$93 Million in OT

  • Chicago police officials said at a City Council budget hearing today that the city will spend $93 million in police overtime this year but Superintendent Garry McCarthy defended Mayor Rahm Emanuel’s decision not to expand the force against aldermen who said the huge OT bill means there are not enough police officers.

    The overtime estimate is well beyond the $70 million in overtime Emanuel has included in his 2014 budget proposal, which would keep the number of cops steady at about 12,500.

    “We’ve got adequate resources, and we’re making a difference,” McCarthy told Ald. Willie Cochran, 20th, a former police officer who asked if the city needed to work more closely with Illinois State Police.
McCarthy touted "lower" crime numbers...in certain selected categories. And he pushed for longer sentences for gun crimes, but guess who's objecting to that?
  • McCarthy also plugged the mayor’s effort to get the General Assembly to enact mandatory minimum sentences, which has been controversial among African American aldermen.
That is a large part of their voting base, but at the same time, the aldercreatures are making their other voters victims of those who don't obey the law anyway.

CPD to be like the USMC, The Few, the Proud, the CPD. He wants a department that is lean, mean, flexible and quick to react. That is what he is building.

Dear Mr. McCarthy, Can You PLEASE bring some NYPD Detectives to Chicago to retrain IAD Personnel in how to spot a gangster/criminal. R/O has been extremely offended by IAD and it continues. Tribune on October 23rd: "The new spending blueprint anticipates $71 million in overtime for police next year, compared with the $32 million the mayor budgeted for 2013".
On October 31st, "Top Cop expects to spend $93 Million on overtime this year."
So, they are budgeting $71 million for OT in 2014, and will spend $93 Million in 2013. Even my 2 year old knows that means they are planning on LESS overtime in 2014 than they actually spent in 2013!

The problem with Mayor 9.5 trying to build a "lean, mean" CPD is that there's a layer of deadbeat assholes of all ranks, and the "special ones" who are a cancer within the department. I'm talking about the quota dipshits to the medical leave abusers to multiple referrals to IPRA. Get rid of some of them, and voila, you have money back in your budget.

Better yet - make a contest for everyone wearing a badge: got an improvement for the budget that can be implemented? You get a percentage.

This is a simple math problem. Divide $70 million by $50k, an average between the CPD starting pay and the first years pay, and you have enough funds to hire 1400 more police. Wouldn't it make much more sense to have an extra 1400 coppers instead of paying overtime and still always being short staffed? Only in Chicago.

McCarthy is a HATCHETMAN for Rahm, nothing else. He is neither a builder nor a leader of men and not a man of honor. He is a bully and a coward.

He was brought here for one reason and one reason only; to run this Department on the cheap so Rahm can spend citizens’ money, our money on his pals.

He is destroying this Department. He is getting rid of all who remember what was good and replacing it with smoke and mirrors.

The reason for this is the coming Pension Fund legislation. Do not want to hire which would help the Pension Fund. The Legislature will deal with the Illinois Pension Fund crisis this spring. Rahm will love the thought of the crisis and piggy back onto the state. The legislation that is supposed to start in 2015 will be neutered and the cuts will come.

The City hasn't been paying into pension funds, actuarial recommendations in a long time!

If you were smart you would bank some of this overtime money in a Roth IRA that the city can't touch!

This city is out to screw us out of our pension! Take that to the bank!

Mayor Rahm already said let the pensions go bankrupt in a press snippet!

First off, you can't just divide the base pay into it. There are things like fringe benefits that come into play that have to be figured in. Plus it is expensive to train cops. Well into 6 figures by most accounts.

And if you hire 1400 new cops you will need some new sgts to supervise them. You can't just add that many new people into the system w/o appropriate supervision.

In any case, just how would one train 1400 new cops? You would be lucky if it could be done in 3 or 4 years at present.

Plus the newly hired cops are not really cops for what - 18 months? Start a class at the academy today and none of them will be really all that useful until 2015.

So much for the CFD saying it is cheaper to hire recruits. Their OT is going thru the roof. As usual whatever they say is true, while McCarthy and the CPD is always questioned. Below is the first few paragraphs from the Sun Times about the CFD OT

Interesting article from the papers. CFD has been paying plenty of OT, never an issue when its the CFD, only the CPD. Double standard

OT: Radio scanners. SCC et al: I spent 20+ years monitoring communications, incl a tour@ the NSA. Some habits die hard; these days I listen to public safety radio traffic...via an app or the web. Guess the most popular channels in the world? Yep, CPD. Aside fm 24x7 acty, it's b/c there is a lot of intel on the unsecure comms...particularly traffic stops. With 1000+ listeners (some nights), how many are noting the name, address, DL, & SSN of your tfc stop? Argghhh. That is a much more effective deterrent to speeding than those commie fking cameras. And how many of the listeners are monitoring your whereabouts & activity? Where u r taking ur 30?....im thinking gang bangers, burglars, crazies w/a grudge. & BTW, jackie is my favorite dispatcher... I should not know her name .... & none of this should be news to you but it is a real threat.
City needs to upgrade comms & fix pdts, for your safety & that of the citizens u protect...

How do you train a 1000 cops?

In the early 90's the city put almost 1000 PO's a year thru the academy. Classes of 200=250. Not hard to do if you had qualified instructors.

and they would be ready in a year not the bullshit 18 months like now. Extra 6 months is just an excuse for the city to fuck with them.
