016 Up For Grabs

Anywhere else, most residents would be up in arms wondering what the heck happened. But way up north, where taxes are high and police coverage is scarce, not even a whimper from the aldrecreatures whose wards go unpatrolled and uncovered:
  • Two people were shot about 1 a.m. [Saturday morning] in the 5800 block of West Irving Park Road in the Portage Park neighborhood on the Northwest Side. A 21-year-old was shot in the leg and a 22-year-old was grazed in the abdomen, Chicago Police Department News Affairs [...] said. The older refused medical treatment at the scene and the younger was taken to Mount Sinai Hospital in stable condition.

  • A 4-year-old girl was shot and seriously hurt on the Northwest Side in one of three shootings across the city that left eight people injured overnight, authorities said.

    The first shooting happened shortly about 10:25 p.m., as the girl, Shyla Rivera, and four others sat inside a silver Nissan Altima in the Portage Park neighborhood, according to police.

    [...] That vehicle moved over and proceeded north on Central ahead of the Altima, according to preliminary police reports. But as the Altima approached Cullom Avenue, about three blocks north of the intersection, the other car came alongside and a passenger leaned out the window with a gun and fired several shots at the Altima. After the shooting, the offenders' car continued north and turned east at Montrose Avenue, about two blocks away.

    One bullet struck the girl in the hip; two others, ages 17 and 20, were also hit by gunfire, according to police. One of them is the girl's brother, police said.
So that's five people shot in less than two days in what is supposedly one of the nicer parts of town. A district so nice that half the police department lives there along with over a third of the fire department and easily as many other city workers.

We've heard numbers from people who know that 016 fields something like 6 cars on some nights and occasionally less than that. Any of our northwest side readers want to comment? All those taxes to watch your entire neighborhood sink into oblivion?

And atleast 15 shootings were prevented by dumping all the man power on the south and west sides so in reality the crime rate still went down. As sad and retarded as that sounds, that is exactly how the city thinks! Crime in your nice neighborhood goes up 10% but in the shit undeserving areas it goes down 25% we are still down 15%. Flawed numbers game logic yes but still a reduction none the less. And nothing will change until the deserving people stand up and yell and scream like the rev's and activists!

They are down on average 3 cars per night which is at a minimum 6 officers... I know this because they call us for additional manpower occasionally.... And the district has some of the laziest and goofiest police you would never hope to meet working midnights...better off not calling for help and handling it yourself.

On average 16 is short cars 6 out of 7 days. One day last week, all cars were manned with two rapid cars. the most I seen in over 5 months. BTW it was a Tuesday !

As a citizen: I have attended meetings, called aldermen, signed petitions, I am active with my kids school and at the park, and I've called the police. More people need to get involved or else it becomes another neighborhood where people are now too scared to get involved.

The majority of people in 016 do not vote. Hence the democratic machine that is northeastern illinois. This also means that zero attention will be payed to that area even after a spike in crime. All that being said, I've heard quite a few horror stories of off duty po's calling 911, identifying themselves, said identification being in the ticket, and 60 minutes or more was the response times. All I hear from most po's in 016 is "ya get tired of everyone saying btw, so and so is my uncle or so and so is my brother". Fuck you. Nowhere else in the city should you remember more than in 016 that you serve taxpayers. It should be an honor to you to help out other po's and their families. Clearly you don't wanna deal with the demon or you wouldn't be where you are. So what is it you do wanna do? I can understand dogging it in areas of the city that don't pay taxes. And don't tell me they were in a rap. They go months without seeing one of those. I've also heard good stories and I'm not trying to paint everyone with the same stroke, but the bad outnumber the good. Anyway, that's my vent.

And who do you actually complain to? When I have called the Alderman's office - Mary O'Conner's female secretary told me on more than 1 occasion that there is most certainly enough police patrolling 016 because the alderman speaks with the Commander of 016 almost every day. The Alderman's male secretary just tells you "yeah, ok, I'll leave the Alderman a message" because he can't rush you off the phone fast enough.

