Blood from a Stone

  • ....police sources tell NBC 5 the mayor is asking the police department to cut its budget by 10 percent for next year.

    On Tuesday, McCarthy said the department is "looking at different methods that we can still save money."

    "We've been looking at ways of creating efficiencies, whether it's getting cops out on the street, hiring civilians, or consolidating districts which we did successfully in three separate neighborhoods," McCarthy said.

    McCarthy clarified that those efforts to save money will not come at the expense of police performance.

Yeah, bullshit Garry. Who you crappin'?

Ten percent? Hiring is barely keeping pace with retirements. Equipment is old, broken down, obsolete and repairs aren't anywhere near paid for. Brand new buildings are falling down and built to third-world standards. The PPO's are already on foot to save on gas and cars. Rahm lets McStatistics burn through an entire year worth of overtime in just 6 months and now he wants ten percent more? And our HQ sources tell us the "team policing pilot program" has a meeting this Thursday - another excuse not to hire up to strength.

The FOP president already cost every member a year of retro pay and rumor is that Rahm's salary offer to the FOP included a pay cut, possibly as much as 10%. Is that part of the equation?

Mcdumbass is a liar! Everything that comes out of this mouth is a lie.. Crime is down to its lowest levels since 1960 whatever, we don't need to hire anymore officers, VRI is working, he is full of shit !!!

Was at area north the other day for some service on a vehicle. Only one mechanic was working, supervisor tells us we only have 3 mechanics on days and one on 3rd watch, then shows us a bin full of service tickets ( there was at least 30 in there)
Then he says there were no pool cars to hand out because they don't have any. Then he also says that he is hearing rumors that downtown is looking into combining beats to have officers ride 4 deep in cars to cover a larger area.
He also said the city has received a ton of cars without cages for this purpose that the city requested.
And I know the FTO's are riding 3 to 4 deep in cars however thats not the only reason these cageless vehicles were requested.

Again, explain to me how consolidating districts saves money. 019/023 merged. Area at Belmont/Western is still open, lockup is still open, gang teams still there. What was the point? Where, exactly, was money saved? Det.'s moved out of A4 and A5. Buildings still house 011 and 025. What money was saved there?

Illinois jails are busting at the seams to the point that the DOC is either unwilling or unable to put out a report on time to tell the world what our prison population is...but we know the gov. is cranking up the early release program again. We should start seeing the results shortly.

Of course then there's the busting of the pensions in progress. No word on a Chicago Casino gulag where we might generate some revenue. OH SHHHHHHH!. Don't talk about any revenue generation until we get these cuts damn it!! Otherwise you're gonna screw everything up -- that money is for our clouted friends and campaign donators that finance us. Don't give that money to the churls.

All the signs are there. All you have to do is open your eyes.

Waiting to see what the new contract is? Why? Why bother? If you can bust the pensions, if the president can go to war without congress declaring a war those constitutions are not worth the paper they are written on. The tyrants are going to do what they want and that's that.

over twenty years ago the buzz around roll call was whether or not to allow the city to deduct 1 dollar per paycheck for the medical--- the new guys laughed and said fuck the buck, who cares--- the old timers said bullshit, you give them nothing because that dollar will turn into ten and twenty and fifty--- look where we are now--- every contract negotiation has been contentious--- the equipment sucked thirty years ago and we needed more help thirty years ago--- nobody came on this job to become rich but you can't squeeze blood from a turnip--- as fraternal brothers and sisters we will fight for a fair contract and some type of guarentee that our pension fund will be solvent to serve the needs of our members...

What about the Tiff money? 16 million dollars for useless metal signs but no money for the police, "again". Parking meter deal, skyway deal, parks, trees, flowers, motels, stadium, bike paths, bicycles. how about cutting back on giving every ghetto district new curbs, sidewalks, streets, light poles, parks, library's, schools every other year while my tax paying neighborhood goes un-updated for 10+ years. might save lots of money there off the top of my head.

OFF THE RECORD: A Crash That Never Happened

Here's a gem. The Tribune reports that Mayor Rahm Emanuel happened upon an accident in which a truck apparently caused three bicyclists to crash in Wicker Park this morning.

Our favorite part of the story?

Two ambulances and a fire engine reported to the scene, but nobody was hurt seriously enough to require hospitalization, according to Chicago Fire Department spokesman Larry Langford. The Chicago Police Department had no record of the crash.

Two ambulances, a fire engine, and the mayor's Chicago Police Department protective detail were there, but the police department has no record of this event. And they want us to believe them when they say that crime is "down."

