Candidate Lawsuit Hits the News

Channel 2, late to the party again - but they're the only outlet that even came to the party:
  • Two former Chicago Police candidates have filed separate lawsuits against the department for alleged discrimination and unfair dismissal of their applications.

    Robert Zieman, the son of a cop, and Carmita Harris, whose married to a cop say in their separate lawsuits the department botched the hiring process and made a conscious effort to dismiss them – without good reason.

    After taking the police exam, Harris received an email that said she qualified to enter a lottery for the police academy, pending further testing, including a drug screening and a psych exam. On the day she reported for academy training a commander told her she’d been accepted by mistake.

    Zieman took the police exam and says he was *told* his scores qualified him for the lottery, but never received an official email about the additional tests. He was not allowed to rescheduled the tests and was disqualified from consideration
If you know anyone who was passed over or "failed" any portion of the hiring the past two years, have them get hold of the lawyer handling this lawsuit. The more names, the more evidence that Ladner has been screwing veterans and police families, the harder it is for Rahm to keep her in place.

Yep. Newsradio ran with it all day long and went into great detail about both plaintiffs' cases.
Punitive damages come to mind.. you know, the ones where the City can NOT indemnify you and you have to pay out of pocket, Ms. Ladner.

Military Veteran lawsuits are coming next! It seems that the Department does not like Veterans and a pattern is "emerging" on the mistreatment of veteran applicants. I honestly believe that this incompetence will continue until these cowardly bureaucrats are made to pay out of their pockets for their misuse of their authority.

I hope these people get at least a "Million dollars" a piece for their troubles and being lied too!

Tracy Ladner should also be hit with "Punitive Damages"!

Procedures and policy should be changed in Personnel!

In fact, a City ordinance should be drawn up on procedures that must be done for hiring city employees such as a certified letter with three weeks notice in writing!

Getting an e-mail with less than a week is just plain ignorant and unprofessional!

City that works my ass!

Seriously, if true, then start contacting the governor's office with this info. Quinn is extremely supportive of vets and job opportunities for them. I know he is about useless as governor but he has always been involved in vet issues. Of course he probably won't go up against Rahm's CPD hierarchy but you can try to make it public

If you are or know of anyone who was told that they failed the PSCHY Test, call him especially if you are the son or daughter of a Police Officer. Strong Rumour has it that they are now taking people to start the academy even without thier Pschy Test results back from the testing officials.

Retired for a year now, I had a great career, loved the job, but had no clout and had to fight to get on. Took 2 tests prior to finally being excepted. In my day it was the infamous heart murmur that disqualified you. It was said that the Bridgeport people were hired even when showing up in a wheel chair. Any way 35 years later I'm glad I took the extra effort to get on.

Oh, hell this has been going on since the mid 60's when I took the test. Yes, I am retired for the past 19 years. Went for the physical at the old Beard of Health at 54 W Hubbard. Got on the scale and they said I was overweight. Packed up my things and went to the office of my State Senator. Got a letter of "recall" and returned to the test site. Did not go through al the physical tests the others did. In fact they were fingerprinting me when the first guy was finishing. He looked at me and I just shrugged my shoulders like WHATEVER. Yes, I had clout - there were 6 voters in my house that voted democratic. God Bless the 1st Mayor Daley . . . Oh, then there is another story about the old Personal Property Taxes they use to send us. . . . More to come . . .

The most appalling part of this situation involving Tracey Ladner is that she is the civilian Director of Human Resources but her Administration Division is headed by a Chief, I think Williams and a Deputy Chief, don't know his name and they just sit back and do nothing, little do they know is that they too will bedragged thru the mud, if this developes. my advice would be is to deal with all that will jump on a lawsuit and quickly settled, be it give them the job, which they deserve and forget all of her(Ladners) short comings, bury her in some Bullshit job, but never with the police, I say go to Sneed, John Kass, Andy Shaw at BGA. Get a wake up call to Rahm, or maybe file a suit, get an injunction from the cook county court and shut down hiring of police until it gets settled.

You're 100% correct. They shouldn't be looked at any different than anyone else. Treat them the same don't go out of your way to eliminate them for stuff that others get passed for. The background check and the psych are both very subjective and leaves too much discretion to the investigator

I hope Mr. Herbert is accepting these cases on a contingency basis, because I'd hate to see him taking advantage of people who are desperate.

Politics is so heavy handed in the CPD that it plain stymies the ability of the police department to function in a semi-reasonable manner.
Every commander is a merit political hack that has never been the police. They have used their clout to hide in some soft,out of danger job. They have no, nada leadership qualities,bullshit degrees and bye and large are incompetent.
This is what politicians want. They don't want the police to be competent because then they would be a threat to the politicians.
A policeman as mayor? If only someone would step up. That really scares the politicians.
So we get incompetent merit hacks like McNumbnuts and numerous others. The drug dealers are happy.

This city hasn't changed since big Al. Chicago is not ready for reform. We need the untouchables. Is anyone listening.

