Word from a pretty reliable source that a Captains List is done and due to be announced at any minute. Or maybe it's an XO list? We aren't sure what they're calling it, but it's coming, maybe by Friday, and we don't mean "BIG CHANGES!" Friday either. This is a minor event at best.

The anticipation of new local leadership, and a new broom sweeps clean. What is not to like about the thought.
Seriously, who even deserves a promotion from among any of the ranks wearing white shirts these days?
They play a combination of charades and hide and seek depending on who they are avoiding, gladhanding, or suddenly donning their serious face on the occasion a p.o needs to be chastised or told no.
Otherwise, this continues to be a clout driven token on the road to a higher pension seeing as how the dept. stopped cultivating future heads of bureaus or units or divisions based on skill level or leadership for a few years now.
It means more political hack merit rank robbing the pension

I thought they were trying to get rid of the "Captain" rank. We don't need watch commanders...the sgts. can do the job of a lt. if need be, no desk sgts., BUT, the Commander needs an understudy? Can we please get rid if Rahm and his band of idiots, get a superintendent that came up through this dept.'s ranks, and put things back the way they should be?
If they need Captains they should start with Captain "Radio" Ryczek. He has been hiding at OEMC for years.

To all of you guys and gals studying for the upcoming sergeants test. Pay attention to Special Order 03-02-01 Firearm Discharge Incidents Other Than Destruction Of Animals.
The order has information about round tables. We no longer have round tables. This may show up in the first part or the second part. It's a trick.
I heard Lt. JA from 011 was on the list.

I was talking to a decision maker over the weekend. He was laughing about the list because there is more than one name on there that shouldn't be. One of the people on the list happens to be on a leave of absence (but I am sure will come back just prior to the list being published).

"the sgt's. can do the job of a lt." The job of the Lieutenant was to do the Captain/Watch Commanders job when the Captain was not there. Remember they did not want to pay Sergeants the Out of Grade as Lieutenants for doing the job of a Captain.
Then you say and make sense "put things back they way they should be" Yes get rid of Rahm and McNumbnuts, but it will take years to undo the damage they have done to this department.
One of the worst things they have done is to convince people that the ON THE CHEAP was of running this department and servicing the taxpaying citizens is the way thing should be..
Why pass up a chance to let an entire list of employees owe you their livelihood ? It's all about the micro-manager on the 5th floor
Quick- think of the first current captain you last saw in your daily travels at work... do we really need more ghost payrollers, nothing to do, being taken care of, being hidden, and ready to embarass us further?
If you've proven you can do without captains, and pretty much done the same with lieutenant (even more worthless position), why the constant bogging down of the ranks with a top heavy, wasteful glut of more management than you need?
It would seem that at the very top they must be planning more 'innovations' to stall a comprehensive overhaul and continue to distract and obscure from the incompetence and inefficiency going on at headquarters...
if you're gonna have that many white shirts, they need to justify having them at district level and draining that much payroll. My concern is somebody's gonna want to create squads or teams for these sectors and you'll be stuck with your very own complete set of nitwits using the p.o. to make themselves look needed and busy-a sergeant, a field lieutenant, and a captain- pretending they are all on the street, but really just pointing out b.s. none of them will actually do anything about except assign to the p.o.
so our next phase of leadership and supervision will be handwaver white shirts making way more than you do just logging their minutes in a car pointing out shit they would never do but expect you to do so they can keep the next ridiculous department strategy going until the next puppet regime comes along.

What ever happened to a sergeant's class?! What kind if message does that send to all those taking the new test! Study real hard and do real well and you too can sit on a list for 7 years. There have been ZERO promotional classes this year. ZERO. Sergeants Union says they're budgeted for 1190 sergeants. They will be down over a 100 when all the retirement papers are put in. What is the real story with the hold up?
Next round of exempts should be selected from rank of Patrolman. How many of the blue shirts have been passed over on prior sets. Tests that are more qualified than the current xo and commanders. Please no more captain or xo promotions , total waste of money. Put current xo in charge of units like traffic,mass transit,crime lab ,reps,melas,let's save the pension.
Apparently everyone who can is putting in for retirement people have figured out that its better somewhere else and you have more pension protections as a retiree than active employee.
I hope they replace Lts as watch commanders with this new list of captains. We don't need XOs, that is a redundant position designed to keep people in their rank rather than dumping them. There should be one person of rank to run the watch in each district and each unit, and the Lts should be made to running the field operations. Some white shirts are quite capable, but not all want it since the XOs are useless and can be dumped and moved at any time. Watch Commanders is a necessary position that should have structure, not just any old supervisor sitting in. A lot of the sgts can handle it, but some can't and it's a mess. Screw the XO spot, get us steady watch commanders and put the structure back in the operation.

