EXAMSCAM - the Movie

Many of the younger readers will have seen/heard passing references to "ExamScam," the notorious cheating scandal that should have rocked the Department to its foundations. In it, it was conclusively proven that people who used the phrase "Notify the Watch Commander," a phrase that appeared nowhere in the study material were promoted to lieutenant at a rate that could only be called "statistically impossible." Former NBC investigative reporter Peter Karl brought massive amounts of heat on the Daley administration until mysteriously falling silent and landing a highly paid gig as the CAPS spokesman.

Here are the clips from NBC, presented as a compilation for, as far as we can tell, the first time:



A lot of decent, intelligent people lost a shot at promotion due to these shenanigans. There were the usual accusations of people having access to the answers or studying the actual test, but the Oral Boards and accompanying videos were damning (and painfully amazing) in their audacity. It called into question pretty much all promotions that ever occurred under Shortshanks and the echoes still reverberate today with "meri-clout-orious" promotions, entire teams scoring within mere fractions of one another, and certain office people working for "subject matter experts" scoring near perfect on exam after exam.

Sgt. John Northen put this together and is taking questions via e-mail - you can find details at his blog linked here. In light of the city finally offering a promotional exam for the first time in seven years, this is timely info that ought to keep a spotlight on the process that is too easily corrupted in this most corrupt of cities.

Is anybody actually shocked by this shit? Was anybody actually under the illusion that these promotional exams were ever fair and honest? Do you really believe that this upcoming sergeant exam is going to be 100% legitimate? There's already people out there with the answers to the second part of the exam while the rest of you are studying 800 pages of general orders. I've said this before and I'll say it again. 30% merit, 30% given the answers, 30% allowed into special study groups, the rest get to fight over the last 10% of the spots. So if 200 are promoted, you're competing with about 6000 other candidates for 20 spots. LOL... you might as well go buy yourself some scratch offs with the registration fee and spend the two Saturdays with your family.

Look, let's face the facts. The study material is about 1200 pages. That is for part one. Most pass part one. Then for part two you are looking for two thousand pages to study.

They can ask you any question from those two thousand pages. Mysteriously some people who just happen to be related to the big bosses do very well. That is the way it's been since God knows when. I remember how Phil Cline's entire security detail did stellar on the Sgt. test. It made me sick to my stomach.

In all honesty if you can't save some money based on what we are making, then you are foolish with your money. By all means be proactive and start a business. Get ahead in life and secure your financial future.

If the city was serious about the exam, then here is what they would do. A third party vendor would create an exam and handle everything. No member of the department or the city would have any say in it and can not even take a peek into it. What we need is an action like the Shakman decree to make the promotional process fairer for everyone.

I recall the self proclaimed smartest man on the Chicago Police Department failed to make the cut and therefore was not promoted.

He then showed his arrogant ass and did not have the previous First Deputy, Jemilo, around to protect him and was dumped to a District.

If I recall the interviews were taped and when the Judge reviewed same he indicated that the test was fair.

Mickey then whined even more, too bad!

And the problem still persists. I've been trying to get the score for my last two sergeant exams to no avail. I was told I would have to bring a lawsuit against the city.

On the last sergeants' exam, I know of a couple of people who were "close" to former deputy S.P. and low and behold, these female officers are sergeants today.

Then there was the last lieutenants exam, where a very high percentage of sergeants connected to Capt. J.D. got promoted. One of them was even allowed to take the exam at home and have it proctored by the same captain, who had a role in forming the exam.

I have no confidence in the upcoming sergeants' test, also. The connected, the friend of a friend, etc., will somehow or someway get promoted. This time I have no delusions thinking that the test will be fair, or that I will get back my test results.

There is very little that is fair or right with the city and the department. Everything is some version of a scam and everything will continue to be a scam in Chicago, the most corrupt city in the country.

Only test I plan on taking is det. No way do I want to be a supervisor... Sgt does not look appealing, is pretty much a bad dead end. Id be in charge of mopes like me, would end up on mids in the ghetto due to not having any clout. At least as a det I'd get to do a job I'd actually like!

Back in the 70's when I first got passed over for Sgt. and complaints were made about the exam, Federal Judge Prentice Marshall said "I don't care if they arm wrestle for the job".
I also remember a guy testified in federal court he paid a west side alderman 5 grand to make Sgt, and 5 grand to make Lt.
Other than that it is legit.

