At What Cost?

Proving once again that more police results in crime numbers bring driven down and that McJersey's CompStat is just so much BS smoke-and-mirrors:
  • Chicago police are trying to combat the city's homicide rate with an effort to flood some of the city's most dangerous neighborhoods with officers working overtime.

    After about seven weeks of sending at least a couple hundred extra officers out at night, there have been 23 homicides in the city. That's less than half the total from the same period a year ago.

    Police Superintendent Garry McCarthy won't say the overtime work is the reason for the drop but says it's one of the department's top crime-fighting strategies

    But the expense is enormous for the financially strapped city. The tactic could cost millions each month and eat up the department's entire overtime budget by fall.

    McCarthy says paying overtime to officers on the force is cheaper than hiring new ones.
Cheaper until the burnout rate climbs....but that's months away.

We notice that no one is mentioning that last year it was about 70 degrees throughout March. This year, not so warm. In fact, it hasn't gotten much above freezing this entire month.

But as long as the checks clear....

hmm I have a question. We are currently hiring 440 officers back each night and at least two teams are sent to my district...so why is my time due being denied? Also if patrol is the back-bone of CPD why are the beat guys denied time off? The tact, incident, unit, saturation officers, and desk dollies dont have a problem getting a day off, just us lowly beat guys. FTCPD

I learned that Atty Dan Herbert has been contacted by hundreds of candidates that Queen Tracey disqualified for no other reason than they were police family or military. Of those hundreds there are about 120 so far that he will be representing. If you know of anyone who failed for no other reason than they were police family have them contact his partner Terri.ryan@herbertlaw.com with a brief synopsis. Apparently they have several of the directors staff on the list to be deposed and talk is they aren't going to take a hit for her.

That's where FOP should get involved.Demand time and a half for CTA, and double time for VRI from 1 JUN thur 31 AUG time and a half the other three quarters of the year. Also have all finacially viable concerts and sporting events hire an X amount of off-duty uniformed officers for their venues at $35.00 an hour, just like Rosemont, Joliet, and other suburbs do.

i, along with many, have worked this "violence reduction initiative", and i wonder, how long will the criminals stay indoors under the cold weather/extra police strategy?

the thugs and gangsters thrive in the underground economy that flourishes in da ghetto. THIS IS HOW THEY LIVE!! in this cop's opinion, this fiction that the "strategies" are working to reduce crime, will turn into the same old real-life reality for rahmbo and mcfantasy, and the overworked-because-we-do-more-with-less police force will be taxed to the limit when the gangsters make up for lost time and lost money.

I know the money is very tempting, but guys need to look at the big picture. By working these OT programs we are allowing the Department to continue running under staffed. Don't work and force the city to hire more officers. More officers equals more money in the pension fund! Not to mention, more opportunities for time off! Eventually burn out is going to set in. This is the message that our unions should be communicating.

The taxpating areas have virtually no police presence. All the resources are sent to protect rif raff who pay no taxes. As a result I very rarely see a police patrol in my area of the city..

Are you kidding me? The 5 Parker's I wrote last month will pay for about three days of my VRI. I haven't wrote Parker's in years. Not to mention that the VRI is overtime and not pensionable so therefore it is cheaper than hiring new cops. At least in the long run it is. The city always has a plan. This one actually pays us. So stop your bitching before it goes away.

Those mentioning maxing out your deferred comp should rethink that.  GET OUT of the cities deferred comp system and put in the minimum required.  Take your hard earned money and invest elsewhere.  Find a trustworthy guy that knows where and how to invest.  The city matches nothing.  Your money will perform much better elsewhere.

This "NEW STRATEGY" is not new and it cannot last. The initial deployment is based on the idea that it is cheaper to pay premium time now rather than hire a new officer which long term could cost $1 million per officer. However, you also cannot use a tactic of flooding a area with officers, because it is not feasible City-Wide. If putting bodies in an area is the "answer", then it would be cheaper to just hire security gurads. This program is not working unless it is producing a large quantity of guns, drugs and arrests. If there are no "Heads" to match the deployment numbers, this strategy is as absurd as giving $1 million to Cease-Fire. Once again the Democrat Public is being deceived and ripped off.(retired Sgt.)

Last March saw 6 or so days over 80 degrees and 20 with temps over 60. This March has been way below average with lots of precip.

Besides, it's not for a lack of trying. There's been at least 60 people shot and only 10 have died (which includes the 2 shot by CPD). Only a 17% kill rate.

