Ladner Sued

Perhaps some explanation will be forthcoming at some point?
  • Two Chicago Police candidates have filed separate lawsuits against Tracey Ladner, the Director of Human Resources. Carmita Harris and Robert Zieman, who both are related to Chicago Police Officers, alleged in their suits that they were discriminated against and wrongly denied a position with the police department. After successfully completing a lengthy pre-hiring screening process, Ms. Harris was informed on December 12, 2012 that she had been hired and she was ordered to report to the Training Division two days later. Ms. Harris called her supervisor at her job and informed them that she had been hired by the CPD and that she would have to resign effective December 14, 2012. She apologized to her employer for give such short notice; however this was not her fault. Ms. Harris celebrated the hiring with her family and prepared for her training. On December 14, 2012, she reported for training at 6:30 a.m. She was placed into a group and began her training. Several hours into her first day she was informed that the Human Resources made a mistake and that Ms. Harris should not have been hired. She was sent home and told that she would be contacted by someone to explain the error. No one did.

    Zieman, currently a police officer with another department, was treated with similar contempt when he was disqualified from the eligibility list allegedly failing to respond to a department issued email. Zieman argued that he never received the email. Ladner ignored the excuse and terminated his eligibility, even though Ladner made exceptions for other candidates who also claimed they had not received emails. In fact, the department admitted that the City’s email was to blame for numerous failed emails. Ladner was the decision maker in both cases.

    Dan Herbert, the attorney for the police candidates, said, “Unfortunately, these two cases do not appear to be aberrations. This seems to be the tip of the iceberg. I don’t know of another employer who treats its candidates with such disregard and disdain.”
We have had dozens of stories pop up in the comment sections for months, maybe even a year or more.  Those persons should definitely look into joining this suit.

neighbors kid passed highly qualified on written was knocked out on medical for "To many enzimes in the blood",kid accepted that and 5 yrs later sued when he went for private tests that showed he never had the problem ever,this is still in court and even tho he is over age{think old black guys hired after suit} for fire dept he is going after job if called, hope these two people get a sum from the city for their trouble,

They'll get treated even worse after being hired. I feel sorry for the candidates that resigned other jobs based on their acceptance into the program. The city treats their employees like crap, who aren't part of the clouted clique.

This literally just happened to my buddy the other day.

The entire system is broken and has been for sometime, everyone knows dozens of people that never should have been hired, and probably know a few that should have been.

As of late they have been using this email bullshit and it is nothing but headaches for these new candidates. Last minute notifications about reporting to testing and even that offer of employment at the last minute.

Fuck Tracy Ladner and all the political bullshit.

Seems the idiots at Fort Fellatio have finally figured out who really runs the watch. The injection of all the new sergeants will make this a no-brainer as they have plenty of chevrons to go around. But the bigger reason is that MLAS smells a loser when it comes to arbitration for the THOUSANDS of grievances filed by people that have been screwed out of acting D/S pay. Typical city and department........they always wind up paying more in the long run instead of just paying these people what they deserve.

Do not trust her she is only there because she pretends to be nice. Now she will be there all the time not good for the working cop.

OT Sorry, but the city took $30 more out of check for medical coverage this check. Nothing has changed with my benefits. Just wondering if something changed with the amount we pay for medical or if city screwed up payroll again?

They did this to my brother. They told him he had passed everything, and gave him a sheet of paper with a conditional offer of employment back in October. Then he noticed that people with greater lotto numbers than him were being hired. He called HR several times to make sure he hadn't missed an email or phone call and was told as recently as two weeks ago that he was still on the list waiting his turn.

Then a couple of days ago he gets an email telling him that he failed the psych test, and that he cannot appeal it. Wtf!!

The screening process is a scam. It happens more than you think. I know a guy who concealed his marijuana use until confronted about it on the polygraph test. When confronted at the polygraph about using marijuana he then admitted using it, where before he denied ever using it. He was then later told he was disqualified from further testing due to his not admitting using marijuana on the application and then admitting that he did indeed use it at the polygraph. This is terms for disqualification which is written all over the application process. Well the guy is clouted and miraculously it is o.k. to lie on your application and now he is in the Academy. No problem with that but lets level the playing field.

