Two Sets of Rules Again

Or maybe three - we lose count sometimes:
  • Is it true that a CR# was brought against Laddner because Carrothers was allowed to retire in good standing even though there is a sustained separation CR for lying to the Feds? Or how about that the Department sat on that very same sustained CR for over 2 years until he was ready to retire? Im sure they would do the same for all of us, right?
Isn't lying to the Feds a felony?   Doesn't a felony conviction have a detrimental effect on one's pension?

Can someone explain to me how Ladner got her spot. What political BS is making us suffer that racist incompetent piece of garbage. Why do we need a civilian director of personnel? Why wasn't a Lt good enough for the spot, no need for an extra bloated salary. If you have ever had to deal with her, she is truly a nightmare. How is she still here, oh thats right you can't get rid of her because of her race. Never mind that she is completely useless.

That CR was open when he was promoted to Commander. Try and get a Merit promotion if you have an open Confidential CR. Try and move to a unit or even a Tact team with an open Confidential. You can't even be given a retirement ID or star with an open CR of any type. You can't get any type of Department Award with an open Confidential. Yet this guy was made an Exempt, left in place for years, and allowed to retire "honorably" after lying to the Feds and also IAD numerous times, then the Supe, yes the Supe sits on the sustained CR until some magic time when it's OK to give him the axe.

An Investigative Reporter could open a nice can of worms for a whole lot of upper level Exempts, past and present, by obtaining the facts on this one.

Keep getting those contact cards, kids.

For years we have been told that we have enough police officers. That we are safe. Now, after years of being short handed we are being told we need to put on an extra 400 police officers a day at time and a half.

We have no squad cars for these officers. We have no computers for these officers. How effective can they be....at time and a half? How effective can they be when they get back to their regular days when they no longer get days off?

A large number of our current force is being paid time and a half and none of that will help our pension. None of that will make any taxpayers safer. That is the Violence Reduction Initiative. Very short sighted of you officers.

You have no idea how bad Ladner fucked up the academy. Numerous recruits are without health benefits after 3 months. Despite health premiums deducted from recruit's paycheck, they still do not have health insurance. Recruits who are missing paychecks or receive duplicate checks or double pay. Try calling HR and you are shocked at her lack of professionalism. Ladner is a complete embarassment but no one cares.

I had to wait 14 months to retire under the 55-60 Medical Deal. You could not Have an open CR or the City would not honor the deal. IAD would not notify you of infraction . It was up to you to find out and then proceed not to get any before your Retirement date.Pretty long wait.

I know of several coppers who received department awards while having confidential CR#'s and at least one who was promoted while having a confidential CR#.

Remember ike Carrothers chaired the Police & Fire Committee and has all the inside information on promotions.

Ike Carrothers was the "goto" guy to fix Police Board cases too. Ike never gave the Feds a whisper of the Police Board fixes.

Maybe the FBI needs to tighten the noose and squeeze the parolee a little bit.

The IG of the City subpoenaed the Feds for the Ike Carothers' file. The City finally received it. When they read about how brother Tony was up to his eyeballs in Ike's mess, they had no choice but to summon Tony downtown and instruct him to retire immediately.
Tony leaves with a great pension, and with pics and parties as he moved up ranks he never earned legitimately. But he's been protected by Big Brother Ike, and no one can touch him...for now.
With the right push from some machine hacks (like Masters) don't be surprised to see Tony pop up in some other big shot clout spot, possibly working for the County. It's happened before.

