FOID Surge (UPDATE)

  • Illinois State Police say they’re trying to deal with a huge backlog of applications for Firearms Owner Identification cards.

    The agency received more than 28,000 applications for cards during April alone. That’s on top of an existing backlog of nearly 76,000 applications.

    The state police say they are dealing with a record number of applications. State police are supposed to approve or deny applications within 30 days. The agency says its understaffed due to budget cuts and is having trouble meeting the deadline.
So the ISP, through the inaction and ineptitude of Springfield, is now in violation of State Law. No only can't they approve new applications, the lag time for renewals is exceeding 60 days and in some cases, 90 (trust us, we've experienced it firsthand.)

Seeing as how the legislature is under the gun for a Concealed Carry Law by 09 June but isn't making any progress, combined with many law enforcement and Second Amendment types opinion that if the deadline passes with no action, an FOID card becomes a de facto permit, one might wonder if the inaction in Springfield is a deliberate attempt to circumvent the Federal Courts.

The ISRA countdown clock reads 26 days and counting.

UPDATE:  As the readers remind us, a valid FOID card is a requirement for employment on the CPD even though State Law says being sworn is good enough. That being said, CPD bosses claim that isn't their problem. You wouldn't expect anyone at 35th Street to maybe do the intelligent thing and suspend that requirement during the current crisis. That would make too much sense, and "sense" is a rare commodity indeed at HQ.

We suggest everyone check their expiration date and send in a renewal application at least 4 months in advance. It sounds like you're going to spend a month on the phone after 60 days go by.

This "backlog" has been going on for years. You'll be lucky if you get it in 3 months. Even for renewals it takes forever. If you call them the number is busy from 0800 until 1730 HRS. Good luck.

I applied for a card in December My check was cashed on 1/10. I finally called on 4/10 and they located it on the desk for background check. I received my card a week after calling.

My advice, call if not received in 60 days. Be sure to give them the number stamped on the front of the check.

If you don't receive your FOID card by the june deadline, contact the inra or nra and sue the fuck out of the state! When they start losing money, they will backtrack.

Let me see..They have reduced the budget for personnel the last 4 years...check..
That being said, no matter what, they are screwed..Not even a police officer can get their card renewed fast enough.....and yes, law says reads they are exempt, but departmental regulations say otherwise..No problem.,.. Cops don't need guns

Oh it's a attempt at delaying. Durbin and kirk would love for you to believe that people are against firearms. But evidently this is not the case. I believe it showed one case on the isp of 61000 apps in a month out of a state of 12million people

Funding has nothing to do with it. Applicants pay $10 for the "service". The state is ripping us off and taking the funds and spending it somewhere else. This is NOT A TAX. Its an application fee! With that fee we expect the required service. I see a court challenge in the future.

The FOID process is exactly what Pennsylvania does to Issue the PA License to Carry (firearm permit). It would be quite ironic if IL already had a concealed carry permit infrastructure in place and ready to go by the court deadline......

Send your renewal with a photocopy of your star and ID. Attach a note on top of the app saying you are an active police officer. That's what they told me to do and it took about 3 weeks. Good luck.

Dont fret mind was expired for a long time i ran into a problem when i had to go shoot. All you do is call and they will give you the sgt to mail it to and you will have it in a week. Put attention police officer on top. They were great and the girl answering the phone is cpd family membet. No worries

When you send in you renewal form, use a dept envelope and mark the outside POLICE OFFICER RENEWAL
If its spotted, it takes a few weeks off the application time.

I sent my renewal in on January first and I received my card in mid March. That was not too bad compared to most. I am sure the State would prefer to have the FOID card "MAY ISSUE" just like the Dart amendment.

