Rahm's Ratings Tank (UPDATE)

  • Burdened by a wave of murders, dissension over proposed school closings and perhaps his own hard-ball image, Mayor Rahm Emanuel's job-approval rating has taken a big hit in recent months, according to a new Crain's/Ipsos Illinois Poll.

Negative attitudes toward the mayor are significantly higher in suburban and downstate areas than in Chicago proper. That may not be surprising, given Mr. Emanuel's fierce focus on his extensive agenda for Chicago. But there is slippage among city voters, too.

Overall, according to the survey of 600 voting-age Illinois residents, 50 percent say they at least lean toward disapproval of his performance as mayor, versus only 19 percent who somewhat or strongly approve, or lean toward approval. That's a margin of 31 percentage points.
Good thing he's only using this as a stepping stone to somewhere else.

UPDATE: We're pretty sure the reason Crain's is using a survey of "Illinois residents" is that they, like us and many of our readers, believe Rahm is using Chicago as a stepping stone to a bigger office (governor, Kirk's Senate seat, or the White House.) His declining appeal statewide spells trouble for Rahm....and Chicago if he stays here.

Could an Emanuel/Clinton ticket be in the offing?

Both have said several times that they're "not interested", but since they've both got Chicago roots, are politicians and are intimately involved with Chicago democrats, I suppose they both could be lying.

Yeah, but suburbanites don't get to vote against him, so that's kind of a moot point. I think Bloomberg in NYC is an idiot and I think he's doing a terrible job there, but what I think has no bearing in NYC. It's the morons that live in this city that keep voting these idiots in, over and over and over. It's never going to change here.

He's not my mayor. Quinn is not my Governor. The aldermen are not my aldermen. They don't represent me or my interest. It's about them and their next campaign contribution from the corporations.

Time to stop this non-stop fund raising for the next election cycle and do something for the people of the city don't you think?

Seriously how much time do they all spend doing their jobs and how much time do they spend going on campaign fund raising tours. It needs to stop.

Extensive agenda for the Inner Party. No Olympics try this time around, but going to blow just as much money in another insane tourism bid, gondola cars whizzing around on wires strung 150 feet in the air where the flashmobs can't get at the rubes. Rahm's got his Combine lanzman and fellow hedge-fund speculator, millionaire Democratic contributor and potential Republican candidate for governor, Bruce Rauner, running around with his hair on fire now about this.

In the meantime,

This is why blogs such as SCC are such a threat to the media and the politicians, and why legislation is being proposed to force posters to reveal their identities.

Hey SCC, whats this rumor I hear about DICS being able to sign up for VRI after March?! Just great, the one thing going well for P.O.'s and now DICS want a piece of the pie too? It's hard enough for a P.O. to make O.T. on a regular basis when from what I hear DICS are doing well on their O.T. Now if they sign up for VRI all they're gonna do is sit at a corner and collect just like they do with CTA and CHA. Let the P.O.'s patrol and DICS investigate.

I didn't vote for him for congressman or mayor. When I heard that Obama chose him for Chief of Staff, I wondered if he was nuts. Later I cringed when he mentioned that he wanted to run for mayor. I cursed the judges that ruled in his favor for his residency case. I shook my head in disbelief that Chicagoans were so stupid that they elected him outright on the first ballot.

He hasn't disappointed me, I knew that he'd be shitty. A guy who sends people dead fish, stabs an effigy of his opponents screeching dead dead dead, and confronts people naked in the shower isn't playing with a full deck.

Not many in the democratic party has the money or name recognition to take him on. Fran Spielman was already writing her little fingers off to bolster Rahm's image. This might be why she did a hit piece on Tom Dart last week.

Mayor Emanuel's Approval Rating In The Tank Edward McClelland 02/21/2013 3:47 PM

The Washington Post has a blog post entitled “President Rahm? Maybe.” It cites Emanuel’s fundraising ability, knowledge of the political process, discipline and media contacts as reasons he could succeed his fellow Chicagoan, Barack Obama.

But on the negative side, it has this to say:

Emanuel allies insist that he has done much good for the city but it’s clear from the headlines that the dominant story of his time in office so far is the rising murder rate. The Chicago homicide rate in January was its highest in more than a decade and the Windy City has become a national talking point — and not in a good way — when it comes to violence. There’s been little recent credible polling on Emanuel but he has to have taken a hit from all the negative publicity surrounding the murders. And, even if he hasn’t, it’s hard to imagine Emanuel’s potential 2016 opponents wouldn’t dredge up some of those violence stats if he did make a bid.