Look what happened to the last commander of 016 for complaining about lack of man power - McStupor moved him to 008. Do you think any other commanders learned a lesson from that one?

It is only a matter of time until this entire city turns into the 007th District, but at least then we would have a lot of police coverage.

Chicago sucks. It's doomed. It got a second-wind during the Housing scam, but it will return to it's 1968 days within 5 years. There is nothing preventing it and the suburbs are catching-on to the HUD redistribution-of-scum program.
You can't force people to pay taxes if they move, and you cant force the state of illinois to continue supporting it. If the answer is a federalized district bound by the expressways, then maybe. One shooting is far too many, and it is troubling how close the beast is getting to the door. However I can truly say that I see a beat car patrolling on my block and usually in my alley every day. On the one occasion that I actually had to call for service, I got an excellent response. The guys and gals in 016 are doing a great job for which I thank them.

As a P.O. In 016 I can say that everyday there are those of us that go out there and do what needs to be done. Sure lots of rants on here about "oh they work there and aren't the real police blah,blah,blah. Seriously a pretty good number of us worked in shitholes and playedn"chase homie" for many years and lets face it it gets old. I'll apologize on behalf of the guys who would never ANOV or ticket a family member no matter how shitty they are to us...yeah talk to your loved ones about their attitudes when their only saving grace is being a relative. 016 operates most if the time (3 watches) with JUST the primary beat cars manned. That's 12 cars to patrol an area that is reported to be over 30 square miles. Do the math. 30 miles divided by 12 cars averages 2.5 square miles for each beat car to patrol. Lets take it another step. 2.5 square miles is equivalent to an area roughly 16 blocks by 12 blocks. Breaking that down even further 16x12 blocks covers a total of 192 individual blocks per beat car. Multiplying 192 blocks by 20 (my guess as to the average number if houses on a block) has each beat car watching out for 3,840 houses during his tour.
If the beat car next to him is down (lunch, report, etc) he's now watching over 7000 houses.
The numbers may be a little off due to open areas in 016 but you get the idea. There are beats in 016 that are as large as the entire 7th district. The same 7th district that has over 400 coppers assigned along with VRI and area teams nightly. Granted 16 doesn't have the homicides like them but there is less than 200 assigned to 016 now.
The Ald are useless when it comes to asking for manpower. They keep asking if we need more bodies so we can give more coppers time off and that doesn't fly
And don't get me started on the 1watch crew most of them inc the Sgts are in the hole while your house goes unguarded. .

I volunteered to leave my faster district to go to 16 last October because they were so short. Our homes are in good hands. The problem Is they are running so many calls, it's impossible to do any proactive policing.

I liked living in 016. A lot. If I didn't suspect significantly higher fees/taxes, less government services (public safety included), and more crime coming soon, I'd still be living in the city, and in particular, 016.

I live in the area of Irving and Cumberland. I seem to see more occasions of a Beat car Patrolling the neighborhood. I believe it is because the Officer(s) live in the same area and want to do their best to keep it safe. My gratitude goes to them. I recently retired and I am currently looking for a home some where in Dupage County.I can't leave the state due to Family obligations. That being said, I have been in this 'hood for over 30 yrs and although it is not "Bad",it ain't what it used to be.Thanks for the time to Vent.God Bless the CPD.

One of the biggest problems 016 has is that nobody that wants to work still will go there because they don't want to work midnights and have winter furlough until they have at least 15 years on. I know plenty of police, myself included that would go there in a second if it wasn't for those things. Save yourselves the "get some time on the job kid" crap old timers, nobody wants to hear it. Those are some of the real reasons people won't go there. Im just saying..........

I was a supervisor in 016 a few years back. I can tell you, without question, 016 gets good cops now and then. They are driven out of the district by the goofs. Not just the p.o.s but the supervisors too. There is no room for hard working cops there. Don't believe me? Bid in. Bust your ass, and see how long you last. They will write you up for everything. I know because I was told to hammer good cops until they toed the 016 line. That's why I left. 016 can't change because 016 wont change.