That's correct. No matter how stupid a sergeant is (and believe me, this particular sergeant is not only stupid, but a jerk, too), you can't be insubordinate. It'll get you in trouble.

To the dumbass that said the female PO should file a
grievance; she has no basis for one. She fucked up. Period. Besides, she's not exactly a model employee. Her sister works at the area and is practically her twin. They are cut from the same cloth and that's not a compliment.

All you young coppers (and veterans, apparently!!!) out there need to understand that no matter how much time you have on the job and how much you think you know, or how stupid your boss may be, that you can't belittle him/her. Respect the rank. That doesn't mean that you should allow ANY supervisor to talk down to you, though.

OT - On Saturday I heard a new story on WBBM about a class action (four coppers) about a fifth getting extra study help on department time. The story also includes that certain clergy were also given the exams before the test. I can't find info on the lawsuit from any other sources.

Not totally true. Harold was mayor when this test was developed and the first couple parts were given.

Daley came along after the list was posted, but he refused to do anything about it.

At the 4:29 mark in the Channel 5 exposé video. Jim Esposito and four black sergeants are briefly seen standing in front of their assigned 5th District. In my letter to Daley, check out "THE ADMINISTRATIVE CLUSTER" where 34 of 36 "administrative" sergeants made the top of the ExamScam list. The likelihood of such success is less than one in an astronomical 13,800,000,000,000. See ¶D-"THE ADMINISTATIVE CLUSTER".

Of all CPD units and based on the first two legit components ("the X list") without the RIGGED "Oral Board", 5th District patrol supervisors had the highest percentage of legit high scores city-wide. All five of those sergeants should have been promoted to lieutenant. All five FAILED ExamScam.

Multiple choice exams should be scored immediately on scene by Scantron. Any time the CPD uses a subjective process, CLOUT is afoot with red flags and flashing neon signs. In both ExamScam and the current "MERIT" system, there is a common denominator. Clouted brass perpetuate CLOUT by choosing favorites, regardless of qualifications or lack thereof. Also note that the City adamantly refuses to publish a categorical and unequivocal written definition of criteria which constutes their standards of so-called "merit". WHY? (chirping crickets)

Then the special order (around 1995) that stated that all future test takers had to have a college degree. That to was scrapped when they saw the racial makeup up college grads. Oh we'll, as the wife said " it wasn't meant to be". Not so old retired guy.

Northen lost his mind over this, and he is absolutely correct in what he says. I took the Lieutenant's exam that triggered all this and it was a "Masterful" show! They brought in bosses from other cities to sit on a board with one boss from Chicago and somebody from personnel. You went in for the interview, but unless you were an insider, you did not know to use the answer: "Notify the Watch Commander." Nobody, and I mean Nobody ever really investigated this outrage against the Sergeants and their families. I know a Sergeant with a law degree who failed, and he had studied for months. While a Sgt. with a GED, who was active in the Irish Heritage Center passed in the first class. A generation of Sergeants had their spirit and morale shattered by that test. I am retired now, and doubt that it will happen again, because Rahm cares so little about the Police Department that his only concern is about the highest ranking policy makers. Sergeants and Lieutenants mean little to the new "Da Boss". As for Daley, I hope that Chunk of Shit burns in hell for what he did to the Police and the City as a whole. Yet, his corruption to this day goes unpunished, Burge took the fall for the evil of Daley.

Back around 1995 the Chicago Fire Department "lost" a test to promotion to Lieutenant, forcing a "do over". And to this day not a single person has been held responsible. Shortly thereafter Commissioner Orozco appeared on a news conference and stated that promotional and entrance examinations would be held more frequently and done more transparently.
The last and most recent test for the promotion to rank of Lieutenant took four (4) YEARS to grade.

