Hiring Lawsuit Filed

- Chicago Police Department is discriminating against U.S. Veterans, Police Officers and relatives of Chicago Police Officers during the hiring process for the Chicago Police Department
Plaintiffs filed a class action lawsuit against the City of Chicago alleging that the CPD Human Resources Division, headed by Director Tracey Ladner, violated its own hiring plan pursuant to the Shakman Decree. Specifically, Plaintiffs allege that they, along with numerous other candidates, were disqualified for the position of Chicago Police Officer because they are military veterans, current law enforcement, or related to Chicago Police Officers.
The Class includes more than 40 individuals who met and exceeded all qualifications required for the position of police officer but were disqualified for the unlawful reasons stated above. The majority of the Class was told by the City that they were disqualified because they failed the psychological assessment portion of the test. The City refused to provide the candidates with any specific reason for their failure. What is more, these candidates were denied the opportunity to challenge the disqualification at the Human Resources Board even though all other disqualified candidates were allowed to file an appeal before the Board.
6,428 candidates originally met the minimum qualifications, but because the City has disqualified such a large number of candidates off this list, it has recently announced that it will begin to recall only some of the candidates who were previously disqualified. The City has informed the members of the Class in this case that they will not be included in the group of disqualified candidates who will receive a second chance.
Many of the Class members who were informed they failed the psychological test passed a previous psychological test administered by the same company. Numerous Class members are or were currently employed by the City as detention aides and aviation police. These individuals were administered and passed the same psychological exam for their current jobs; but somehow unexplainably have failed this exam for the CPD job. Other Class members passed rigorous examination processes and received or accepted law enforcement employment offers from the United States Government, or other state or municipal law enforcement agencies. A large number of U.S. veterans have been disqualified. It is difficult to understand how an individual can be qualified to serve and protect our nation but be deemed unfit to serve as a Chicago Police Officer.
The Complaint is 67 pages long, features Tracey Ladner's name prominently throughout and as of this post, doesn't have a Case/Docket number assigned. As soon as we are informed about one, we will post it and a link if available.

McDrunk was at the "CPFTA" Chicago Police and Firefighter Training Academy program last night for high school kids at IIT.
He said that in the fall when the city gives a new police exam the age requirement will be only 18 to take the exam.
For the fire department the age will be 19 to take the test.
It's still not clear if the age for hiring will still be at 25 or if it will drop back to 21 years of age.
Once again, he wants to go in the direction of the NYPD where you only have to be 17 1/2 years old to take the exam and 21 to get hired.

There was a difference with Wedgbury 20 yrs ago. Remember, Wedgbury had actually been CPD and was himself a Marine Reservist,and CPD Captain when this happened. I am 3rd generation cpd and I have 3 kids. I would never want my kids to become Cpd. I will do anything I can to inform them on the state of this city/state. My father was a Chicago Police Officer. I, too, failed the psych exam. I was allowed to re-take it and got on. I have been on for many years now. Apparently this has been going on for years. I was never aware anything hinky was going on until now, or, I am nuts.

I haven't been on the job long, but i have met some officers wearing white shirts that could use a straight jacket and a helmet.

Back at O'Brien School of Higher Learning there were many hired at 20 years of age, as long as they turned 21 before they got out and hit the streets. Many had long careers and went on to become the finest detectives, sergeants and bosses on the police department.
All with a high school diploma or a GED. I came on with a GED and some time in the University of Judge Saul Epton at 937 N Wood. I retired a year ago. Never as much as one suspension day and I got a college degree during my police career.
I can see the need for a degree to get promoted but you really don't need it to get hired.

tracy is a racist hater i am glad these people are taking it to court they will win.
While it seems unfair, I am not sure these people are a protected class.
Just how would they show they lost anything tangible that a court could compensate them for? It is not like they gave up a good paying job or something to apply.
I think any money being paid out for this situation is unlikely. The potential bad publicity might encourage something, but I am not sure just what they can do even then. It is not like they can create a bunch of new police positions that are currently unfunded out of thin air.
I heard something yesterday on AM radio 780 about Rahm meeting with State legislative leaders seeking a "Pension Holiday." Meaning the City is seeking to get out of making even the required minimum pension payments.
This, if true, is exactly the WRONG thing to do and if this doesn't bring out at least 5,000 coppers with pitchforks, well, then we have no one to blame for our upcoming butt-fuck but ourselves.
Daley took a pension holiday on the teachers when their pension was funded at 115%. He spent the money on bullshit for his connected pals and not salting it away so he wouldn't have to sell the parking meters, Skyway, Midway Airport etc.
To get it Daley offerred the teachers a series of 7% raises. The teachers jumped on it, not realizing they were getting a raise paid for with their own pension money and the City was paying nothing.
The City of Chicago must NOT be allowed to take ANY sort of pension holiday!