Three years ago as a police officer I got pissed. I was angry and so I told various community organizations, city workers, the alderman, reported it to the Northwest Side Lerner Newspapers and other newspapers. Guess what? They all did not care. Nobody cared and the majority told me that I was delusional and this is a great part of the city to live in.

I was flabbergasted. Even in the Northwest Side of Chicago people are apathetic, lazy and in denial.

City workers who must live in Chicago.

Hispanic gangbangers relocating from tougher NW-side neighborhoods with their families. Look at stats for Fullerton-North-Pulaski-Cicero area; that's demographic moving northward.

I couldn't afford to move over to Edison Park. Most of those homes are severely outdated and people want top dollar for them. I looked near Portage Park thinking it actually looks somewhat nice over here and we can afford a nicer home. Despite warnings from other coppers and friends, we moved over here. Now, about a year later, I see why. There are just random packs of shit-heads floating all over the area. Free to do what ever the hell they want with minimal police coverage. Then again, same thing could be said about damn near every neighborhood in this SChity. Lift residency and give us a fighting chance at raising a family somewhere decent.

"016 Up For Grabs", I'll tell you one of the reasons that 016 is up for grabs. Take for instance the 2nd Watch female officer who lives on Beat 16XX but usually works another beat car. She'll park that other beat car in front of her house, go inside and come out literally an hour and a half later and will do this several times a day. You might say that the people living on Beat 16XX would be happy to see a squad car parked on their block but really, how is crime being deterred when the officer driving that squad is inside her home oblivious to what's going on outside. Oh, and I'm sure that the other residents living on the beat that she is supposed to be working and protecting are ecstatic with her work ethic as well. Give me a break!

I live on the north west side on diversey near cicero. A couple months ago 4(?) People were shot one killed. I also hear gunshots atleast once a week or atleast every other week but the gang members on the north west side are even worse shots than west and south side gangsters. But my block now is nothing compared to the block I stayed on about 3 years ago around lockwood and belden a few blocks from the grand & central police station. Shootings all the time, 20 & 30 gang members on the corners all day, gang fights being questioned "what you is?" All the time because since I was a black teenager in a hispanic finball(gang alliance) neighborhood i had to be a GD to them. All in all, I liled staying in the north Austin neighborhood better than the Belmont Cragin neighborhood although the gang violence has seemed to of calmed down

I have lived on southwest and northwest sides of Chicago. It is so much nicer to live on the northwest side. The surrounding northern suburbs are so much safer and cleaner and economically better than the surrounding southern suburbs. I see why northwest siders pay the higher taxes, and i would do it again. if you must live in the city - go northwest/Edison park.

Growing up in portage park during the 80's and 90's I remember how much I enjoyed it. It's very sad to see what is happening, but I still live there among many other honest and hard working residents. My neighbors and I always look out for each other, and I never hesitate to call the police when I see something suspicious.

Granted there may not be the amount of police we would like in West Beverly and Mount Greenwood but I don't know how many times you are calling police in 022 to make a comment about a slow response from them. A call of a suspicious person or anything in progress on 2211 and 2212's beat gets a great quick response from 022 police officers. They got two people breaking into cars on 104th and Lawndale today. I see other beat cars driving around over West all the time. It is still a good area, I'd stay away from any houses East of Western.- not a police officer

The 16th District is understaffed. The police officers assigned to 016 are no better or worse than the rest of the officers in the Department. Some are the best of the best and some are lazy ass dogs. But one thing is for certain 016 does not have enough to police the area in the manner worthy of a professional police department. The citizens of 016 pay their fair share of taxes, and the city would be wise to protect their tax base. If 016 turns then we will become Detroit. They pay OT to keep the tourists on Michigan Ave. but not one cent for basic patrol services for taxpayers. Rahm wake up, if this does not change your a one term mayor.

