FTO Exam Saturday

Did we cover this? Did we miss it completely? You'd think with 600 recruits on the way out to fight crime, we'd have covered this more:
  • Dear Candidate:

Congratulations on your eligibility to participate in the Police Officer Assigned as Field Training Officer selection process.

The written practical examination will be held on Saturday, 2 March 2013, at the Education and Training Division, 1300 West Jackson . The test will begin promptly at 0900 hours.

Each eligible applicant is asked to report to the Education and Training Division between 0800-0900 hours. Please allow sufficient time to locate legal parking. Applicants must bring their Chicago Police Department identification card and two sharpened number two pencils to obtain entry. LATE ARRIVALS WILL NOT BE ALLOLWED ENTRY.

Members will not be compensated for participating in the testing during off-duty hours. The Unit Watch Commander/Commanding Officer will excuse a member who has been scheduled for testing during duty hours, provided they are notified by the effected member at least 48 hours prior to the scheduled testing.
It seems spell-check is optional over at the Bureau of Organizational Development.  And the reference to the non-existent "watch commander" position is amusing as a Bureau with the word "Organizational" ought to at least have the Department command structure at its fingertips

No idea how many people signed up to take this, but nothing would surprise us at this point.

Good luck to all the candidates.

From the "Focus Group" meeting of supervisors with the inventor of modern policing, McShorttimer:

Recruits will NOT be going to the districts for field training and qualification. They will be going directly to VRI. There is a strong possibility that the new sergeants will be going there to supervise them.

Christ Almighty! What the hell is McShorttimer and his minions smoking? These kids are mostly clueless for the majority of their "cycles". They can't write reports, communicate with citizens properly, establish probable cause, understand departmental procedure, articulate reasonable suspicion, etc.

On top of it, they are afraid to put their hands on anyone, or make any stops because they are not able to apply their academy training to their experience on the streets!

No field training for recruits to see if they should be field qualified as police officers might eventually mean big payouts down the road for all of the fucked up things they will end up doing.

Evidently, the man who invented modern policing is clueless as to how to train new cops. So, the plan might be for some new version of the jump out boys to be resurrected? Stay tune.

-----------------

Not gonna happen. Plenty of coppers see this as a huge promotion and will jump at the chance to get an extra couple bucks and a patch on the sleeve... to work the ghetto on rotating shifts without a partner and evaluate kids that were trained that policework will get you arrested. Oh, and your "evaluations" don't really have any bearing or weight... it takes an act of God to fire somebody that never should have been hired in the first place. Some coppers will do ANYTHING for an extra patch....

Want to fix the FTO program? make it a fast-track to Sgt. and ONLY offer it to those with time and a crapload of activity. The ones DOING THE JOB should be the ones TEACHING the job, and the ones ADVANCING on the job. But hey, that makes sense, so screw that!

OFF TOPIC: Here we go again on the Marlon Lynch merry-go-round here at the UCPD. Over a year ago, he fired all of our watch commanders/Lts. Said he just didn't need them anymore, that Sgts. could run the two watches. In the middle of last year, he held a meeting with all of the sgts., informing them that "only two or three of you I feel has my back; the rest of you can either resign your position as sgt. and return to the rank of patrolman with no penalty, or prepare to be fired." Several of them have done just that, in order to keep their jobs (anyone here over the rank of patrolman has no job security at all). Now it appears Lynch isn't entirely satisfied in how the sgts. have managed the watches, because the U of C is advertising openings for Capts. to return here at the UCPD to...you guessed it....RUN THE WATCHES! It's just sad to watch what used to be such a great place to work just get run right into the ground. Doty was bad enough, but Marlon seems to have gone from drinking to actually smoking his own kool-aide! And Lynch still wonders why no one will sign up to take any promotional exams for this Godforsaken place...If it weren't so depressing to work here, you'd have to laugh at how incredibly stupid our top management is!

Wonder how many are actually gonna show up for this test. FTO pay is a joke! They actually should be getting sgts pay because they are essentially doing a supervisor's job- overseeing the officer, reviewing reports and decisions/protocol of every call. Plus, getting pulled from your district of origin and dumped in the ghetto. Meanwhile, the powers that be are deciding whether or not you will get a pension and if you do, you'll have to cross your fingers and pray you can still collect depending how high they feel like raising the retirement age- all for an extra 1k/year?!?!? FK THAT!

There isn't enough help in the field to absorb any substantial number of FTO's.

As one poster said, the shit-birds are not only bold but fully enabled and empowered to exploit the fact that one officer is brand new. Given the current climate and intentional shrinkage of the department, putting those silly "make believe lance corporal" chevrons on becomes a BIGGER officer safety issue than at anytime in the department's history.

The elephant in the room?
Who, of any quality WANTS the damn thing nowadays? The city has used every opportunity over the last 20+ years to in general FUCK UP the FTO position and FUCK UP Field Training particularly.

For the long-time Patrolman, (and the ones paying attention to what's going on) this bocomes a simple cost/benefit - risk management analysis of the same type applied by the little suphurous odor emitting imp at city hall...

FTO is THE most critical position on this JOB!

Until the position is reincarnated into exactly what it's SUPPOSED to be, there will always be a whiff of bullshit everytime the department puts on a talent show...

Just be aware, while the GO for the test states that the new FTO's will be returned to their districts after training, it also states further down that the FTO's will be ASSIGNED to their districts based on DEPARTMENT NEEDS. In short, expect to be sent to which ever "training district" is short on manpower. They have stated that they will open up new training districts, but they did not say when...