The upcoming sergeant's test is on Saturday, October 26th at 8 A.M. at 2301 S. Lake Shore Drive in room W196. The test starts at 9:30 A.M. If you arrive later than 9 A.M. the door will be shut. I have studied my ass off for this test. I know I'll make the list. Check your email for further instructions and details.

Sure everyone is! Is that why fop begged and we only got 106 to retire 55 and out with free insurance? If you have time on the job, are in a good spot why leave? To do what? If your young ok, start a new life, I turned 55 last month, made 130K last year, yes blue shirt working special, some of us still like the job, the people we work with, the job we do! So tired of coppers or fake coppers talking bullshit about moving out, leaving, if you hate the city and job so much don't bitch just leave, there are thousands waiting to take your position! Let me tell you about this job, tough at times sure, this job put both my kids through top colleges 1 Notre Dame the other Harvard! Not bragging but this job allowed me to give my kids something I could never have, and to the detractors a family practice doctor makes about $130,000 a year, owes hundreds of thousands in loans now tell me how bad this job is?

His secretary on the other hand (that's right I said his secretary) is a part time police officer she shows up when she wants and leaves when she wants. She works about 20 hrs a week, must be nice. You don't say. We got the same situation going on with our watch secretary on third watch (recently returned) here in 006. When she ain't disappearing with PO's, she is driving home long before she's supposed to. But hey, guess you do what your allowed to get away with.

News flash maybe they are doing work but it's called a Lt's job and not the job of a PO. God help us if she ever gets promoted again!

I don't think so. #1, she doesn't want the responsibility of leading troops; she never did. And, #2, unless something changed she doesn't have a 4 year degree which lts. and captains now have to have. Let her ride her bike during the summer and keep her out of the way of those of us who actually want to do police work.

No such luck, you guys in 24 are stuck with her. The reason they let her ride a bike instead of doing a Lt's job is that it minimizes her ability to fuck things up.
90 percent of the new captains will be trained as inspectors--- mcswiller knows that the discipline is missing from the rank and file (patrol and the d unit) and he will be sending out his new inspectors to shake the bushes and get everyone in line...

Ahhh Allison Schloss, was in my academy class. She was in her kaki shirt way after we all got our blues for us making it over the wall. But she did finally make when they had closed door testing, and viola, she made it. However she never did complete the runs, always fell out and walked to fininsh. Remember , it's "earned not given".....

The 1st Deputy is supposed to run the day to day operations of the Department. Problem is big Al can't even tie his shoes without help. So you are somewhat correct...he does nothing except cause stupid problems. In WAY over his head. You almost have to work at being that clueless.

This absolutely nailed it. Beyond that, it is just common sense. The most important link in the chain of command was broken with this f*ckd up system. How about we save money from our union dues and not pay Shields and the rest of the FOP dogs Deputy Chief's pay or Captain's pay?
Some of you who think Captains and Lieutenants are useless should feel the same about the Sergeants? Why should a Sergeant run the watch? Let's just eliminate all ranks except for patrol officer. Then the watch can run by committee. That would be a perfect end to an already fucked up structure and administration. Then when you come on the job you can work hard to get no promotion and no raise in pay or pension to do the work normally done by a white shirt. Twenty + years you'll be in blue with only a desk job (that will go only to the clouted) to look forward to. As a matter of fact, if the team policing pilot program slated for 012 goes we can even eliminate dicks. Just have the team do the investigation from initiation to prosecution. Then we won't need dicks either. What a department that would be!

He, like many other qualified Lts didn't even get to the interview phase. Those spots were taken by the likes of Casey, Lott and Murphy.
Make ftos xos. They passed a test. No merit promotions there. They can be the watch commander or dss as its called. . After all, the bosses were trained by ftos. They must kno there stuff. Things that make you go hmmmmm.
We already had an exempt from the PO's ranks - Cronin - and look how fucked up that was.

Exactly right. Big Al is soooooo impressed with his being the 1st Dep. Problem is he has no idea what the 1st Dep is supposed to be doing. Utterly incompetent and it's an embarrassment to have him as the 1st Dep.
Allison is a nightmare now. Can't imagine her with ANOTHER merit promotion.
