Another FTO Rumor

We know we have a couple readers in the class - anyone want to confirm or debunk this one?
  • In FTO class today the officers were told that the north side districts were full and they could only bid for 2, 3, 4, 5, 6, 7, 8, 9, 10, 11 & 15. Most officers were angry and are contemplating going back to their districts and dropping the job.
If true, not surprising in the least. The Department has lied to FTO's for the past decade. Why would this time be any different?

Those that have been on the job more than a minute that should know better were warned about this shit. A repost of what I submitted a few days ago:


"56 FTO's"

56 people without enough time to bid out of the ghetto on a monthly bid saw greener pastures - at first. They hadn't yet figured out that the Lion's Share of them would be sent to the ghetto anyway. Perhaps angling for a change of watch and scenery?

56 Dummies that that should've taken their cue from the other 62 that took the test and said "Fuck That Noise" when they actually ran the numbers and logistics involved and came up with the final product that had them on the losing end of the FTO equation.

And a tip for those in charge of this catastrophe of a program: the greener pasture has been revealed a mirage; expect more than a handful of these FTO's-in-training to decline the position at the conclusion of this 3 Week syllabus of "T.B.A.".

Ya see, "word on the skreet" is several plan to return to their current unit now that they realize that they don't have the seniority/juice to get one of the few spots in the more "desirable" training districts. They are enjoying this "training" as a three week vacation away from the daily grind of humping from job to job.

This is FACT, but you didn't hear it from me [wink, wink!].

Just keep on believing that everything on the CPD is on the square, all you Hair Gel kings and queens. Unless you're anointed via clout, blood or circumstantial phone call, expect to remain at the bottom of the food chain.

Can anyone that stuck around for FTO Week #1 confirm or deny the existence of a form the participants signed on Day One that allows no recourse for forfeiting any return to their unit?

Let me reiterate facts for you dopes that are slow learners: this job and the Bossholes (nod to WSIDN) use you to meet goals that, when accomplished, reflect favorably on THEM, NOT YOU. You are a pawn in the CPD Gold Star Chess Game, nothing more.

Ask those that were coerced into volunteering for the bike teams for NATO where they're at now. How many other NATO participants had to buy their BDUs and protective gear out of pocket? Ask the guys that volunteered for the Obama detail what they got for allowing the department to trample their collective bargaining rights.

Lather. Rinse. Repeat. This months shampoo is the FTO program. The last few months introduced us to the VRI shampoo. It looks good, smells good and boasts noticeable results. Too bad it's only gonna sting most when it finally works its way into eyes newly opened to the way things really work on the CPD.

Which leads into my next point...the spots are filled by future FTOs who 1. Are clout heavy, or 2. Have blond hair and know what to do to get where she wants!

"History Repeats Itself!" Here is a little CPD history for those of you hair gels who think the world began with your birth. The FTO program was originally a bone thrown out to Temporary Sgts., and was originally known as the Patrol Specialist grade. In the early '70s all hiring and promotion was controlled by a federal judge known as Prentice Marshal. The Dept. begged the judge to allow promotion of Temporary Sgts until a test acceptable to the court could be written. When that test was given all those who had been Temp Sgts. some for almost 2 yrs. were made Patrol Specialists to train recruits in their dist. of assignment. Patrol Specialists received a bonus when they had recruits and wore a badge that said Patrol Specialist over their name tags. However, one day the Dept decided that there would be Training Districts, and if you wanted to be an FTO, you had to go to that District. This took place probably about '83. At that point the vast majority of FTOs just quit and returned to being POs. The result was a draft of officers with whom nobody could stand to work with or be around. This group of misfit FTOs is responsible for many of the mornons and hacks who went on to be bosses on the job! Apparently this is happening again. Baby"G"

In the meantime, 019 District has lost close to 100 Police Officers since being combined with old 023 due to promotions and retirements in a big congested, overpopulated, especially on Cubs game days area!

Beat cars are downed constantly, especially on the 2nd watch! Those that are left to work on the 2nd watch have to do more with less!

If only the big tax paying people of Lincoln Park and Wrigleyville, knew how much we are really short to protect their high tax paying area and properties!

I predict response times to go way up this summer! Don't bother calling the Police for help!

Get a gun for your house instead, learn to use it and handle the business!

My answer to 1900X and 1970 is a big FUCK YOU! I personally wouldn't follow you out an open door!

The Department did that to the FTO class in 2003, they also wanted to assign FTO's to the Academy so they could be assigned anywhere when there are no recruits. I put in a request to drop the FTO program due to Management Un-stability and went back to my district. The money is not worth it.

