Why is Crime Up? (UPDATED)

Someone did a study in Memphis, and the findings could reverberate everywhere.  Unfortunately, it'll make liberals uncomfortable, so don't expect them to be widely published:
  • Memphis has always been associated with some amount of violence. But why has Elvis’s hometown turned into America’s new South Bronx? Barnes thinks he knows one big part of the answer, as does the city’s chief of police. A handful of local criminologists and social scientists think they can explain it, too. But it’s a dismal answer, one that city leaders have made clear they don’t want to hear. It’s an answer that offers up racial stereotypes to fearful whites in a city trying to move beyond racial tensions. Ultimately, it reaches beyond crime and implicates one of the most ambitious antipoverty programs of recent decades.

  • Janikowski might not have managed to pinpoint the cause of this pattern if he hadn’t been married to Phyllis Betts, a housing expert at the University of Memphis. Betts and Janikowski have two dogs, three cats, and no kids; they both tend to bring their work home with them. Betts had been evaluating the impact of one of the city government’s most ambitious initiatives: the demolition of the city’s public-housing projects, as part of a nationwide experiment to free the poor from the destructive effects of concentrated poverty. Memphis demolished its first project in 1997. The city gave former residents federal “Section8” rent-subsidy vouchers and encouraged them to move out to new neighborhoods. Two more waves of demolition followed over the next nine years, dispersing tens of thousands of poor people into the wider metro community.
    If police departments are usually stingy with their information, housing departments are even more so. Getting addresses of Section 8 holders is difficult, because the departments want to protect the residents’ privacy. Betts, however, helps the city track where the former residents of public housing have moved. Over time, she and Janikowski realized that they were doing their fieldwork in the same neighborhoods.
Yup. Tearing down the projects and Section 8 vouchers.

Go read the entire article.  It puts actual observations of a cop and a social worker (husband and wife) together in a way we haven't seen before.  And it makes 100% sense, which means liberals will ignore it.

UPDATE: Evidently, liberals have ignored it since the article is from 2008 and we haven't seen hide nor hair of it in that time.  Unfortunately, conservatives have ignored it, too, most likely knowing that they'd get tarred with the "racism" charge once again for pointing out something that's true.

Off Topic, but maybe someone else has a better prospective of this then me. I was told the city wants to change the pay scale of newly promoted officers. An example is a new Sergeant will not get his entire $9000 Raise when he is promoted it will be awarded over a 5 year period along with any step raise. If the unions wont play ball, they will not promote and just hand over the sergeants duties to POs like they did with lieutenants. Is this what they hit the teachers with, sounds like something they might try?

That story is four years old.

The Atlantic is hardly a "conservative" magazine.

I have a short term and a long term answer to seriously reducing crime.

Short term--prisons and orphanages.

Long term--government supplied birth control to anyone who asks for it. Also make it mandatory for those receiving public assistance.

That will drive the civil libertarians on the left nutz and the "legitimate rape/every sperm is sacred types on the right nutz.

Next legalize drugs and treat it as a public health problem.

More money for mental health services would be helpful too. Making sure the seriously mentally ill have access to meds or asylums would undoubtedly reduce the crime rate.

Don't hold your breath.

but, you still cant say murders are up because of the projects. When the jets were up there were multiple homicides every single night in the city no matter the weather or season. lets not forget, in the haydays of the jets we had over 1000 homicides many of them which were project related. I agree with the article to an extent but you have to look at both sides of it also. I really thing that the demolition of the projects didnt effect the city of chicago itself or its crime rate but rather the suburbs of chicago... they are the ones really effected by the demolition of the projects. still, a true article.

No surprise here. In Rogers Park (24th)25 years ago one could see the crimes radiate out from a cluster based in the North of Howard Street area on a map. The reason? Ald. (now County Clerk) David Orr'splantation politics. Well organized, the Section 8 voters in the 1st and 5th precincts delivered the votes for Orr and Jan Schakowsky. Fully 75% of rental units were Section 8 in that area. The entire Rogers Park neighborhood is still unsafe, ridden with violence and drugs.

There’s no reason to think liberals will ignore this (at least not any more than conservatives have ignored it, since the article is from four years ago). It was published in The Atlantic, written by a contributor to Slate, who is married to a guy who writes for the Washington Post, New York Times and Rolling Stone, none of which are exactly considered conservative publications.