I recently retired, and I was amazed at what the state wanted you to do to obtain an IROCC card, the authorization for a retired officer to carry. Submit forms to Springfield, wait for authorization, go to an approved range to qualify, etc, etc. The state that I moved to was much simpler. I showed up at my local sheriff's office, showed my credentials and filled out a brief form. They fingerprinted me and told me my authorization would show up in the mail in ten days. I simply take that to the SOS equivalent and they would issue the hard card. When I asked about qualifying they said "you were the police long enough to learn how to shoot...." Amazing how Illinois has to make anything firearms related a nightmare.

Card expired on 01-feb-13. Mailed application for renewal on 06-oct-12. Check cleared on 12-oct-12. Card never showed up. Started calling in early January. Spoke to a nice old woman who told me my application was at background and should be mailed next week. Started calling back a week later. Over 100 calls in three weeks that all went to a "call back when we're not so busy" message. Contacted ISP inspector general in early March, card arrived 5 days later.

If you don't receive your card after 30 days start calling your state senator and rep and call the governors office. Believe it or not the governors office was helpful to me. The ISP firearm division will magically find your app on their desk about to be processed. If nobody calls them on it, it just sits in a pile with everyone else's.

Isn't all "just another tool" that politicians can use to exploit and extort money from the public?

Democrats can use this tool as a fundraiser.

Isn't it a wonder that gun powder from fireworks that killed people at the Boston Marathon, injured and mamed hundreds more than Sandyhook and yet the media...washington... and the public are dead silent?

What I mean is not one person calling for a ban on fireworks. Background checks on fireworks. Controls on fireworks. Not one TV station. Not one newspaper calling for fireworks reform. Not a single politician. That I am aware of.

Isn't that something?

Why?

Well maybe there is no rich NRA lobby that politicians can extort by playing good cop / bad cop when it comes to fireworks reform. I mean what else could it be but the money?

There's no rich fireworks lobby to extort money from, right?

It's like if you're running a business and someone finds out that you are over insured. The money attracts the lawsuits. Look at all the money the NRA and ISRA has in the bank. The politicians can't stand it and need to find a way to get their hands on it, both sides.

It's a tool. Play it out as long as you can if you're a politician there are campaign donations to extort money to be made.

I wrote earlier about how useless the FOID card is. The nation's "leaders" want Universal Background checks, or FOID, for the entire nation.

It their plan. Confuse the issue, bog it down in bureaucracy and no one will have a legal gun.

I mean if you look at the 1968 charter for the creation on FOID you can clearly see that it is designed to IDENTIFY persons that could legally posses firearms. Nowhere does it look to keep guns put of the reach of criminals or mentally disturbed people.

Why can't people that have a valid FOID purchase a gun with just the card, why do they need to wait for a check, they have been checked for the card.

We are the only state that requires anything like a FOID card. Everything in a FOID card is already checked at the point of sale and the 4473.

The FOID card is a relic of the pre internet age, enacted in the late 60s.

It must have to cost much more than is generated in revenue to run the program.

It would make sense to discontinue the FOID, but then again, we're run by Democrats and they don't do much that makes sense.

As for a CPD officer needing one, Why? And why doesn't GMac just issue an edict saying one isn't needed? He is The King of Police after all

well I been waiting since FEB. have tried repeatively calling can't get pass some silly recording and waiting for hours for some HUMAN to pick up the phone, just ain't happening....the state has a link on the FOID site for follow ups....after 4 attempts still no response....luckily I'm retird and will not get caught up with being suspended from the job or some other lame cluster "F"...so I has opted to take my chances carrying without an updated card....better to be judge by 12 then carried by 6. I also believe this is some sort of stalling tactic by the ISP, Springfield controllers.

