A very interesting CompStat meeting Thursday. The mood was tense seeing as how shootings were up almost 50% for November and Chicago just had a weekend of eight or more killings with another few dozen maimed. The "shakeup" of command staff had everyone edgy.
McSupernintendo didn't disappoint. He was in rare form, telling the assembled officers, supervisors and exempt staff that he didn't like being the bad guy, but they forced him into it. It kind of devolved from there.
Commander Fred Waller from 002 took a lashing at the podium. We've heard a lot of nice things about Fred, but when you make the jump to Commander a mere four weeks after being promoted to lieutenant, who's really to blame? A four-week lieutenant doesn't know shit about running a watch, running a tact squad, running a district. And then miraculously (or meri-clout-oriously), he's running the joint with zero experience? Zero seasoning? He's going to make errors and he's going to make bad moves, but how much of it is the fault of those pushing to make him before he's ready?
And then came Commander Glenn Evans of 003. He got hammered and didn't have answers. When McCompStat doesn't get answers, he senses weakness and moves to humiliate. It's behavior we see all the time in abusive relationships and now it's running the Police Department. McLookAtMe got more and more irritated and was on the verge of wrapping up his verbal beating when Glenn pulled what had to be one of the most boneheaded moves in CPD history:

- Commander Evans is pushing for a superbid for both the FOP and the PBPA members of the 003 District. Hopefully, they can land somewhere nice while Glenn rebuilds from the ground up while Stockholm-ing with G-Mac.
Personally, we're hoping for option 2. It would be hilarious.

Evans has been threatening to detail non workers out of the district, with the Sups and Mayors blessings. Hahaha who is crazy enough to take the officers places. Glenn Evans is a great policeman and a very good person. If the Supt watches the news he will see Glenn out there trying to make a difference, trying to stay on his officers. He gets on the radio and takes jobs so cars that have had the shit pounded out of them with radio assignments can take lunch. A named target in a judge approved search warrant released with charging.. And they wonder why cops are refusing to do things on this job..

It was the experience of a lifetime-the trip to beat all trips. After three years of careful deliberation over such details as who the very best tour operator is, when's the best time of the year to travel, what to see and what to bring, how long to stay, will I even get the furlough I needed, we boarded a jet to Beijing China to tour this ancient land, meet it's people, taste it's food, and immerse ourselves in the Chinese culture. We experienced few restrictions to access during our travel, although local police seemed to be just about everywhere. Naturally, I brought several of our shoulder patches to give as gifts to the local policemen and to use as barter for their goodwill, which I found unnecessary. While waiting in queue at the Great Wall I noticed what I surmised to be an old police sergeant apparently on his post. I tried to greet him in English and while he did not understand our language he said something to me while smiling and nodding approvingly. Immediately an official Chinese translator appeared and I told him I was a Chicago Policemen on vacation. The translator so informed the old Chinese sergeant who now extended his hand and bowed his head to me. I was taken aback and somewhat embarrassed by the old sergeants gushing show of respect. The translator said the officers name was Tanwi and that he was very pleased to meet an American policeman from Chicago. I offered Tanwi a shoulder patch which he gratefully accepted. The Chinese policemen then spoke at length to the translator while motioning toward me. Finally, the translator came to me and stated, "Tanwi wants to know if that Dean Stone still works in 013?"

i hope that this does not get lost in the comment section. I attended the parole hearing for Robert Martinez who is in prison for the kidnapping and murder of PO Anthony Raymond 40 years ago in Hillside. The parole hearing was held in Dixon, Il at the correctional center. Listen to the words of those who spoke-his sister Maryann who I have known for 18 years spoke of how her brother was kidnapped, tortured and strangled by Robert Martinez and Silas Fletcher. How his body was found 11 months later in an oil drum in Wisconsin. How her parents were affected which details I will not share here, just suffice to say you would never want your Mother to go through this. The Hillside Police Chief who said that Officer Raymond is the only Police Officer in the ENTIRE United States to ever have been kidnapped and murdered. The Retired Hillside Police Officer who was working the day of the Kidnapping and who said "I was the last one to ever say a kind word to Officer Raymond on this day." He brought out yellowed copied of the newspaper articles that were written in those days, week and months following the Kidnapping. He pointed out the article from the funeral where the last words spoken by one of Police Officer Raymonds son was "Daddy". The Retired Police Officer from Villa Park who was a sophmore in the high school which was a block from the on ramp where the Kidnapping took place and how he watched his father, a Westchester Police Officer, go out every day to aid in the search. I did not speak beacuse at that moment I was filled with such anger over how we as a society even condone the chance that this prisoner could ever see the light of day. If you ever want to see truly the Blue Line that we all belong to or belonged to then attend a parole hearing. Hear the words of the family, partners and friends of these Officers. I have never been more proud to belong and to have worn the uniform. Robert Martinez is old and considered a "C" prisoner. Springfield wants to let these "C" prisoners out. We must never let that happen. So when you are asked to sign a petition, attend a court day, go to a parole hearing GO because anyone who kills a Police Officer should never spend one day free. I am sorry that this happened during the Holiday Season and that the Raymond Family will not know the decision until January. No one should spend the holidays this way. So keep them and all Law Enforcement in your thoughts this season. Remember we enforce the law and the law should be on our side at all times, we as a society should never doubt this.