Section 8 is a problem, and its recognition as such by a "liberal" writer is as significant as the liberal Chicago Reader publishing a series of articles highly critical of Chicago’s gun laws a few years ago. We all know how that story turned out, so stay tuned...

And don't forget the two reasons the projects were lnocked down:

1. Create a stimulus in the real estate market for the benefit of favored developers. Short term - new construction for yuppies in former ghettos. Long term, the scattering of project dwellers will help to "bust out" formerly decent areas so the developers can buy out these areas at a discount and start the cycle over again.

2. Appeasement of ghetto leadership.

My sister lived outside Memphis a few years ago, in a pretty expensive suburb.

Memphis wanted to include the surrounding suburbs in their tax base somehow.

"For Sale" signs started sprouting up everywhere in her neighborhood.

Don't know the status of what happened, but could you imagine if Chicago want part or Norridge, or Orland Park, or even suburbs that are further out?

And BTW, if you think Chicago is corrupt, you should see Memphis! Makes us look like guppies in the big pond!

So while homicides in the city are below 1000, have we added in the homicides from the suburbs? Maywood, Bellwood, Evanston, Harvey, South Holland, etc. Maybe not a full total of 1000, but those places are seeing crime getting out of control, where there were decent, middle class integrated neighborhoods.

The findings in the article aren't rocket science -- I see it even in my solidly middle class suburb. We're overrun with Hispanic bangers now and I shudder every time I see a house nearby with a "For Rent" sign.

I had a friend who was a former monk and ran a Catholic half way house in Iowa. A few years ago he started to tell me about the increase in Chicagoans who were showing up in Iowa with section 8 housing vouchers. Then, he told me about the rising crime in the surrounding areas, burglary, auto theft, sexual assaults, fights, robbery, you know the usual. He tied the rising crime directly to the section 8 folks moving in from the big cities. So, what do you do? Rebuild the high rises? We are stuck with the results not. Remember how the 2nd ward alderman wanted the projects kept on state street as he/she viewed this as their voter base, despite the crime. I have been to Memphis. Do not leave the Beal street area at night.

Unfortunately crime is something that is ignored unless someone is personally affected. After reading the entire attached article and watching all three videos it was evident that the section 8 resident was most concerned with putting her grand baby's hair in the cup of hot water to create the perfect curl with her synthetic hair which was part of her weave. I am hoping that we have not lost battle. That this nation has not succumbed to a population of "oh well's". After twenty one years on this job and several promotions I have not given up and will not give up. This department still has many good men and women and can make a difference.

This new conceal carry should change alot of things in a positive way. The homicide rate should drop for the summer. A new Justifiable Homicide category should help with the murder rate. Crime rate shall plunge in all categories across the board. the sup and mayor can then claim the honors. The city can make money by offering cc training and yearly updates,registration fees, etc.

talk to any AA person who grew up in now violent neighborhoods aka Chatam. the violence is from a invasion of section 8. South Shore got worst after its invasion. section 8 is limited in the areas where they are consentrated. Regardless of race bad socio-economics mixed with illegal ways of making money leads to ghetto's. All have went thru it Irish, Jews, Polish, and Hispanics. some just dont find a way out as quickly as others.

channel 7(ABC) is terrible. i refuse to watch them now. ever since they were on two separate crime scenes(police shooting and infamous pit bull mauling) i refuse to watch them. they were getting as many interviews from the shitbirds as possible. they were on scene while these shitbirds were taunting the police and acting like savages and all channel 7 could think was to interview all of them so they can bad mouth the police. fuck ABC!!!

Anyone with a third grade education, even a Chicago Public School Education, can see the correlation between crime in the projects and crime after the projects were torn down. Crime in the projects were isolated to the projects themselves and the surrounding area. Now enter in the grand idea of tearing them down, the multiple gangs affected, decades of project family life and scores to settle between the "Savages" that lived there. The bottom line the projects somewhat contained the problem, now enter "section 8" which basically saturated decent neighborhoods with nothing more then sub-human carbon life forms. The projects were a tumor on the city,country and society, now that tumor has spread and flourished.
the cancer has now spread to every neighborhood in the city, county and state. This is just the beginning!!

