Finally, a Retiree List

Got the FOP Newsletter in the mail today and guess what appears, finally, after an extensive hiatus? A retiree list. And guess the totals on the page-and-a-half spread?
  • September 2011 -1 forgotten retiree
  • November 2011 - 53 retirees
  • December 2011 - 18 retirees
  • January 2012 - 66 retirees
  • February 2012 - 38 retirees

If our math isn't off, that's 176 retirees and doesn't even cover the March, April and May numbers.

We aren't going to criticize the FOP for not having a retiree list for over 9 months - they've been busy with contract prep stuff, NATO grievances and the like. But we're going to gently suggest that these numbers would have, and still might, make a brilliant accompaniment to the billboard campaign to "Hire More Police."

No accident the retired numbers were not published. The city has long had folks in the FOP willing to do their dirty work. No valid reason the FOP did not publish the names of retired folks.

It's not just the numbers that are staggering. Just add up the years on the job, Thousands of years of experience just walking out the door and the city cares not one bit.

Does anyone have a complete list of the total number of retirees from 2000 to present and then the total number of officers hired during that same time period? Anyone from FOP have that information? If so then publish it. As of now the decent working class neighborhoods are being screwed out of police service. In all of the good/low crime neighborhoods there are less officers.

Can't wait to see the March and April 2012 numbers. April is usually a big go-time. This April will not be as big as April 2011,(?) which was something like 210.

It certainly isn't the FOP's fault they have not gotten the retiree lists from the City like they always did. This is another of Rahm and Garry's cost cutting gestures.

In typical City fashion, the jobs down there in personnel were passed down from person to person for many years. The old person got to train the new person and show them what they did. This was like the cavemen did things, knowledge was passed down from generation to generation or written on the walls. Nowhere was the duties of the office written down so incoming people could read their job description.

So when the rush came to "get more officers on the streets" the job knowledge went out the door with the officers or laid off civilians that did those tasks.

This included keeping the list of retirees and sending the FOP and the other unions the list of retirees monthly.

This purge coincided with a new administration at the FOP so no one left at Personnel (HR, Human Resources or lack thereof) fully knew what they were supposed to do.

Everyone there pretty much despised Tracy Ladner and no one leaving had a problem taking their job knowledge with them if it would help Ms Ladner look bad.

So it fell to the FOP to keep calling and ask where this, that or the other list was. The FOP had to train HR people as to what they were not doing. Thank Director Ladner and, of course, Richard M Daley for putting her there and Rahm and Garry for purging the knowledgeable employees and "putting cops back on the street."

Job well done guys.

By the way, if you go down there for a random drug test you will find no one working in that office. Some civilian has to call some sworn from some other office to come down and perform the breath test and administer the pee test. No more full time people in many of those offices. One must wear many hats down there now if they want to work inside.

Rumor's of early buy-outs. You can leave at 20 years and collect 50% at any age just like New York. You will be young enough to start a new career while collecting, city makes out by paying less salary and benefits. Not great but better then losing everything. If you stay past 20 years your pension is locked at 50% and additional funds will be in a 401(k). Those with less then 15 years will be able to prepare for this, those with over 15 years this maybe rough. But still better than only getting 50% at age 60 with limited social security. 55 health care will be gone. Rumor's ? But it is wise now to prepare and plan for worst case, don't trust the pension will be there.

It would have been hard for the FOP to get these numbers, after all the Pension board trustee would have had to read the Board meeting packet almost all the way to the middle of the agenda; where they accept the retirement requests of active police officers.

That list of retirees is far from accurate. Numerous Sgts. and above who are not FOP members do not appear. I'm one of them.

Officers are getting overworked, tired and are going to make more and more mistakes.

There used to be good experienced field sergeants and lieutenants available but they are now also worn out, on furlough acting W.C. (grievance filled for the Out-of-Grade Pay) but they are just not there on the street.

Look at Chuck Goudie's report on the skyrocketing murder rate. He finally admits that during NATO when we had 15% more officers on the street we had a lot less shootings and murders. Well hire some more police!!

You can go to the "Retired" section of the FOP blog site from this blog ref.(see right margin)

you will be shown a list with years of retirements.

click on each year and count them, the names of all retirees from that year / month, yourselves.

Do your own work.

The FAIL SAFE point has been breached...let me explain (CITIZENS..pay attention). There are certain predictable stages that a police officer goes thru in his career. I will generalize and use my 31 years as an example.
first, there's awe and excitement, you learn and see new things and places but you're still lesrning the ropes. Years 3-10 are the eager-beaver years, aggressive, chase-em down, lock em up. Then, one day you realize that you can't fix a thing and your head hurts from butting the brick wall so you slow down and do just enough to get by...Year 10-15, you might get a unit, a choice district, or if your lucky, a promotion. Enthusiasm briefly returns as you tackle a new challange but then this too wears thin when you realize nothing has changed. After 15 yrs you start thinking of post police life and just try to get to your pension without getting hurt or jammed up.
The point is, this was a predictable cycle with new recruits filling the void left by the burned out. It's born out of the long time assumption that 80% of the run and gun street level police work is done by 20% of the people who are mostly in the 3-10 yr range(my guess, use your own numbers)
Not now folks...no new recruits, no aggressive police work and nothing left but a cynical, demoralized, burned out department. THIS WILL GET MUCH WORSE.....people need to be hired or this will be DETROIT faster than you think

The alternative to not replacing the retirees is layoffs. Just like they have done in every city department except police or fire (except alderman of course). The only ones really complaining about the shortage is the police. So until the voters start complaining nothing will happen.

Hey,Goof Do you look under your car every morning before you get in it.What possible could the FOP gain by not publishing the names. I called the FOP and they publish the lists when they get them from the department. Please come back and explain your conspiracy theory.

He drives to Springfield several times each week when they are in session. When not in session he sits in his back yard listening to Jimmy Buffet and sipping Margueritas. In between sessions at the pension board that is.

rumor is 25 years and 55 years old for 50 % another 2% for each additional year maximum pension
65 % for best 6 of last 10 years for officers with less than 20 years on in Jan 2015.
Gold Braid pension is gone .
Mandatory retirement age raised to 65 years of age for those with under 20 years.

My sentiments exactly. Very depressing. Depressing about the wall, plus the added burden over the guilt of not doing anything. I used to love this job. Now it's hard to get out of bed and face one more day.

Corruption from the top down, no leaders, horrible citizens, seeing the worst of humanity day after day. Hated by our own bosses, citizens, you name it.

Having our pensions taken away after paying into them for years. Right now the people who are in the worst position are those with 20 on who aren't 50, and those with 20 or more on who aren't 55. The rest at least have a little time to plan ahead. We're all screwed in one way or another.

Anybody who takes this job should have their head examined. Bet we're going to attract some prime candidates in the future.

For anyone who had the honor of knowing or working with Charles(Rocky) Elmer 011,024 and 016 you learned from the definition of a "Policeman". Rocky worked until the day God called him home at the young age of 60. Rocky taught,fought and loved this job. Rocky was the FIRST to lend a hand, his considerable knowledge and his heart. Rocky showed not just recruits, but his coworkers the true meaning of what this job was and always should be. Rocky wasn't afraid to get his hands dirty but kept his conscience clean. Not any real different than most jobs. People lose interest after a while. They get bored, but often it is tough to move on for various reasons. Pensions and inertia being two primary reasons.