Well, now there is recent credible polling on Emanuel, and it’s not good for the mayor. A Crain’s/Ipsos poll out Thursday finds that the mayor’s popularity has fallen sharply since voters were last surveyed in September:

Just 2 percent of Chicagoans surveyed said they strongly approve of the mayor's job performance, with 12 percent somewhat approving and 5 percent leaning that way. At the opposite end, 13 percent strongly disapprove, 9 percent somewhat disapprove and 13 percent lean toward disapproval.

In Chicago, that gives Mr. Emanuel a net minus 16 rating, down from the plus 4 he had in September, when 37 percent approved and 33 percent disapproved.

Notably, the share of those disapproving of Mr. Emanuel's job performance hasn't moved much, going from 33 percent to 35 percent. The big shift has occurred in the “mixed feelings” category — up from 21 percent to 30 percent — and the “not sure” category, which went from 12 percent in September to 16 percent from Feb. 12 to 15, when the survey was conducted.

That may suggest that Mr. Emanuel has paid a political price in battling the Chicago Teachers Union, pushing for government worker pension reform and struggling to reverse a spike in murders that has continued for more than a year.

The Post speculates that Emanuel might not want to give up the “lifetime job” of mayor to run for president. But numbers like this are sure to interest other strong candidates who passed on the 2011 race because of Emanuel’s money and White House connections. The next mayoral election is almost exactly two years away. Maybe the paper should write a follow up article entitled “Mayor Rahm? Maybe not.”

He will also still tell you that there is no morale problem on the department and he quite literally believes that doing contact cards prevents murders. (He has actually said this at roll calls). I find it amusing that before we had our time due denied and were harped on for fucking contact cards of all things, our murder rate was much lower. Now nobody gives a shit. 011 used to be a pretty good place to work. Now we have no leadership from the Commander on down and no benefit for working in the ghetto. The "Focus Group" was started so McCarthy could have street Sergeants tell him the problems we have on the street but it turned into the I am the real police Mccarthy show. Sergeant's "Vote No"

The McCarthy File…

It’s no secret Police Supt. Garry McCarthy is sitting on a hot seat.

♦ The big question: Is the Bronx bulldog, a respected top cop gleaned from (gasp!) New York, going to survive the nightmare of Chicago’s killing fields.

♦ Meeting No. 1: On Monday, Sneed is told, five members of the City Council’s Black Caucus met privately to discuss how to stop the killing spree.

♦ The focus: Crime prevention, but criticism of McCarthy was expressed.
♦ The upshot: “Let’s just say the meeting was held on a holiday and there was a lot of dead air and, well, McCarthy is not popular with some aldermen, who feel he is arrogant,” said a source who attended the meeting. “It wasn’t a dump McCarthy meeting, but McCarthy got dumped on,” the source added.

♦ The flipshot: A top source tells Sneed Ald. Willie Cochran, a former cop who has been critical of McCarthy and was present at the Monday meeting, seemed to be posturing for McCarthy’s job.

♦ Meeting No. 2: On Thursday, Sneed is told, four members of the Black Caucus, headed by Ald Howard Brookins , met with Mayor Rahm Emanuel’s top intergovernmental chief Matt Hynes to pitch “for the creation of a forum; a channel of communications with the mayor’s office about the what’s happening in their wards,” a source said who was at the meeting.
♦ The clipshot: “They want to know they are being heard,” the source said. “Yes, they expressed frustration dealing with McCarthy. Some feel better about McCarthy than others. But they didn’t call for his head. They are frustrated generally about what’s happening, period. For the most part they know it’s not McCarthy’s fault. They just want to feel they are being heard and they want to see results.”

♦ Support ‘em: State Sen Kwame Raoul, who is pushing for stiffer gun control legislation and is a big supporter of McCarthy, tells Sneed: This is not a police problem alone. This is a criminal justice systems problem.”

♦ Endorse ‘em: The Rev. Jimmy Daniels, who heads the Shiloh Missionary Baptist Church. tells Sneed: ‘I’m 100% behind the superintendent. The problems are the parents … absent parents. The caucus and the ministers need to stop blaming the mayor and the police superintendent. The gun alone doesn’t shoot people. People shoot people.”

Anyone who thinks Rham wants to run this city for anything longer than one term is nuts. Rham will only have more negative baggage stick to him the longer he says in the 5th floor. One term he can say he has a record and then run for higher office like US Senate then onto possibly the presidency.