Dear diary, today work was great! It was unlike most days in 019 which are icky and bad. Today I went to work and did not have to see that rock chested XO M.R. Who intimidates me solely with his mustache and that look he gives me which clearly says "why am I not drinking?" Anyhoo... I did not actually see that man but I'm sure one of his minions was watching me. The pressure here is getting to me! I am working 99 again because there are not enough people to work with me and we know how dangerous that is. My god when I drove in there was a man in a dress glaring at me! And the officers in 007 think they have it rough! But enough of that for now, I proceeded to check out a book of Parkers that I never intend to use, but it looked good. I then went to 7-11 and went right to the magazine section and read the books about guns because that's what good cops do! At some point they tried to give me a job but I told them I was on a mission so they gave the job to someone else. From there I went to the gas pumps and saw a guy I went to the academy with from 020. We both spoke of our war time in 015 for our training cycles before we deservedly headed "up north". We gave each other the warriors handshake and hug before we went back to our own personal hells of patrolling alone. From the gas pumps I stopped at area north and took a personal. Those gang guys were talking about hitting a dope spot in 024 after their hair gel dried and they looked at me all hard as I went to the potty. One of them had tattoos and really looked tough, I may have peed on myself a little. From there I went to Rose Angeli's and took my lunch, good food but I did miss out on the Cabernet I usually have off duty. Thank god I was on lunch because it sounds like there was a barking dog call down the block that I probably would have had to take if I was available. From lunch I went to the bank lot and read my issue of Cosmo, I might be a man but there are such good tips in that mag! They gave me a job, I had to go relieve one if the mayors detail cars so they could pee... Why did they pick me? I'm all alone, what if Al Quaeda comes for the mayor while I'm there? Lucky for me the officers there dogged it going to the bathroom, and there was no terrorist attack at Rahms house so I made it to my second personal and went to Dunkin donuts. Now I don't even like donuts but it's what the real police do! So I sat in the parking lot until they tried to give me a traffic crash and I then went down on my personal instead. After that it was just a matter of holding myself down on foot patrol and return my cruiser. That man in a dress was still there on my way home and still looked right at me as I passed. I think he made me as a cop even though I had my baseball jersey over my uniform. I hope the tact guys mess with him tonight he looked like he might go drink in public later. Until tomorrow diary

Another bit of History...
Around the same era, a detective's test was also administered.
The 'feel good' difference with THIS test as compared to ALL others in the past, was that when you turned in your test at the end, it was electronically scored in your presence and your score was given to you at that time.
Back then, it was unheard of to 'appear' to level the playing field.You were given back your test page and booklet to challenge/compare questions and answers.
Although there was the typical 'clout' promotions that appear on every test, many were made in rank order because of this scoring notice.
But again, one did not know the 'score' of the clouted members but that was as close to legit that I've seen in my forty years OTJ.
There is NO reason that that semblance of legitimacy could not be employed on all future testing.
An 'INSTANT' electronic posting of all the scores in rank order are possible with an individual print-out to every participant upon leaving the testing site is an easy task in this day/age.
I'm NOT so naive to think that clout is dead, but this would be a start toward legitimacy and go a long way to build morale.
And then I woke up.

Like the testing lady said in the TV piece, it's got to be objective. Anything this city does subjective is certain to be corrupted. I've got a few years left. What ever happened to the scandal around a certain captain JRD who was a subject matter expert (read had an advanced copy of the test) who had a private study group of hand picked female Sgts? The study (the test) group was held at her house and the group ONLY went over the test questions. These same females are now a Lt (soon to be Capt) in 015 P.C., a Lt in 014 M.L., a commander in 015, a commander in 010, and a former Commander of 014 (L.F.)
That's one hell of a study group!!!! Problem is each and every one of them is a laughing stock and all are hated by the troops.
One of these special study group students even got to take the Lt test from her hospital bed with a proctor. Guess who the proctor was???? That's right, the same JRD who held the "secret study group" It no wonder that she scored #2 on the list.
Where is the outrage over this????

To those studying hard for the sergeant's exam, keep on studying hard. If that is your goal, if you study hard, you will make it to the list. You may not be on the first 50 or even 100, but you may be 101 to 400 and will eventually make sergeant. The insiders and people with clout will surely get the highest score, but you can't control that. What you can control is that if you study hard, you'll be on the list.

OT I was working VRI in 025 last night when I heard something on the radio that I haven't heard in a while. Great police work and great team work.

There was a hit/run accident involving a tow truck vs pedestrian that was on-viewed by a VRI car and it seemed like the entire 1st watch of 025 responded to help with the scene and the eventual apprehension of the offender. There was even a supervisor on the air doing what a supervisor is supposed to do, give clear and decisive direction. Good job 025 1st watch.

Nothing will ever change in is city. Hell you dont need to give the answers any more just tell those in the know what 5-10 GO's they need to know it's like a defacto "notify the watch commander" secret word. With all the orders, general order, special orders, blah blah blah , they overwhelm you with so much to study it would take you 2 yrs to really know the material but just tell those who are connected to know certain orders because that the make or break part of the test. The merits know they are in before they even sign up for the test, the next level of connected are told to study certain orders so in essence the city can make over 50% of who they want and leave 20-30 % as window dressing. The one Sgt. in the video was Ed O'Rielly retired form 023 with 40 yrs on and still a Sgt. Remember like the posters say " earned not given".............