3 more Redflex execs out as fallout continues for city's red light camera firm

The president, chief financial officer and top lawyer for Chicago's red light camera company resigned this week amid an escalating corruption scandal that has cost Redflex Traffic Systems Inc. its lucrative, decadelong relationship with the city.

The resignations came as Redflex said it was winding down a company-funded probe into allegations of an improper relationship between the company and the former city transportation manager who oversaw its contract until 2011, a relationship first disclosed by the Tribune in October. A longtime friend of that city manager was hired by Redflex for a high-paid consulting deal.

The company recently acknowledged it improperly paid for thousands of dollars in trips for the former city official, the latest in a series of controversial revelations that have shaken Redflex from its Phoenix headquarters to Australia, the home of parent company Redflex Holdings Ltd.

Mayor Rahm Emanuel's administration banned the company from competing for the upcoming speed camera contract and went further last month by announcing that Redflex would lose its red light contract when it expires in June. The Chicago program, with more than 380 cameras, has been the company's largest in North America and is worth about 13 percent of worldwide revenue for Redflex Holdings. Since 2003 it has generated about $100 million for Redflex and more than $300 million in ticket revenue for the city.

Now some lawyer(s) need to file a class action lawsuit on behalf of anyone who got stung paying one of those red light tickets in the past several years. I see a settlement coming for refunds of fines paid, damages and legal costs.

You gotta love it. Hey, I got a couple of those $100 red light tickets myself! Hmmmm...

I'm going through the appeal process now due to a botched BI which wasn't conducted by CPD. I also know people who passed the written test then personally skipped the power test due no longer wanting the job. These same people were then personally sent a letter from HR basically giving them a second chance when they were a no call no show. I also know people who are hired with current arrest on their record from 2-3 years ago!

Personnel at the academy states that they were asked by the city if they could put 2000 recruits through the academy this year if possible.
They stated that would be next to impossible, perhaps 1000people they could handle.

The problem is the HIRING LIST IS DONE.

Ladner had the great idea of notifying everyone to take the 2nd part of the test/POWER test by email.
As most know now, those emails went into the JUNK / SPAM folders of possible new hires.
Ladner told Emanuel that the city must give a new test.

EMANUEL WAS PISSED!!

He stated to go back and re-notify everyone of the POWER test by mail.
The city did not budget a new police exam for this year.

This incompetent goof Ladner has to go NOW!!!

Our XO in 011, RB, has completely lost it. Tonight as midnight cars were coming on, the dispatcher tried to give 1133R a job. 1133R replied that they were waiting for a car. (We literally don't have enough cars for midnights since all are being used by 3rd watch and we are down so many cars without replacements). 1100x then got on the air and ordered that 1133R walk from the station to their call, and that he was going to meet them there. This is one day after 1100x came into the 3rd watch roll early roll call and berated all of the officers for not writing enough contact cards. He told the cars they were pathetic and embarassing. He then said that everyone better shape up or we would lose our Commander. Before storming out, he said that he was going to find out who was attempting to improve on contact cards and who wasn't and would deal with the situation accordingly. Aressts don't mean shit anymore. Neither do contact cards if they are off your beat.
011 used to be a great place to work. Things have now gotten so out of control, it's comical.

If these allegations are true, then the Chicago Police Department and the City of Chicago should be roundly ashamed of themselves for treating people in such a poor manner. Those who are in charge of the department responsible for this treatment should be forced to resign. Ladner reflects poorly on the department. Is this just another example of patronage hiring? These stories have been circulating for some time. No one should mess with the lives and fortunes of others so routinely. I hope they get a huge settlement and a job with the department and i hope those responsible for such poor managing hit the unemployment lines.