Yesterday McNumbnuts was making the rounds of the local morning TV News-Talk shows spouting his BS about Safe Passage and other smoke and mirrors.

I called the WGN News Desk (LAkeview 8-2311) before he got there and told them we were pissed that we never see police in our neighborhood any more and to have Larry and Robin ask him simply, "How many sworn CPD police officers were there when you started and how many are there now?"

I said they would not get a straight answer, but Larry and Robin chickened out and almost did but would not ask him a straight question.

How are they going to handle this story?

mcasshole was on ch 9 yesterday and when asked about needing to hire more police he said we give them overtime(vri) its a lot cheaper- i wont criticize guys for doing what they got to do do for their families but we will pay for this later on when it comes to pensions and having more cops to sustain your very retirement.

The question was posed about us being short staffed. His reply was we are enjoying a big reduction in violent crime with less officers, so we are not short. We are hiring right now to keep up with attrition.

Like it or not boys and girls, this is the amount of officers we will have for the next few years.

My pdt has been in the shop for 3 months and my tahoe has over 91,000miles on it. The radios barely work. The station computers are so old they don't even boot up properly at times. The consolidations have NOT worked. Where are you Andy Shaw? You and your organization are always looking for mismanagement and inefficiency. Why not look at CPD before McCarthy & Rahm destroy it even more.

We're such a progressive police dept., our operating systems and software are over 10 years old. No paper for copy machines, if you can find one that even works.
1 yr. to go. In the d-unit we're wasting countless man hours dealing with 'victims' who are mutts themselves. Stop giving service to bloodsuckers and focus on victims who are law-abiding, tax-paying citizens. That would cut my case load down by 70%.

020 and 024 WILL consolidate. Beats will consolidate citywide. Sgts shortages will grow, no more than two Sgts per watch working each watch, one Sgt on midnights will be the norm. No promotions until 2014.

Rahm wants us as close to 10,000 budgeted sworn as possible. We are at 12,000+ now. About 12,000 filled.

It's interesting how we are UP 4% in murders compared to 2 years ago but McLying MoFo keeps talking about last year, a complete outlier.

We have "done more with less" for sixteen years. The downfall started in 1998 when the city started it's "management efficiencies".

For the love of God, officers have said it over and over again; we need more officers. It does make a difference. If you want to go cheap on public safety then be my guest. I only have two more years to go with this job.

For example, in my district on midnights back in 1995 we had about 44 officers working that shift. Today we have about a dozen on a good day. On a bad day we are down to eight officers.

Consolidate more districts? Like the fiasco that 019/023 produced? No coverage at all west of Ashland and Wrigleyville turning into a war zone most nights with "exhuberant youth"

Like 012/013 with little police presence in what was the old 13? Very little coverage north of Madison from what I see and hear.

Can you, Garry explain to a TAXPAYER in the area of Wood/Chicago why it now takes an officer dispatched out of roll call 40 minutes to get there in rush hour traffic to assist them?

Combine what other stations? 020/024? You'd get the same results, no coverage where the TAXPAYERS, some who pay well over 10 grand a year in property taxes, live.

004/005? Strip Hegewisch all the way instead of the 90% it is now?

011/015 'nuff said--too big and too busy, "The Island" would be completly abandoned.

Try getting rid of the fluff at the top?

If our pay gets cut, you'll see a work slowdown that will cost this city millions.

So ten years ago, the Police Marine Unit had 50 p.o.'s, is now hovering around 30. Three years ago, the geniuses at City Hall and 35t St moved the fireboat (Eng 2) and the CFD fastboat (688) into the law enforcement building at the Marine Safety Station resulting in police jobs actually being taken out of the budget. Here's the good stuff.....the guys working CFD 688 get to work overtime on the boat on their day off, and a lot of it, and we can't get ot to save our asses. But CFD has over 200 divers that already get paid 5-7% more whether they're assigned as a diver or not. So, why are they wasting money by giving only a few of their divers ot when they should be assigning the certified divers to work 688 on their regular workdays? And CFD on the water is useless as they only rescue people; CPD on the water, however, rescues people more often than CFD cause their boats are faster and they are out there more, and CPD also does law enforcement, homeland security, special events, dignitary security, harbor and shoreline patrol, accident reports, boat maintenance and cleaning, etc. As usual, if they were serious about saving money, they wouldnt do these cockeyed things and they would ask the rank and file guys how to do it....I guess that's below their paygrade.