Look I initially posted about the bullying and intimidation that goes on in 025 3rd watch. It was not directed at the whole watch. It was directed at a small group who feel they can write hurtful comments on the bathroom wall and on the roll call sheets. Plus this so called cruel "tradition" has gone on for eons. So is it acceptable? Of course not. No it is not acceptable and once again I say let us be the grown ups here and be responsible. Some of you brought this situation upon yourself due to your immaturity. Now management has come down on you and you cry like a little kid in elementary school. Shame on you. Now some of you sit on the bench after roll call and are trying to tell everyone "we should come in with zeros". Ha! The laugh is on you. It appears that some white shirts on 35th & Michigan want to know what was written and why it's such a big deal. Rumor also has it that yes indeed a handwriting analyst will analyze the writing to come up with a list of possible offenders. Then the possible offenders will have to submit a to-from either saying yes it was them who wrote on the wall or no it was not. Look don't these dimwits know that the more you fan the flames the worse it's going to get. They should have just erased the writing and then stop lambasting us on the roll call about it. 95% of the officers on 3rd watch are on the straight and narrow. 5% are the goofs who would do stupid shit like write on the bathroom walls. glenn evans seems a little off these days, but i like him as a commander def wouldn't want his job. much of these comments are correct, a huge mass of all the watch is the biggest display of dogassery the south side has ever seen. many of those msf / tru guys seem decent, but you can tell they're pissed aboutt being dumped to the south. The tact teams keep the district number's afloat and are expected to follow up narc and bop complaints, know all gangs and conflicts (and pass that along to intelligence)be held accountable for all conflict zones, execute search warrants, daily dispersals, be at school dismissal, handle all vice and inprogress calls, all with about 8-10 p.o.'s. what happened to them having the gang and tact teams in the district, at least that was an additional 10 workers.

RESPONSE: Then you put the newby no nothing asa felony review in their place and school them. If that doesnt work, get their supervisor on the phone. If that doesnt work, call in the boss and get an over ride. If the boss doesnt want the over ride, charge him with the felony weed which doesnt need the asa approval. Charge him with misdemeanor charges for the guns. When it gets to court, get it upgraded or indicted. Yes I know, you shouldnt have to do all that but the system is broken. He's the target of your warrant and he's home with the goods you were looking for and then some. Just because you cant find a gas bill or phone bill in his name doesnt mean he doesnt live there. the watch commander and felony review should be ashamed of themselves. they were trying the case before it even went to court. damn shame.

I remember being stumped over what I had on an arrest, bad guy had a great history and proceeds but I wasn't sure quite what I had. Sgt Orseno in 025 was kind enough to enlighten me and bad guy was properly addressed.
There's a lot to be said for having a good mix of Cops on the street.

Fred Waller and Glen Evans are both the working police and both are using all of their experience and resources to combat the problems occurring in the 002 & 003 district. Sorry to disagree with you, but yu must establish residency on a search warrant target, in most cses. Do a utility check first and then search around for utility bills or checkbooks or mail with the subjects name, anything.
Worked in 002 from 95 thru 99...when it was still "THE DEUCE".. Quiet as kept, we always viewed 003 as mostly a bunch of dog ases. Same for the former 021. I see aint shit changed. Glen's the best boss a working copper could ask for. I pity him, being stuck in that shithole.

Ok say he is a great cop, does that qualify him to be a commander after 4 weeks as a LT? You need 6 1/2 years in grade to be a sgt, 3 years in grade to be a Lt, and your argument is that because he was a good cop that automatically quailfies him to have even more responsiblity than a LT. It is called learning and paying dues, it is sometimes part of this job. For some, not so much. Loyalty is a great thing, but loyalty mixed with wisdom is even better.

Rumor has it that before all of the handwriting on the mens washroom stall was erased, an evidence technician took photographs of the writing. It appears that some white shirts on 35th & Michigan want to know what was written and why it's such a big deal. Rumor also has it that yes indeed a handwriting analyst will analyze the writing to come up with a list of possible offenders. Then the possible offenders will have to submit a to-from either saying yes it was them who wrote on the wall or no it was not. Look don't these dimwits know that the more you fan the flames the worse it's going to get. They should have just erased the writing and then stop lambasting us on the roll call about it. 95% of the officers on 3rd watch are on the straight and narrow. 5% are the goofs who would do stupid shit like write on the bathroom walls. My advice to them; grow up and stop making the rest of the watch look bad.

Worked in IAD for over 10 years. NEVER, not ONE time did the Department pay for a handwriting analyst. Can't be used in court. Stop spreading bullshit!!!!! Many REAL cases could have been proven/disproven, not this 5th grade bullshit of assholes writing on the walls.
Even the Feds don't use hand writing unless it is used as circumstantial evidence. Grow up!

As the photos were being taken, everyone, male anyway from I.A.D. was coming into that men's rooms and give their own analysis of the handwriting. This guy must be left handed, or this guy must have taken mechanical drawing in high-school or I'm going to look at some old reports...
Nothing official that I know of ever came of it but you never know if some investigation got tainted because somebody at I.A.D. thought they had one of the graffiti culprits on something else.
As you might have guessed, I shot the photos but I never had to testify to any of that non-sense.

I agree with this statement there need to be an audit of his staff the man has a hundred officers working in his office and in the xo office. He just assigned another officer to his office for the 13 period.