Of course the Department lied. Where did these FTO's really think they were going to go to? The Depatment looks at the FTO program as an unwanted necessary evil to be used and abused as they see fit. A very thankless spot, but a very important one. The Department just doesn't get it. They should all resign from the position unless the Department fixes the whole program for the better.

If we have FTO's who are afraid to be the police,and only want to work in 016,017,022,day shift, etc then we dont want them teaching recruits to be a self entitled whining POS like them. BE THE POLICE!

this happened years ago they had over 50 POs in FTO training, then almost half quit after being told of the new training districts. Remaining 27 were then told to put in their wish lists and they got what they wanted.
In the mean time the city wasted time and resources. POs who quit program just had a break from districts and had a couple of weekends off.

Let's review the singular, most important line that any REAL FTO (not a "Verbal Judo" or "TBA" FTO) would've told their recruit back in the day:

"Kid, ya never volunteer for anything on this job".

So true. Seniority, as well as its application in the reverse, is about all us unclouted monkeys in blue shirts have. And yet there's never a shortage of people willing to let the department ignore and circumvent that right.

The Dept has lied about the program since the mid 70's when it was called "Patrol Specialist" and they wore little Star Trek type buttons above the name tag.

More pay, straight days weekends off, teach at the academy, the path to Sgt. Lie, lie, lie.

The path to Sgt is the biggest reoccurring lie. The merit Sgt promotion has nothing to do with being an FTO. As I recall, most of the merit people come from Narcotics and other special units, that require clout for the assignment to begin with.

I know of only one merit Sgt who was an FTO prior to Sgt promotion: 2nd Deputy D.S. (010, 008). He totally deserved the merit spot, he was (now retired, not dead) an excellent, aggressive street cop. Being a FTO had nothing to do with his promotion. His resume should be the template for all merit promotions.

Does any know of another good FTO who became a good deserving merit Sgt?

I agree these 56 lost souls are smart enough to see that they offered the existing fto's a chance to bid a few months ago to those nice districts hence they are all full now and you are retarded for signing up after those spots have been filled.Some of these new Fto's actually don't want to go north and like the south side my guess is that half will stay on for the program.

not sure, i had court that day this supposedly happened. i know they showed us a list of all training districts and fto spots available. before training began, 025 had 7 fto spots open. i find it hard to believe that the dept won't fill those with the influx of recruits coming out. at least 60 per month thru the end of the year will be starting. plus all thru next year.

This is the same nonsense that's been happening for years with FTO classes. This is why they keep having FTO classes...the people with the seniority and experience to be decent FTOs don't WANT to work in the craphole districts. At least before, Cline and Hillard were up-front about it. You will go to 2,3,4,5,6,7, or any number of other ghetto districts. You want to be an FTO in 16? Aww, isn't that cute....

No recruit should ever go to 016 EVER save those spots for bids No way a recruit should be be sent to 016 after probation and spend their entire careeer in 016 when veteran officers cant bid in

People coming on the job these days are certainly a very "entitled" bunch and the bosses have nobody but themselves to blame for it. When an officer has worked nothing but days since they finished their " cycles ", what do you expect.

I trained in the "fighting" 016th many years ago. Got to say, I didnt learn a damn thing, except how to run for coffee for the desk, and sleep in the SOS parking lot. In 10 weeks we made one arrest. I left as soon as I could, and my eyes were really opened. It may be busier now, but were all busier now...This is not the same CPD I signed on to.
got to say....FTO's have been historically abused. This should not be a surprise. Good Luck and stay safe wherever you may work.

In it you had to read and sign off on an agreement. The agreement said something to the affect that by applying for the fto position you agree that once you take the test and pass it you agree that the city can place you in any district. After reading it, I said no thanks and never bothered to apply.

They did this with my class but they waited till the last day before walking in with a white board and flipping it over with all the shit hole districts that were only open. At that time about half of the officers in class put in par forms to return to their districts. Only this department can mess up something as easy as a FTO program.

The Plan is not too have the FTO's training individaul PPO's.

In fact the majority of the FTO's will be assigned to "supervise" PPO's who have completed field training but still on their 18 month probation while they are assigned to full tours of foot patrolo in the "Impact Zones"

This is currently being done on a limited basis with the newest Sgts and PPO's.

The objective is to eliminate VRI and get around the 1.5 million dollar a week bill for it.