Come on people! You need to work on that sight picture and use two hands!

How about McFailure's idea of scarecrows. Taking brand new recruits and making them stay on dope corners! I hate to say it but once it gets nicer out its going to be hell out there in these areas. I pray that these recruits don't get hurt. Putting them in areas they are unfamiliar with and no cover is a looking for trouble. If one of these recruits gets injured chasing some banger with a gun and gets lost and hurt. That's on McFailure's head!!!

Last year in the 70's, so this is a decrease from the increase last year. What was it the year before? Actually, 25 for Feb 2011.

It appears to me that there has been an increase in daytime shootings. You're just messing with their sleep pattern.

did I wake up from a bad dreamor is it in fact reality that we are not going to get retro for the year of 2012? Icant believe there has not been more of an uproar for this. Mike shields cost each police officer in the city of Chicago at least 2000 dollars yet him and his people are collecting fat checks from are union dues which we pay every month so that a mistake like this doesn't happen. I'm all for sticking together to fight the bigger enemy, however someone needs to be held accountable for this 30 day mental lapse.

That’s why they call it voluntary special employment. $41.40 an hour to ride the buses is a pretty good rate. And almost all of the time and a half part timers across the country have gone the way of the dodo bird. One copper at time and half or 5 TMA’s for sporting events? You could win the battle and lose the war on that one.

This is a burning the candle at both ends solution for the city.
The financial costs are high and the physical costs are high and will reveal theirselves more and more the longer this program continues. It's simply not practical, nor healthy, to work as much as a lot of officers are. Yes the OT checks are very nice but at what cost?
If you notice every other special employment initiative has strict caps on how many of them you can work in any given month yet with VRI there are no such checks or balances.
Why you ask? Well it certainly isn't because the city wants to give you limitless OT .... it's because the department is so pathetically understaffed they have to do this. You're a mere pawn in the city's denial of being understaffed. You're helping them avoid hiring.
Yes you're making OT but again I ask at what physical cost?

Ageed. It's about the money and remember there's 25% of the people living in this city below the poverty line. At least one in four of the people here and getting worse.

Over two million people in the state living on Food Stamps and that number grew at almost ten percent over the last year.

To quote "go get a job" the so-called best and brightest with the higher math and science scores have to create that job and the best and brightest are failing badly at it.

If anyone thinks that these people are just gonna throw their hands up and run over to the WalMart to fill out an application for a poverty-scale indentured servitude job that ultimately supports a system that could give two shits about them you need help.

It's also about survival and everyone learns to adapte to their environment to survive. Who really knows what will surface next? Time will tell.

The role models for these kids are the street corner mutts not the corporate CEO's as the latter belongs to a different society that they are not a part of nor ever see themselves as being a part of.

The banks were suppose to open last Tues. They are still closed. So now instead of the government taking 10% of the peoples money in savings accounts no-one can get access to any of it!!.

The government is now pitching plan b. Plan B is to go after the public pensions. Ya know...it's money just sitting there unused anyways. Look at all of it! Why don't we just borrow from that to get thru the crisis and we can pay it back later. Ha! Sound familure? Later comes and they are gonna need pension reform becuase the so-called glorious pension benefits are unsustainable. We reccomend that the public workers contribute more money to the pensions to bail themsleves out -- to make up for the money taken to bail out the elite bankers and their bond holders.

The people of Cyprus. How will they get access to their savings? After all this b.s. you know damn well if no restrictions are put in place on savings withdrawals once the banks are open again there will likely be a run on the banks like there's no tomorrow.

Why people still trust the banks even the USA banks is beyond me.

We're AMERICA damn it. That would never happen here. HA it already has but so far on a different level. The people that think America is somehow morally superior and civilized make me laugh. I think of the televised riots in the streets of Baghdad when it fell and some America's saying look at those poor animals. Looting carrying office funiture down main street and going wild. We're America and you would never see a scene like that here. We are a civilized society and we're better.

Then a few months later in New Orleans Katrina hit and it looked exactly like Baghdad.

Oh well, just some random thoughts.

We already tried that in the 80's and it flopped. Too many officers would ignore the (un-official) picket lines and work for straight time. Plus CTA could hire Sheriff's or State cops for less dough. There is no mandate that they hire us. Cops don't stick together, just read the comments.

They are just going to do their robberies, burglaries and thefts in the districts where the citizens behave and pay the most taxes. HQ has depleted police protection in the law-abiding areas for the ghetto dwellers. The percent of Illinois students who are homeless or living in poverty has grown in recent years.

