Manpower Shortage = Channel 2 Story

  • With about 1,400 vacancies, the Chicago Police Department has a critical shortage of officers. Perhaps that’s one reason why police sources are upset with police brass assigning a cop to patrol a privately-owned downtown building.

    The Better Government Association and the 2 Investigators checked out the tip that infuriates residents and business owners in high crime areas.

    [...] The 2 Investigators watched day after day, as Officer Pagan ambled his way around the commercial space at the Merchandise Mart.

    “What are you supposed to be doing here?” CBS 2′s Pam Zekman asked Pagan.

How about he's following orders you troll? Seriously?

We all know there are cushy spots in various districts and if you're heavy enough, you land one. But it sure sounds like the officer was where he was supposed to be, cushy spot or not. The beef should be with HQ or City Hall, but they aren't the ones walking around on the beat, so Channel 2 needed a bunch of shots of someone to direct their scorn at and guess who's the patsy? Even when Channel 2 thinks they're doing the "right thing," we still get the short end of that stick.

UPDATE: And how about this angle - the officer (who is on his assigned post) is watching 30,000 people on a daily basis, keeping pick pockets and beggars out of the building.

Rahm has how many cops again? Sitting in front of his house, driving his wife and kids around, parked around the clock, all to protect how many people? We mean, he's not more important than any other citizen, is he? We haven't heard about any credible threats to any of them. The mayors of other major cities get by with a driver, if that, and they usually pay for it themselves.

Burke has how many drivers and bodyguards? They are more important than Joe Citizen by what measure? Vague threats from 30 years ago?

With all of the waste of P.O assignments this is the best they could find? How about the ones assigned to ghetto churches every week. The ones that sit at the mayors house. The ones assigned to make sure the illegal street vendors arent robbed on 26th street. Or the ten plus that sit outside the commanders office in every district everyday. And the list goes on and on.

It's a legit, albeit cushy, spot and the po is a really good guy. Heck, Michigan ave has a foot team as do the bars. Last I checked the bars are private as are the shops along Michigan ave. merchandise Mart is no different...private mall that gas a lot of public foot traffic- hence- a foot post. At any rate, it sucks he has to deal with the bad press.

OK, I just watched that video. I'm not a police officer, just a taxpayer. My reaction to this is, who freaking cares?

Merchandise Mart is a very high profile retail area with enormous square footage and equally monsterous foot traffic. It makes perfect sense to assign a dedicated police officer to a place THAT HAS FOUR FREAKING MILLION SQUARE FEET UNDER ROOF!

If they don't want a police officer, fine, no problem, send him to Water Tower or Navy Pier but to question the 'efficiency' of assigning a lone police liaison to a 4,000,000 square foot retail space that receives 20,000 people per day is fucking stupid. It makes sense.

This is a lame media hit piece.

While I absolutely despise Zekman, what irks me even more is clout and what is has done to this job.

I agree that some copper shouldn't be making the same amount of cash that I do to hang out all day in a climate controlled building THAT IS A PRIVATELY OWNED BUSINESS while I ride from job to job to job while being denied the occasional lunch in a busy district. And yes, I've got more time than this guy.
Save the bullshit of "he prevents crime because he's visible and does a good job" - he's where he's at because he's being "taken care of". He shouldnt be there in the first place. Private security is what is needed, NOT AN ON DUTY CPD GUY.
The Merchandise Mart has the usual suspects painted all over it, starting with the little name "Kennedy", and trickling down to SEVERAL pretend "bosses" at of near the top of the CPD foodchain. Several of Greek lineage immediately come to mind, but that's a story for another day.
Again.....EFF Zekman for doing the Racoons bidding. And double eff the P.O. that dropped the dime on Pagan. But let's not throw a pity party for some guy that's had a charmed career since he left the academy.
The only thing I can't figure out is why he hasnt made it up the CPD foodchain yet??? Maybe he was gonna get a bump this time up. What remains to be seen is if this exposure hurts him if he was on deck for the chevrons.