Pay $100/gun, take the training all over AGAIN, get fingerprinted AGAIN {why, did my prints change in the last 3 years?} and show up in person at the gun desk which is only open from 9 to 3:30 M-F. Burke himself, yes he looked like a lost puppy attempting to figure out how to operate in a courtroom. Anyway, Sharon will be staying a bit longer at Cermak hospital while Alderman Burke figures out how to get the charges dropped and fill in Sharon on how and who to sue on the Police Department

A P.P.O. in 006.. yes, I said a P.P.O. has just been stripped and more than likely will be facing charges after he was found stealing over 2000 dollars at a domestic. After pressure and a beef was put in the kid folded and went to the watch commander to give the money back... too late kid. Since he is a P.P.O the city is moving for immediate termination so he wont be stripped for long. IPRA has the case and is giving it to the states attorney for charges. Oh by the way, Ladner if your reading this kid didnt have any family members on the job in the past and is not in the military. So much for your idea of not giving coppers kids a chance because they might end up bad cops...

Any truth to the rumor that CPD Test Prep will be having a few more open seats in their class for the Sergeants Test Prep. I am in the Bernstein rip class and am sick of the test taking for dummies approach. Anyone with info please post.

Also I am a little worried about this starting classes in May for a test thats is in November?????

Oh I was told no refunds under any circumstances by the BStein Group go figure. When I first asked they told me I could refund if I could not take the test because of college requirements etc. Anyone one else have this experience? I guess that went out the window.....

If the card doesn’t come 30 days after the check is cashed, call your state rep. I called my rep six weeks after my check cleared. She is a huge liberal anti-gun pacifist so I didn’t know what reception I would have. Her chief of staff was highly attentive and professional. He contacted ISP and I got my FOID in less than a week.

CPD will strip you if you are not cleared to carry.

Does that mean time off?

Hmmm. I would encourage all to wait until the last day to file and then add to the back log and get stripped. Be in techinical compliance but ensure back log prevents timely FOID issuance.

If prevented from earing a paycheck then sue and get paid to do a whole bunch of nothing. Collect from City and State coffers while enjoing some down time with the family and friends.

Please anyone who can translate slacker talk to police talk please feel free.

My point, This would be the best way for team blue to stick it to those elected lawmakers that created such an easily crashed system. Take the time off and enjoy the time with those you love and fuck tring to out guess the idiots that created this debacle.

Just a suggestion from a tax payer.

I sent my renewal app into state at beginning of Dec 2012. Checked cashed third week of Dec 2012.
Called in middle of February.
Called in middle of March.
Called in middle of April.
Mind you every time I called and stated that I was a police officer in Chicago and that it is a job requirement, I was told that they were going to rush it thru.
Finally called a friend in State Police who expedited the process and had the card the first week of May 2013.

The Department of State Police shall either approve or deny all applications within 30 days from the date they are received, and every applicant found qualified pursuant to Section 8 of this Act by the Department shall be entitled to a Firearm Owner's Identification Card upon the payment of a $10 fee

So why is it the hammer is down on the lowly police when they don't have a card, but the state police operate the system with impunity. Seem Hiram Grau should be held personally accountable for what his department can/can't do BY LAW.

oh, and here's where the $10 goes

(430 ILCS 65/5)
$6 of each fee derived from the issuance of Firearm Owner's Identification Cards, or renewals thereof, shall be deposited in the Wildlife and Fish Fund in the State Treasury; $1 of such fee shall be deposited in the State Police Services Fund and $3 of such fee shall be deposited in the Firearm Owner's Notification Fund. Monies in the Firearm Owner's Notification Fund shall be used exclusively to pay for the cost of sending notices of expiration of Firearm Owner's Identification Cards under Section 13.2 of this Act. Excess monies in the Firearm Owner's Notification Fund shall be used to ensure the prompt and efficient processing of applications received. So, no reason the $$$ can't be funneled elsewhere, like pensions, since $6 already doesn't go to processing.