I got bounced out years ago on one of the tests. I appealed amd a friend spoke up for me and well, I just retired. It is good to have a hand sometimes. Other than that help getting on I was a patrolman for life and don't mind it a bit. I enjoyed myself and now enjoy the pension checks. Keep smiling and stay safe.

You ought to climb out from under your rock then. The city has lost every single case when the sole reason for eliminating candidates from consideration is the "psych" portion. In 1995, they had to take all the supposed head-cases off the previous list before they took the first recruits off the new test. It made for a very interesting blend of officers - maybe there is something to those tests?

They also lost the case in the late 80's.

I remember taking two separate psych tests in '91. Each one was 500 plus questions which included; Did you ever want to be a florist? Do you hate your father? Do you see things other people don't? And Do you feel like there's a tight band around your head?

I was hired and met friends years later that took the test and "failed" forcing them down the list and requiring them to meet with some egghead who determined whether they were fit for duty.

It's fucking Chicago. Some connected mother fucker got the contract do develop and administer these asinine fucking tests.

They should make the jags in HR take the test. See how they do.

What about all the people who were hired because they earned it. I jumped through lots of hoops and had my life taken over by the city from the first power test. Not everyone is for the job keep testing and find a new job. Apparently everybody didn't learn when they were young that not everybody is a winner.

Is this lawsuit for the psych test in general or is it only for sons/daughters of police officers? My brother is a police officer.

Kentech called to tell me they were starting my background then the next day called to let me know that CPD put a hold on my file and I should be expecting a letter. I knew what that meant.

All you get is an email with no exact reasoning of "their findings." Oh but don't worry you can try again next time!

We regret to inform you that based upon the findings of your psychological assessment; you are not suited for the police officer position with the Chicago Police Department at this time. As a result of this determination, we will discontinue further processing for this position and request that your name be removed from the eligibility list for the police officer position. The Chicago Police Department will maintain the confidentiality of any information regarding this testing and review in accordance with state and federal law.

The psychological testing and review used in our hiring process only determines your suitability for police work in the Chicago Police Department. This assessment does not reflect on your suitability for work with other law enforcement agencies nor is it an indication that you suffer from any psychological disorder. This determination is not a bar to future application for employment with the City of Chicago. I took the test in '06, after spending 4 years as a Marine Corps MP with a Top Secret security clearance. After the 600 scantron questions ridiculous to a level previously mentioned above, I sat down for the oral psych with some guy from California that was softer than puppy shit. He determined that I was unqualified for police service, and I received the standard form letter in the mail explaining as much. I showed this to Joe Marrato, who was my cheering section up to that point. This is the same Gentleman Joe mentioned here on SCC a few weeks back at the time of his death. Joe told me I was sol at this point, and comically got out his soapbox to decry the rediculous hiring process and the fruit loops that administer the psych. Fast forward a few months, and my retired CFD father had been doing some digging on the issue. He contacted Balcer, of the 11th Ward, as he is a former jarhead and the main pusher of vet issues in the City Council. His only redeaming quality I have learned. He wasn't our alderman by the way. Some digging around by his office uncovered a few more vets who had been cut from the process in a similar fashion. Balcer organizes myself and two other guys to testify before the Police Board. They also bring the psych company in to testify in response to us. A few hours in the Council chambers explaining why I wasn't a nutty ass 23 year old Marine vet, and we left. Balcer followed up a few weeks later saying that some major changes would be coming to the way vets were treated in the hiring process, but nothing could be done for us, the recently screwed. So, I waited, finished my bachelors, and took the test again in 2010, hoping my status as a vet with a degree would help in some way. Still waiting on my one week prior notice email to take the power test for that. Looks like when this list comes down later in the year, I will take the 2013 test, and give it one more shot before I move on to something else.

The bad thing is that both Attornies attempted to speak to her or CPD's legal department regarding prior to filing the law suits. Director Ladner refused to acknowledge them or direct them to someone who could address these issues. Once again, this idiot is costing the city thousands of dollars. She also has the most horrible disposition of a human being that I have ever met. Captain Helm who is just as horrible of a person and just plain old disrespectful to her staff, just as much as that Director is has made her unit a hostile place to work, so how can the staff be effective? Unfortunately, even if they wanted to attempt to correct or rectify a situation, both of the evil goons would shoot staff down and label them as a non supporter. If they were that intelligent, they would not still be working from spread sheets and boxes. Where are we, the stone ages! Try interviewing staff that has traveled through that place, I am sure that you will find out more than you need...

SCC, can we please try to keep this post going, there are alot of candidates, related to police officers that have been wrong by Tracey Ladner and the Human Resources dept of the Police Department, remember there is strength in numbers and this group that has flunked the Pschy Testing according to this racist person and some veterans who have also flunked the Pschy. many just because they are coppers kids, Lets please keep this rolling!!!!!~

Just got my letter of failure and I fit a lot of these catagories lol. Im the son of two police officers one being CPD, I'm a Marine Corp Vet and to top it of im currently a police men myself.
