Interesting Speculation

A little give-and-take in the comment section reveals this theory - and it seems to be a sound theory:
  • The PPOs are assigned/detailed to the office of the deputy chief of the respective district, unit 211 or 212.

    So they finally figured out they can assign these kids wherever they want out of school.... and keep them there until they're old enough to bid somewhere else... if that every happens for them.

    Meet the new scam.... recruits will never hit a district again... they can be kept in a shithole unit and sent anywhere the fuckwads downtown want.....FOREVER.
After their assigned time with the FTO's, Probationary Police Officers have been traditionally sent to Districts, where they're distributed as needed. Most end up on midnights as 3rd and 2nd watch openings are filled by seniority. They serve their time until they can bid to other watches or Districts.

But we don't recall anyone saying that they have to be assigned to a District. We don't even remember there being a General Order or contract provision that says they have to be assigned anywhere. We don't think there is anything that says they can't be shipped to an Area Deputy Chief, North, South or Central and then serve out their 18 months probation before being permanently assigned there until they can bid to somewhere else.

And we've seen months go by, seven and eight at a time, where no District bids have been opened.

Can anyone imagine what this will be like? Can anyone see a flaw in this theory? Have we missed something?

We have short memories.

A few contracts back we

extended probation from a year to 18 months. And left all PPO'S unprotected.

The same will happen when the working police like the Sergeants union screw the retirees for minor concessions.

The city plans years in advance to screw us.

If the city wanted to really fight crime they would use those merit hacks and Cheap flunkies at city hall to really come up with crime fighting strategies!

OT: Congrats 08-1 on 5 years! Seemed like just yesterday that we were chasing after Officer Thor Soderberg in a traing excercise. OT, investigation/Witch Hunt just launched in VRI North regarding audio captured on in-car recordings.

Seems a handful of VRI cars a couple weeks or so back were instructed to leave their blue lights on as visual deterrent as they sat in & circled their boxes.

Problem? The techs responsible for downloading / archiving data noticed problems with overflowing hard drives and made inquiries. These inquires resulted in them listening to recorded conversations between partners. One supervisor close to the investigation mentioned content ranging from less-than-flattering sexist comments, to bragging about "stealing money" (hopefully just a reference to making that easy VRI $$$), to slanderous / threatening comments made about supervisors, the mayor and even the POTUS. One conversation supposedly referrenced a criminal act(s) perpetrated by officers. Enter IAD and the Techno-Nerds assigned to forensics.

Their hunt won't take long as not many of the VRI cars have in-car cameras, and everything is easily retrievable via vehicle logs, partner rosters, etcetera.

REMEMBER...there is NO SUCH THING as reasonable expectation of privacy in a police vehicle if you're a police employee...especially when you activate the recorder by turning the Mars lights on.

Strap in, this may get fucking ugly. Just what we need at contract time. All indications point to more than a handful of sacrificial lambs getting slaughtered.

This will only deter good people from applying for the job. This will also help those clout babies wiggle their way up the chain. This will also contradict what our supt has said about patrol being the back-bone of this dept. We don't have parts to fix the cars, no pdts, broken shit all over the district and now this. This is straight out of the NYPD playbook. Name is the same and everything. Google 'impact nypd' and see what you get. Kids on NYPD do this for 4 - 5 years before they ever see a car.

This is how impact is run in the NYPD. PPO are assigned to. Patrol Boro and not a precinct. This way they can be told to stand on any shyte hole corner within that boro regatd of precinct. There are no FTOs in thr NYPD. New jacks are led by slightly less new jacks and are isolated from cops with time on. This way they avoid any independent thoughts or opinions about the job for tha much longer. New jacks get hammered for activity non stop. Sreamed at and demeaned at roll call. No chance of a day off. This goes on for anywhere from 6 months to 4 years depending on assignment and the amount of hires after that impact cop.

The way it was explained to me was that you are only detailed to whatever district the send you to after academy, and you have to bid or you are still in 044... No matter how long you are in district... I remember the Burns brothers getting bounced out of 019 years ago because they had never bid to 019

LOL, I have been saying for years how does 001 and 018 never seem to have openings? Ever? You mean nobody retires from there? Ever? How is there are only openings in the same places year after year; 003, 004, 005, 006, 007? Bidding to 001 and 018 should be fair game like bidding to 006. Pretty sad it takes a phone call to get to 018/001 which is just another district. Of course the union does zero about it too.

Some of the comments on this blog leave me dumbfounded. Why would anyone want all the new guys to go to a busy district???? I live in 016. I am tired of seeing nothing but dinosaurs driving around with their blinders on!!! The last time 016 had openings it took 20 years to make the bid. I would like to see some newer, younger, and hungrier go getters stopping cars and going through shitheads. Eighteen years on this job has taught me that mix of new and old is the best thing.

I work in the GHETTO!!! The GHETTO hates the POLICE!!! Screw the ghetto! Send the police to where they would be appreciated!!!

rookie police officers have a lot to learn after they come out of the academy--- listening and talking on the radio, doing case reports, writing tickets, how to handle combative offenders, etc... putting them into a dangerous environment in large groups is not a good idea--- hopefully they have good supervision and are being kept on a short leash....