Im glad somebody is finally stepping up to the evil Ms. Ladner, My son failed the Pysch test, after blasting him thru the entire process in hopes of starting the academy on 14 Dec, they tell him via E-Mail in January of the bad news, but wait it gets better, I know of 6 other Police Officers who have kids that have also FLUNKED the Pysch, Just last night I found out another coppers kid has flunked the Pysch and he has been talking with Attorney Tom Plienes, the FOP lawyer regarding this crap, but wait, it gets better, a strong rumor is that they aRE STARTING PEOPLE IN THE ACADEMY THAT do not HAVE THIER RESULTS FROM THE pschy TEST BACK YET. Seems like a pattern may be developing with Tracey Ladner and a bad dislike of coppersxon her part ! Please SCC can you begin a posting so we can maybe get a little gathering of more info together without the department chopping our nuts off !!, I know my kid and he is not unfit for this job, What is really crazy is that they waste the cities money and all of these kids time and cut them at the very end, at least have an appeal process in place where they can be tested again, the test they are using is the MPPI test which is highly critisized.

Nothing new. I am retired and know plenty who should not have been hired from back in the day. Some went to prison. Some didn't. Some who blew their way into nice jobs out of the academy. One guy went straight to asset forfeiture off probation. never worked a beat car. Made commander. Usual story.

I have heard, also, from a few veterans, hat when they take the physc test they are veing turned away. One of them is a friend and is a very decent, good man with his head on straight. What is the dept doing?

Unfortunately, this is not an isolated incident with Ladner. The HR under Ladner, sadly used a email system to notify new candidates about the power tests and hiring dates. The problem exists within the email address the CPD is using. Most email systems; such as g-mail, yahoo and MSN will send email that end with .org to the spam email folder. If candidates did not check their spam email they missed the important email notification for a test. The email problem started in August, 2012 and was well known by HR, the academy and 35th street but the problem was ignored. I would bet over 100 candidates missed notifications because of the email problem. Why did Ladner stop using the U.S. post office at least for the first notification so candidates know they are close to being hired? Amazing. That explains why 60 recruits from a list of 70 would appear on the first day of the academy.
Next the issue of hiring candidates that did not pass various parts the background check. One recruit received his notice to report to the academy as a CPD recruit. He reported at 6AM but was not on the hiring list. He lived in Kansas City and drove to the academy for his new job. HR said there was a mistake that he was not on the hiring list. This is not an isolated incident with Ladner. Several recruits reported to the academy after they quit their current job and being told there was a mistake and “bye bye”.
The third issue is the benefits for current recruits. What a complete mess! Recruits do not have insurance after 2,3 even 4 months in the academy. I think Dan Herbert’s law suit will finally make public the HR disaster under Tracy Ladner.

Tracy Ladner is a piece of connected racist shit. I know I worked for the psycho and her twisted management practice. She goes out of her way to screw with people and enjoys demeaning everyone to feel empowered. The reason that the kids never got their e-mails is because DHR sent an excel spreadsheet to Ladner with all the candidate names and email addresses, then Ladner sent the list to Virginia G who needed to send out the email notifications but they could not find anyone in HR that knew how to set up a mass mailing attaching the acceptances letter so the candidate contact sheets had to be split up and given to staff to send notification one by one. Employees were typing out the entire list by hand one by one and sending the attached notification to each candidate. the HR employees also sent these email address from their work email accounts and not the HR account that should have been set up for this process. If i were an attorney i would request all the mail from the department for the employment staff for those days to see how many failed notifications were sent to the candidates. The way in which the HR staff sent out the mailing was destined to come back and bite Ladner in the ass because the mail notifications were sent from individual email accounts and any addresses that were kicked back would have to be resolved by the employee sending the notification. Kathy D and a few other employment section employees were not the proper employment staff to handle this task. Kathy D works for tuition reimbursement for example. The other staff that was helping out prob also should not have been helping out. I just shook my head as they asked me if I could help and said sorry nope don't know nothing about E-mail I smelled a huge lawsuit because the way in which the notification were going out. And This is only one example of Ladner's incompetence. I knew that candidates were going to get screwed. This was not the staffs fault or the manager of employments fault it was ladner's fault for dumping on Virginia the last minute and telling her to deal with it. I hope that the candidates not only sue Ladner the city finally fires this racist bitch. She is a joke and doesn't have a fucking clue how to manage or work with people and she most certainly should not be in management. Sorry for the typos..