I feel so sorry for the number of people who paid big bucks to either the Bernstein or Brad Woods study groups. Statistically, you are not going to make it! You should have saved your money. Bernstein reads the general order to you. Woods highlights what he thinks is important. Your best bet is to get a small group together and break down the study materials. Then assign everyone to summarize and write up notes and create flash cards of important concepts. Plus it won't cost you several hundred dollars.

Peter Karl produces some of the lamest crap for the department . Poorly filmed, ill executed crap on celluloid roll call videos that look like they were put together in ten minutes . Every one walks out of roll call when they turn them on while he gets paid 800, 000 dollars ?. Should be open to competitive bid. Get some quality and save the city some money. Ok SCC, heard that the city and PBPA are going to take away all the district bid sgts. and rebid citywide, all districts, and those Sgt.s will be new district bid holders. Looks like JA from PBPA and Rahm are looking to stick it to the sgts for shooting down that bs contract. This should completely throw all districts up for grabs. There is no wording or language to do this but this is based on perceived interpretations by JA and Cmdr Oneil MSLA. By the way they are personal friends outside of the job so I can see this possibly happening. All incumbent district bid sgts. will have to rebid, wow, will this happen after watch bids? Because watch bids have to be kept after successfully bidding for them. So in theory can you have 15 sgts. bid into a district successfully and all them having 2nd watch bids from their respective districts from whence they came. I can see it now, 2nd watch in 001 with 15 sgts. This could be a real circus act to watch. If they can do it with PBPA can they do it with FOP? Can they rewrite district staffing levels then have a citywide bid thereby reducing the manpower in so called slower districts and thus filling westside and south side districts with officers who would normally be in north side districts due to their prior bidding and or assignments? Can the department say they only need 250 officers in 019 not the 300 they have now and reassign the 50 to other districts? What if 020,024,017,016,019,018,001, have their staffing levels reassessedandd lowered, where would the surplus officers go? A citywide rebid could possibly achieve this. I would not put this past Cmdr DO to write up such a policy, after all he back doored the Lt.s to get a Cmdr star, what will he do for a higher spot?

Actually, my phone-call/clout was Alderman Burke.

All he did for me was get me to around 440 on the 1998 sergeant's exam. However it was good enough to get promoted in 2001.

I since retired.
If you can't beat 'em , join 'em.

NO ONE is going to change how Chicago works.

Northen lost his mind over this, and he is absolutely correct in what he says. I took the Lieutenant's exam that triggered all this and it was a "Masterful" show! They brought in bosses from other cities to sit on a board with one boss from Chicago and somebody from personnel. You went in for the interview, but unless you were an insider, you did not know to use the answer: "Notify the Watch Commander.

Hey Sarge, Don't know which oral board you are talking about, but the Examscam boards consisted of 2 Exempts from Chicago and no one else---no outside bosses or Personnel Div. people.

Because it was the third armed robbery conviction for Fleming, who authorities said has lived in Chicago and Elgin, he faced a mandatory life sentence, according to Kane County prosecutors. He was sentenced today by Judge John Barsanti.

Police said Fleming accosted two employees as they were leaving a closed Little Caesar’s Pizza in the 500 block of North McLean Boulevard in Elgin around 11 p.m. on Oct. 2, 2011. Fleming forced the pair back into the restaurant at gunpoint and then held them hostage for several hours, according to authorities. During that time, Fleming beat one employee with a wooden rod and fired his pistol into the floor near where one of the employees was seated, officials have said. Around 2:30 a.m., Fleming fell asleep, and the pair was able to escape and call police.

In 2000, Fleming was convicted of armed robbery and sentenced to serve a 12-year term. In 2008, he was sent back to prison following a second armed robbery conviction, authorities said.

“Mr. Fleming, a career criminal, has been permanently removed from civilized society, and our community is much safer as a result,” State’s Attorney Joe McMahon said.

The test is legit all right. The entire tact unit from the 8th district passed the Sgt. exam. Captain JRD held a special study group and all of the female Sgt. passed with flying colors for their Lt. exam. Supt. Cline's entire security detail passed with flying colors and are Sgt. Then even today in the year 2013 there are special select study groups. Need I say more?