The Illinois State Board of Education reported Wednesday the proportion of low-income students grew from 37.9 percent to 49 percent between 2003 and 2012.

The ISBE says the spike in low-income students and those with limited English has led to increased costs for school districts. But state funding for education has decreased by more than $861 million, or nearly 12 percent, since the budget year

Crime is up in 016!! 016 is the cities tax payers. Can we get some protection up here. I had a conversation with a Sgt recently, he is married with 3 small children. This man has put bars on his house, how sad is this. How about some security for "THE CHILDREN" of the tax paying, working their asses off parents. And can somebody please tell joe citizens that city workers are tax payers. My taxes pay for all these shit bags who know nothing about earning a living.

The weather last year around this time was in the low 80's. Therefore everything must be in place. That's actually well thought out planning in my book. This is a burning the candle at both ends solution for the city.
The financial costs are high and the physical costs are high and will reveal theirselves more and more the longer this program continues. It's simply not practical, nor healthy, to work as much as a lot of officers are. Yes the OT checks are very nice but at what cost?
If you notice every other special employment initiative has strict caps on how many of them you can work in any given month yet with VRI there are no such checks or balances.
Why you ask? Well it certainly isn't because the city wants to give you limitless OT .... it's because the department is so pathetically understaffed they have to do this. You're a mere pawn in the city's denial of being understaffed. You're helping them avoid hiring.
Yes you're making OT but again I ask at what physical cost?

The big picture? If they don't hire anyone the pension is going to be screwed anyhow. Why not take care of your family now. Time off? Most cops work side jobs anyhow. Why not do it for 50 an hour as opposed to $20.00 an hour watching some garage etc.? Burn out? Quit and pound nails for a living, see how quickly you burn out then.

I learned that Atty Dan Herbert has been contacted by hundreds of candidates that Queen Tracey disqualified for no other reason than they were police family or military. Of those hundreds there are about 120 so far that he will be representing. If you know of anyone who failed for no other reason than they were police family have them contact his partner Terri.ryan@herbertlaw.com with a brief synopsis. Apparently they have several of the directors staff on the list to be deposed and talk is they aren't going to take a hit for her.


I am one of these people. He's been very up front and is finally someone willing to help us. I've been fighting for months with everyone from HR to Silly Hall and was constantly blown off. I hope he can help.

Well Tracey Ladner is not giving a reason for failing the Pschy Test! it is just an e mail sent to the candidate saying that they were found Unsuitable to be a Chicago Police Officer, but feel free to take the next test, this FUCKED up city can't just say OK, you failed, but if you want, you can pay your own money and get tested, then we will except your findings, the company they use is screwedup, just doing a wholesale testing process, using new young confused doctors, TRACEY WILL PAY!!, she is going to take Gene Williams and Marv Shear with her!!!

1 Sgt. and 10 recruits, just 90 days of street training to be sent out on foot patrol in High Crime areas! Is this department friggin nuts? Never mind, yes it is! I'm sorry, but those recruits are walking target practice. I think they'd be better served working beat cars to assist patrol instead of walking around in a box. We need more officers in patrol. Just my opinion.

I guess when you live with your parents or are independently wealthy you can condemn those of us just trying to make a living.

15 or 20 years ago they had the same problem with the psych test. At that time a group of guys sued and won and were eventually hired.
After that the city took the psych testing out of the city's hands and sent the tests to Califonia for independent testing

That is nice. Admirable even, I suppose. But some people prefer to live within their means.

This might include, say just for example...not having a large brood of children while earning a municipal employee's salary.

It comes down to choices in life. I choose a lifestyle that does not require me to work a 2nd job.

a union, any union, is only as strong as it's weakest links.

the greater the percentage of weak links, the more difficult the task of union members not prone to, effectively, scab out their brethren, will be to maintain, let alone improve, on the collective bargaining agreement.

short term thinking leads to long term losses.

while this isn't rocket science, it is next to impossible to teach to those who have never had to actually struggle for what they currently enjoy.

get used to doing more for less, with less, because that's what those who think they're getting more now are going to get later.

My biggest fear about VRI is this. Cops are working all these extra shifts to reap the monetary benefits, but how soon before a cop who is tired and beat from all the extra work slips up and makes a tactical error that seriously injures him or another cop. I also fear that if this pace keeps up, by mid-summer burnout will take hold and a frustrated overworked cop will do something that may spark the major riot we have been fearing for years.