This isn't the least bit surprising. Some of you old timers may remember when ISP was scheduled to take over the Chicago expressways from the CPD back in 1985. The politicians in Springfield knew it was coming, the deal was already signed by the politicians, and the date was carved in stone, Dec 5th at 12:01am, 1985. Yet, knowing all this, the state legislature did nothing to hire more ISP personnel. As a result, a statewide "Chicago Expressway Detail" was set up instead, which actually worked out pretty well considering what a clusterfuck it all was for the first few weeks. You guys and gals in CPD made it much easier for us and for that we owe you. This pending concealed carry law is much the same. They know it's coming, but won't do anything until the very last minute. The politicians in Springfield are asshats, each and every one.

A lot of inference here that ISP is slacking on the foid process. I'm sure they are overwhelmed and could care less which way the political wind blows. If there was a run on carry permits in chicago, our guys would probably get backlogged real quick to. The process in either dept was never intended to handle the load today, lets not make it sound like the troopers fault.

i work at the company that actually processes the FOID cards. when i started there half a decade ago the average daily job of FOID was about 300 cards. a week ago i noticed a FOID job for 10,900 cards. warm tinglies ensued

Oh I was told no refunds under any circumstances by the BStein Group go figure. When I first asked they told me I could refund if I could not take the test because of college requirements etc. Anyone one else have this experience? I guess that went out the window.....

Sounds like you're so sharp, they should just make you a commander now and stop wasting their time.
But the rest of us know that HOW you take tests is just as important as the content. Knowing what they're looking for and how they trip you up is critical.
And if you think studying six months before a test is a waste of your time, you just wait til you start reading, highlighting, writing practice questions on over a hundred multi-page general orders, plus the law, plus ethics requirements, etc.
But you're so much smarter than your peers, you don't need to study, so it's all good. Right?

Did you forget she still has a pending lawsuit vs the city and upon a few officers in 024. I haven't heard anything on the news since it was filed 3 years ago, as if it was dismissed or going to trial, but it might be ( the delay) if she's acting like a hype to cure her before she takes the stand. The annual qualification for IROCC/HR218 is by FEDERAL law, not the whim of the ass hats in Springpatch or Chicago. The charges to qualify and the fact that CPD has to schlepp out to the 'burbs is all on Shitcago.

Uh, the chart you linked to clearly shows that FOID applications increased by nearly 100% in Jan. and. Feb. 2013, compared to the norm.

The simple explanation is that many gun owners who refused for years to get a FOID (because it is blatantly unconstitutional), are now applying because concealed carry is on the horizon.

FOID section brings some of the problems on themselves. I just recently moved and wanted to change my address. Couldn't do it, they stated if I wanted to change my address I would have to fill out a new application. Makes no sense to have to go thru the whole process for a change of address

Hmmm. I would encourage all to wait until the last day to file and then add to the back log and get stripped. Be in techinical compliance but ensure back log prevents timely FOID issuance.

If prevented from earing a paycheck then sue and get paid to do a whole bunch of nothing. Collect from City and State coffers while enjoing some down time with the family and friends.

My point, This would be the best way for team blue to stick it to those elected lawmakers that created such an easily crashed system. Take the time off and enjoy the time with those you love and fuck tring to out guess the idiots that created this debacle.

Not justifying IROCC but the state doesn't get the money. Cant argue about the requirement of shooting each year after 15 years on the jpb, but all police depts including CPD require yearly qualifications.
As far as the money, the ranges are donated, but the money goes to pay the administrative help, pay for the mailings and cards and the range instructors.

FOID card is there own worst enemy. Instead of just re-issuing a new FOID card when you submit a change of address , they make you start a whole new application process which takes time and expense for them. It just adds to the backlog. This notice was taken from their website
NOTICE REGARDING NAME AND ADDRESS CHANGES

Name and address changes submitted via this form will no longer be processed. Effective January 1st, 2013, FOID card holders must reapply for a new FOID card within 21 days of an address change and within 30 days of a name change using the Name/Address Change Request form.

Funny thing, my check was cashed 4 days after mailing. My wife received her card 2 weeks later (total of 3 weeks) 2 months later and I still don't have mine. Explain that when both our applications were in the same envelope....