Court to Lisa Madigan: No rehearing on concealed-carry guns ruling

11:35 a.m. CST, February 22, 2013

"SPRINGFIELD — A divided federal appeals court today rejected Illinois Attorney General Lisa Madigan’s request for a rehearing on the case where the state has been ordered to allow citizens to carry guns in public.

"Madigan made the request following the U.S. Seventh Circuit Court of Appeals decision in December that gave Illinois 180 days to put together a law that would allow concealed weapons in Illinois.

"There has been no word yet from Madigan’s office on her next move. She could choose to appeal to the U.S. Supreme Court or decide to let the ruling stand."

Firefighters fund nixes Emanuel’s ideas on disability pay, gun stocks

BY FRAN SPIELMAN City Hall Reporter/fspielman@suntimes.com February 22, 2013 5:10AM

Mayor Rahm Emanuel isn’t used to being told “no,” but that’s the answer he has gotten from the firefighters pension fund this week on two major issues: duty disability reform and his call for the fund to dump its stock with assault weapons manufacturers.

Two motions were made at Wednesday’s meeting of the Chicago Firefighters Annuity and Benefits Fund — one to divest $173,000 in Smith & Wesson stock, the other to ride herd over the 390 firefighters and paramedics who together collect $27 million a year in taxpayer-funded duty disability pay.

Both motions failed — by 5-2 on guns and 4-3 on duty disability reform — prompting City Comptroller Amer Ahmad to storm out of the meeting in disgust.

Contacted Thursday, Ahmad refused to discuss the vote. His spokeswoman, Kathleen Strand, responded in an email to the Chicago Sun-Times.

“The Mayor remains committed to standing up against gun companies that stand in the way of commonsense reform and will continue [to] seek out necessary reforms that protect taxpayer dollars from fraud and abuse in the disability program,” Strand wrote.

“While we are disturbed by the fire pension fund’s decision, we are more so encouraged by the those funds — including laborers, police, municipal, and teachers — that have chosen to stand with us against these gun companies.”

About 90% of the productive industries that were here in Chicago a very short 50 years ago are GONE. Understand the reasons behnd what you see every day. The Lake Street "L" was not built to provide fast, frequent service to a wilderness of glass-strewn vacant lots. That was a very busy, vital manufacturing corridor -- and just one of many that have been erased.

People talk about Detroit. Here. You can spend hours and hours on this site.

http://www.detroityes.com/fabulous-ruins-of-detroit/home.php

...and you will also see the fallacy that the artsy crowd can paint an endless number of taxpayer-subsidized murals on the walls of abandoned factories, these places all turned into "performance spaces" and "community centers."

Chicago, 100 N. Western. Used to be the huge Allied Radio electronics retail/wholesale operation -- today completely taken over with welfare offices, parole offices, and a million pounds of forms and papers and files no one's ever going to look at again. Used to make money, now it just costs money.

There is a limit on how many millions of square feet can be heated and maintained and filled with "social workers," and we passed it a long time back.

Fiscal Cliff...

...and as always the truly needy will get it the worst while everything is done to keep the fifty parasitic "guidance counselors" and "wellness ladies" that have attached themselves to each one, handing out crooked Xerox copies of "The Food Pyramid" and "How To Blow Your Nose." It is horrifying to see how these people make work for each other -- talk to one, they instantly bring in half a dozen more to "help."

Unsustainable.

Apparently the black bosses made by McCarthy (but really ordered by Rahm) are completely fed up with McCarthy and they are letting the black aldermen hear their complaints.

The dreaded "racist" word repeatedly came up in a black caucus meeting bashing McCarthy.

McCarthy is finished even if he doesn't know it yet. The black alderman are afraid of getting their asses kicked in the next election with so many murders in their wards. They want McCarthy out and they want a new superintendent who must have one physical characteristic.

Two Cook County Jail officers overseeing a high-security psychiatric ward ordered two inmates to beat up another inmate who had angered them, and then tried to cover it up by claiming the victim had attempted suicide, prosecutors said today in court.

“This is what happens to you (expletive) when you step out of line. You disrespect us, we disrespect you,” prosecutors said the women officers announced to the entire tier after the beating last February.

Delphia Sawyer, 31, and Pamela Bruce, 30, both six-year veterans with the sheriff’s office, were charged with official misconduct, obstructing justice, perjury and mob action.

The jury will find much sympathy in the pictures of this guy with the swollen head, eyes, face.

This morning, the full SEVENTH CIRCUIT COURT OF APPEALS denied Attorney General Lisa Madigan's en banc appeal to overturn Judge Richard Posner's opinion in Moore, et al. v. Madigan.