I worked as designer at Merch Mart for years. There have always been theft issues there at the retail showrooms on the first floor and throughout the rest of the building. The CTA has a stop from which you exit and enter INSIDE the building. Creeps get off the EL, run into showrooms and steal computers, purses, phones, and display items that aren't nailed down then jump right back on the EL to make their escape. Hiram Grau chased one of them out onto the street when he was National Director of Security for Merchandise Mart Properties, Inc. My co-workers have been victims of these snatch and grab crimes. The Mart is also used a pedway for through pedestrian traffic and is often a route taken by street beggars and homeless. The Mart has it's own zip code, it's that large. They have an excellent security team. But, there was always a CPD Officer who worked that beat for years-this is not news. He was a great guy who would every now and then bring a family member in who was quadriplegic who I believe was his young nephew. I enjoyed the protection of the CPD in a building that housed so many businesses and luxury goods and were therefore a magnet to thieves and we were their prey. Pam Zekman- with all the corrupt xxxx going on in this city, you choose this as a hot news story? Yawn.

I watched it and the only person to call CBS to drop the dime, is another cop, a crybaby. Someone who is disgruntled or jealous. Maybe it was the copper on 11th Tact who whined about stopping people and cars from I-80. 011 Tact, “I was told to stop” – what were you planning on doing for your tour of duty.

Seriously, if you walked through the building and noticed a copper there, would you instantly think what a great spot and he was assigned to that building? I would think he has a foot post near by, traffic, eating lunch, etc. Some copper from his district called Pam. Pathetic.

I want to add my "two cents." Cushy spots are reserved for the ones with an IQ of under 40 (any police activity will confuse them); and meritorious spots are for people with an IQ between 40 and 50 (these people can function on their own, but they are too dumb to pass a test).

Actually there's no shortage. Chicago's population is down well below 3 million. The ratio of citizens per police officer is less than it was 10 or 15 years ago. Compare the numbers to any other major city, Chicago only needs about 6,000 officers.

Exactly. I worked at Merchandise Mart from 2000-2005 and there was ALWAYS an officer assigned there. This is not news! Move along.

Anyway, that foot officer is doing his job like many other foot guys. If he's on post. I was offered a "meritorious" foot post but declined, it's not the job for me. It takes a certain personality for that, not the tenacious type you find with most beat guys. I don't know the MM foot guy, but if does his job and the mgmt. appreciates his presence, good for him.
The problem lies in when he needs help, where will it come from? Flash mob shoplifters, Apple picker crews, nut jobs are all part for the downtown climate.
Should there be a discussion on foot posts all together?
Which business districts get foot beats?
But, if a manpower shortage is the big issue here, then the media and the aldermen would be talking about it and demanding answers from the Mayor. Just like the pension shortages.
Let's here how RahmShanks will divert attention on a lesser crisis.

There are two POLICE cars ALWAYS assigned to RAHM'S HOUSE: one car with one or two officers parked out front on Hermitage Avenue, and a second car parked in the rear alley behind the house, usually with one or two officers. I used to live across the street in one of the vintage buildings there and I still jog past there once in a while. BTW, too bad all that beefy security wasn't out there on the block three years ago when he was just the lonely chief of staff to the POTUS because one cold, wintry night some wonderful citizens hit 14 of our neighborhood cars parked up and down Hermitage and Cullom, smashing our windshields and slitting our tires. They even managed to saw off my catalytic (sp?) converter underneath my 4 wheel drive 4Runner. I was parked directly across from Rahm's house (then occupied by his $5k per month squatter tenant). This was before they installed all the security cameras and the new street lights. Oh well. Fuck me. And BTW isnt there a plastic surgeon in town who can fix up Pam Zekman?

