I don't think he was a ride-along. Most likely he was shopping in the lingerie shop, observed their bizarre
behavior, and assumed the cops would react with excessive force when they answered the call.

WRONG! She made it in rank order. Just because you can study well for a test doesn't mean you have any common sense. Since being made sgt. she has taken a suspension for making a copy of a case report for her friend who is the offender in a domestic battery case and giving her a copy. Fisrt the computer fingerprint that she ran the report then she never bothered to cut off the line who printed the report. Book smart maybe, common sense, not.

She may have made it in rank order,but working at headquarters doesn't mean she made it on her own,getting the questions and answers ahead of time always helps.