Since you are talking about Kennedy and Georgas what about the Clark siblings whose Daddy was a boss on the job. Both are so "smart" they scored in the top 20 on their Lts exam. And how about Lt Biggane, she was a Sgt in Cline's office and gave all of the office parties at her house. I think she was so "smart" she scored #1........So freakin legit, yeah right. They were all smart enough to get the answers.........lol

To the party who is bashing Georgas and Kennedy, first get your stuff right, yes they are friends of Maurer and yes they both got promoted but they studied and went to school, say what you want but both re good bosses, Kennedy is a little more calmer and personable then Georgas but face the FACTS. Georgas hands down handled NATO, he has handled the Marathon races and has great skills, I know some people don't like him but if you work , he will back you. Plain and simple. Kennedy is an awsome boss too. Next, I worked for a boss in the building and was promoted off my earned spot on the Sgts. List, I was offered a merit spot in the class ahead of mine, but I couldn't get made merit out of the building ,so I stayed and waited for my hard earned spot. Back in the day they wouldn't promote you out of Headquarters, Don't know how it is now, !!!! Thank You and stay safe'

Nobody cares, its the Chicago way. The Inspector General's Office was notified, they did absolutley nothing. The fix is in. In addition, Capt Barbie also had a lone male sgt. on her watch under her direction. Yup, he made it first class. Incidentally, that new Lt. was brought up on charges at the Police Board for living in the suburbs. After a convincing case, the Police Board ruled against the residency requirement, something that almost never happens. Yup, the fix was in from the beginning.

I am working 99 again because there are not enough people to work with me and we know how dangerous that is. My god when I drove in there was a man in a dress glaring at me! And the officers in 007 think they have it rough! But enough of that for now, I proceeded to check out a book of Parkers that I never intend to use, but it looked good. I then went to 7-11 and went right to the magazine section and read the books about guns because that's what good cops do! At some point they tried to give me a job but I told them I was on a mission so they gave the job to someone else. From there I went to the gas pumps and saw a guy I went to the academy with from 020. We both spoke of our war time in 015 for our training cycles before we deservedly headed "up north". We gave each other the warriors handshake and hug before we went back to our own personal hells of patrolling alone. From the gas pumps I stopped at area north and took a personal. Those gang guys were talking about hitting a dope spot in 024 after their hair gel dried and they looked at me all hard as I went to the potty. One of them had tattoos and really looked tough, I may have peed on myself a little. From there I went to Rose Angeli's and took my lunch, good food but I did miss out on the Cabernet I usually have off duty. Thank god I was on lunch because it sounds like there was a barking dog call down the block that I probably would have had to take if I was available. From lunch I went to the bank lot and read my issue of Cosmo, I might be a man but there are such good tips in that mag! They gave me a job, I had to go relieve one if the mayors detail cars so they could pee... Why did they pick me? I'm all alone, what if Al Quaeda comes for the mayor while I'm there? Lucky for me the officers there dogged it going to the bathroom, and there was no terrorist attack at Rahms house so I made it to my second personal and went to Dunkin donuts. Now I don't even like donuts but it's what the real police do! So I sat in the parking lot until they tried to give me a traffic crash and I then went down on my personal instead. After that it was just a matter of holding myself down on foot patrol and return my cruiser. That man in a dress was still there on my way home and still looked right at me as I passed. I think he made me as a cop even though I had my baseball jersey over my uniform. I hope the tact guys mess with him tonight he looked like he might go drink in public later. Until tomorrow diary

This is still occurring. The department promotes the clout heavy and politically connected officers. The test should be all scantron and you get your results before you leave the testing sight that way no one can tamper with your score.

For those taking the Sgts test. The city can promote up to 30% merit. That's not what you should be concentrating on. If you don't have the clout like these fools in the 3o% - there's nothing u can do about it - pay it no mind. Why sweat over things you can't control? Put time into it and beat out the remaining 70% with no clout. It can and does happen.

John, By generalizing like that, you disrespect many, many of us who DID study harder the second (and maybe even the third) time.

I came in around 1300 on the first test I took. Youth and arrogance led to minimal study and several years of 'woulda, coulda, shoulda'.

The second time out, I made it my part-timer to study; two to four hours a day when the test was announced and six to eight hours a day the last month, burning two weeks of time to ensure I could study without interruption.