Why can't we get a city that has responsible politicians who keep there nose out of the police dept.Why can't we get a city that has honest politicians? It seems every pol is a liar today, it started long ago but reached a pinnacle w/ lord clinton. He made lying pols a thing to be brushed off like it was part of the job.The man was dishonest in every way but is still held on a pedastal to this day. His wife is as dispicable a person you could find, I heard this from sources who protect these people on a daily basis.Positions and names I have forgotten, even if I knew i wouldn't give them up.These pols from the FED to local are just out for themselves,some started w/ good intentions but now are part of the problem.All we can do is vote and hope for the best.

(OT) we live in the garfield ridge area, grand kid is about I attend preschool, daughter and son in law live in apartment in my building, se we go to local public school and shock and awe were told if we are above $40,000 a year income level we would have to pay $3,500 for preschool! We have paid high taxes and these years and on our tax bill over $5,000 goes to cps, now even though we already pay for school out of taxes we have to pay more? 1 more year to go we are out, talked to another copper from mt greenwood he was one to send his kid to preschool out his way the same thing! The animals get everything the honest hardworking people get nothing!

Work har boys and girls, pay for public school, no pensio, no healthcare, get stripped for anything (iAd) is beefed up with extra sergeants and officers! All I want to say take it from a 28 year vet please and I am begging you no matter what back each other up may GOD bless all of us,

If the Department is going to do this, then why the hell did they promote so many Field Training Officers? How are these new recruits going to learn to work the street? How are they going to learn how to write paper? All these skills need to be taught to them by experienced Officers. We are going to have a large contingent of the Department with Officers that don't know how to write paper, or better yet make an arrest.

Not the same police department I remember! After FTO'n in some busy District we all got shipped out to Loop Traffic or Michigan Ave foot patrol (for the holidays). This rounded out our one year probation at a place we should'nt screw up in. Then we would be sent to the Districts we came from on 1st watch till we had the time to bid to another watch or District. Sounded fair to us. Most stayed in the working Districts until they some time under the belt and either bid out or made D-2, or 3. Glad I'm now a former member in a warm southwest state; the only thing coming from Chicago is my pension check....well at least for the time being. Stay Safe and get out at 20, move far away, and do something else for another 20...you can always remember holding the line in Chicago before it fell.

I'm saying its the right thing. Why should a recruit go to a good district right out of the academy instead of a po with some time. Allow the po to bid out. The clout babies will still have their 20% and without many openings in the districts its important that the veterans get that chance, not a recruit

There were two police officers in 007 who were using the car computers to communicate with another car in another district. They made comments that were discovered and a CR was started. I read the accusations and they were silly, un professional, but nothing really. Uncle Terry tried to fire them and kept them off work for almost one year. I worked in IAD at one time and I can tell you the facts and the evidence will not stand in the way if someone high up in the department or even outside the department wants to hurt you. I have seen dismissal cases go forward despite there being, based on all evidence in, a recommendation from the corp counsel for a short suspension. Things have never been fair on this job.

All the VRI cars have over 150,000 miles on them. Not only do they not have cameras, many are falling apart and the lights and/or sirens do not work and are NOT being fixed by the city.

To say the least they are death traps.
Just write 1 or 2 parkers and just sit in the car and RELAX.
Don't do anything stupid.

Now those worried looks and quiet conversations with the suits and guys with electronic gadgets and gizmos between the DC and XO and VRI Lt make sense.
There has been a rash of CDTV and Theft From Vehicle involving VRI cars in the lot in 11 where they are parked. The VRI Lt even mentioned that she thought officers may be involved for whatever reason and she vowed "to get to the bottom of it". People at the desk have made at least a half dozen reports documenting damages to these cars and some involved the theft of and tampering with electronics and emergency equipment from these cars, some instances w/o forced entry gain access to certain areas of the cars. I bet this is all somehow connected, whether on purpose or accident. Ive always said its just a matter of time before someone gets hooked up because of the pdt or camera. I just always imagined it'd be some married goof sending pdt messages regarding his side action to someone and a crack divorce lawyer getting their hands on it. Coppers......their own worst enemies.

We witnessed these PPO'S last night during the dark hours of 3rd watch walking the beat alone in an area of recent threats to the police with no supervision in sight. To make matters worst, there was a community organizer driving around watching the PPO'S to make sure that they don't act out of line. Officer safety at its biggest risk...

Narcotics will do a few buy/bust on a block. PPO's will then sit on that block. Two 2 man units will sit on each end of the block. McCarthy wants one PPO to sit in each car while the other two walk up and down the blocks. He's had Sat teams doing it for a few months now.

As for the VRI cars having audio recording, they're all pools cars with out cameras. There also doesn't seem to be any tech stuff in the truck. My guess they sat there for a few hours with an open key. Which basically happens all day long on zone 10 and 12.

well if they are assigned or detailed that should help open up more furlough spots. Since units fill each period with 8% of unit strength. Those area secretaries will now get summer or Christmas furloughs and PPOs won't get too bad of picks (unless your the youngest in that group).