I have no problem with operating efficeintly, BUT when the dept. has antiquated equipment, no cars like in16 where every watch sits around waiting for cars to come in for checkoff, and the ones they have have over 100,000 miles on them I don't buy it. Get rid of first appearance at traffic court, the city gives everyone supervision anyway. While your at it instead off writing movers and sending them to court, come up with a charge and write Parker's, all the $ goes to the city instead of the county.
Offer double time for comp time, they already limit how much u can collect when u retire anyway so at least it will be deferred.

Merge 20 and 24? I know many feel that 20 is a soft district -- it seems to be the preferred spot for clouted commanders to enjoy their final pension increasing promotion before retiring (Tom Byrne was commander for about ten minutes a few years ago) and most commanders attend one or two community meetings before retiring and being replaced, or so it seems, but truth be told the neighborhood is becoming a potential powder keg. The animals are on the prowl and I predict the entire district is about to become as bad as the 24th in short order. Section 8 tenants have been liberally deposited into the district and the 20th is undermanned like everywhere else.
Property crimes, vandalism and public disorder offenses are on the rise. Mather High School used to be one of the city's best and now it is awash in the ghetto culture.

The biggest single reform that I could recommend is that the public reverse the abomination foisted upon the city by the Democratic Machine when aldermanic terms were upped to four years. Why should an aldercreature serve for four years (as long as the president or the governor) when Congressmen and State Representatives serve two year terms. Aldermen who are insulated from the public by long terms are more apt to engage in mischief and corruption. Look how they manipulate the pay raises for what is still a part-time job! Put the bastards back on a two year election time table and cut their salaries!

You are young and dont ever say never I'm retired. but started in 020 in the 70's 020 the most calls in the city and as far as the distances we went from Montrose on the south to Evanston on the north including the J streets at Howard and Paulina, the lake on the east to basically Kedzie on the west. And there was a stretch south to Irving Park around Western Ave. Now it takes all of 020,024 and part of what 023 to cover that area. So dont say they cant merge the two districts

I am a p/o who was sent to safe passage from 35nth st. This thing is a disaster waiting to happen. Just today was told that three venders of safe passage have dropped out at one school so a S&S guy was filling in for one of the persons. It's not even cold yet and they're already dropping like flys. People from 35th will be down there for the whole school yr. the ppo's are by themselves working 12hrs 6am until 6pm with one day off. This dept. is a joke and now even the ppo's know it!

It is not as simple as you think. City Hall has demanded a 10+% cut at CPD for every fiscal year for as long as I can remember. While the clouted piss-away money on nonsense and the politicians are stealing tax dollars right under our noses, the citizenry suffers from these yearly cuts in their police and fire service. The cabal at City Hall will take from the taxpayers so the clouted and the politicians can continue to waste and steal tax dollars.

When I was an SVU sergeant on third watch in Area 5 I had 12 detectives and a light duty PO to work the phone.
When I went to Area North I had 14 detectives, one of which worked the desk. Area 5 was five districts. Area North is those five districts, 20, 24, 19/23 and 11 which is like half an area itself. DO MORE WITH LESS!

The arbitrator will rule on certain contract items, if the contract even goes to an arbitrator. The arbitrator isn't Santa claus. He isn't given a list of shit we want for Christmas.

That contract likely won't be settled for three more years. There is absolutely no incentive for Rahm to settle. None. He will drag it our as long as humanly possible.

Enough with the "bloated HQ," "35th St dollies" bullshit already. We're cut to the bone and working triple-loaded like everyone else. And while you think we all get take-home cars - we don't. In fact, there are no more CPD cars for us blue shirts there anymore at all - just the half dozen City Flex-Fleet rental cars we all have to share and sign out for ahead of time through supervisors. And if there are no cars left, you get no car; take the bus to your meetings. We have seasonal deployment, which means that from March through October we work one weekend day, and that day is spent at whatever festival, parade, or sporting event needs bodies. These are across the city, and we drive our own cars there. Now with this nonsense safe passage, we are scheduled outside of our normal duty hours - some by more than 2hrs - and have been standing on these corners every day for two weeks, with at least one more week scheduled. This means that the civilians are all that is left at HQ - handling your paychecks, OT, and timekeeping. You know, the same civilian cadre that has sold your personal info to the gangs? Yeah, they are all that's there handling your pay and time. So keep bitching about how rough you have it and how sweet we have it. If fucking sucks for everyone. And before you start talking shit about coming back to the district, that PAR has been dropped.

Why the hell not? When I came on the job they were splitting 020 into two districts and 024 was created. I have seen so many things done in the name of efficiency and then changed back under a different administration, again, in the name of efficiency.