I, too, have dealt with that woman personally over proving that I graduated College. I graduated in 1994 and my diploma has been on file there since then. Now, almost 20 yrs later I get a notification that I have to "re-certify" that I have a college education. I brought in my transcripts and copy of my diploma and 2 months later had to do it all over again. After the 3rd time I went there and asked to speak to a supervisor. To my surprise, Ladner was hiding on the other side of the partition and came around shouting to me that "you people have no right to come into my office and cause trouble!" She's an arrogant, racist bitch. Ask any of the former now retired Directors of Personnel and they will tell you first-hand how bad that ignorant bitch has screwed that office.

He is now being called back to retake the final POWER test, this will his 3rd final POWER test without being hired. Others on the list have been hired that have a higher number them him, only took the final POWER test one time. Kid is realy getting discouraged. To bad because he is from a police family and none of us have an answer for the treatment he is getting from HR

I went through the process, was told to report for my Poly, just to be told I was "Double booked with someone else" I was told I passed every phase up to the poly, just to be told I failed the Pysch two weeks later. Mind you, I was already told I passed it, and received an email and call. I call HR, and they told me to write Ladner a certified letter with my situation, which I did, but never received any response. I called HR again, and was told "Ladner would never speak to someone like myself, I should just test again" I couldn't believe the city treated me this way, so I just never followed up. I hope people like this get what they deserve! Regardless of your status, you always treat people with RESPECT, period!

My son got out if the Marine Corp with a General Discharge which is all they ask for. Then Queen Tracy demanded that he sign a paper to release his records. When they looked over them he was excluded for having write ups on file (ie uniform infraction, etc). Why should they be looking into his marine Corp file if he has the General Discharge like they asked for?
If they ask for a Bachelors degree do they contact the school to see if you were ever late for class?

Many people won't pass the Psy portion of the/a LE texting process. It's there for that reason. Take the Psy with a drfferent department and see if you fail that one. If not you may have a case.

I went through the process, was told to report for my Poly, just to be told I was "Double booked with someone else" I was told I passed every phase up to the poly, just to be told I failed the Pysch two weeks later. Mind you, I was already told I passed it, and received an email and call. I call HR, and they told me to write Ladner a certified letter with my situation, which I did, but never received any response. I called HR again, and was told "Ladner would never speak to someone like myself, I should just test again" I couldn't believe the city treated me this way, so I just never followed up. I hope people like this get what they deserve! Regardless of your status, you always treat people with RESPECT, period!

Limited Duty Arbitration Decision
February 22, 2013


The Lodge received the arbitrator’s decision in the Limited Duty case today. Our grievance was granted in part and denied in part. The arbitrator affirmed that officers working limited duty need to be able to effectuate the arrest of an active resister, affirming that new standard.

However, the arbitrator did change the time cap for non-IOD limited duty officers. Instead of one year, all non-IOD limited duty officers are now given two (2) years of limited duty eligibility. The two years is retroactive beginning 01 January 2012.

There are many questions regarding this decision and the Lodge wants to address everyone’s concerns. We will have a meeting to address these concerns on March 7, 2013 at the FOP Hall at 1300 hrs.

that they are trying to show off to the world! They want a police and fire depts that reflect a world wide culture. Copper and firemen kids, both black and white are a dime a dozen. They look for intriguing backgrounds and growing up beyond Chicago and the nearby suburbs. They are trying to sell Chicago to the world, white Irish kids from a catholic high school and black kids from a quality public or private school don't mean a damn thing to the city. Go out to Dupage County or Kane county and hire a kid who doesn't give a damn about the city and questions every order given to him!

If the whole program was riddled with corruption how can the city prove the issuance of tickets was not also done in a crooked manner, fair to all involved? I read many accounts of the revenue involved. A good attorney can prove in court that it was not about safety but rather all about money.

Get these executives to testify on that lawsuit and you will likely hear many people pleading the fifth amendment not wanting to incriminate themselves.