Great bit of "Investigative Reporting" there Pammy!
Here's a few more tips for you.
That foot post in and AROUND the Mart has been in existence for over 35 years. That officers job includes directing traffic outside during the large conventions and expos held annually in the Apparel and Merchandise Marts in addition to enforcing parking violations outside in the area.
It's called a foot post.
There's foot posts around the Water Tower, Daley Center, Mag Mile, Navy Pier, McCormick Place, Hospitals,Wrigley Field,Sox Park,United Center, Orchestra Hall, Chicago Theatre, Opera House, Loop playhouses and evening entertainment areas ad nauseum.
Hell Pammy, I've even seen police officers walking the beat around that phony tavern you bar tended in which you liquored up patrons and allowed them to drive home intoxicated. (How many arrests were made there as a result of 'your' calls to police in which your over-served people who then operated a motor vehicle?)
By the way, did you ever ask Andy Shaw, Mr. law and order, if he's still running that illegal 'Bed and Breakfast' in which he served food and provided lodging without the applicable permits,licenses, inspections and taxes being paid?
He fought City Hall and they laid off to minimize the damage he could do running stories about their continuing escapades.
Every District is responsible for the patrol and protection of their particular individual problems and geography.
We can't send everyone to Englewood, Pamster.
If you were ever on the Police Dept. they would probably give you a 'cushy' job too and allow you to 'amble' around O'Hare Airport... as a scarecrow.

I'm designer formerly from Merch Mart who posted previously. Sorry for posting twice, SCC, but I forgot to mention that the Merchandise Mart was known as a World Trade Center- there was a large plaque at the front entrance to the building, on the river side, with that verbatim WTC designation. The plaque, I personally noticed, was eventually removed several years after 911- I'm guessing someone woke up and considered it best not to point this designation out to potential terrorists, as the Mart gets visitors from all over the world on a daily basis with minimal security clearances- anybody can walk through the Mart. The same type of operations as the WTC in NYC which was blown to pieces by terrorists, and Zekman's complaining about ONE CPD Officer patrolling an entire zip code for a World Trade Center??

Interestingly, Zekman didn't complain about this issue several years ago when she herself shopped Luxe Home kitchen and bath design showrooms on first floor of the Merchandise Mart as a walk-in luxury goods shopper. Nor did she seem to mind wasting valuable staff time asking for design advice without paying for it.

While I absolutely despise Zekman, what irks me even more is clout and what is has done to this job.

I agree that some copper shouldn't be making the same amount of cash that I do to hang out all day in a climate controlled building THAT IS A PRIVATELY OWNED BUSINESS while I ride from job to job to job while being denied the occasional lunch in a busy district. And yes, I've got more time than this guy.
Save the bullshit of "he prevents crime because he's visible and does a good job" - he's where he's at because he's being "taken care of". He shouldnt be there in the first place. Private security is what is needed, NOT AN ON DUTY CPD GUY.
The Merchandise Mart has the usual suspects painted all over it, starting with the little name "Kennedy", and trickling down to SEVERAL pretend "bosses" at of near the top of the CPD foodchain. Several of Greek lineage immediately come to mind, but that's a story for another day.
Again.....EFF Zekman for doing the Racoons bidding. And double eff the P.O. that dropped the dime on Pagan. But let's not throw a pity party for some guy that's had a charmed career since he left the academy.
The only thing I can't figure out is why he hasnt made it up the CPD foodchain yet??? Maybe he was gonna get a bump this time up. What remains to be seen is if this exposure hurts him if he was on deck for the chevrons.

Can't blame the officer. During what was probably days of TV covert surveillance no one caught him screwing off. That says something. However, he should not have this assignment in these days of austerity. This is the place for private security.And, i am sure he has some real clout to have this spot for 3 years. I agree that we are very short but your number is wrong. There are over 9000 title 9161 (Police Officer) alone, Over 1000 title 9171 (sergeant), over 200 titile 9173 (Lt), slightly less than 1000 title 9165 (Det). The above alone is over 10K, which does not include the other many title codes in CPD. I am not a company man and I absolutely know that we are under strength by at least a few thousand, but at least get the numbers right.

OK, I just watched that video. I'm not a police officer, just a taxpayer. My reaction to this is, who freaking cares?