CHICAGO POLICE CANDIDATES FILE LAWSUIT AGAINST CITY ALLEGING DISCRIMINATORY HIRING PRACTICES

Two Chicago Police candidates have filed separate lawsuits against Tracey Ladner, the Director of Human Resources. Carmita Harris and Robert Zieman, who both are related to Chicago Police Officers, alleged in their suits that they were discriminated against and wrongly denied a position with the police department. After successfully completing a lengthy pre-hiring screening process, Ms. Harris was informed on December 12, 2012 that she had been hired and she was ordered to report to the Training Division two days later. Ms. Harris called her supervisor at her job and informed them that she had been hired by the CPD and that she would have to resign effective December 14, 2012. She apologized to her employer for give such short notice; however this was not her fault. Ms. Harris celebrated the hiring with her family and prepared for her training. On December 14, 2012, she reported for training at 6:30 a.m. She was placed into a group and began her training. Several hours into her first day she was informed that the Human Resources made a mistake and that Ms. Harris should not have been hired. She was sent home and told that she would be contacted by someone to explain the error. No one did.
Zieman, currently a police officer with another department, was treated with similar contempt when he was disqualified from the eligibility list allegedly failing to respond to a department issued email. Zieman argued that he never received the email. Ladner ignored the excuse and terminated his eligibility, even though Ladner made exceptions for other candidates who also claimed they had not received emails. In fact, the department admitted that the City’s email was to blame for numerous failed emails. Ladner was the decision maker in both cases.
Dan Herbert, the attorney for the police candidates, said, “Unfortunately, these two cases do not appear to be aberrations. This seems to be the tip of the iceberg. I don’t know of another employer who treats its candidates with such disregard and disdain.”

Their names are submitted before anything takes place. If it appears the CR has merit and is likely to be sustained, that person isn't getting shit. If it appears the case is going no where, or will never be sustained, they get the award/transfer/promotion. TC was promoted after the Feds notified the Department that he lied to them. I'd say that's a case well on it's way to being sustained, wouldn't you?

Always an anomaly. A recently merit promoted Sgt was neck deep in the Watts robbery ring, but some scumbag boss put him in and he got it. He'll eventually be fired, but he stole a merit spot in the mean time.

Clout is King. This should not surprise any of you.

Exempts putting in people for merit promotions that were never in their chain of command has been going on since the start of the bullshit merit system. I have seen people come back from a leave of absence just to take a merit promotion and then they went on to a unit and another merit promotion. Nothing new here and typical for a corrupt politcal patronage merit system which does not have any real definition.

That CR was open when he was promoted to Commander. Try and get a Merit promotion if you have an open Confidential CR. Try and move to a unit or even a Tact team with an open Confidential. You can't even be given a retirement ID or star with an open CR of any type. You can't get any type of Department Award with an open Confidential. Yet this guy was made an Exempt, left in place for years, and allowed to retire "honorably" after lying to the Feds and also IAD numerous times, then the Supe, yes the Supe sits on the sustained CR until some magic time when it's OK to give him the axe.

You are right about that. I had Ernie Brown back when he was a Deputy Cheif talk to Phil Cline personally about getting me into TRU and was told it was going to happen next period and it never happened. When I saw him one day at the lake he said it was due to my Confidential CR number.

Well, I am against taking action against a department member for an open CR number as a matter of policy. Why should the department deny an officer an award, or a retirement star for a minor complaint or suspension pending? Deny an entire career or a piece of great police work for some minor bullshit? I am not talking about possible seperation here or a criminal act but for any suspension likely to be under 30 days no one should be denied what they have earned. To do otherwise is to punish the person twice for the same act. Many, many good officers were suspended, served their penalty and went on to great careers or happy retirements. I think it is time to rethink this policy. The unions should make this their business to protect the rights of their members.

More improper than the cover ups that every person who works in IAD are getting really sick of? Remember the "commanding officer" who went on the news and said he personally witnessed the cover ups on a regular basis? Now you tell me which is more improper, being a whistle blower or continuing to go along to get a long?

I honestly don't believe that there is anyone with enough integrity, ethics and morality in all of IAD to be the whistle blower.

CPD's IAD is one HUGE pit of corruption and coverup for the clouted!

What about Ronnie watts who not only was allowed to retired he was also allowed to use his 2000 hours of comp time while waiting for his trial. Heard he is also collecting a pension a guy that put officers in danger, robbed, cheated and lied everyday.