My advice is to pick up and walk out. Go back to your units and tell the dept to take their FTO BS and pound sand.

Completely untrue, this didn't happen and we never signed anything relinquishing our districts...we are all carried code 47 for training and still assigned to our districts. Now that isn't to say they aren't going to try and screw us because they most certainly will, it just hasn't happened yet

Absoluthely no one should have even taken this stupid FTO test to begin with. You do not have to be a salty veteran to realize that the Powers to be do not respect Blue shirts. So, why would any one be gullible enough to think anything would change. Cops have to stop jumping around like circus animals just because the city waves a few thousand dollars at you. Being an FTO is not worth a few thousand dollars any way you look at it. The total comes out to less then $ 70.00 a check take home. Why would any one let themselves get crapped on for less then $70.00 per pay check. Shame on coppers for being so stupid and greedy.

All you money grubbers did was allow the city to look good on paper while our pensions are still being underfunded. We should have told the city no and forced them to begin hiring much sooner. We all know that they are going to pull VRI sooner then later, then how are all of you money grabbers going to pay the bills on all the toys you bought that you could have lived with out in the first place. When the pension goes belly up what are you going to do. You can't work VRI after you turn 63. Wake up people and plan for the future instead of living above your needs in the present. The people in this city do not care for you and the politicians sure do not give a flying leap about you. All we have is each other, so stop letting the city take a dump on us for a couple thousand dollars.

For those of you that stick it out, I would not advise trying to come to 011. Between the Cmndr and XO, this place is a shithole. There are absolutely no perks to working here anymore. 2nd watch Lt is out of control, 2 awful sgts on 3rd watch and a Cmndr and XO that only care about themselves and their precious numbers. Time due being denied on weekdays to any more than 4 people. On weekends? Forget about it. Furlo extensions being denied left and right.

Again, if you do not want to work VRI, then do not. I am, and I am not using the money for toys. Let's see, paying for catholic tuition, paying for extra therapy for a special needs child, etc. They needed extra cops for the year until they hired more, it does take a while for cops to go through the academy etc. This may have just been a stop gap. I hope it does continue on a lesser scale just like CTA or CHA. But, again speak for your own self.

All you money grubbers did was allow the city to look good on paper while our pensions are still being underfunded. We should have told the city no and forced them to begin hiring much sooner. We all know that they are going to pull VRI sooner then later, then how are all of you money grabbers going to pay the bills on all the toys you bought that you could have lived with out in the first place. When the pension goes belly up what are you going to do.

Quit worrying about what other po's are doing and take care of yourself. You cant be so naive as to think the pension will go belly up because of VRI, its a bigger problem than that. Maybe some people like their toys and things they can live without, thats their business, not yours. Now go and continue to be miserable, I think I'll take my motorcycle out for a ride and enjoy a nice cuban cigar

Hey dummy, I've been maxing out since 1999 clown. I have an Ira I dump 300per month into and one for my wife that we dump 200 per month into. Not lazy, I have worked 2 jobs since 1994 so before you start slapping around the insults clown get your facts straight. Working VRI will only allow the city to hire fewer police officers. The fewer police officers the fewer contributors to the pension, which in turn the city percentage is going to be less also. So the less money in the fund the less money for profits to be earned. So I do not want to hear about your bs $17000 VRI earnings, all this is, is simple greed money. When they pull VRI you will be back to putting less in your deferred comp and IRA funds. Guess what dummy I will still be maxed out. So stop trying to justify your simple greed for a few thousand dollars, keep slutting yourself out for the city, but in the long run you will be sorry. You are a tool.

They didn't have Anyone sign anything on the first day other than a roster. Everyone in the class knows they will be going to training districts. That's the whole point, to train PPOs. People who are in the class are willing to give up their current unit of assignment/watch for the opportunity to train PPOs, don't look to far into it, people.

The bottom line is if there are no FTO's someone will just be assigned the task. You can not refuse an assignment in the district. So unless everyone out there wants to lose their partner let the new FTO s think they have a nice gig and lets move on

Get ready for a shocking fact all you salty readers.. Many people who are in the class came from training districts, and want to go back to those districts as FTOs. They don't think that they are getting some coveted position or "promotion". They like the idea of being able to teach new people coming on this job how to be the police. FTOs have an opportunity to make an impact on PPOs. I remember my FTO, and everyone I know, regardless of how much time they have on the job, remembers theirs as well. How about having people who actually want to train them doing the job, rather than splitting up partners and putting PPOs with all the people that nobody else wants to work with?