I made it in the second class. No clout (wish I had some, but didn't), no family on the job, no friends in high places on or off the job. No connected study groups, either.

Do NOT disrespect those of us who made it because we worked for it, or declare it simply isn't possible. Painting everyone with the same vindictive brush reeks of sour grapes and diminishes you and your cause.

Since you are talking about Kennedy and Georgas what about the Clark siblings whose Daddy was a boss on the job. Both are so "smart" they scored in the top 20 on their Lts exam. And how about Lt Biggane, she was a Sgt in Cline's office and gave all of the office parties at her house. I think she was so "smart" she scored #1........So freakin legit, yeah right. They were all smart enough to get the answers.

The problem is no one outside the department cares. They think we are all assholes and could care less about us or our pensions which will be cut in short order. Bet on it

You're correct, but not that correct. After three tests I scored barely high enough to finally get promoted in the last class off the 2001 test. And those promoted in the first class had scored over nine hundred behind me. My score was my own, as always, and I'm beholden to no one for it. For those of us on the outside we are simply competing for a fraction of the promotions made.

Jean Waugh says that all candidates were given the oral board questions on the day of the written exam. They had months to prepare their answers which says that everbody had the same answers with "notify the watch commander" as the tiebreaker.

Dear diary, today work was great! It was unlike most days in 019 which are icky and bad. Today I went to work and did not have to see that rock chested XO M.R. Who intimidates me solely with his mustache and that look he gives me which clearly says "why am I not drinking?" Anyhoo... I did not actually see that man but I'm sure one of his minions was watching me. The pressure here is getting to me! I am working 99 again because there are not enough people to work with me and we know how dangerous that is. My god when I drove in there was a man in a dress glaring at me! And the officers in 007 think they have it rough! But enough of that for now, I proceeded to check out a book of Parkers that I never intend to use, but it looked good. I then went to 7-11 and went right to the magazine section and read the books about guns because that's what good cops do! At some point they tried to give me a job but I told them I was on a mission so they gave the job to someone else. From there I went to the gas pumps and saw a guy I went to the academy with from 020. We both spoke of our war time in 015 for our training cycles before we deservedly headed "up north". We gave each other the warriors handshake and hug before we went back to our own personal hells of patrolling alone. From the gas pumps I stopped at area north and took a personal. Those gang guys were talking about hitting a dope spot in 024 after their hair gel dried and they looked at me all hard as I went to the potty. One of them had tattoos and really looked tough, I may have peed on myself a little. From there I went to Rose Angeli's and took my lunch, good food but I did miss out on the Cabernet I usually have off duty. Thank god I was on lunch because it sounds like there was a barking dog call down the block that I probably would have had to take if I was available. From lunch I went to the bank lot and read my issue of Cosmo, I might be a man but there are such good tips in that mag! They gave me a job, I had to go relieve one if the mayors detail cars so they could pee... Why did they pick me? I'm all alone, what if Al Quaeda comes for the mayor while I'm there? Lucky for me the officers there dogged it going to the bathroom, and there was no terrorist attack at Rahms house so I made it to my second personal and went to Dunkin donuts. Now I don't even like donuts but it's what the real police do! So I sat in the parking lot until they tried to give me a traffic crash and I then went down on my personal instead. After that it was just a matter of holding myself down on foot patrol and return my cruiser. That man in a dress was still there on my way home and still looked right at me as I passed. I think he made me as a cop even though I had my baseball jersey over my uniform. I hope the tact guys mess with him tonight he looked like he might go drink in public later. Until tomorrow diary

I don't know what exam you are referring to, but the controversial exam that caused the John Northen paranoia was given in 1987 and the panels consisted of a Deputy Chief and 2 Commanders, all from Chicago. First promotions were in March of 1988. Incidentally, I was in the first group promoted and never heard anything about "Notify the Watch Commander." If any of you let this discourage you from studying you are a fool. This is all ancient history, and regardless of how this test is scored and the results, has no bearing on the present.

I agree with this writer. Comments such as everyone who was promoted used clout are just plain wrong. I was burned by affirmative action/quotas in the 1973 sergeants exam which caused me to miss the 1978 lieutenants exam. I had to wait until the 1987 exam scam which left me out of the running. I did make it on the next exam along with the merit picks. I studied my ass off, my entire furlough and took three private study groups, two of which I paid for. Promotion exams in this department have always made people bitter, for various reasons. If you are not one of the in-crowd you have to have luck, a few smarts and plenty of study time,

Yes, correct. Only two gold stars from the department who used a check list. The magic words were on the check list. They were also on the written portion of the exam. Another key phrase was when asked what is the most important ( I am para phrasing now as I do not recall exact)tool that you need, the answer was " a pencil". You needed to say pencil, not pen to get credit.