Section 8, which is at least 30 years old, is just another form of "block busting", a term very familiar to us oldsters from the Westside. The latest wrinkle was the mortgage scams which gave homes to people who couldn't afford them.

All of Ronald Reagan’s formative years, from birth until he landed his first job across the Mississippi 21 years later, were lived in rural northwestern Illinois except for about ten months in Chicago.

In all but one case, his rural boyhood homes have been preserved. His birthplace in Tampico looks as it did when he was born and is open to the public. So is his teen years home in Dixon. The house the Reagans lived in for two years in Galesburg has been lovingly restored by its private owner. Their house in Monmouth is the only home that is closed.

talk to any AA person who grew up in now violent neighborhoods aka Chatam. the violence is from a invasion of section 8. South Shore got worst after its invasion. section 8 is limited in the areas where they are consentrated. Regardless of race bad socio-economics mixed with illegal ways of making money leads to ghetto's. All have went thru it Irish, Jews, Polish, and Hispanics. some just dont find a way out as quickly as others.

Not getting pregnant very 9 months with a different father. Not robbing. Not stealing. Not getting free food. Free rent. Free health care. In short, they made it because they wanted to and did so for their children. How many decades should that excuse last ?

Many years ago, I took some visitors to the Sears Tower Skydeck. Looking South, one of them saw the old warehouses and trashy, vacant lots and asked: "Why doesn't someone buy that up and make some big money?". I explained it was all bought up and they were just waiting. Same now with the West Side.

Did it really take a scientific study to determine what residents of formerly nice neighborhoods already knew? Ive watched Garfield Ridge descend into a questionable in fast fashion. What was once unheard of in these parts is now commonplace. I cant wait to retire and leave this state...

Move them out to the suburbs just like in Chicago and various other big cities. Just make sure not to concentrate them beyond 20% of the local population. Otherwise make sure you increase budgets for police, welfare, prisons, housing.

Sgt. is by far the worst job in the dept. Why would you take on an exponential increase in responsibility and liability, for little to no incentive?

Det. isn't so great anymore either.

Just come out to the Southwest suburbs. All of the Mutants have come out of Chicago with their Section 8 vouchers and moving into once decent safe neighborhoods. When they come out here their crimes follow. The country ius doomed.

Off Topic, but maybe someone else has a better prospective of this then me. I was told the city wants to change the pay scale of newly promoted officers. An example is a new Sergeant will not get his entire $9000 Raise when he is promoted it will be awarded over a 5 year period along with any step raise. If the unions wont play ball, they will not promote and just hand over the sergeants duties to POs like they did with lieutenants. Is this what they hit the teachers with, sounds like something they might try

They're the ones who are greatest victimized and are exposed to the effects on a daily basis. The real problem goes back to the projects being built in the first place. A socio-economic necessity initially, housing low skilled migrant labor for the North's factories. They were designed as temporary, transitional housing til enough money was saved to move out. But when you concentrate so much poverty in one area, you're bound to turn out some very bad actors along with some very decent people. As we've learned, they won' t stay there forever.

Maywood, Bellwood, Evanston, Harvey, South Holland, etc. Maybe not a full total of 1000, but those places are seeing crime getting out of control, where there were decent, middle class integrated neighborhoods.

The findings in the article aren't rocket science -- I see it even in my solidly middle class suburb. We're overrun with Hispanic bangers now and I shudder every time I see a house nearby with a "For Rent" sign.

I was stationed in Memphis (NAS Millington) and Germantown was nice as were most parts of Downtown Memphis. A (black) copper on Beale St. told me that they were talking of taking down the projects and he told me that it would be the end of the areas to live in that town. Sad to see that happen, it was a nice place. Section 8'ers should be sent to Haiti.

This started in the '60s when president Lyndon Blow Job pushed HUD loans for po' folks to buy houses. Federally backed mortgages for as little as $500.00 down. Sellers pay points to insure buyers loan application. No interest in keeping property up when not much invested. Destruction spread from south and west sides to adjacent suburbs through the '70s and '80s. Different name, same process, same results: definition of insanity. As for blaming the projects/buildings, other demographics have lived in public housing in years past without turning the places into blood stained, urine soaked shitholes.

I always enjoyed pointing out the similar architecture of Sandburg Village and Cabrini-Green.

Now there are plenty of streets of single-family homes and small apartment buildings you can't walk down, either...
