Manpower Shortages Continue

We get e-mails:
  • Hey SCC, long time reader.

    Was at roll call the other day on the west side and the Station Supervisor made an announcement that the Department was looking for 2 volunteers to work in the 016 District certain nights in November - not RDO people, not people on furlough, actual officers working to go north.

    This isn't the first time either. It's a regular occurrence. Is 016 that short? Because I haven't seen any openings posted there for years. Do the reverends know that the west side is being shorted manpower to cover crime-free north side districts?
Well, leaving aside your sarcasm regarding crime-free areas of the city, we'd certainly like to know if midnights is short anywhere a lot of city workers live.

Pull up a unit summary of 16 on midnights...down beat cars are a regular occurrence. Would be nice to have at least one patrol car on the beat I live in with the hefty property taxes I pay.

Midnights is short and so is 3rd watch here in 016. And please save the whole nonsense about how we do nothing.

They brought in officers for the 11th and 13th period to cover 3rd watch shortages. Most of the summer we barely had 1 late rapid, sometimes none.

Midnights usually has 2-3 downed cars unless they borrow.

Everyone who lives in 016 should protesting. Actual tax payers so short on manpower they have to borrow bodies from other districts. What a shame. Just another example of how the people who don't contribute anything get everything. Sonny is right the working man is a sucker.

016 has been sending Sgt's to 005, 004, 022, 003. It's hard to believe there aren't ANY Sgt's between 016 and 005.

For the citizens who read this blog and reside in 016 or 017...ARM YOURSELF. There is no way we can get to your call for help in a true emergency. Do not be fooled by the city's spin on the shortage of officer. 016 alone was manned by 320 officers. Now were around 200. The missing ones are on "paper" and have been detailed out to other districts, etc.

I've worked the 1st watch detail to 016 on a few occasions. The coppers and white shirts there are grateful to have you. It gives those folks a chance at taking some deserved time off, and gives me a chance to see the home district. The only beef I have is the lack of decent lunch locations. Other than that, it's a nice change from working the ghetto.

016 has been operating with less than 198 police officers for over a year. I had the exact count at one time but I definitely know that there are under 200 police in 016 (and probably much less than that number now).

why not just transfer or open up bids for those in 12/13 to go to 016? or would that be a contractual violation to just let them do that and not everyone else? ask the " birdie " that question

Hey heres a suggestion, to get media attention, put " send help" signs all over the station windows ,doors, squad cars and send them a message, someone should notice- newspapers,any news media outlet which will make it to the newspapers and post a picture

I worked with a new partner last week in 19 and asked if his regular partner was on furlough, and he said no, he's detailed to 16. I was on furlough just prior to this so this was the first I heard of it. Then I found out all the no seniority POs in 19 have been getting sent to 16 lately.

017 friday night for saturday 1st watch had 4 primary beat cars and wagon down--- the entire 017 district had 10 police officers and 2 sgts on the street after midnite--- total horseshit and extremely dangerous--- 016 is just as bad--- open up some bid spots before someone gets seriously injured out here....

on the NW side, they just pay taxes and get no service.

I have been going to 016 for the last few weeks. Very impressed with the experienced and working Police there. Most of you bash 016, but as a witness and someone who worked it, be lucky theres that caliber of PO watching the hood. Yes, short handed but dont discount these working POs. Their work ethic, trumps the district I come from, even as short as they are.

I live in 016, so I do a USM G/016 a few times a tour to see if anything is happening around the house. The reality of it is that a majority of the time most of the cars are up and the rest are on a report of some sort. Rarely is a car tied down on arrests. I am not judging, 016 is a slow district, thats why we live there. But to pull manpower from other places to cover 016 when they have so many cars up and clear at any given time is a poor allocation of resources. Yeah yeah I hear the protect the home front stuff and I am all for it. It's just when you try and get some of these 016 district coppers to do something all you hear are excuses as to why they can't do it. You don't need more cops in 016, we just need ones that work.

Do you know what is so fucked up? I work in a ghetto district. My mom and dad live in 016. I tried to let citizens, the chamber of commerce and a bunch of citizens groups in 016 know about the manpower situation in 016. And how they are directly being influenced by it.

Much to my surprise they just don't give a damn. There is so much apathy. So in the end who is to blame? I can bet you if the citizens of 016 and other so called "crime free districts" started protesting, howling, kicking and screaming like they do on the south and west sides something would change.