Not too much of a stretch to make the whole thing stink like a kettle of rotten fish in court. Oh yeah, we paid bribes and all that and that part was corrupt to the core but not this other part involving hundreds of millions of dollars of fines. Oh yeah, a good lawyer can make that connection. And then... damages, refunds to members of the class action.

I was 6 months too young to take the women's test in 72. Didn't lie about my age, as others did back then. Took the test in 75 but was unqualified. You would not believe the people I knew who got hired that were "CONDITIONALLY QUALIFIED" Still can't figure that one out except: Funny everybody from my Irish Parish, at least 5 from my 8th grade class made it, but I was too dumb to drop. Black females also covered 2 quotas they're females and black, as far as I heard. The hearing was a joke of why I wasn't hired. Never got involved in lawsuit which I later heard some did. Got hired in 85 from 81 test. I waited 13 years to get on this job that I wanted since I was 16 years old. I have always wanted to hang that disqualification notice next to all my awards. This city is so sick it makes me want to vomit. I am retired now after a 25 year career. God Bless You All!

It is true that Lodding has nothing to do with the hiring process. But Lodding is terrified to talk to any exempt.Lodding will not stand up or even question Tracy Ladner over all of the problems surrounding recruit hiring and spending. Problems over new recruits, benefits, insurance and injury claims. It seems with every problem no matter how small, will become a major problem with Ladner and Lodding is not up to the challenge of working with Ladner. Ladner calls and Lodding trembles. This is so sad how the academy has changed under the current leadership.

The 75 police test was the first non scored/non ranked test. There were only 3 passing groups, Well Qualified, Qualified, and Conditionally Qualified. I was prep school grad, army vet, and two years into a degree program at Loyola..I aced the written tests and was scored Conditionally Qualified..I was stunned..even tried to find out my actual scores from personnel to no avail. Finally hired in 1980 under Jane Byrne. While in academy a Lt told us the last few Cond Qual classes had the highest academy grade averages in years. He asked us about city employee relatives...almost all had family working for city. He said the city was being pressured to hire OUTSIDE of city worker families and thats why we were all put in conditionally qualified status. Nothing new here folks..an applicant penalized for the job his father or brother has. Same bullshit, different century

One way would be to show the video that comes with every red light ticket. Shows your car and where it is when the light turns red, but you would know that seeing that you received a few tickets. Not sure it matters if its about safety or money if you run the red light that the video and still will show

Well, I am a copper and my son failed the Psych test, but on Monday I am going to begin with calling Dan Herbert, I am going to stir up the pot big time, Tracey Ladner cannot keep pulling her Bullshit!!, I sure wish that Commander Brad Woods was still in charge of Human Resources, he knew how to handle things, Ladner has the poor people that work for her in total fear, they won't even answer a question for another copper, I would ththis department would want people from police families to apply for the job, but this RACIST BITCH, and apparently proud of it ,is doing her best to ruin the lives of young kids by pschying them out, this is BULLSHIT!, I say have an appeal process and retest them at the applicants cost, since they have so mnuch time and money already invested in them. The kicker is that they tell you that you can take the test again when offered!

You are right. It is a shame what she is doing to these kids. One thing I'm curious about, within the last 10 years when Brad Woods was the commander the city outsourced the psych tests to an outfit in California and the city had no imput or say so in the written part of the psych test.
Whats really surprising is that it is well known what she is doing, yet noone wants to correct the situation starting with the mayor

The city easily could have limited their response to claim they were only investigating the awarding of the contract and that the system is being implemented fairly. Instead they issued a blanket statement casting suspicion on the integrity of the entire program. HMMMM.. there have been no further clarifications of this statement. Only a fool would pay a red light ticket without a hearing at this point. Citing the citys own lack of faith in the integrity of the camera system.

Good thinking, believe what the city says, its a standard answer everytime they get caught. We will have a review and protect the citizens of Chicago. You can be sure of one thing, the city gets the red light citation fines and there is no way they are refunding all the money that has been paid to the red light program. Take that to the bank

The Lodge received the arbitrator’s decision in the Limited Duty case today. Our grievance was granted in part and denied in part. The arbitrator affirmed that officers working limited duty need to be able to effectuate the arrest of an active resister, affirming that new standard.