Merchandise Mart is a very high profile retail area with enormous square footage and equally monsterous foot traffic. It makes perfect sense to assign a dedicated police officer to a place THAT HAS FOUR FREAKING MILLION SQUARE FEET UNDER ROOF!

If they don't want a police officer, fine, no problem, send him to Water Tower or Navy Pier but to question the 'efficiency' of assigning a lone police liaison to a 4,000,000 square foot retail space that receives 20,000 people per day is fucking stupid. It makes sense.

This is a lame media hit piece.

Tom, couldn't agree with you more. I had to meet a contractor at the mart a couple of weeks ago and I saw this uniformed guy walking along the lobby entryway and wondered what that was about. (Yes, I'm the police.) I figured, since the place is just HUGE - two city blocks by one city block, it made sense to have an officer assigned there. I've worked in 001, and it was a bear to find your way through a massive building in a hurry, when you're unfamiliar with it and time is of the essence.

I'm going to assume this officer knows his way around the place, is familiar with the major personalities in the place, knows who to reach out to in an emergency and how to access them, etc. With the incredible number of people who work there and the number of visitors/buyers/contractors/designers who travel in and out of the property daily, I don't think it's a bad idea to have a p.o. there.

Oh - and the post was there long before WIlliams got that job, so let's not be petty and blame him for something he had nothing to do with.

And, for the poster who said the Mart is saving so much money on private security, they have lots of private security on site. Several of the major tenants have their own, too, in addition to the building security.

Gotta love ratings sweeps week. The local media may not bring their best to the table, but they'll sure sensationalize what little they've got.

If they want cops assigned there let them either hire off duty cops or create their own police force. Actually they could do both.

Universities, railroads, hospitals, etc can have police forces so why not one of the largest buildings in the world?

Back in the eighties when I was young and the Mayor wasn't named Daley I frequently encountered University of Chicago cops backing us up or we backing them up. Generally they were damn good.

I worked that post many of times in the past, filling in for the regulay guy, Tony L. It is a busy post with lots going on. hey pam.. why is the cpd assigning a car in the 008th district every friday of the year to the C.R.O.E... a religious tv show. They dont just assign one car but they down the beat car of the busiest beat in the entire district bt 832. They are not to take citizen jobs and are to NEVER leave during this detail. Every friday all year. Now thats a waste. Never once has the C.R.O.E. ever needed this officer assigned there. but hey, at the c.r.o.e they are african american and they deserve it I guess.. not the citizens who use merchandise mart.

Why isn't the Food Stamp caseloads dropping if we've been adding jobs for how many consecutive months now as being reported?

Maybe it's like the AAR Corporation that just can't find qualified workers eh...ha..yeah..until they figure out that the Northwest Airlines Maintenance Facility has been closed since 2006 putting over 400 airline mechanics, welders and others out of work in Minn. There's no shortage here who are we kidding?

CHICAGO -- Chicago's suburban hospitals are preparing for a worst-case scenario during next month's NATO summit.

At least 10 Chicago hospitals performed drills this week, including Evanston Hospital, simulating a radioactive dirty bomb explosion.

"We want to make sure that, as we're getting close to the NATO Summit, that our staff are ready and trained and able to take care of our community," NorthShore University HealthSystem's Brigham Temple said.

The "victims" were volunteers from the US Navy's Great Lakes training center.

An estimated 500 medical professionals and other volunteers donned bulky protective suits, tested radiation detectors and ministered to about 100 US Navy recruits Wednesday.

They were posing as victims of a so-called "dirty bomb" that had exploded, leaving them with deadly radioactive cesium on their skin. Doctors and nurses would risk their own lives if they began treating the wounded before they are cleansed of radiation.

The businesses at the Merchandise Mart deserve extra attention and police protection because so many are in such a large area that is enclosed. Assigning ONE officer to be on call to watch the place and be available for reports and service rather than tying down a car or two to come when something happens is smart policing. I don't know what is wrong with this. In my opinion, nothing.

I'm sensing they've increased patrols. I live 0n the 135 Block of Mackinaw, my mother lives on 134 and I've seen a good bit more cruisers in the garbage areas on Brandon and Baltimore than I have in recent years.

