...maybe I'll get that spot.
In the meanwhile, I'll be on post, in the Garfield Park lagoon with my beach ball.

That bald head sgt has changed since his PO days, but more drastically since he started running with that red headed step child. I guess thats what happens when you are constantly looking over your shoulder. You do things you normally wouldnt do. Get a grip on it Danny Boy.