My dad came on in 1968 and went straight to Area 2 Task Force from the academy. Those were the days of the MLK and RFK assassinations, race riots, and anti war protests. His whole class went and classes before and after him too. It's been done before, granted there was no union but I think they can send you anywhere.

Hey a copper came on in 1981 and had a rough time passing run to get out of Academy. Classmates had to drah his fat stupid ass around gym so he could pass. Worked 8 yrs in district half time IOD the went on disability after less than 8 yrs on job. Lives VERY comfortably on tax free 75% salary and free ins. in warm part of country. SCAM BIG TIME. Karma is a BITCH!

A good lawyer? for getting hurt on the job. Surprise, police officers get hurt all the time and I have never seen one get a lawyer and successfully sue the city. Sue for what, having some gang banger shoot you or get hurt by a resisting offender. Oh, so I get it, you become a po and the city is responsible to see you never get hurt or injured.

Between the 20% management and putting the clouted recruits there before they are off probation, theoretically 001 and 018 could not be open for bid for years

Very OT: I am the witness of a burglary that occurred late last year. The victim of the burglary let me know that he was recently contacted by the prosecutor because the case is going to trial soon.
In the past week, I have gotten quite a few missed and unanswered calls from a small group of numbers, and each time I call any of them back I hear an identical, recorded disconnected message. The numbers are clearly in service, as the calls continue and no message is left.
The numbers that are listed come back to residences in various areas of the city. Could this possibly be the Cook County Prosecutor's office trying to contact me? Is this something they do? I know its a long shot, but I figured that I would ask since I just heard that someone else was contacted by them during this period. I don't mind speaking with them if I knew who it was.

Bid?To which district the only district that has openings with zero bids submitted is 005.Believe it or not all other districts have movement between shitholes and the cutoff is around 7-8 years even to those undesirable districts.So that mean them newbies are fucked for a long time.

Where are they going to bid to? They are the lowest on seniority? That is if there are any posted bids which would be to 007, 011 etc Thats what would happen

OT, investigation/Witch Hunt just launched in VRI North regarding audio captured on in-car recordings.

Seems a handful of VRI cars a couple weeks or so back were instructed to leave their blue lights on as visual deterrent as they sat in & circled their boxes.

Problem? The techs responsible for downloading / archiving data noticed problems with overflowing hard drives and made inquiries. These inquires resulted in them listening to recorded conversations between partners. One supervisor close to the investigation mentioned content ranging from less-than-flattering sexist comments, to bragging about "stealing money" (hopefully just a reference to making that easy VRI $$$), to slanderous / threatening comments made about supervisors, the mayor and even the POTUS. One conversation supposedly referrenced a criminal act(s) perpetrated by officers. Enter IAD and the Techno-Nerds assigned to forensics.

Their hunt won't take long as not many of the VRI cars have in-car cameras, and everything is easily retrievable via vehicle logs, partner rosters, etcetera.

REMEMBER...there is NO SUCH THING as reasonable expectation of privacy in a police vehicle if you're a police employee...especially when you activate the recorder by turning the Mars lights on.

Strap in, this may get fucking ugly. Just what we need at contract time. All indications point to more than a handful of sacrificial lambs getting slaughtered.

Yeah right. Most of the cameras don't even work in a district.

I've worked a lot of VRI. I have never been told to put on the blue lights and I have never seen a camera in a VRI car.

We witnessed these PPO'S last night during the dark hours of 3rd watch walking the beat alone in an area of recent threats to the police with no supervision in sight. To make matters worst, there was a community organizer driving around watching the PPO'S to make sure that they don't act out of line. Officer safety at its biggest risk...

A "community organizer", was it Obama or some unemployed reverend on public aid?

Foot patrols, specialization costs money. Patrol was suppose to handle all this, then why get rid of sat, tru, and msf in the first place?

Now those worried looks and quiet conversations with the suits and guys with electronic gadgets and gizmos between the DC and XO and VRI Lt make sense.
There has been a rash of CDTV and Theft From Vehicle involving VRI cars in the lot in 11 where they are parked. The VRI Lt even mentioned that she thought officers may be involved for whatever reason and she vowed "to get to the bottom of it". People at the desk have made at least a half dozen reports documenting damages to these cars and some involved the theft of and tampering with electronics and emergency equipment from these cars, some instances w/o forced entry gain access to certain areas of the cars. I bet this is all somehow connected, whether on purpose or accident. Ive always said its just a matter of time before someone gets hooked up because of the pdt or camera. I just always imagined it'd be some married goof sending pdt messages regarding his side action to someone and a crack divorce lawyer getting their hands on it. Coppers......their own worst enemies.

I worked VRI North and the control box had a bad ground in it. The R-Man fixed it after a few minutes. Half of the shit does not work anyways and is soo old, give me a break. Maybe a boss should get to the bottom of the shitty cars, half are death traps!
