Adding Layers of Management
Everyone knows the Department is top-heavy. Hell, most city departments are. But Rahm is actively adding to another city department already infamous for redundancy and ghost payrolling:
- Under pressure from aldermen, Mayor Rahm Emanuel has created a whole new layer of middle-management — at an annual cost of $592,000 — to ride herd over a grid-based garbage collection system he’s counting on to save a revised $18 million-a-year.
The $592,000 hiring blitz in a Department of Streets and Sanitation already known for its redundant layers of middle-management will add three divisions and eight new division superintendents with annual salaries ranging from $63,000 to $97,000.
Although the mayor’s budget team has boasted about eliminating “ghost” vacancies, Streets and Sanitation spokeswoman Anne Sheahan said the new layer of bureaucracy was paid for by eliminating eight vacant administrative jobs to save $610,000.
So you eliminate 8 spots to save $610,000.
And you add 8 spots spending $592,000.
A savings of $18,000.
Wow, that pension funding problem is all but solved by the time 3016 rolls around.

Audits of Chicago budget reveal behind the scenes information about the city
Daily refuse collections declined from 3,983 tons in 2011 year ago to 3,763 in 2012. Last year’s 52-ton increase had reversed a five-year trend. The amount of garbage generated by the 600,000 Chicago households was 4,451 tons a day in 2006 to 4,240 in 2008.
This city propaganda has it's increase in the decrease all jazzed up. yeah?
That's about a 5.5% decline in the number of tons of garbage being collected vs 2012 and about a 15% reduction vs 2006 based upon the number above!
I don't know where they're getting this "50 ton increase" from if you guys figure it out let us know. Maybe last year == 2011 in their context?
Certainly we shouldn't be adding people to this department.
What has caused this decline in the number of tons of garbage being collected in Chicago?
Well, is it the mayors grid garbage collection system?
Or perhaps it's a sign of the number of people moving out of Chicago.
It could be a show of how little disposable cash Chicagoan's have after paying all their fines, fees, and taxes. They can't afford to buy anything.
Finally. it could be an indicator of people moving into large apartment buildings of four units of more after going bust with foreclosed homes and lost jobs. Those units have to contract their own garbage removal.
Any way you slice it the reduction of garbage being collected is a bad sign for the economy.
If Chicago is growing and more people are moving here because it's such a great attraction where's their garbage?

Just like the CPD Executive Officer title. Exempt salaries for work that was performed by PO's in the past. Where's the BGA on these issues? Where's the Inspector General? Where's anyone of any influence who cares?

Oh? Is that what Streets & San is "known for" Fran? I thought it was: corruption, Outfit guys, no-show 'jobs', a paycheck for no work -- just punch in -- but bring lottsa cash for the daily - nightly card games, and the closest thing there is in the known universe to being Retired while having a Full Time job and supposedly 'working'?

an aside: When I was a kid in the 50's-60's I luved watching S&S fix the potholes S. Western Blvd every year by our house: There'd be a driver sleeping in his seat, a couple guys sitting inside the back of the truck doing nothing, one guy outside on the street 'near' the pothole, and One Black guy actually doing all the work. It was, 'The City That Works' at its finest. :-)
With what we pay for shit in the City of Chicago, the garbage ought to be picked up by personally a limo driver in a black Lincoln Town Car on silver trays.
How about the city stop paving the streets with asphalt? The same crew drops hot patch on the same potholes and calls this fixing the street. Any moron can see all that is being done is keeping voters on the payroll. The city could save millions.

I saw this last Monday a white city suv following right behind the garbage truck on the north side. doing nothing.....as usual.
LOL, do more with less. Pressure from alderman? Let me guess who was pressuring the alderman? I bet all promoted or hired will have connections. I am so glad I have two more years.
Three divisions needs eight division superintedants? Yep that sounds about right in this town. Damn you greedy police and fire for making this city go bankrupt!!
Do you really think the pols are going to cut back on their odds of getting reelected just to fully fund the pension system? Nobody can be that naive.
Twenty-five alderslugs would mean only twenty-five ward supers and only 25 assistant ward supers etcetera and so on. How many millions would just reducing the number of wards save?
When Rahmenstein wanted to change to grid collection he also wanted to ashcan the Ward Supe job. The aldermen screamed at the thought of losing a job plus vehicle to hand out to a clout guy. One of their relatives, friends etc. would be out of work so they went kicking and screaming until Rahmenstein kept the Ward Supe in there for alderscum to dole out.
But then the Ward Supe didn't work with grid collection and cross Ward border garbage collection. So now genius ballerina has to replace that middle management that was Ward Supe with people who supervise the garbage trucks. Essentially he created two layers of Ward Supe.
Typical Chicago, to eliminate jobs first we have to double the number of City workers because alderjagoffs must be happy.
And none of the highly intelligent Press Corps have been able to figure this one out, that Rahmenstein has added to the payroll in his goofy attempt to save money. Rahmenstein forgot he has to get shit done here in bizzaro world where shit is frequently totally backwards.
Years from now the City will spend more millions on some type of efficiency study and some new future as yet unborn genius working for the City will shout, "Eureka! Look at this, I found a new way to save money!"
And the City will spend more millions to return the garbage collection system back to the exact same way we did it for years prior to this. And amid much back slapping and harumphing and trumpet fanfare it will be declared good and just and thrifty and efficient and some future Daley great grandchild will thus be elected Mayor and Lord of all of the Onion Patch and promise to always look after the fools who pay for this all.
And the City will spend more millions to return the garbage collection system back to the exact same way we did it for years prior to this. And amid much back slapping and harumphing and trumpet fanfare it will be declared good and just and thrifty and efficient and some future Daley great grandchild will thus be elected Mayor and Lord of all of the Onion Patch and promise to always look after the fools who pay for this all.