If the dept took this program seriously, they would not have ordered on PO (FTO) to throw a test together in just a few days.
If the dept took this program seriously, they would give more then a few days notice as to the date and time of the test.
So, while most P/O's see the FTO program as important (but broken), the dept proves again how little it cares about the program, much less fixing it.

Remember back in the late 80's/early 90's the department was shit-talking about pay-grades tied to education like L.A.P.D?

The clouted hacks cried about it because going to school would interfere with the time they devote to playing kiss-ass.

It would've been "too fair" if applied to the lower ranks.

The so called bosses?

>Pffft!<

How many of those goofs had their secretaries and drivers doing their school work for them?

Or better still, how many were blessed to be able to read and study on company time?

CPD doesn't give a shit about operational preparedness, equipping officers for career advancement or growing and grooming good leaders.

Why?

It poses a threat to the fuckery and machinations of the mayor, alderfools, the media, rev'runs, "community activists" and everybody else "impo'tant" who has a vested interest in making sure this Department is walked to a stand-still.

Heh... Can't have an untouched, untainted and un-fucked with Police Department now!

Certainly less costly that giving a test.

Definitely more fair.

Diminishes the propriety of the process, but at least it wouldn't be as corrupt a process as it clearly is now.

I will never take another exam because they are fixed. The last sergeants exam took nine months to get a score for the second half of the exam. Now tell me that doesn't seem fishy. What a great way for the city to make extra cash take your money and you have as much as a chance getting promoted as winning the lottery. Everyone I have seen get promoted have clout or a political connection.

Spoken like every little boy that took his bat and ball and went home. Too bad your father never straightened you out. Mine did the day I did that. I'll try here.

Everybody knows or is realated to someone on this job. It doesn't mean they all get help. They have to make some people legit. They run the railroad. Do some get a hand up? Sure. Just like in life.

Study, work hard and do the best you can. Score in the upper numbers and they HAVE to make you. Look at some of the complete loons that are bosses. They are crazy, but they are smart and they had to be made.

In the corporate world, it is all who you know and who likes you. On this Department, you have a shot no matter what. Take it.

1008 pm. God, it must be terrible to be so bitter and have such a shitty outlook on life. As for the FTO exam being fixed. WRONG! You get your test score when you walk out the door and it doesn't cost anything to take the test. Perhaps you didn't score well on the sgts test because you either didn't or can't read even the simplest of orders.

Personnally, with your shit attitude I am grateful you will never take another test. You won't have the ability to make anyone, other than your partner if you even have one, more miserable than you.

Question: I signed up to take FTO test, not because I want that thankless job, but because I thought it might be good practice for Sgts. test. This is the first test I have been eligible for in my 10 years on the job. My question is if I pass the test, can they force me to take the position? In the past, I would say no way, but under that nut job Ladner and Mc Bullshit who knows?

Please, please reconsider! We need to to lead us. Please take the test! You'll be a great leader!

Bring back Desk Sgt. , they do 90% of work . Let Lt's run the watch and assign field lts to an area .
Captains / XO's are unnecessary , most never passed sgt or lt test.
merit political hacks .

2/28/2013 07:57:00 PM

That's exactly why we have to get rid of Desk Sergeants. They work so hard they're all going to drop dead right on the job.

Have you ever seen a Desk Sergeant who wasn't sweaty? That's because they're working too hard!

You heard it here first, Desk Sergeants to make their triumphant return.

Already in place in 011.

2/28/2013 08:49:00 PM

Not on 3rd watch. If Lt JA can bring in a sergeant on days and Lt SS on midnights has a sergeant to do their jobs, 3/W should have one too.

Hey,
Whatever happened to the grievance the FOP filed on behalf of Limited Duty?

2/28/2013 06:04:00 PM
FOP basically lost You can only be on limited duty for 2 years and then you go on disability after using your furlo, P and bfd , cu and one year on the medical
Bad part is the clock started ticking I Jan 2012, not from the date of the decision

Being a future FTO, you should know the answer to that.

Completely agree some guys are good test takers but god bless the guys without a phone call you will be in area south on midnights. All the guys with pull will make it back to the northside and the rest will be listening to shaniqua and her complaints and trying to talk people outta beefs.I can see why a few guys would want it that are close to retiring because they have an exit strategy leaving with a higher pension but the rest of you younger guys without clout will be stuck in a shithole for years.Either way guys good luck.

I'm sure it won't be long before the 3rd Heard sees DK manning the desk Sgt's seat again.

Seriously? 10 years on the job and you don't know the answer to whether you can be "forced" to take the position?

And you want to teach recruits?

Puhleeeeeeze.

To the person asking about the non IOD limited duty, do you ever go on your unions website? The arbitrators decision is posted there, even Ray Charles could see it......I'm not even in your union but I still read their website..........To the crybaby that will never take another exam, well I guess you will never be promoted, yes there are those that study the exam and those that study for the exam, I fall in the second group and my studying paid off, I have bars and I don't owe anyone for them. Obviously you didn't score high enough to be promoted because if you did you probably wouldnt care about the alleged 9 month delay in reporting scores........

While the others give you a hard time, I understand completely. The department is a political cesspool just like the city, county, and state. I have seen completely incompetent people awarded exempt spots, I have seen people who did little or no police work, and of course those who have been groomed from day one, climb the ladder while stepping over everyone else, it's frustrating as hell to watch.
I too gave up taking tests and have no regrets. No crybaby here, just someone who would like to see everyone coming on get a fair shake, what's wrong with that. I venture to guess tha those who have a problem with it are those who are benefitting from it. Go figure