I think one of the points being made on this thread is the problem isn't just merit. The problem is that even after the 30 percent merit, certain blessed individuals receive the answers or a narrowed-down version of study materials and score very well. Then they tell everyone they made it "off the list." So the percentage of legit promotees is actually lower than 70 percent. That's the part that's so disheartening. I could live with 30 percent merit, but the cheaters get me down.

It is rumored that Noreen Walker also "shared" an advance copy of the test with her chosen few, all of which made sgt. near the top of the list. Before merit they just changed scores and still made who they wanted. To this day I have never seen any thing in writing regarding what qualifies someone to be promoted on merit.

I came in around 1300 on the first test I took. Youth and arrogance led to minimal study and several years of 'woulda, coulda, shoulda'.

The second time out, I made it my part-timer to study; two to four hours a day when the test was announced and six to eight hours a day the last month, burning two weeks of time to ensure I could study without interruption.

I made it in the second class. No clout (wish I had some, but didn't), no family on the job, no friends in high places on or off the job. No connected study groups, either.

It is possible that you got one of the 20 or so spots left over after all of the clout babies took the rest. I'm certain you studied your ass off as did many other people that still didn't make it. Let's just be realistic about these promotional exams. 30% of the positions are sliced right off the top due to merit. How many were promoted off of the last list? 200? 300? For argument sake, let's just say it was 300. That means right off the top there's only 210 positions available for all of the non-clouted and that's assuming everything is legit, which we all know it isn't. There's usually about 5000-6000 applicants for these tests and a 1 point difference in score can separate two applicants by 200 positions. The first part of the test will be multiple choice, pass/fail, and scored on a scan tron. Most will pass that and it's really just there to justify the merit picks and weed out the total morons. The second part of the test will not be on a scan tron and will be subjected to very subjective grading by many different people who are prone to make errors. It will consist of a combination of multiple choice and essay questions. A very bad system considering that a 1 point difference can separate people by 200 positions which is enough to knock a person out of the running. The point is that every sergeant out there thinks they're a superior intellect and a harder worker who's studying hard caused them to be promoted. The fact is, they studied hard, and they got lucky. There are blue shirts on this job with PhD's and Masters degrees from real Universities that don't place high enough on the exam lists to get promoted. That should tell you how faulty the CPD exams are. I know, I know, you just studied harder than they did and your superior intellect was the clincher.

Of the 116 sergeants promoted to lieutenant in the first two waves of ExamScam, only 35 or 30% could justify their promotion based on the legit X list (first two components). If you insist on the City's misuse of the undefined word "merit", a whopping 81 sergeants (70%) were passed over by clout babies who were promoted on the equivalent of "merit", Chicago-style.

A truer statement was never made. I studied and just plain got lucky and ended up retiring as a lieutenant. Better men and women then me never got promoted and they were educated, smart and studied, not counting they were great cops. I realized this and was grateful for what I got and never looked down upon or mistreated a working police officer. I have known John Northern since the 70's at Maxwell street and I put him in the working police officer category, along with being intelligent and prepared. The promotion system just is not right, it was not right back then and it is not right now. Only the public is fooled.

EXAMSCAM was neither the first nor the last time police brass and their political sponsors made CPD promotions a fraud. It definitely was the most obvious and flagrant. Anything the brass touches turns to shit because of corruption.

Everyone should take the same objective exam scored immediately by Scantron. If the courts determine that there is disparate racial impact, draw the promotions in rank order from separate white, black and Hispanic lists based on the same objective scores.

They may call it performance ratings, "merit", etc. But once the city lets subjectivity enter into the scoring, it becomes a matter of cronyism, nepotism, cash bribery and sexual favors. Accomplishments in actual street police work become meaningless.

019 district dog can come to Beatrice's any time. There is a bottle of Winking Owl Cabernet from Aldi's that someone left there about six years ago. It is all yours on the house my brother.

Better bring your own corkscrew. Beatrice threw the only one we had out after "Crabs" Corcoran attacked "Big Belly Bertucci" with it after he grabbed her ass.