So once again who is to blame? Often times we can blame the mayor, the alderman, the city council, the media or the reverends. But often time we fail to look at ourselves.

Thats nothing, 025 has been "detailing" po's to 016 for 1 to 2 periods at a time. Just keeping it under 90 days so they can come back to 025 for a period and then sending them back again.

You do realize you are accomplishing nothing other then a court date. Why don't you try working 016 and maybe catch a burglar or robbery offender of a real victim that actually appreciates your help and won't sue your ass in federal court. But then you couldn't sit in the bar with you're friends and tell war stories. Wake up. The ship is sinking and we need to protect our own. Guys should be in line to take that assignment!

Days in 016 seems to be pretty much okay. Used to be a traffic car every weekday but now that Ciancio is gone, very rarely is there a traffic car on days.
Afternoons, usually there is no 1671, so either 1621 or 1611 is a wagon now. no more 1622S and 1622N, just a 1622. Rapids have shrunk too.
Midnights...forget it. Travis is out chasing DUIs and is usually down on paper, so the traffic car is usually down or whatever car hes on. usually there is no 1621R or 1611R. Wed be lucky if theres 2 beat cars per sector. Oh well...

I assume you mean the 16th District.

The number of calls isn't the point. You know that in some places of the city, having a 1:1 ratio of police to residents would just begin to quiet those neighborhoods down.

The issue here is providing other taxpayers with the service that they're paying for and among other things, to keep neighborhoods, such as the 16th District, from becoming as crime-ridden as other parts of the city.

For example, just because Highland Park has a "low" crime rate (whatever that means), should they suspend service after midnight?

And sure, just as in private industry they shift resources to put out fires, but that shifting has to be temporary, otherwise your customers start buying elsewhere. In a situation such at the city, that means your "customers" move away. Property values are holding many prisoner here, but that won't last forever. Many are willing to take the hit and lose a few buck on their homes, just to get improved service and peace of mind.

We have several hours long raps each Friday and Saturday. The only reason it gets cleared is the day shift comes on duty. Even up here on the north side, where you believe all of us are at Starbucks getting coffee, it's hard to handle an entire district with 1 damn unit up because the other 2 are on arrests.

REALLY? Tell me just what good is another Sgt going to do for me? We have had watches where there were 10 Po's and 5 Sgts. scheduled. As far as I can see, which may not be very much, since I work 1st Watch, 5 Sgts. to supervise 10 police officers is not a good allocation of resources. So as far as I can see, we have enough bosses, what we don't have is any police officers on the north end of the city. So, keep your insults to yourself.

Hey, sweetheart, dont get your panties in a bunch. First of all, I dont give a rats ass about where you live or work or what you do. I police the way that I want to. I make any and all arrests solely to make the money in OT and court. I've worked in many places and you better believe it when I and others say "theres no cop like a ghetto cop". Ghetto cops know not to stand around on a traffic stop with their hands tucked in their pockets or vest. Ghetto cops know how to not get played by some career criminal. Ghetto cops know the number to Felony Review w/o having to look it up in their FOP book. Same goes for the numbers to the Gun Desk or whatever its called now. Old School Ghetto cops know you once had to call Vice to get an RD# for that "one rock pinch" (which we never made outside of making the occasional point that HAD to be made). I'd rather sit in a car for 8 hours with someone from 011 or 015 that has a couple years there before I'd ride with your snivvelling ass. The assholes that get locked up for the things youre crying about keeps them away from your little slice of paradise, if even for a day or two, so you should be kissing those cops' pimply asses for doing you the favor. The more disturbing thing is that quite often, those 016th dist cars are 99. People forget that there are a shit ton of bars in 016/017, frequented by the sanctuary city beneficieries......regardless of where a copper works, I've seen too many buried within recent years to have the desire to see one buried for something that's easily remedied.

yes 016 and 017 may be slow but allowing manpower to dip so low is gambling with officer safety--- pulling up a USM G/016 and seeing a bunch of available cars can quickly change to nothing with a big fire, bad accident, or a shooting--- then you have nothing and the calls keep coming in--- 016 and 017 are loaded with bars and business corridors as well--- nobody is trying to bash guys who want to work in the ghetto, the point of this thread is to show how seriously the manpower has been depleted in some of the slower districts....

I had to tell a young female police officer in 018 the other day the UCR code for simple battery.

That speaks volumes.