However, the arbitrator did change the time cap for non-IOD limited duty officers. Instead of one year, all non-IOD limited duty officers are now given two (2) years of limited duty eligibility. The two years is retroactive beginning 01 January 2012.

There are many questions regarding this decision and the Lodge wants to address everyone’s concerns. We will have a meeting to address these concerns on March 7, 2013 at the FOP Hall at 1300 hrs.

Go to the FOP website for additional info or to the meeting on 07 March 13.

Sounds to me like the FOP and us lost big time. The only good part that came out of the ruling for the FOP was that the limited duty is for 2 years, not 1 year like the city wanted

These same people were then personally sent a letter from HR basically giving them a second chance when they were a no call no show. It is true that Lodding has nothing to do with the hiring process. But Lodding is terrified to talk to any exempt.Lodding will not stand up or even question Tracy Ladner over all of the problems surrounding recruit hiring and spending. Problems over new recruits, benefits, insurance and injury claims. It seems with every problem no matter how small, will become a major problem with Ladner and Lodding is not up to the challenge of working with Ladner. Ladner calls and Lodding trembles. This is so sad how the academy has changed under the current leadership.

Some of Ms. Tracy Ladner friends never had to go to the Medical Section and check in while on Non-IOD status. While others had to follow the rules. Check it out! You know who you are..you should be ashamed of the games you have been playin all these years

I was 6 months too young to take the women's test in 72. Didn't lie about my age, as others did back then. Took the test in 75 but was unqualified. You would not believe the people I knew who got hired that were "CONDITIONALLY QUALIFIED" Still can't figure that one out except: Funny everybody from my Irish Parish, at least 5 from my 8th grade class made it, but I was too dumb to drop. Black females also covered 2 quotas they're females and black, as far as I heard. The hearing was a joke of why I wasn't hired. Never got involved in lawsuit which I later heard some did. Got hired in 85 from 81 test. I waited 13 years to get on this job that I wanted since I was 16 years old. I have always wanted to hang that disqualification notice next to all my awards. This city is so sick it makes me want to vomit. I am retired now after a 25 year career. God Bless You All!

thans all fine & dandy but 1st of all the arbitrator signed off on the ruling on 18 Feb..the dept sent out the ruling on 22 Feb..the ppl who were put on the medical were returned to work 28 Feb? 10 days later?!?!?! WTF...so we get another yr limited duty then its the same end result...we r fucked out of the job. the ruling is the ruling...it is what it is
WAY TO FIGHT FOR US FOP..we wouldve done much better getting 1yr for every 4yrs on the job but thats FOP for us

WAy back in the day, I was part of a group called the 1500 club, we were 1500 people that were passed over because Prentice Marshall ruled that there were not enough minorities being hired, I took the test in 1971, was supposed to be hired in 1973, but this judge slipped a hiring freeze into effect and caused me and the 1500 others that they had to hire starting in March 76. Never in all of my years have I seen anything so so blatant as this Tracey Ladner, it is really sad that she was able to stick around so long , she is a Daley person and yet Rahm kept her around, she has Fucked over too many people, even on promotional test, I don't ever see how she is qualified to run the Human Resources, she only has a law degree. She needs to go and these kids need to get hired , This Pschy Test Bullshit is enough!!!!!!!!!!!!!!!!

This whole post is about how some less qualified applicants are passing over much more qualified applicants because of their status in a police family or military vet! I completed the entire process in Jan 13 and have since taken 2 final pts. I have 3 friends who were 4-6 months behind me in the process who were just offered an academy date in June. My BG investigator is impossible to get a hold of and when I do talk to someone they offer no information. Although I was told I successfully completed everything. my friends attending the academy have no military or cilivian LE background. I have 6 yrs military law enforcement as an E5, upon completion of my masters, and civilian correctional experience. I cant help but feel discriminated against as a veteran.