ET's, out of the districts then in the districts, then back out of the districts again. Gangs, then no Gangs then Gangs again. No School Patrol, then School Patrol then no School Patrol again, then School officers in each school. There is so much more, change then change back then change again. Over and over.

Saw on the news about Whole Foods opening in Englewood. WTF!!!

A "member of the community" had a good point about how the area would be better served by a Super Wal-Mart.

Whole Foods is a artsy-farsty eco-green boutique grocery.

Not price appropriate for Englewood. Even if they will carry organic flamin' hot Cheetos.

The basic fact as to why there are "food desert" healthy food areas is that the market in those areas does not support it.

Scented candles, fancy teas, organic crackers. Good choice.

I give Whole Foods about 1 year in Englewood. They will get tired of being ripped off. Individually or by mobs.

The overtime is not wasted at oemc. shortshanks refused and td 9.5 refuses to hire, which is the reason for the oemc overtime. Cut out the overtime and there will be less people to answer your call for help and dispatch the squad cars, fire trucks and ambulances to where you need them.

As a Reservist and a cop I will say that I do not believe the joker that posted that is or has served in the military. I have never heard a similar comment from the other prior service people I work with. For the record, a cop's "overseas" is here while military may be in the suck for a deployment and return to a better life stateside. Cops live in "overseas" mode with no stateside to return to.

For the last 8 or 9 years I've been jogging through the areas covered by the brown line along ravenswood from Irving to bowmanville, the river on the west along mostly Lincoln to Peterson and as far east as the lake...

Over that time I often thought of a question an out of towner once asked me. He was here on business often and considered moving here but wondered what per cent of the city was "liveable."

I was honest. At that time, even with unemployment at 5 per cent, the real estate market booming, development everywhere, and the economy growing as people on all sides seemed to agree that Daley was probably crooked, but, boy, wasn't the city in better shape than when he took over? In spite of all that- I surprised the man because I said, seriously...less than a quarter of neighborhoods within city limits are liveable. Consider all the criteria most families consider, school quality, costs, safety, walkability, mobility in traffic and ease of parking when you get to your destination, fuel prices, taxes, fees... yes this town is great -but-

The difference in realities from visiting as a tourist and actually living here, I said not worth it.

That was ten years ago.

Today, as I jog those routes and I see the mad, shortsighted, desperate and irresponsible and obvious social-engineering going on throughout Lincoln square, st. Ben's, north center, andersonville, roscoe village, and ravenswood... I come to the sick conclusion that this city is probably ten or fifteen per cent liveable, at best.

The post that predicts 020 going down a path toward higher violent crime will prove correct.

Vouchers, and halfway houses and other programs are already having effect. Noise disturbances from loud newcomers and all the nasty traffic, domestics, garage break-ins, teen offender batteries and assaults... just the beginning.

All for what? So that there might be one less murder in one area the mayor is willing to invite many more murders somewhere else?

In Chicago, and most government institutions, there is always a gap between what is budgeted and what is spent. They put in a cushion of some amount in the budget that they will not spend, then claim they have been careful with the tazpayers money. It's all BS.

They can probably cut 10% just by eliminating unfilled positions, unstarted projects, etc. Then add it back later so they can make another sacrifice next time......

Exactly. I actually sat through a CAPS meeting where the commander of the hour said to the members of the general public assembled that they had no cause to complain because most of the activity in the district related to property crimes. Is that a good thing? The criminals are targeting the area as a soft target. Did this clueless idiot ever hear of the "broken windows" theory?

I never understood why Chicago never adopted some of the measures that New York implemented under Mayor Rudy Giuliani to chase the aggressive panhandlers (mostly drug addicts and drunks who are now found at almost every major intersection in the 20th) off of the streets. Of course, Rudy differed from Richie in that he was pro-police and felt that it was critical for the city and the police to be on good terms during his mayoralty.

Inspector General Joe Ferguson wants to disband the Marine Unit and give its responsibilies to the CFD, Coast Guard and Conservation Police. Problem is the CFD does not want to get involved in anything law enforcement related, and the Coast Guard and Conservation Police have a minimal presence here and have budget problems of their own.

End duty availability and give a 5% pay raise , pensionable to Police Officers in Patrol ,Narcotics and Specialized street units , detectives that are assigned to the 1st and 3rd watches . This would pass a union vote with ease . Let's quit paying the inside house cat cowards and day time dollies . 5% is more than what we get now and it would go to the working police officer , old timers could bid for 1st or 3rd watch and pass on their experience to younger officers .
