Ain't This the Truth

Someone is thinking along the same lines as we and our readers are thinking:
  • My Cook County Board Commissioner posted this regarding this story:

    "So if the city arrests you + you can't pay the $1000 fine, you can be jailed for 6 months…costing the county $25,000"
We guess all the commissioners couldn't be completely ignorant.

Dart isn't going to take these arrests. Let's see how long until that prediction comes true.

Well it's looks a matter of priorities.
If we follow the Broken Windows approach you might be tying up manpower. But the idea is if you get them off the street even for a little while it might prevent trouble later on. But we have a possibility of a unbalanced amount of minorities in a overcrowded jail. Which too cost $. Tough call but if you want the mag mile and the beaches back you have to bite the bullet.

That's faulty logic, no matter what the thinking. Suddenly the most bloated government entities in the world (cook county/city hall), want to start worrying about costs?

If we follow this rationale full circle, the conclusion is simple: Same worthless gargoyles can expect to do as they wish because it's never worth the trouble.

Problem is, that's why they're releasing for more and more serious offenses.

Law enforcement in general keeps slipping down that same slope and when you justify a police force manpower budget on a formula related to how much patrol officers generate in revenue-driven activity, we are no longer calculating expenses for a desired outcome, but for a desired dollar amount.

If Dart isn't going to house them, then there is a solution.


Take those nice empty about to be closed schools and convert them into lock down facilities like the jail at Belmont & Western. If I remember correctly, cities can legally house misdemeanor prisoners for up to 1 year and can do the same for certain felony prisoners.

We have all those Detention Aides.... And they can then have a perfect spot to put all the clout house mice that can't be bothered to work a beat car.

in maricopa county, AZ they have it down to $6000 per prisoner per year

Just goes to show how screwed up Illinois really is. Add to that the IL Attorney General and Gov Quinn are on record of opposing this concept of Debtors in Prison

Back in the earily 90s the alderman were planning on going after all the people who didnt have dog licences and boy was that gonna bring in alot of money!After debate they realized it was easier just to raise the fee of those (chumps) the already pay.then to go after those didnt.Its not about those who dont pay.its about getting more from those that can.

simple solution:years ago up until about 1970 on the grounds of the cook county jail was a facility known as the "bridewell" a.k.a.the house of correction which was the city of chicago jail that housed offenders for "minor offenses" and was run by the chicago police department.learn from the past.it worked then and it will work now.

When Bob Dart took over Mass Transit in '89 he instituted a "Zero Tolerance" policy and we arrested everyone that did even the most minor infraction, and crime went down. However, the Court complained, they moved Dart to SOS and they instituted the ANOV to avoid arrest. Going back to a policy of arresting everyone is "Labor Intensive" and not condusive to a Dept. short of personnel. Unfortunately, Lock Ups are on some informal schedule where they will only process so many prisoners per tour of duty. Youth Detectives think they are Special, and they are sort of like Special Ed, so they too will process only so many youths per tour. So the end result will be more officers tied down processing prisoners, and the courts flooded! I was a Sgt. for Dart back then, and we were to the point where I told my guys that if a youth did not commit a felony, just cut him loose! Within 60 days this New/Old plan will implode, unless Sgts and Lts. in Youth and at the Districts push Youth Detectives and Lock Up Keepers to work with the officers doing the arresting. Good Luck!

No problem, if they get fined and can't pay the fine, there will be a special fine for not paying the fine. That additional fine will continue to acrue until it reaches the amount of the national debt. At that point there will be a scofflaw fine doubling the amount of the fine for not paying the original fine and also the original fine will increase. There will be, on the City's web site, an indicator in numbers that will constantly calculate the amount of fines owed to the City. The City will not issue persons a City sticker of a business license who owe the City any fines or fines on fines or fines on fines on fines.

And if they fail to purchase a City sticker on time, you guessed it, a fine will be assessed.

My lawsuit alatm is going off like crazy. You can do this if you wish but I was here when the last lawsuit came down for housing people on fine-only charges. I am still a Patrolaman for Life and no one listens to me but I have never been sued for nonsense and I won't get caught up in this crap either.

You cannot put someone in jail for a fine-only offense. Or rather, you can, until you are on the inevitible losing side of that lawsuit. Don't say you weren't warned. This happened before about 28 years or so ago.

Community service cleaning up for 8 hours a day and take $ out of their link cards until it is paid off. It will be such a hassle for the government that maybe they won't issue people of "high risk" any more aid.

There are 9 bond judges in cook county, they were recently in a meeting with the Chief JudgeTimothy Evans, he told them that everyone facing them WILL MAKE BOND! No one is to be held in custody at the county jail. If they did not play along they would find themselves back in traffic court.

may be if we held them for a day or 2 in lock up would make more sense. At least they could be used as fillers in line up.

But of course Lock up keepers would be tooooo stressed from having to feed the prisoners cold sandwiches.

And there you have it... The PERFECT approach. Why not? We get OUR checks garnished if we owe the City for water bills or parking tickets or whatever. Why not let the other citizens pay off their fines the same way? Just like Pavlov's dog... Obey the law or lose money off of your government check.

Don't get me wrong, I'd prefer that there weren't sooo many leaches draining our country's resources, but at least when they figure out that they won't get their check if they continue to act like savages, maybe there will be less savagery.

The government should do the same with all of the foreign aid we pay to all of the terrorist Islamic countries. You burn our flag, kidnap our citizens, behead our soldiers, we no longer fund your corrupt governments.

Right, we did a consenentual search on a house after doing a buy bust on a mutt where the baby mama at the house had a misdemeanor warrant. Bond was $375.00, she called her brother up who came over to get her LINK card. He used that LINK card to get the BOND MONEY. He comes back with $400 in $100 dollar bills. We told her we couldn't make change where she politely told us to "keep the change for your trouble." So now they can use LINK cards for bond money we sure can take money for fines, see how many of them Ass up then. $1,000 buys a lot of booze and smokes.

Build more jails and prisons. House them all, especially repeat offenders, violent offenders and career criminals. STOP the revolving door policy in Crook County. The same group of people are doing all the crime.

Rahm should craft a new state law and bring back the City Jail to house these offenders.
His cronies would make big $$$. The construction of the Jail, officee furniture, staffing the jail and so on. It's a win for the connected and of course the tax payers suffer. Business as usual in Chicago, Crook County, IL.

You're a fucking idiot with absolutely NO clue of the complexities and potential problems involved with taking/keeping people under departmental control. Prisoners in lockup facilities can't just be kept hanging around for 2 days to be used for fillers, jackass. Believe it or not, prisoners have rights, too, and are afforded due process whether you like it or not.

I'll give you just one hint, and it can be found in its entirety under the Orders regarding bonding procedures.

Sub-contract jail operations to Mexico. Much cheaper and lower instances on recidivism.

Maricopa County, AZ probably doesn't have all the connected contractor-issues that Cook County does.

OLA is shitting bricks regarding the new ANOV policies flying down the pipe from City Hall. The lawsuits are coming and City Hall is already planning to add more and more types of these "incentive to pay" programs involving the police. Have all your ducks lined up and think through your arrest if you decide to participate in locking somebody up for failing to appear for a hearing. There is no judge issuing a warrant ordering you to place this person in custody, there is City Hall trying to create debtor's prison on shaky legal standing.