As a P.O. In 016 I can say that everyday there are those of us that go out there and do what needs to be done. Every 016 copper I know gives this same sorry speech. Most coppers in 016 went there out of the academy or got dumped there from a unit. 8 bid openings in almost 4 years. say what you want about 016, but the truth of it is just very simple- here we have some very experienced Officers that I've seen in my 20 yrs. On any given call our Officers can handle any and all jobs without help and without supervision. Now look around in your own district and see if you can truly say that about your co workers? So the next time you or your loved one calls, you can be assured a very experienced Officer will handle the job and do the right thing. And since I got into the district, I have logged ten times the miles I ever have in the ghetto, all patrolling the good areas.

Totally agree. Older coppers in 016 know how to do a lot more with less, and to do it effectively. I believe 016 coppers really care about what's going on, but are having to deal with more crime with fewer resources. i've had some OD stuff happen and the response was fabulous. Don' t listen to the naysayers....you guys do a great job with what you have to work with. Thanks.

Wilson Park looks like a third world country on the weekends with imports from outside of the 45th Ward. People that i've talked to have gravitated north from Humboldt Park.

Why are they coming into our area and displacing residents out of the park on the weekends? Any answers Alderman Arena? Who gave these soccer clubs carte blanche to come in our area, block the alleys parking illegally, and running the residents out.

Officer P. P. who works 1611 is a great copper. I've dealt with him several times. He works his beat, which is where I live, and I'm glad he's here on days to look after things. I may not see bim a lot, but ive been on the receiving end of that BS before, so I won't pretend to know how busy his day is. It's a pretty big beat, and so is 2211.

I've been on the job 27 years, and personally, I'm glad to have never worked in 016, dealing with all the know-it-all ODPO's and, even worse, the firemen. I'd like 016 to have more coppers, and 022 as well. I know a lot of the coppers in 022, they bust their asses to protect the homefront.

Lets not forget the real problem: This is all a matter of Gary & Co stacking all of their resources in 007 , 003, and 011 to keep their stats down. 022 and 016 have more in common than most people think, no need to be in conflict on this blog about it. This is ultimately a voting issue.

"016 Up For Grabs", I'll tell you one of the reasons that 016 is up for grabs. Take for instance the 2nd Watch female officer who lives on Beat 16XX but usually works another beat car. She'll park that other beat car in front of her house, go inside and come out literally an hour and a half later and will do this several times a day. You might say that the people living on Beat 16XX would be happy to see a squad car parked on their block but really, how is crime being deterred when the officer driving that squad is inside her home oblivious to what's going on outside. Oh, and I'm sure that the other residents living on the beat that she is supposed to be working and protecting are ecstatic with her work ethic as well. Give me a break!

If youre referring to a rapid that takes lunch on ardmore shes probably one of the best in 016. very hard working cop.

i must say, 2nd watch 016 has to be one of the hardest working watches in the district at any given time. They do their jobs, reports, and clear up for the next job quickly. group of good guys and gals.
And back when they had a 1696 on 2nd watch, he would clear a crash within 10 mins and asking camille for the next one. whatever you guys are doing...keep at it. dont listen to anybody else. keep focused and do your thing.

Hes not being a pain in the ass to the mayor. They all play the game the same. If there is an issue that is of interest to CFD and CPD and other city employees, the aldermen in the wards where there is a strong concentration of them, vote against the mayor and put on a show for their constituents. The end result is the measure, law or ordinance passes 42-8 or 44-6 and the alderan looks like he opposes the mayor. All just a big game

Gotta say, I live on 1613's beat--the lowest crime beat in the city last time I checked. I called for service once and a beat car, a sgt., and a wagon showed up...even CFD (too long of a story) I was shocked. They were all great. My neighbor, however, whose living room is in the back of his house, even though there were all these coppers with flashlights and radios and firemen tromping through his yard looking for someone, didn't hear a thing.

Anyways..... Shame on you SCC for implying that because of two shootings that have nothing to do with one another would somehow suggest that 016 is "up for grabs". Way to stir the pot without all the facts.

The two "innocent youths" shot on Irving were dirt bag gang bangers wandering too far from their hoods. And the car lit up on Central was thanks to a car load of gang bangers from 025 going on a spree thats tied to two other shootings from 025.

