- Attorney General Lisa Madigan's huge fundraising lead over her potential 2014 gubernatorial rival, Gov. Pat Quinn, grew even bigger after she reported raising more than $750,000 in new campaign contributions.
The newly disclosed, massive influx of $751,815 adds to the $3.6 million Madigan reported having in the bank at the end of 2012 and widens her fundraising edge over the incumbent Democratic governor.
"I set a goal for my campaign to raise the same amount this quarter as we did for the whole of last year," the attorney general said in a prepared statement. "We met that goal with room to spare."
Quinn ended last year with $1.06 million in his political fund and last week reported raising more than $550,000 since then -- not enough, as it turns out, to keep pace with the attorney general's fundraising juggernaut.
Interestingly, two different Teachers Union's that didn't appear on yesterdays list for Quinn, do appear Lisa's list. We didn't see the Chicago Teachers listed anywhere at the moment.
Now suddenly, after the FOP statement some time ago about, "...if we don't contribute to Madigan, we suffer his wrath in Springfield...." takes on additional meaning if he's strong arming unions for his daughter. And the cycle continues.

When Springfield Leaks learned that Associate Judge Steven Nardulli, of the family law division in Sangamon County, issued a legal opinion on an issue of critical importance to many state employee’s pensions, we at Springfield Leaks became very intrigued. After all, what qualifies a judge who typically decides custody and visitation cases to decide whether or not legislative changes to the State Employee Group Insurance Act violated Article XIII, Section 5 (pension protection clause) of the Illinois constitution? This intrigue was compounded when we also learned that Judge Nardulli’s wife, Joyce Nardulli, who generally lobbies members of the General Assembly on matters related to banking, had dinner with Elaine Nekritz, chairperson of the Illinois House pension committee. The Associate Judge of the family law court deciding a complex constitutional question related to pensions while his banking lobbyist-wife dines with the Illinois House pension committee chairperson.
Perhaps the relationship between the honorable judge, his wife, and the Illinois House pension committee chairperson is merely coincidental. But records uncovered by Springfield Leaks show that a dinner between the honorable judge’s wife and the chair of the pension committee occurred on February 20; this is the very same day her husband, the judge, heard oral arguments on the State’s motion to dismiss plaintiff’s claim that recent legislative changes affecting pension is unconstitutional.
It is well-known throughout this state that Illinois House Speaker Michael Madigan and Illinois Senate President John Cullerton have advocated for changes to the pension system. How would dismissal of the plaintiff’s case, claiming a violation of the Illinois Constitution, impact their desire to implement change? Change which, if it would occur at all, must begin with legislative action which Judge Nardulli now has a critical role in shaping.
Curious of this unusual relationship between the honorable judge, his wife and the pensions committee chair, Springfield Leaks obtained copies of official state documents which reflect that on February 21, the day after the dinner and the hearing, the pension committee passed a pension related shell bill out of committee. Inside sources confirmed to Springfield Leaks that a “shell” bill is merely a “technical” change, meaning no substantive change to the law. Yet, sources confirmed that it is not uncommon for these “shell” bills to pass out of a committee with substantive amendments filed after the “shell” leaves the committee. In the case of this “shell,” two amendments filed by the chair of the Illinois House pension committee occurred on the same day as Judge Nardulli issued his opinion, March 19; and this just days before the House rule to report out substantive bills.
We at Springfield Leaks are also intrigued by the lightning speed in which Judge Nardulli’s decision prompted the Illinois Senate to act. The day after Judge Nardulli’s decision, the Senate President filed a third amendment to Senate Bill 1 and shepherded it through to final passage. Senate Bill 1, which contains language consistent with Judge Nardulli’s ruling, is now in the House where it will undoubtedly be sent to the very same committee whose chairperson dined with the honorable judge’s banking lobbyist wife.
It is not the intent of Springfield Leaks to disparage the reputation of the honorable judge, his lobbyist wife, the chair of the pension committee, or the legislative process.
But we at Springfield Leaks do find it troubling that the very next day after the judge heard oral arguments on the state’s motion to dismiss and his wife dined with the Illinois House pension committee chair, a shell bill passed out of Illinois House pension committee; a bill which ultimately was amended by the chair and passed the House, just after the honorable judge issued his ruling and days before a legislative deadline to pass out substantive bills.

