Crime Strategies Are Working!

At least, that's the message the Department and the Sun Times are selling:
  • As paramedics lifted gunshot victim Deuntrell Murry into an ambulance, Chicago Police Cmdr. David McNaughton was already plotting a response to his shooting.

    Immediately after Murry was shot in the leg at 2:10 p.m. on May 30 in the 2700 block of West 64th, McNaughton learned his name from a district intelligence officer on the scene.

    Within 20 minutes, police headquarters created an intelligence report on Murry, which the commander pulled up on a computer in his office in the Chicago Lawn District on the Southwest Side. Murry’s mugshot was at the top of the report, which listed his associates, their gang ties, their criminal records and their rivals.

Then the article starts making tenuous connections about how things work:
  • One of Murry’s associates was eventually arrested with a gun — possibly preventing a shooting, police said.
"possibly." The associate was a shorty - 14-years-old, and no info has been released as to whether he was out to shoot someone or just transporting a gun between locations.

The article glosses over what many view to be McCarthy's biggest misstep....:
  • In putting the focus on district crime fighting, McCarthy eliminated citywide strike forces.
....which he is apparently reconstructing via Area foot patrols and massive overtime expenditures.

There are also a few tidbits that point to, but don't address, larger issues covered here and elsewhere:
  • Murry, 20, is a felon who served prison time for a 2012 gun possession conviction, records show.

    In an interview, he said he was shot in the lower leg while walking to his mother’s home. He said he never saw the shooters’ faces.
Gee, a gun conviction just last year, and he's out catching bullets. Amazing, it's almost like there isn't any punishment for weapon offenses. And he's also maintaining the "no snitching" culture.

But what's the deal with this?
  • McNaughton keeps track of every shooting and murder in his district in a thick binder on his desk.
Binder? Isn't all of this on computer? Aren't all the crime stats mapped? We're still using binders? How very...modern?

This whole article just reeks of the responsibilities mandated in the Gang Violence Reduction Strategy G.O. By design, no doubt.

Our spin on it: any perceived successes linked to it, fabricated or otherwise, should indicate:

A) contrived results to garner additional funding for tools/resources that make up the G.V.R.S. or

B) career advancement up the Gold Star foodchain for the Bosshole(s) who dreamt-up the G.V.R.S. and hidey-hole spots for their hangers-on and pincushion dollies.

"Link-Analysis", "Two Degrees of Separation"...yada, yada, yada.

How about some of these resources, efforts and manpower get applied to actual taxpayers instead of continually wasting them on those that don't contribute a fucking thing to begin with? Just once, I'd like to see some kind of R.O.I. on all my tax dollars being thrown into every program that caters exclusively to the ghetto demographic. But since that ain't gonna happen, time to redirect the extras to those that pay the admission for everyone on the ride.

Fancy-schmancy initiatives, regurgitated General Orders with new names and saturating hot spots with hundreds of bodies in blue shirts does absolutely nothing to address the root of the problems prevalent in the communities where these resources are pissed away.

Just don't you say that too loud or too often unless you're comfortable with being labeled a racist or Uncle Tom.

I was talking with our "intelligence officer" a couple nights ago. I was asking how 35th st comes up with the names on the "Top 20" list they give us. He said at the training class he had at 35th st he was told the list is determined by a couple people who are not CPD. Two people at two colleges were named. Got on the computer and started looking for the names and schools and here's what I eventually found:

Academic #1 is named Andrew Papachristos, He is a sociologist at Yale. His bio can be found here--

His specialty is in examining how violent crime spreads. The "two degrees of association" is his theory that identifies gangsters who may be at most risk becasue they hang out with murderers and murder victimes and calls for intervention. So, basically he calls for babysitting at-risk gangsters so they dont end up dead gangsters. Work with sociologists - get social work.

Academic #2 is a bit more perplexing. He is a professor here at IIT named Miles Wernick. You didn’t know IIT had a research program in criminal justice? Well don’t feel bad – they don’t. Wernick is the director of the Medical Imaging Research Center in the Pritzker Institute of Biomedical Science and Engineering. His bio can be found here—

His specialty is “Medical imaging, image processing, pattern recognition,” and he has degrees in physics and optics. That’s very impressive, but how does that qualify him to work with crime data to reduce violence? Well, it doesn’t actually. But it seems he’s done some research in pattern recognition in medical images for diagnosing...bad medical stuff. And naturally, since the pattern recognition in medical imaging for bad stuff is identical to recognizing patterns of human behavior in unpredictable, violent gang members, the transfer of diagnostics is simple.

So there you have it. From the mouths of those working with these two junior crimefighter merit badge hopefuls and a little internet searching we find that those working on the Supe’s big violence reduction effort are a sociologist with no criminal justice education or experience and a medical imaging researcher with no criminal justice education or experience.

Now get out there and make contact with your top 20!

Is the public, particularly Southwest Side residents, aware that with a population of nearly 250,000 residents, the CPD Eighth (008) District would rank as the second most populous "city" in Illinois?

It's a no-brainer. In the interests of public safety, 008 should be divided into 2 or more districts.

What amazes me is that at Comstat each commander has to recount the facts of every shooting and murder that occurred in his district during the time frame. Seems stupid to me. Doesn't the Supe get this info at the daily briefings? Doesn't he read the Major Incident Report on ICLEAR? All we do is create the appearance of doing something. For instance, upon arrival at a shooting the G.O. expects you to identify all the gangs involved, who is the members affiliates/rivals and the level of retaliation, and do it all within an hour while trying to manage a chaotic scene and conduct and investigation. What a fucked up dept we've become.

yeah, because 019 is so crazy with crime... 019 is sleepy hollow. If you think because you have clark street and the suburban drunks up there at closing time that its wild and needs manpower then your totally fu*ked in the head. get over it, 019 is a sleepy spot. Youve got yuppies and the occassional ghetto thugs up there starting trouble. during the day everything is yuppie central with an apple picking here and there by the trains... in ghetto districts anywhere south or west you have to deal with madness at all times of the day. lump the madness together with a district that is 24 square miles with a quarter million people and you have backlogs all day every day of the year. so if anything needs to be split up its 008.. not a sleepy district like 019. god, do yourself a favor and work in a shithole.. you will love 019.

Does he know that hes been taken care of his entire career and really knows absolutely nothing about what is going on? Does he know that he gets info from guys on the watch, tac teams and the daytime incident cars then runs to McNaughton and regurgitates that crap and claims it as his own when 9 times out of ten its wrong info anyways? how did he really land that job??? Monday through Friday straight days assigned to the commanders office. Yeah, its all legit... another waste of a spot where someone good could be put and actually attempt to shed light on some stuff going on in 008 filled with an incompetent.. but nope, the Chicago way.. the connected guy who lies his way into the spot by making people think hes a genius. ahh, 4 years till retirement, cant wait...