They're still knocking people out for this? The city disqualified me on this back in 92, even though I was in the Marines, and the son of a CPD dick. Eventually Ald. Burke's wife filed a class action, I'm sure some kid the Burke's knew was part of that bs. Yeah, disqualify those who have military background vs some gangbanger or kid that spent the past 4 years with his bong.
Out of control.....you would have figured in this day and age, as with years of millions of dollars wasted on legal fees, that the city would have learned a lesson.

One now retired Cpd's son took the tests, after graduated college with 4yr Criminal Justice degree. Happy 25 yr old who was fit in every way...background check 100% clean. Twice informed he failed psych and never understood why; became Cook County police working jail at 26th and Calif. If this young white male can do that job, without beefs for past few years and trained at Cpd academy for that job...then I guess he got locked out of Cpd for being white and son of Cpd(retired with 30plus years and highly respected). I just hope to God, he joins this lawsuit to force City to retract the two false psych fails results on his application file, even though he now is no longer interested in joining our corrupt city dept. Oh yes, I am also retired Cpd and I warned my son, even with his military and college not to waste his efforts as he would hit the same wall of corruption which permeates the job now even if you get hired. The lawsuit has nothing to do with race or ethnic groups. All types of people were screwed by CPD. Out of the 40+ participants some are suing because they did all the steps only to be told before the academy that they had never met the qualifications to even take the test, so why have applicants go through the whole proces??? and then be told "Oh yeah we at CPD just realized you werent' qualified at step 1, even though we said you were"

Until the "City" changes it's mind like they did to the cadets and they work and then can not get hired till 25. They could get treated better with better pay, hours, and benefits.
The pension was the only plus of this job - we pay you less now, but you do better later in life - I guess that was bullshit too.

This really bothers me because this stat is skewed. I am a police officer, not a Chicago officer but an officer none the less.
He's some of the highlights: The American Civil Liberties Union said today that Illinois has one of the worst racial disparities in the nation when it comes to marijuana possession arrests, with blacks nearly 8 times more likely than whites to be arrested despite making up a much smaller portion of the population. The report’s authors said that discrepancy illustrates the unfairness of the nation’s drug policy.
What?????? Let's talk about discrepancy. My City, just like Chicago and most cities in Illinois, have done what the African American Community has asked. You want more police, you got them. You have received more police protection (although you pay no more taxes)and your protection has cost other neighborhoods with an influx of crime.Every penny every city has to spare is spent on the ghetto. Every last dime of City man power is spent their. And now you don't like the results. ACLU I ask you where is your study on the "discrepancy" of man power hours spent by police officers in the "ghetto" vs. "non-ghetto" neighborhoods. Simple math will help you figure out that more man power hours in African American communities result in more arrests. This is not to say that Caucasian kids aren't smoking weed. Of course they are. But weed has become iconic in the African American community to the point that it is glorified. All the overtime hours spent by cities and towns throughout (most of) Illinois are spent doing gang suppression details, missions or whatever you want to call it, in the ghetto.

I read an article in the Tribune about Illinois' miserable credit rating and the difficulty in borrowing, that is, selling Illinois' bonds, with the lowest credit rating in the 50 states.
The article went on by saying that at least it is now in the bonds that Illinois sells that bondholders get paid first in case of minicipal default. NOT pensions, in fact, pensions are prohibited from being paid until bondholders are made whole.
This was news to me but doesn't surprise me.
By the way, the state with consistent AAA credit rating, the best in the 50 states is Delaware.
The worst is home sweet home, Illinois. And Illinois is getting worse! If I wasn't already retired here, I would NOT take a public sector job in Illinois. No guarantee any pensions will be there when people need them.

SSC, I was involved in an EXACT same case in 1993, where the shitty washed out about 4-5000 people on the psych test or because of your family ties (family ties if you wernt related to a white-shirt). I unfortunately had to get in bed with Anne Burke, the red-faced ones wife. The ONLY thing accomplished, per the law suit was to expunge our records, re-test us on the Psych test, and go from there. They tried to go for back pay, seninority, and a few other things, but ultimately, the end result was about 1 0 people getting hired in 1994. Did some slip through the cracks? In the words of Sarah Palin, "you betcha!" A couple are in prison as we speak, but by and large, the song remains the same. I am coming upon the twilight of my career, but I see that a new breed is facing the same problem I did in the mistake I did striving for this job(and that's ALL it is...a job). I don't know how it can be done, but I am more than willing to be of help to anyone crazy enough to want this job, and if there is a way you can contact me or set up an avenue to correspond, I AM WILLING. Can anyone tell me who the attorney handling this suit is? My nephew was rejected for being psycologicaly unfit when he took the test about fifteen years ago. His dad,now deceased,was on the job and I'm now wondering if my nephew was rejected because his dad was otj. We didn't understand at the time why he was rejected but are now wondering. My nephew us now a successful businessman but it bothers us that he wasn't allowed to fulfill his dream of following in his dads footsteps by becoming a Chicago Police Officer.