Now its well known that 016 is short..... across the board. All three watches are feeling the pinch. I also love how a shooting that happens at 10:30pm, while 3rd watch, tact and 1st watch are all out, solely falls on the shoulders of 1st watch. Nice.

I'm not gonna say that 1st watch is full of aggressive superstars that are getting a bad rap, but a lot of the criticism is just plain BS. There are a few good coppers who still do their job. The door swings both ways on this one. Management and "the powers that be" have created this recipe for disaster by fueling the flames of disgruntledness. No time due, blanket SPARS, splitting partners up, allowing the bad apples to spoil bunch...... etc....

016 needs more bodies. Plain and simple. Until its back up to almost 300 POs again (its under 200), expect more of the same.

As an observant civilian, there's no doubt there's been a slow but steady influx of trash from the Hansen & Riis Park areas into Portage Park over the last 10 years.

The CAPS office used to downplay this fact telling us "no gang presence in the 16th". That slightly changed after the gang hit at the barber shop at Irving-Central a few years ago. Now they, including the present District Commander say "no gangs claim territory" in the 16th, even after subsequent gang related shootings. We find that hard to believe with activity at Chopin Park & just West of Cicero from Belmont to nearly Irving.

Also after every one of these incidents, the 38th ward alderman meets with the mayor, superintendent & district commander requesting increased permanent police manpower in the area. We have it for a week. Then they get reassigned somewhere else. Through it all the 45th ward alderman & his de-facto political organization (Portage Park Neighborhood Association) remain silent.

Our jobs are outside of Chicago. Our shopping and entertainment is done outside of Chicago. Mortgage will be paid off in 27 months. No reason for us to stay after that.

Well, Dean, I would say you're full of shit. I could name a few guys, but you would just accuse me of being one those guys and having sour grapes. Just ask the two cops that were forced into 024 a few years back if I'm lying. One of those guys is using the same lawyer I have to sue the city and a few bosses. Ask John Lewison.
The dogs are looked after. Just ask the guys that sleep all night in the cemetery by Rosemont or behind the shopping centers in Niles. Ask the cops (Sgts. too) that go home for a few hours EVERY NIGHT if anyone says or does anything to them!
You know why you don't see cops patrolling at night. There at home or in the suburbs.
GPS you say? Doesn't matter in 016.
No one has ever been called out on being in the same place for hours or leaving the city.
Tac guys writing ANOV's and parkers is the least of their problems. They have always had weak teams in 016. That will not change anytime soon.
My time in 016 were the worst years I've had on this job. I still talk to one or two guys there and nothing has changed.
If hard charges went to 016 they would leave soon after or change their ways.
If I'm so full of shit, bid there. Wait, you're probably already there and part of the problem.
BTW, nothing that I'm saying is 016's dirty little secret. Anyone and Everyone that has ever been in 016 knows this to be true. I've had a different experience with the coppers in 022. Over the years, I've called the guys n gals in 022 multiple times, all for non priority jobs, and the response time has been fantastic on all three watches. They arrive in 2 minutes or less, often with multiple cars and even an unmarked or two sometimes. No bullshit, keep up the good work guys!

Granted there may not be the amount of police we would like in West Beverly and Mount Greenwood but I don't know how many times you are calling police in 022 to make a comment about a slow response from them. A call of a suspicious person or anything in progress on 2211 and 2212's beat gets a great quick response from 022 police officers. They got two people breaking into cars on 104th and Lawndale today. I see other beat cars driving around over West all the time. It is still a good area, I'd stay away from any houses East of Western.- not a police officer

Granted there may not be the amount of police we would like in West Beverly and Mount Greenwood but I don't know how many times you are calling police in 022 to make a comment about a slow response from them. A call of a suspicious person or anything in progress on 2211 and 2212's beat gets a great quick response from 022 police officers. They got two people breaking into cars on 104th and Lawndale today. I see other beat cars driving around over West all the time. It is still a good area, I'd stay away from any houses East of Western.- not a police officer

Since you're against buying a home east of Western ave. you should change your neighborhood's name to East Mt. Greenwood. That way people won't be confused.
