More Extortion via Impound
- Chicago motorists who open their car and SUV windows, dump their trash and turn Chicago streets into a dumping ground would risk losing their wheels and their wallets, under a crackdown proposed Wednesday by an influential alderman.
Ald. Howard Brookins (21st), chairman of the City Council’s Black Caucus, wants to impound the vehicles of those who commit the driver version of fly dumping. He also wants to dramatically increase the fines — from a current range of $50-$150 to $1,500 a pop.
Vehicle impoundment — and the hefty towing and storage fees that come with it — has become a catch-all penalty for an array of offenses ranging from prostitution to loud music-playing and curfew violations.
It might sound a bit harsh to use it to punish littering, but Brookins said it shouldn’t.
First up, since they stopped allowing coppers to actually appear at hearings, impounds dropped off precipitously from the 1990's. Second, we imagine that the neighborhoods that actually could use this sort of enforcement are the ones that are going to scream the loudest should this Ordinance actually pass.

Impounds would increase 10x fold if the city would make it more convenient and safe for police officers to attend impound court. It takes me over an hour to get to impound court, then I have to pay for street parking, often next to or near offenders vehicles. sometimes as they are at their vehicles. now they know what I drive. now they have my plate number. now they or their homies can vandalize or damage my car while I'm attending impound court. Once inside, I am disarmed. They have security guards working the entrance, not police, not sheriffs, but security guards who always have their heads up their asses not paying attention. Then you have to put you gun in a cheap metal box in one room. A room that is a mere 10 to 15' from dozens of bangers and drug dealers that hate the police are is a great mood having to spend $1,200 plus to get their car out of impound. One cop guarding the room, who sometimes isn't even in there or most of the time not paying attention either. So, no thanks. I wont be impounding any cars. Make an impound North, Central and South with secure parking and letting officers be armed while on the clock and you'll see the impounds go through the roof. Same goes for traffic court. Make a North, Central and South Traffic Court and I'll start writing tickets, lots of them. I lose money going to traffic court plus they disarm me, so that's why I don't write any tickets.

Brookins hates Police Officers and he has been clear about that. He has spoken in closed company about his disdain for Police Officers who throw stuff out of squad car windows. He fully intends to use this proposed ordinance against the police, his words!!
I think it's a great idea. I work in a district that takes in part of brookins' ward, and he'll be the first one calling the commander demanding to know why his "constituents" are being harassed and accusations of racial profiling will fly!

While stealing millions of tax dollars, the won't let a police officer get some overtime for hearing. Then they wonder why very little money is going to the coffers so they can divert more of it.
Brookins will recommend that enforcement begins on a trial basis on the NW side.
Does this mean I won't have to cleanup the Popeyes' chicken boxes and used condoms that people toss out their window on my street? If only we could do something about all the people who take their dogs for a walk and leave the dog poop on everyone's front lawns......I realize the occasional prostitute taking a dump in my alley is an anomaly. I don't litter and I really get tired of picking up after everyone else. Besides there are not enough police to enforce what parents should have taught their babies about being good neighbors and good citizens.
This is a great idea. During processing download the video from the in-car camera. Use the video at the hearing. PO is not needed at hearing. This is good for me. I lose money going to the hearing: travel time, parking $, exposing my car to the offenders, etc. Use the $ to fix the car cameras. It would be fun snatching the litter bug rides.
If the city wants us to impound more cars then give us a court day for each one of them. I promise you, impounds will go through the roof. The city will be happy and we will be happy.

Even if city council passes this and coppers do it and the trash tossing is on video the softball judges will throw it out or reduce the fine and give the car back to the poor democratic voters. And how are you losing money going to traffic court? You can ride the train for free. And if you do drive, you can park in the parking garage across from the Goodman theatre for $13. Off duty and had to go to HQ. Saw three high school goofs in military uniform walking westbound at 35th State. They were each unwrapping what looked like a large energy bar. Without missing a beat or giving it a thought, they each nonchalantly dropped the wrapper as they were walking. It is how they are raised. Dropping the wrapper on the ground and letting nature send it who-knows-where is as natural to them as breathing. It is just how it bees in their world.

Every penny a moron has to pay the City means there should be additional funds to hire additional police officers, fund our pensions and pay for the retirees health care.

Why make it so difficult for the Officers to attend. Some well addressed comments here. The city wants you to do the job but refuses to even provide parking. Why would I inconvenience myself. Oh You say I get overtime? Subtract my gas, parking fee and major aggravation because I did my job. The city gets a big buck from these impounds. Make an impound court( or at least a few) in every district. Hell we don't have any police officers using the buildings anymore.

Off-topic: If you haven't renewed your city vehicle sticker yet, check the address on it.
Mine came in the mail last week and it has my old address on it. I haven't lived there in years and my city sticker has been associated with the new address for several years.
Today, I called their office and spoke to a really nice woman whose son is on the job. She says this has happened to a LOT of people, and it's due to information supplied to them by the State. I don't know what the State is doing, supplying info to the City, when the City already has current sticker information on file, but that's what happened.
In our case, it means we have to go to one of the City Clerk's offices, prove where we live, show the old sticker registration, show the current State license registration, then have them alter everything so we can pay for the sticker AND the permit parking. Since the old address is out of the permit-parking zone we now live in, the total due will change, so we can't just mail in a change of address and a check.
Once again, don't just blindly renew until you check the info on it. And, if you didn't receive your renewal, it might have gone to an old address. Good luck.
I dislike littering as much as anyone else, but didn't the City Council pass a tax hike on fast food purchases which was supposed to be applied for cleaning up these types of messes.
My personal pet peeves are those people who constantly litter to and from school and the clowns who eat in their cars and then neatly bag their garbage and place it alongside of the nearest curb.
There are no untouchables here sweeping the gutters on a daily basis. Take an extra ten seconds and find a garbage can.

Most states fine from between $500 and $1000 for throwing trash on the highway. How trash is defined is really up to the state police and ultimately, the judge. I have to agree with the alderman that the current penalties are pretty poor and should be increased. But, towing the persons car? NOt sure I agree with that.
Have you ever wondered that the entire downtown/goldcoast streets do not contain red light cameras? Wonder why?

Who is chairman of the City Council’s White Caucus,
They like to keep trash on the ground to hide their dope that they mingle in with the potato chips bags and empty pop bottles.
Just-a-citizen - the dope boys throw their drugs on the ground along with the other trash. Someone is doing a good job arresting them except for this one area of mixing drugs with trash. two locations are the #82 Homan Bus Stop on 18th & Central Park (on the southwest side of the street)and in front/side of the bus shelter on 16th & Central Park (on the southwest side of the street). Sometimes two cars pull up side by side in the parking lot next to the same bus stop on 18th & Central park and make what looks like a hand exchange of drugs.
It amazes me that these free loaders get their car our with cash. It's not all the time, but more common. Link and ssi won't cover the impound and storage fees. So how are they getting their cars out with cash? Disgusting.

Simple, they hit one of the ghetto grape pop stores on Chicago and Central Park and get 30 cents on a dollar for their link purchase.
We keep on paying to no end.
I don't live and refuse to live in the city. I do dump all my trash there to avoid paying my suburbs trash pickup.
LOL, boy I see the IPRA calls already. You targeted me because I am black. LOL. Yeah right. This will go nowhere even if it gets passed.