Alright, enough of the how great a military guy is for the cpd. I know a complete TOOL that is a Lt/Co in the army and he's a box of rocks. The military takes all, just like the CPD. Look at the person as a whole. Don't just assume he's good because of the military back ground. AND ask any copper about the KIDS of coppers in 016 and you will know why the kids of coppers are not always good candidates. I see 2nd and 3rd generation police officers with 5 years on that act like 20 year vets so full of hate I can't see why they chose to be the police?

This really bothers me because this stat is skewed. I am a police officer, not a Chicago officer but an officer none the less.
He's some of the highlights: The American Civil Liberties Union said today that Illinois has one of the worst racial disparities in the nation when it comes to marijuana possession arrests, with blacks nearly 8 times more likely than whites to be arrested despite making up a much smaller portion of the population. The report’s authors said that discrepancy illustrates the unfairness of the nation’s drug policy.
What?????? Let's talk about discrepancy. My City, just like Chicago and most cities in Illinois, have done what the African American Community has asked. You want more police, you got them. You have received more police protection (although you pay no more taxes)and your protection has cost other neighborhoods with an influx of crime.Every penny every city has to spare is spent on the ghetto. Every last dime of City man power is spent their. And now you don't like the results. ACLU I ask you where is your study on the "discrepancy" of man power hours spent by police officers in the "ghetto" vs. "non-ghetto" neighborhoods. Simple math will help you figure out that more man power hours in African American communities result in more arrests. This is not to say that Caucasian kids aren't smoking weed. Of course they are. But weed has become iconic in the African American community to the point that it is glorified. All the overtime hours spent by cities and towns throughout (most of) Illinois are spent doing gang suppression details, missions or whatever you want to call it, in the ghetto.

First of all, the requirements for CPD should be a 4year degree in justice,criminal justice, or criminology. Second, if you don't posses a degree, then 4 years of active duty and 2years of college is sufficient. CPD and other pds should remember that education imperative. Simply vets with 2 years of active combat does not mean they know everything about policing in a civilian community. CPD is not a military structure, although it has that appearance. Liability is greater with applicants with predisposed brain washing. I respect the military, but some branches make others look like complete tools that have no comrodary with other non military p.o.'s. There is life outside the military, some simply cant let that go.

I too had family on the job. They subtly tried to guide me away from the Chicago Police Department. I didn't listen.
I have no complaints about the Department I came on. I don't like the Department I am now on. I would not recommend it to anyone.
The tide has turned. It's OK to hate the police in this new world. I am proud of the men and women I work with. I honestly think we are not just not just unappreciated ( I can live with that. I do it for my own reasons.) I believe we are now actively disliked.
While we have paid in to our pension plan, they purposely lump us in with the ones that don't. The Media vilifies us to sell papers or commercial time. Lawyers drool looking for a copper to sue and the politicians treat us like doormats and coat holders.
No, I would mot want my son or daughter on the job for all those reasons and more. But we need good people on this job, so like me, I hope you don't listen.
I hope this lawsuit cost Shitcago M-I-L-L-I-O-N-S!

Whats wrong with you? Lawsuits don't hurt the politicians, the city pays the damages and it only costs you , the taxpayer with higher property taxes, increased luxury taxes and new fees.
The politicians love the big settlements against the city because they are usually directly or indirectly involved by referring the clients to their law firms or law firms of friends
Wasnt there a big article in the paper a few days ago about Burkes law firm getting millions of dollars of property tax reductions and you dont think there is any relation between which law firm handled the cases Civics 101

Interesting, I have heard of others being told they did not answer certain questions on the psych test at the psych interview, even though they all remember answering them. They were then disqualified on the psych. At the psych interview they were lied to by saying they did not answer certain questions even though they all remember answering the questions on the written test. They are playing games with people and they just got caught doing it.

SCC how about a thread? How can there be two sets of rules for Leave of Absences?
I was just disqualified for not passing the psych after being told by the police officer that was handling my final background check, that I passed everything so far. I'm also ex military and now I'm wondering if I was eliminated because of that and not the psych. Anybody know who filed the class action? I may want to contact them. Thanks.