We'd always like more patrols but lets not lose track of the fact that our problem is with Section 8 shitheads. That is what needs to be dealt with.

We need to stop trashing each other's jobs. There are ALL SORTS of police work to do. Disrespecting one over the other is stupid. Just because one officer handles more jobs of a certain type (because every district has its own culture and prevalence of certain crimes) doesn't make him any less. With your philosophy, officers in smaller cities don't deserve respect either? They are not worth their salaries?

There is more to police work than just working in the ghetto. This does not make you a better policeman, just a stroke for using your experience to belittle others.

I worked that beat years ago
(1821) and handled very few jobs in the Mart. The foot guy had a pager handled almost all of them.

Cushy job? Maybe, not all jobs are in the ghetto. But why not have thousnads of TAXPAYERS see their tax money providing police them a service.

The Mart has had security for over a decade, perhaps longer and the primary reason is that it was on a list of terrorist targets. Is it that much of a drain to assign one friggin officer to supplement the security that is there? The security guards there do not do reports and are not going to take a bullet. Get real. This is such a non-story and last time I checked we were CHICAGO police officers. Not ENGLEWOOD police officers or any specific neighborhood but police for this city and its citizens and businesses. No copper should be knocking the next copper unless he has done something unethical or illegal. This is not the case. He is doing his JOB.

This is in response to this insane news article and to those who posted that work or worked in the Merchandise Mart. For many years the Mart was "The World's Largest Office Building". I worked in the Mart from Oct. 1972 until I became CPD in 1985. Foot posts that worked the Mart were always visible. At that time CTA also had all there offices there. NBC was there. I'm sure they were happy there was a foot post then. I don't remember that news station complaining about a foot post. Also Merchandise National Bank which had offices on three floors Plenty of crazy employees in that building during my time there. But let's not forget, the FLAN planted I believe it was, 13 sticks of dynamite in that building in 1979, taking out the east stairwell and doing heavy damage to several business. If you're not familiar with that building, you have no idea what it's about. So what if there is a foot post, God Bless him.

I wanted to post this earlier. I am 32yrs old and work as a massage therapist in lincoln park. About a year ago I left work and walked to the Armitage stop on the brown line to go to the MM. It was Monday about 1:30pm. I noticed a guy that looked out of place also waiting for the train. Now of course he got on the same train car as I did and sat by me. On a crowded train this guy decides to expose himself to me. As much as I wanted so shove my umbrella up his ass and open it (it was a rainy day) I chose not to waste a good umbrella. I started swearing and screaming at the guy. He jumped off the train at the Chicago Ave stop. I stayed on and exited at MM. After seeing this "undesirables' shaft I needed a cigarette. As I walked through MM, I saw Off. Pagan. I told him what happened, gave a description and went outside to have my smoke. Well guess who comes walking out with this pos?? Off. Pagan!! I was thrilled. I asked him where he found him and the officer said he went back to the train platform and this asshole was walking toward him. I signed some papers, got a court date and the guy was arrested.I showed up to court,the undesirable did not of course. But I did get a letter a month later saying that he got 90 days in the county. Now this pile of brown trash lived on the southside, had a prior public indecency and a burglery. Hmmmmm...wonder what this guy was doing in Lincoln Park at 1pm on a Monday?? Probably looking for another house to rob. And he exposed himself on a crowded train. What would he have done if it were just me and him on that train car??? Also a security guy came outside but all he had was a walkie-talkie, no uniform.How was I supposed to know he was security? Usually when crimes are being committed, especially when they are against myself I'm looking for the guy /woman with the blue shirt, bullet proof vest, and GUN!!!!! Now this arrest may be funny and no big deal to some of you guys. But I appreciated the good police work this officer did. And to Pam Zeckman, with your rodent like features, you dont have to worry about a guy exposing anything to you!! Why dont you follow around the drug dealers and gangbangers who are destroying their own neighborhoods and put their names and faces on tv??
