An interesting proposal:
- heard from 35 th the new DSS order is about to come out. in the order, the DSS position will be filled by sergeants only. under no circumstances will a Lt. ever act as DSS. if available, Lts will be designated as filed Lts. Couple that with the fact that no Lt will ever be assigned as XO, there is now a needless rank in the department. A watch can operate without a field Lt, which means that other than feeding the exempt ranks and captains ranks, there is no real use for Lts, who are now suddenly in surplus. Don't expect a class anytime soon with the rank likely to go to appointment only, much cheaper with no lawsuits. They say the current list has already been scrapped.
Since they can't seem to eliminate the rank of captain (they just rename it), maybe they can eliminate lieutenants.
We don't see it happening, but it's nice to dream.

How screwed up is this department becoming. Certainly, I am glad to see some of these lieutenants be pushed out of command positions. A great many of them don't deserve it. Nonetheless, even with sergeants running the stations, I envision a whole host of problems arising.
Thank the heavens I see light at the end of the tunnel in about 4 years. That light is called retirement.
What a bunch of asshats running the CPD hoping to save money. The more they depart from what has worked in the past, the more things will get fucked up.

Not true. U have to have a lt on each watch due to conflicts in decision making. Even though a sgt Is the dss for the day there are still responsibilities and situations which only a LT or above can decide/accomplish.
Thank the captains for working out a deal that screwed every rank from top to bottom a couple year ago. The effects are still rippling.

So hypothetically the Sgt is in charge of the station and the Lt deals with the street. So does the Sgt "out rank" the Lt when it comes to making decisions such as what cars people work? What a f'n joke this department has turned into.
All you new PPO's better take note what is happening. This is the kind of BS you are going to have to deal with and it will only get worse. Get out while your young.

Remember, there was a period of time in the 90's following the Booze Allen report, which determined that Captains were not needed and the rank was allowed to disappear. When it returned it was exempt. Elimination of the rank of Lieutenant has already taken place in other Agencies. Also note that there was a time prior to O.W. Wilson when Captains served as Unit Commanders. Perhaps the whole concept of Military Rank Structure is archaic in policing, so new rank titles may be better for specific tasks.
so, if I'm a lt., I can drive around and....do nothing, which is almost less than the dss, which a sgt. has to do?......hah!
I'll bet that the LT will become something like the old watch commander but run the watch from the street. They just won't have him sitting behind a desk. If this order is true is places the paperwork responsibility on the DSS Sgt without having to pay him out of grade because the job is no longer a LT's. But the LT will still be the boss. I remember when they use to say that a field LT was the best job on CPD. Sounds like it might be again. As a sgt I can't wait to take the test and get promoted to a position that has all the benefits with almost no responsibility.

The only thing a Lt can do that a Sgt can't is approve a TRR......DSS does not require a Lt but either Lt or Sgt. A field Lt. does not exist they are field supervisors either Sgt or Lt. Also according to the order that is out the DSS has sole responsibility for what happens in the station not on the street or field. Who knows what will happen or if this is a bs rumor but at this point nothing surprises me anymore.
Another needless rank? Shhhh! Field Lt. Was the best job in patrol, or anywhere else for that matter! I'm studying for next years test right now!

The Lt position hasn't been needed since they did away with the tavern collections. The bagman was all it was supposed to be and unfortunately its all a lot of them are qualified for. (apologies to those few that are qualified to be police)
Our LT strolls in whenever, lets the sgts do the roll call then sits in the office for a few hours working on doing paperwork for his other career, then disappears for another hour, maybe two, then he's gone for the day. If he works a solid 5 hrs I'd be surprised. So basically it costs us 100k/yr for a signature on an arrest rep. Many times you will see the DSS, LT, Capt/xo, and the DC all in the station simultaneously. Lots of chiefs but still, no money for indians. We could get along with either capt, or lt, but certainly we don't need both.
what , a patrolman always did sheets , get over it . Sergeants are the most Important rank in District patrol . Xo is a useless rank many were unable to get promoted to sgt without a merit ,political appointment .

As of right now, that's the case. However, the department will do anything to not have to pay out of grade to Sgts as DSS (since they won their grievance)so they are exploring just how much would have to be changed in order for Sgts to do the job. The Lts lost their grievance for out of grade as Capt, partially because the dept argued they can redefine a job assignment as needed, and the arbitrator agreed

Yet another reason NOT to be a sgt. Stuck in entry level management yet performing tasks above pay grade without compensation, all with little hope of further promotion. I'll keep the blue shirt, the car on days in a decent Dist.

I thought this was B.S. when I read the Blog this morning however I spoke to people in the know and IT IS TRUE.
Management and Labor Affairs (O'Neil) and Legal Affairs are re-writing the DSS order as we speak.
The DSS will ONLY be a sergeant so there is NO out of grade pay.
The department wants a lieutenant on each watch EVERY DAY and I'm sure he will be there to stop any fighting between the sergeants.
The lieutenant will now AGAIN be the best job on the department.
FUCK being a sergeant.

Order is being re-written as we speak. Sgt's association was informed that the order was being modified at the same time the arbitrators decision came out. This is a done deal. Not a good one either. Should be interesting to see how the fur flies on this one.

Not quite, as defined now a field lieutenant's job is to monitor the radio and log the sergeants on the watch. Still basically nothing

Seeing as we have Deputy Chief Nature Boy running a district it only follows that the DSS' will have to be Asst Dep Chiefs amd the desk will be run by a Commander.
That will leave th Lt and Sgts in the field where they belong.
Oh, the XO? Well he/she can just hang around and do nothing ... pretty much their status quo.
These Lt's are not leaders especially the Sgts at SWAT. The best thing to do is get rid of Sgts, Lts and Captains rank. Patrolman can take care of themselves. We do it on SWAT. Patrolman are In charge of the operations. The Sgts and Lt just sign off on the search warrant that we as patrolman plan. Get rid of the rank system. Make patrolman Team Leaders and Assistant Team Leaders for each watch.

Word is a certain Lt. in 24 is going to be filing suit claiming she should be receiving watch commander's pay whenever she is the DSS and if she does anything when she is the field Lt. that the DSS sgt. can't do that she should get watch commander's pay. It's coming.

The courts will kick it back to the Grievance process.
The grievance was LOST by the lieutenants union 6 months ago . . . they ARE NOT entitled to Captains pay because it is a restructured position.
I call b.s. on this too. Maybe the l.t. Will hit the street for an hour and then he/she will return to the office and watch movies all night as usual. I thought the watch secretary was phased out but it in 15 16 and 17 they are still doing the same old job. And where are the xos? Nothing really changes on this job.
Rahmmie should require the phony XO to justify their rank , what do they do for 8 hours , bet they text , use cell phone , play computer games , check stocks , , maybe run a part time job etc. Have IAD check their personal cell phones and cpd computers for personal use on company time . 125K a year to do nothing . Hire more blue shirts. Do XO ' s swipe in and out , Commanders can't get hem to do that , fkn joke .
LT list gone as well as rank. Order just came out at 1730 hrs. read and weep it will be effective on 16 OCT. XO list also came out today.