I'm certain that Madigan and other Chicago-spawned recalcitrant Democratic gun-grabbing politicians will piss away more taxpayer dollars by filing a writ of certiorari before the SCOTUS.

As it stands, the Illinois legislature must legalize concealed carry for qualified law-abiding Illinoisans no later than Saturday, June 8th.

This CONCEALED CARRY topic is cross-referenced on THEE RANT. Click on THEE RANT.

O.T.

The Food Stamp Program, administered by the U.S. Department of Agriculture, is proud to be distributing this year the greatest amount of free Meals and Food Stamps ever, to 46 million people.

Meanwhile, the National Park Service, administered by the U.S. Department of the Interior, asks us "Please Do Not Feed the Animals." Their stated reason for the policy is because "The animals will grow dependent on handouts and will not learn to take care of themselves."

This ends today's lesson in irony.

I know this is not the focus of the blog, but if anyone knows I would appreciate it. What places in the U.S or to be specific in OH accept a lateral move to their police department? Thank you and I do not mean that I have not had a great experience being a Chicago cop, but I miss my family and I want to be around them. Thank you.

okay.....whenever something bad happens, to someone (like shootings, murders, fraudulent contracts, etc.)....does anyone ask....are they connected somehow to.....the City, County, State Democratic party?...anyone look into...who they gave contributions to?....and....as an aside.....who is related to who, and who is friends with who?.....as has been asked.....how about a forensic financial and identity examination.....to determine EXACTLY who is related to who, who has financial dealings with who, with a complete examination of all federal and state tax forms, what they own, let's see their bank accounts, their income and expenses.....and that's just for starters....

OT: Once again it is just too much trouble for the Newsletter Committee to give an up to date listing of retirees. The last month of retirees listed were September 2012 in the february 2012 Newsletter. By time the next Newsletter comes out the FOP will be 6 months behind in listing the latest retirees.

6 months!

And they have a standing Committee, chaired by a retiree, who do only the newsletter. These folks are just too overworked to get the list compiled and published in the newsletter. So sorry.

They really must bust their tail to get that 12 page once-a-month newsletter out. Putting the retirees in is just too much for them. Once again, below is the list of the members of the Newsletter Committee. Don't ask them to do anything additional, they are too overworked.

Newsletter Committee
Bill Burns, Chair
Ann Dwyer
John Lipka
Dan O’Brien
Glen Popiela
Russell Schultz

Let's see, a 12 page newsletter, 6 people to put it out, that is 2 pages each. Per month. A month to be responsible for two pages and one of them cannot get a simple list of retirees in anything less than half a year.

DICS are P.O.'s, too....... Now, I'm gunna gets mines $

A relative has just become a law enforcement officer. She has been on the job for little
Over a month. I have noticed a change in her. I write here because your readers would know.
How long does the it take for someone to go from a civilian to an officer?

2/22/2013 08:09:00 AM

how about you sit down with your 'relative' and ask her?

you know, like an authentic, honest, sincere and loving person would do.

2/22/2013 04:34:00 PM

First of all, Policemen are civilians. We are not the military.

Over a month? Is she still in the Academy?

If you ever talk to her, be sure to tell her that she has virtually no chance of being promoted unless she is clout-heavy.

Or death notices on the FOP website that come out the day after the deceased po is buried. Sometimes, I guess when the person posting them is on furlo, you get no death notices for 2 weeks.

Really don't understand your question. How has she changed, for the better or the worse, was hired a month ago or graduated a month ago and what expectations are you looking for??

What are we robots? We work and we go home. The problem is we all become super bullshit detectors and begin to believe everyone is lying to us (Because they do to Police Officers).

The system beats us down, courts are a joke, laws are never enforced (unless against its against a Police Officer or the average citizen with a little money to pay a fine) and we realize that alot of bad people walk among us so we become aware.

Becoming a cop makes you see the ugliness of society out there, but we still are "civilians". If the new Police Officer seems different, its because all that liberal bullshit forced down the unexposed civilians throat, is seen for what it is. Twisted lies and political cover-ups.

Hopefully the PPO isnt additionally stressed by the job being placed in a District with horrible and/or non-existent leadership. Maybe she will get a good FTO. She should move towards the working Police. Listen to everyone and take what you can from them. Ask questions. Learn how to do the job right. Find a good partner. Stay dry, warm and eat well.

Life isnt all warm and fuzzy as the sheltered are made to believe. Hopefully the new Police Officer can adapt and learn to leave the job at work. But the person will never be the same. Police Officers all realize soon enough that we know the answer to everything... :)

PS Let her sit facing the door when you go out to eat.