SPRINGFIELD, Ill. (AP) — Thousands of state employees that have recently gained union membership could be stripped of it under a law signed Friday by Illinois Gov. Pat Quinn.
He approved a measure that allows the governor to deny collective bargaining rights for up to 3,580 managers and supervisors.
The traditionally pro-labor Quinn has supported the idea, sponsored by fellow Democrats, since it got House approval in 2011 — while at the same time excoriating his Wisconsin Republican counterpart for pushing through a law that rolled back union bargaining rights.
The law applies to 'managerial or supervisory' positions under the governor and other statewide offices — such as the secretary of state and attorney general — that are not currently represented by a union or those who have gained representation since December 2008.
Supporters of the measure argue that state executives can't effectively run the government with so few managers loyal only to them. They say that 97 percent of the state workforce now wears the union label.
In Illinois, union membership has steadily and swiftly climbed upward in the past decade. An Associated Press analysis in 2011 showed 10,000 state workers had joined unions from 2003 to 2011 — four times the number of the previous eight years. Including petitions pending at the time, it showed there were only 1,700 managers left among a payroll of 50,000.
The ball got rolling in 2011 after employees, known as legislative liaisons, gained union membership. Liaisons act as intermediaries between the executive branch and the General Assembly, laying out for lawmakers the governor's legislative agenda and working on his behalf to get it approved, while also participating in strategy sessions to meet the goals. Therefore, liaisons need to be loyal to the boss, and no one else, such as a union fighting for their wages and working conditions, the thinking goes.
At the time the measure was gaining steam, Wisconsin GOP Gov. Scott Walker was leading the charge for restricting collective bargaining rights for government employees, leading to a contentious weekslong sit-in of the Capitol in Madison by union members and other supporters.
Walker, Quinn said then, 'should be ashamed of himself.'
Quinn signed the law Friday in Mexico, where he's been on a trade mission since Wednesday.

Some time ago during Lisa'a 1st campaign we were promised an 80% pension for our support. This promise came from Lisa's daddy. We also received the same promise from Gov. Blago. Blago stated quite clearly that he would sign this legislation the day after his election. Neither promise was delivered. The stop was put on by Mayor Daley but each of then must have know that the promise would never be delivered. They did not deliver the first time around why think that their word would be any more truthful for any promise this time.

You can't sue unless you've sustained some form of damage. This is the main reason why past litigation against the state has failed in terms of trying to force them to fund pensions. There WAS no law on the books that prevented the state from taking "pension holidays" and could therefore refuse to fund the pensions as much as they wanted.
This was proven in several cases where plaintiff's were suing for the state's refusal to fund the pensions. The courts all concluded that they could not force the state to fund the pensions because there has been no damage covered by the pension protection clause.
Funding was never covered by the clause. What IS covered are all calculations used to arrive at the predetermined benefit level (ie 50 age + 20 yrs = 50%).
Means they can't cut your benefits levels at any point in the range of 50/20 on up to top age and retirement percentage. Means they can't diminish what you get paid for how old you are and how many years you've got on. Not unless you AGREE to it, and no one has agreed to diminish their own benefit levels yet.
I believe we the peons were granted the 50 and 20 and 50 out because we agreed to let the gold braids get their exempt pay grade for retirement after only working 3 years in it.

If you look at the history of the United States, the economy (and union member's incomes,) have flourished under Republican leadership, and failed dismally under Democrats.
Look at every major city run by Democrats - Chicago, Detroit, LA, etc - and tell me how well they have done for the unions. EVERY one of those cities is in deep trouble.
But keep your nose up Mike Madigan's butt, maybe he will toss you a scrap or two.

OT - Heard rumor that sgt class starting next week. One merit member had received notice of indebtness to CoC in February and this had to be resolved (SPAR). After all actions are addressed and reported by Friday afternoon to HR, AMFN will go out. Lots of merits from districts.

Today was a graduation for another group of recruits, around 65 recruits. But they will not be assigned to the districts. Instead they are detailed to the traffic unit for foot posts. The problem? Not enough FTO's. 35th street is afraid to use acting FTO's so they cannot work in a district until new FTO's are promoted or for 12 weeks when the current recruits finish their field training. They had knowledge of the massive hiring and the horrible shortage of FTO's. Yet, they do nothing. What a waste of recruits who will not receive FTO training for weeks. Where is the new FTO class?
Quinn can not help the FOP or Local 2.
Democrats will have a supermajority in both the Illinois House and Senate after inauguration on Jan. 8, 2013. Senate Democrats picked up five seats and will have 40 seats in January – Senate Republicans will control only 19 seats.
Illinois House Republicans lost seven seats yesterday, and House Speaker Michael Madigan will control a 71-seat veto-proof majority.

You can argue I suppose if the president can appoint the attorney general, how are the branches truly separate? But in this state, the ignorant voters denegrate the protection by annointing one man to control the legislature (Madigan) then vote for his daughter (Madigan) as attorney general controling the judicial branch. Now the single party in this state, (Democrats) who have by themselves run this state into the ground over more than a dozen years (adding many of their members to prison terms) are poised to slate the daugher as a candidate for Governor. And the voters of this state will bequeath her the office. If this is not the biggest single indictment of public education surpassed only by a 55% drop out rate in the CPS, I don't know what else would be. Public education has produced a state of very ignorant people. Shame on you democrats and more shame on ANYONE who votes democrat.

Captains are appointed just as exempt members. Doesn't matter if they have a union. That argument won't stand up in court. Their pension will be reduced as well if those above them are reduced.

Look in the mayor's new budget. He is allowing the schools to raise property taxes to pay for minority children age three and above to attend pre-school classes at CPS. You pay for them and you pay for your own kid's preschool by yourself???
Is it because they think minority children are inferior? Another form of dicrimination???
End the Gold Braid Pension for captain , XO , Command staff and reduce pensions of sgt , lt that received a Merit Promotion .
This will help blue shirts and sgt , lt that were promoted by passing a test keep current benefits.

Look at every major city run by Democrats - Chicago, Detroit, LA, etc - and tell me how well they have done for the unions. EVERY one of those cities is in deep trouble.
